Abstract

This study aimed to determine the extent of impact brought about by the innovation,
Project LOVE , on the manifested level of absenteeism by the identified Grade 10
students of Laureano Salusod National High School during the Second Quarter of
school year 2022-2023, and the researcher was using the DepEd SF 2 (DO 11, S.
2018- Daily Attendance of Learners)in gathering the data which reflects the actual
daily attendance of the research participants employed absenteeism survey, in a
tabular form survey instrument, to assess the level of absenteeism displayed by two
groups of identified Grade 10 students: the control group and the experimental
group.This research study utilized a quantitative research design. In this design,
participants or subjects are divided into two distinct and unrelated groups. Each
group receives a different treatment , condition , or level of the independent variable
being studied. Afterwards, measurements or observations are taken on both groups to
compare their means. The results showed a significant improvement in the manifested
level of absenteeism by the identified Grade 10 students after the implementation of
Project LOVE and the study recommends the dissemination of the results to school
administrators , parents and teachers, and for the purpose of evident implementation
of training programs for school administrators and teachers.

helping hands in assisting the researcher in giving the data of attendance , the
cooperative class advisers of the identified grade 10 students , fellow competent
teachers that visited the students for the fulfillment of the assigned task , and to the
identified grade 10 students and their supportive parents in sharing their open books
of experiences and thoughts and making their doors at home open for the maximum
insights of the study .
The researcher is always grateful also in his family , her wife, Mrs. Rinalyn B.
Tanlangit and his son, John Reynolds B. Tanlangit who are always at his side that
sustained his burning passion on fire in his teaching profession, and all other
concerned persons who participated in this study and shared significant and relevant
ideas into the absenteeism level manifested by the identified Grade 10 students in
their daily studies. He acknowledged also the superb guidance and splendid support
provided by his research advisor and colleagues who assisted him throughout the

Context and Rationale

Students learn best when they actively love to participate in the learning
process and when they are engaged with the ability to achieve commendable
performance at school. By virtue of Deped Order Number 034, series of 2022 ,
stipulating the School Calendar and Activities for the School Year 2022-2023 should
consist 203 school days or as may be determined by further issuance/s in case of
changes in the school calendar due to unforeseen circumstances, and with this, the
students regular attendance must be closedly monitored for them to sustain best
learning experiences and commendable academic achievements at school.
With the passion of teaching children, the problems of students learning
habits will be addressed with the consistency of looking forward for the best of their
care. One of these concerns is absenteeism or the irregularity of attending classes at
school.
According to the study entitled’’ The Problem of Student Absenteeism, Its
Impact on Educational Environments, and The Evaluation of Current Policies’’ ,
student absenteeism continues to be one of the most significant impediments
preventing educational institutions from reaching their objectives.(https://files.eric.ed
.gov/fulltext/EJ1355069.pdf). This reality also calls the attention of the researcher to
conduct the study so that the school will continue to serve the learners in its utmost
capacity and provide a learning environment available for all.

DO 11, S. 2018- Daily Attendance of Learners served as a guide in using the


DepEd SF2 for the months of November to January last School Year 2022-2023. With
these months, 32 out of 49 (approximately 65%), fall under the high level of
absenteeism, with an absence range of 11 and above. These number of students are
coming from the identified Grade 10 students of Laureano Salusod National High
School that has the highest number of absences, suggesting a significant level of
absenteeism among the learners. This pressing concern encourages the researcher to
conduct the study to address the cause of the problem and to implement effective
intervention strategies.

Innovation , Intervention, and Strategy

School heads, principals , TIC’s , teachers and other school leaders must
consistently initiate productive rooms for improvements inorder for our identified
Grade 10 students capacitate themselves to address concerns , issues and
challenges they may encounter and by one way or another, they will gradually be
effective and efficient in classroom tasks and activities designed for them to perform in
the world of face to face classes.

