PUNCH LIST CONTROL PROCEDURE

1. SCOPE
This procedure is applicable to all activities, from preparation of the initial Discipline Punch List by Module
Fabricator through to agreement of the Outstanding Items Punch list by BJCHI.
This procedure is written with respect to completion of module applicable to structure, Mechanical, Piping,
Electrical, Instrumentation, Painting and Insulation.
This procedure describes the control of out standing work in fabrication Structure steel, testing,
pre-commissioning and commissioning through punch listing method.
The scope of application cover physical activity and also documentation work.
The punch list control for on-site and on-shore fabrication works is executed in advance of the following
stages.
- Before Carrying out BJCHI shop
- Before Pre-Commissioning
- Before Reinstatement
- Before Sail away
Control of outstanding works during fabrication phase such as before blasting/painting, hydrostatic test is to
be cotrolled by “Inspection Release Note” (IRN) as specified in the associated fabrication process
control procedure.

System : A System is a major subdivision of an installtion, which performs and


operational function.
Status “OK” : This status means that this itemis cleared and there is no further
work associated with this item.
Status “NA” : This status means that the check is not applicable to the item
referance in the Check Record (CR). The item may however be applicable for
subsequent executors.
Status “PA” : This means that this check itemis not completed, and that remaining
work is category ‘A’, i.e. must be completed prior to commissioning or
carrying out BJCHI shop.
Status “PB” : This means that this check itemis not completed and that remaining
work is category ‘B’

4. RESPONSIBILITY
4.1 Module Fabricator
4.1.1 The Module Fabricator each shop prepares the construction punch list when the delivering piece
has outstanding works. Module Fabricator will control by Register Excel file and close out items as
they are completed. Copies of the Construction Puch List are sent to the respective BJCHI office for
insertion into Work Packs or Job Cards, for implementation and Close out.
4.1.2 The management of the completion of the punch items may be delegated to the Construction
Manager or Pre-commissioning Manager at discretion of the Module Manager.
4.1.3 Any punch items outstanding at ready for Sail Away of each module shall be clearly identified to the
Contractor Construction Managers and formal agreement obtained before the Turnover of Modules is
initiated.
4.1.4 The Module Fabricator Manager is responsible for the overall coordination of the subsystem walk

4.1.5doens.
Under the management of the module Fabrication Pre-commission Group, the Construction Team
will be responsible for monitoring the progress of the subsystems and determining, in consultation with
the construction discipline, and as required the pre-commissioning group, when a subsystem is ready
to be walked down.
4.1.6 Construction Engineer will organize the subsystem walk downs and ensure that the correct
disciplines and Contractor/Company representative when required attend the walks.
4.1.7 Construction Engineer will be the focal point for collecting the punch items raised during walk-
downs, agreeing the classification with the person who identified the item , noting the location of the
punch items raised during the walks and sending the punch list to the TOSTR clerk for uploading.
4.1.8 Once BJCHI System has been updated the construction Manager will inform the disciplines so that
they can start their punch closure and then monitor and expedite the punch closure.
4.1.9 The BJCHI clerks at the Module Fabricator are responsible for ensuring that the punch lists are
uploaded in a timely fashion in BJCHI System, that the punch closure status is updated upon receipt
of the signed off punch closure sheets and the signed off closure sheets are filed.

5. PUNCH LIST PREPARATION


5.1 Punch List Development
Outstanding work Punch list will be individually developed to cover the following activities by the
responsible Punch list Coordinator in discipline Section, namely Mechanical, Piping, E&I, Safety,
Procurement, Structure Steel, Material and Painting.
(Safety and Mechanical itemshall be the scope of shop drawing and piping section respectively).
Punch listing activity will commence at the stage where all major onshore fabrication works judged to
have been completed and, at a suitable timing agreed upon BJC.
This include physical work status of structure, piping, electrical/instrument work, mechanical work,
painting work and miscellaneous associated works.
Structure punch list will be individually developed for Jacket structure, Main pile, Deck structure, Flare
boom, Boat landing and associated features.
Mechanical punch list will be individually developed on basis of equipment type and tag
number/identification. Piping and E&I punch list will be developed on system basis.
5.2 Status o f Punch Li st
5.2.1 Status for piping
Following are the status identification of Punch list. The Punch List Coordinator, upon incorporating
the Punch List into the punch list form shall confirm and indicate the priority status.
Priority Status “A” - Punch list which needs to be closed before Pre
Commissioning (Ex: Hydro Test/Flushing, Testing)
Priority Status “B” - Punch list which needs to be closed before
Reinstatement.
Priority Status “C” - Punch list which needs to be closed before Pre-
Commissioning.
Priority Status “D” - Punchlist which needs to be closed before Sail away.
Priority Status “E” - Punch list which needs to be completed at Offshore.
Priority Status “F” - Punch list which needs to be completed prior to
commissioning work.
5.2.2 Status for structure steel
Following are the status identification of Punch list. The Punch List Coordinator, Upon incorporating
the Punch List into the punch list form shall confirm and indicate the priority status.
Priority Status “A” - Punch list which needs to be closed before carrying to
painting (Ex: Fabrication, Welding, NDE, Load testing of lifting lugs).
Priority Status “B” - Punch list which needs to be closed after carrying out BJCHI
Shop (Ex: incomplete steel member installation but no hot work out
standing).
Priority Status “C” - Punch list which needs to be complete module at on-site or
ship yard.
Priority Status “D” - Punch list which needs to be closed before Sail away.

5.3 Testing & Pre-commissioning


This includes flushing and pressure test/leak test of completed piping work and pre-commissioning test
for Electrical and Instrumentation work.
At least within 1 week beforethe scheduled test, QC inspector and discipline engineer or supervisor shall
start gather outstanding preparation/work of each approved test system.
Remaining outstanding work that captured in hydro-test and reinstatement packages will be transferred to
“Final Outstanding Punch List Format”

6. PUNCH LIST COORDINATION


6.1 Punch List Review/Updating
During the Punch List development stage, for each discipline punch list, QC inspector & Punch List
Coordinator will have first punch list meeting with BJCHI discipline inspector to confirm the punch item
and to incorporate other items which BJCHI inspector/engineer may have.

Subsequent regular meeting which will be organized by Punch List Coordinator during punch list
execution stage. Such meeting will be carried out on daily basis to incorporate any additional agreed
punch item.
Meeting Frequency may be reduced upon agreed with BJCHI. Closed out items shall be signed off by all
parties on the working copy, which are to be kept by the discipline Punch list Coordinators until all item
are closed out or transferred to the Final Outstanding Punch List at the end of onshore fabrication work.
The Focal Person for the punch list master register will identify the punch list generated in the BJC and to
assign with a unique punch list number.
The BJCHI punch list register serves for monitoring the completion status of punched item; it is to be
updated on regular basis.

6.2 Final Outstanding Punch Lis t


All onshore outstanding works captured in the punch list shall be complete and accepted beforesail
away.
Should there be any outstanding punch listed items unable to complete for some reason, the outstanding
punch-listed items will be captured.
Final outstanding punch listed work in connection to pre-commissioning respective to each system will be
compiled in the pre-commissioning package.
Outstanding punch list under Category “F” shall be compiled together with handover certificates.
