Detailed Explanation:

1. Signature of the Partnership Agreement between ISSFAA and Tan Vinh Phat
1.1. Recruitment and Selection: implement right after the Partnership agreement was signed, and this step we will proceed in the same
time with the Step 2 “Elaboration of the Construction Drawing”
a. Recruitment:
- Tan Vinh Phat elaborates the criterials for recuitment
- ISSFAA will base on these criterial to recruit 30 potential candidates
b. Interview and Selection:
- Tan Vinh Phat will interview 30 candidates who are recruited by ISSFAA then choosing 10 persons out of 30 persons
- The position of these 10 persons is below:
o 2 Line Managers
o 4 Line technicians
o 4 Pattern stamping diagram technicians
2. Elaboration of the Construction Drawing (30 – 60 days after received all the required information)
- Required information includes (Very important):
o Building density of the project land according to the Angolan Law
o The land sketch with technical description, as much details as possible (if possible, should be in 3D so we can imagine
how is the surrounding landscape)
o Expected Workforce used to operate the factory. As the factory you have visited in Vietnam, with the area of 9 ha, there
are about 1800 workers. In general, the area for 1 worker is 18m2 to 22m2
o Do you plan to build the dormitory for the workers?
o There are two types of constructions: Prefabricated and traditional, which type do you prefer?

3. Construction of infrastructures:
a. Water Supply – Drainage and Power Station Implementation: it takes about 3 – 6 months
b. Building factory, office, canteen, dormitory, toilet…: it takes about 15 – 20 months
c. Installation of waterline, electric line, lighting system, fire protection system, ventilation system…: it takes about 7 – 9 months
d. Installation of production line and other required equipment:
- Tan Vinh Phat will list all the required equipment for the project that used for produce the samples you sent and other medical
materials.
- Tan Vinh Phat may introduce some creditable suppliers if ISSFAA required
- ISSFAA is responsible for acquisition of all required equipment
- The whole process will take 4 – 6 months from the beginning of order equipment
***Training: Training process will start at the same time with Step 3 “Construction of Infrastructures”
- It will take about 1 year
- Tan Vinh Phat will support in: supervision of the expatriate staff, legal representation for temporary residence registration, finding
accommodation, other legal documents required for expatriate staff living in Vietnam. Tan Vinh Phat do not take any
responsibility if Angolan staff violate to the Vietnamese law.
- ISSFAA will responsible for the cost of accommodation and transport for Angolan staffs in Vietnam, flight tickets