With the power of optimism, the researcher – proponent created an
intervention entitled Project LOVE or short for Listening, Overseeing, Visiting and
Evaluating through;
LISTENING ACTIVITIES
 Quarterly PTA MEETING- Deped Order 13, s. 2023, the Department of
Education has issued the omnibus guidelines on the regulation of operations of
the Parents-Teachers Association (PTA) to update and harmonize its functions

OVERSEEING ACTIVITIES
 SF 2- Deped Order 11, s. 2018- Daily Attendance Report of Learners- the
Department of Education has created this enhanced preparation of daily
attendance reporting of learners at school to be prepared by the class adviser.

 Creation of Group Chats through Messenger and Facebook accounts.
VISITING ACTIVITIES
 Home Visitation- DepEd Order No. 02, s. 2021 amending DepEd Order No.
030, s. 2020 paragraph 3, the marching order to conduct home visitation. This
DepEd Order guides the teachers to innovates learning approaches even this
time is always applicable in maximizing strategies for raising the academic

EVALUATING ACTIVITIES
 DO 36, S. 2016 -Recognition Activities - – Policy Guidelines on Awards and
Recognition for the K to 12 Basic Education Program. These awards have been
designed to formally recognize the outstanding performance and achievement of
learners in academics, leadership, and social responsibility, among other
aspects of student progress and development. These awards are given to
encourage learners to strive for excellence and to become proactive members of

 DO 35, S. 2016 -Learning Action - The Learning Action Cell as a K to 12 Basic
Education Program School-Based Continuing Professional Development
Strategy for the Improvement of Teaching and Learning. This shall be sustained
by conducting it at least once a month on an in-person learning modality;
however, it may also be done virtually when it is difficult to have in-person
sessions, particularly when involving clustered schools. (bit.ly/deped-conduct-

 Here are the steps to do during pre-implementation,
- In listening activities, the teacher will secure the communication letter
addressing to the school head for the approval of the Quarterly PTA Meetings
and remind students to inform their parents to bring the communication letter

as a receipt of their attendance, and facilitate the agenda to be conducted .


This activity is as an avenue for the Parents to listen attentively their children’s
learning progress , and likewise, teachers will listen also the feedback or
comments of the parents in their children’s performance.
- In overseeing activities , the teacher will create Group Chats through Messenger
of the students and encourage to have their own facebook or messenger
accounts to be included in the GC, and the utilization of SF 2(DO 11, S. 2018)
for the checking of daily attendance regularly to be downloaded from the LIS is
strongly advised.
- In visiting activities, the teacher will secure the home visitation forms, and
students profile forms from the office of Guidance Counselor designate.
Afterwards , the teacher will ask the referral of the guidance counselor
designate for the list of students subject for home visitation and secure letter
request to be approved by the school head to conduct Home Visitation.
- In evaluating activities , there will be a Recognition Activities. The teacher will
then make a proposal to be approved by the school head in regard of
recognizing students attending classes regularly and demonstrating satisfactory
performance at school. This creates an affirmative activities that the school
world is for all, free and enjoyable. LAC Session is also road for improvements.
The teacher will make a LAC permission letter, proposal , action plan, training
matrix to conduct LAC Sesion, and submit to the office of the school head for
the approval.
For the implementation phase,
- In listening activities, to start the Quarterly PTA Meetings, the teacher will
retrieve the communication letters from parents and check the attendance. The
Progress Report Card(SF9) must be distributed and open for the querries
regarding their children’s academic performance. The agreed minutes must be
prepared and the pictures taken must be printed for proper documentation.
- In overseeing activities , the teacher must monitor the created Group Chats
through Messenger and the consistency of the utilization of SF 2(DO 11, S.
2018) for the checking of daily attendance regularly must be sustained , to be
prepared by the class adviser, and to be checked by the LIS Coordinator and
approved by the School Head.
- In visiting activities, the teacher will now prepare the secured home visitation
forms, and students profile forms. Afterwards , the teacher will then conduct
the Home Visitation , and the certificate of appearance will be asked from the
barangay to justify the attendance of conducting the activity, with the actual
printed pictures.
- In evaluating activities , to implement Recognition Activities, the teacher will
then print the approved program and ready for the conduct of the mentioned
activity. There should be a 100% participation of teachers, students , school
personnel and parents when necessary. All the needed resources should be
sourced out from money, school materials and all that will make the recognition
activities more implementable. After preparing the procedures on LAC Session
activities, the LAC Owner will facilitate the activities with the LAC facilitators,
and Technical working Group.

For the post implementation phase,
- In listening activities, after the conduct of Quarterly PTA Meetings, the teacher
must have a consistent follow-up of the agreed minutes , and submit the
approved minutes to the office of the school principal, and submit Narrative
Reports.
- In overseeing activities , the teacher must closedly monitor the created Group
Chats through Messenger by responding their querries and concerns and even
forwarding of updates must be updated and print the screenshots as evidences.
.After preparing the SF2, the teacher should submit the SF 2 to the Registrar
Designate.
- In visiting activities, after conducting the Home Visitation , the home visitation
forms and student profile forms must be approved by the Guidance Counselor,
and School Head and submit for Accomplishment Report. The printed pictures
of the conducted activity must be keep for proper reporting.
- In evaluating activities , after the conduct of Recognition Activities, the teacher
will then prepare the Activity Completion Report and submit to the office of the
school head. .After conducting the LAC Sessions, the LAC Owner collected the
LAC Outputs, and submitted to the office of the school head the Activity
Completion Report.

Action Research Questions


The researcher’s objective is to determine the extent of impact brought about
by the innovation , Project LOVE on the perceived level of absenteeism manifested by
the identified Grade 10 students of Laureano Salusod National High School during the
Second Quarter of School Year 2022-2023.
1. What is the level of absenteeism manifested by the identified Grade 10 students
with no intervention (Control Group), Project LOVE?
2. What is the level of absenteeism manifested by the identified Grade 10 students
with the intervention(Experimental Group), Project LOVE?
3. Is there a significant difference between the absenteeism manifested by the
identified Grade 10 students with no intervention(Control Group), and with
the implemented intervention(Experimental Group), Project LOVE?

Action Research Methods

A. Research Design
The research design used in this study is a quantitative research design which
comprises two-group research design, specifically the control and experimental group.
This design is justified by the fact that the study aims to determine the extent of
impact brought about by the innovation, Project LOVE, on the manifested level of
absenteeism by the identified Grade 10 students. As such, it is necessary to conduct
observations and other scientific methods or strategies of the study towards no
intervention and with the implemented intervention, to measure the changes in their
perceived level of absenteeism.
B. Participants and other sources of data and information
The study participants were the identified Grade 10 students of Laureano
Salusod National High School which composed of forty-nine students for Control

Group (No Project Love Intervention) and forty-nine students for Experimental Group
(With Project Love Intervention) .The list of students identified were officially taken
from the office of the Guidance Counselor. These students shall be selected as the
subjects of the study because of their low turnout of regular attendance during the
Second Quarter of School Year 2022-2023.

C. Research Instrument
The researcher used DepEd School Form 2 (DO 11 s. 2018- Daily Attendance
Report of Learners) from the months of November to January during the Second
Quarter of School Year 2022-2023 to support the employed absenteeism survey, as a
tabular form survey instrument to assess the level of absenteeism displayed by two
groups of identified Grade 10 students: the control group and the experimental group.
Furtheremore, the researcher used the table presentation inorder to count the number
of frequency inorder to measure the manifested level of absenteeism of identified
Grade 10 students with no Project Love Intervention ( Control Group) and with the
Project Love Intervention ( Experimental Group) .
This survey instrument furthermore, can be used to measure the perceived level
of absenteeism manifested by the identified Grade 10 students because the data
are transparently reflected based on the gathered School Form 2 from the months of
November to January during the Second Quarter and the tables presented are
meticulously discussed and comprehensively justified
D. Data Gathering Procedure

In gathering the data, the researcher retrieved the SF2 for the Months of
November–January 2022-2023 during the Second Quarter from the office of Registrar
Designate and based on these gathered data, the researcher prepared another sets of
SF 2 (DO 11 s. 2018- Daily Attendance Report of Learners )for the Control Group
( NoProject Love Intervention ) and Experimental Group( With Project love Intervention)
to consolidate the attendance of identified Grade 10- students .

E. DATA ANALYSIS
The researchers used various data analysis methods, such as descriptive
statistics and tests of significance. Means from the categorized data in the table below
were utilized to answer questions 1 and 2.

The researchers utilized the independent sample t-test, along with statistical
tools such as mean, standard deviation, and t-statistics.

Results and Discussions


The researchers employed an absenteeism survey, in a tabular form survey
instrument, to assess the level of absenteeism displayed by two groups of identified
Grade 10 students: the control group and the experimental group.
Research Question 1: What is the level of absenteeism manifested by the identified
Grade 10 students with no intervention (Control Group) of Project LOVE?

As shown in Table 1, 32 respondents manifested high level of absenteeism, 9 as


moderate, 3 as low, and 5 as very low or not observed.
Research Question 2: What is the level of absenteeism manifested by the identified
Grade 10 students with intervention (Experimental Group) of Project LOVE?

As shown in Table 2, 0 respondents manifested high level of absenteeism, 31 as


moderate, 9 as low, and 9 as very low or not observed.

Research Question 3: Is there a significant difference between the absenteeism
manifested by the identified Grade 10 students with no intervention(Control Group),
and with the implemented intervention(Experimental Group), Project LOVE?
To answer this question, the researcher used the independent sample t-test to assess
the significant relationship of absences of the perceived level of absenteeism
manifested by the identified grade 10 students before and after specifically the context
of the Project LOVE intervention.

As shown in Table 3, the mean difference between the perceived level of absenteeism
manifested by the identified grade 10 students before and after the intervention is
3.755, with a standard deviation of 0.5. The t-value is 5.221, with 96 degrees of
freedom , and a p-value of less than 0.001. This indicates a statistically significant
difference between the two means, suggesting that the intervention, Project LOVE, has
a positive impact on decreasing the perceived level of absenteeism manifested by the
identified grade 10 students.

As shown in the table 4, the 32 themselves perceived as high level of absenteeism ,


with the average of 0.65, 40 of them perceived the moderate with the average of 0.82
and 12 as low with the average of 0.24 and 14 for very low with the average of 0.29.

Findings
The findings of this study support the hypothesis that the intervention Project
LOVE has a significant impact on the perceived level of absenteeism manifested by the
identified Grade 10 students. The results suggest that the intervention helped
students to cope with the absenteeism manifested in their studies, leading to a lower
level of perceived absenteeism. These findings are consistent with previous research
that shows that teacher trainings, seminars and support can positively impact
teachers’ efficiency at work and reduce the level of absenteeism manifested by the
students.
Overall, the results of this study suggest that the Project LOVE intervention is
effective in addressing the absenteeism manifested by the identified Grade 10 students
. The findings have important implications for teacher training and support programs,
as well as for educational policies aimed at improving the quality of education, and the
consistency of the best practices of the administrative leadership styles in school.

Conclusion and Recommendations


Conclusion
Based on the findings of the study, it can be concluded that the
implementation of Project LOVE has significantly decreased the level of absenteeism
manifested by the identified Grade 10 students in the school setting.
With no intervention (Control Group), identified Grade 10 students perceived a
high level of absenteeism due to distance from home to school, teachers’ leadership
styles, classroom management, peer behaviors, parental guidance and support, social
media effects, biological status, and even engaging relationships. However, after the
intervention, the perceived level of absenteeism significantly decreased, indicating the
effectiveness of Project LOVE in addressing absenteeism concern.
The study also supports the findings of previous studies that effective
professional development programs can enhance teacher performance and improve
student learning outcomes. In this case, the implementation of Project LOVE has not
only decreased the perceived level of absenteeism but has also positively contributed
progress to the teaching performance of proficient teachers.

Recommendations:
Based on the results of the study, the following recommendations are
suggested:
The school administration should continue to provide opportunities for
professional development programs that are tailored to the specific needs of the
teachers, such as Project LOVE . The program has shown to be effective in addressing
the absenteeism manifested by the identified Grade 10 students and improving their
academic performance.
The school administration should consider consistent implementation and
closed monitoring and evaluation system to assess the effectiveness of professional
development programs. This will allow for continuous improvement and refinement of

the programs to ensure that they meet the needs of the teachers and have a positive
impact on their teaching performance.
Future studies may consider using a randomized controlled design to assess
the effectiveness of Project LOVE in comparison to other professional development
programs. This will provide more relevant evidence of the effectiveness of the program
and contribute to the broader and deeper body of knowledge on effective professional
development programs.
Overall, the study highlights also the importance of providing effective
professional development programs that are tailored to the specific needs of students
in addressing the absenteeism they behave in the school setting. The findings of this
study contribute to the broader body of knowledge on effective professional
development programs and can inform the development of future programs aimed at
improving teacher performance and student learning outcomes.

PLANS FOR DISSEMINATION AND UTILIZATION
School administrators should take note and consider of the findings. It will
be put to good use in the development of instructional methods, the creation of
curriculum, and the coordination of school governance and administration. As a
result, it should only be shared with the following people:
A. Participate research conferences, forums, and policy forums at the division or
district level to share and discuss research findings and recommendations. Our
peers in academics can assist us in getting our students' work peer-reviewed.
B. Publishing research papers and bulletins are a great way to spread the word
about technology integration and training among educators. As a result, it will
benefit children's education and development.
C. Make sure the SIP and AIP have enough money allocated to the project.
D. We can participate in discussions in LAC sessions or In-Service Training. A
different sort of in-service training may allow us to assist other schools in
improving their grading methods by sharing our expertise.

THROUGH PROJECT LOVE( LISTENING, OVERSEEING, VISITING , AND EVALUATING)
SHORT DESCRIPTION ABOUT RESEARCH
Students learn best when they actively love to participate in the learning process ,
and when they are engaged with the ability to achieve commendable performance at
school. By virtue of Deped Order Number 034, series of 2022 , stipulating the School
Calendar and Activities for the School Year 2022-2023 should consist 203 school days or as
may be determined by further issuance/s in case of changes in the school calendar due to
unforeseen circumstances, and with this, the students regular attendance must be closedly
monitored for them to sustain best learning experiences and commendable academic
achievements at school.
Based on the Monthly Report of Attendance on Deped SF2 (DO 11, S. 2018- Daily
Attendance of Learners) , that for the months of November to January last School Year
2022-2023, the majority of the students, 32 out of 49 (approximately 65%), fall under the
high level of absenteeism, with an absence range of 11 and above. These number of
students are coming from the identified Grade 10 students of Laureano Salusod National
High School that has the highest number of absences, suggesting a significant level of
absenteeism among these learners. This pressing concern encourages the researcher to
conduct the study to address the cause of the problem and to implement effective
intervention strategies.
According to the study entitled’’ The Problem of Student Absenteeism, Its Impact
on Educational Environments, and The Evaluation of Current Policies’’ , student
absenteeism continues to be one of the most significant impediments preventing
educational institutions from reaching their objectives.(https://files.eric.ed

conduct the study so that the school will continue to serve the learners in its utmost
capacity and provide a learning environment available for all. As Dr. Jose Rizal stated that,

MEMORANDUM OF AGREEMENT

This Memorandum of Agreement (MOA) is entered into in the School Division Office,
Dao, Pagadian City, Philippines by and between:
REYNOLD S. TANLANGIT, EdD., TEACHER III of LAUREANO SALUSOD
NATIONAL HIGH SCHOOL , DIMATALING DISTRICT from
DIMATALING, ZAMBOANGA DEL SUR, hereinafter referred to as
GRANTEE
and
DEPARTMENT OF EDUCATION, DIVISION OF ZAMBOANGA DEL SUR
with office address at Dao Complex, Dao, Pagadian City, represented
by the chairman of the Research Committee, JERRY M. BOKINGKITO,
ASSISTANT SCHOOLS DIVISION SUPERINTENDENT, hereinafter
referred to as DEPED, Division of Zamboanga del Sur

WITNESSETH
WHEREAS, DEPED aims to promote an environment conducive to ideal of evidence-
based decision- making through the conduct of various research initiatives across all
governance level;
WHEREAS, DEPED has instituted the Basic Education Research Fund (BERF) as a
funding facility for potential research studies to be conducted by eligible DepEd
personnel;
WHEREAS, DEPED has evaluated and approved all submitted research proposals to
ensure the quality and relevance of potential research studies and has informed the
research proponents of the results of the evaluation;
WHEREAS, the research proponent, now known as the "GRANTEE", has been oriented
on the systems and processes of the BERF facility.
NOW, THEREFORE, DEPED AND the GRANTEE (collectively known as the Parties)
agree as follows:

ARTICLE 1
SCOPE AND DURATION OF THE AGREEMENT

Section 1.1 All the activities in the approved research proposal to be conducted will be
school in scope. The work plan of the approved research proposal is attached as
Annex 1 of this agreement.
Section 1.2 The implementation of the research study will last based on the approved
timeline as approved.
Section 1.3 Any deviation from the original and approved research proposal will be
immediately communicated to the Schools Division Research Committee (SDRC) by
the GRANTEE. All major changes warrant the approval of the Research Committee.
The approved research topic cannot be changed by the GRANTEE at any point during
the study.
Section 1.4 In the event that the GRANTEE sees the need for extension, a letter of
request for the extension with justification will be submitted to the Schools Division
Research Committee. Valid reasons for extension which will be decided by the SDRC
include illness of the grantee, calamities, disasters, and other extenuating
circumstances. The request of extension will be approved provided there will be no
additional cost to DEPED. The GRANTEE will be allowed 1 month extension.
Section 1.5 In cases where unforeseen circumstances force the cessation of the
implementation of the research, the GRANTEE shall write a letter to the Research
Committee with justification and documentary support.
ARTICLE II
OBLIGATIONS OF THE PARTIES
Section 2.1 The total cost of the approved research proposal is ₽5,000.00. DEPED will
release payment to the GRANTEE in two tranches provided that the GRANTEE will
submit all the expected outputs. The table of deliverables per tranches is outline in
Annex __ of this MOA.
Section 2.2 The Grantee will be responsible for the following:
a) conduct the research as approved in his/her research proposal;
b) submit all the required outputs to DEPED as per approved timeline;
c) ensure that the conduct of research will follow the highest standards of
ethics to protect our learners and the community;
d) disclose any conflict of interest( possible or actual) that may arise during the
conduct of the research;
e) ensure that all funds provided will be spent as per approved cost estimates;
f) disseminate completed research on appropriate venues.
Section 2.3 DEPED will be responsible for the following:
a) ensure the timely release of the research funds for the GRANTEE;
b) evaluate thoroughly the submitted deliverables of the GRANTEE;
c) provide technical assistance to the GRANTEE as per monitoring and
evaluation results and as requested by the GRANTEE;
d) monitor the progress of the research proposal;
e) conduct due diligence in evaluating and approving deliverables; and
f) assist in approving venues for dissemination of the completed research

ARTICLE III
SPECIAL PROVISIONS
Section 3.1 Authorship and Ownership. The GRANTEE will be the sole author of the
research. The research funded by the BERF will be co- owned by the authors and
DEPED. Written permission from the SDRC is required when the research will be
presented in research conferences, forums, and other related events, or be published
in research journals and bulletins. Also, in these presentations or publications, the
GRANTEE must duly acknowledge the funding source/s for the study.
Section 3.2 Plagiarism, Fraud, and Conflict of Interest. The GRANTEE will ensure that
the research proposal and final report submitted are original works. Appropriate
referencing and citation must be included in the submitted deliverables. Further, the
GRANTEE will ensure that there will be no conflict of interest during the conduct of
research. The GRANTEE has submitted declarations of anti-plagiarism and absence of
conflict of interest.
Any act of fraud and plagiarism will be dealt with accordingly. Further, if the
GRANTEE committed plagiarism or any form of fraud, s/he will be blacklisted from
availing any other research grant mechanism in the Department.
Section 3.3 Failure to Complete Research Proposal. In the event that the GRANTEE
failed to complete and submit the deliverables, the research proponent will be required
to return the total amount of research fund s/he has received during the course of the
implementation.
Section 3.4 Effectivity and Termination of MOA. The MOA will take effect on the date
of signature of both the GRANTEE and DEPED and will end upon the submission of
all deliverables and release of the funds. This MOA shall also be terminated under
sections 1.5, 3.2, 3.3 or any circumstances that will lead to the non- completion of the
research.
