1.0 SCOPE

This SEC Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for Dynamic System Monitor (DSM) to be used in
380/230/132/115/110kV substations of the Saudi Electricity Company, Saudi Arabia.

2.0 CROSS REFERENCES

This Material Standard Specification shall always be read in conjunction with SEC General
Specification No. 01-TMSS-01, titled "General Requirements for All Equipment/Materials",
which shall be considered as an integral part of this TMSS.

This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for project, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the following Codes and Standards shall be applicable for
the equipment/material covered in this TMSS. In case of conflict, the vendor/manufacturer
may propose equipment/material conforming to one group of Industry Codes and Standards
quoted hereunder without jeopardizing the requirements of this TMSS.

Nuclear Power Generating Stations

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 Design

4.1.1 Channels

Each DSM shall be provided with minimum 32 channels. DSM shall comply
with all the requirements specified in this standard.

4.1.2 Time Synchronising System

Time Synchronising System shall be installed to each DSM using Global


Positioning System (GPS) technology. This consists of, but not limited to
Hardwares, Softwares, Documentation and Servies/Spares.

4.1.3 System Type

The system shall be totally solid state (except for the magnetic Hard disk
drive ) for maximum reliability with no maintenance. Solid State Hard Disk
drive shall be supplied if specified in the Project Technical Specification
(PTS).

4.1.4 Data Format

DSM data transfer shall be in COMTRADE format.

4.1.5 LAN Connection

LAN connection shall be provided from the DSM RTU to SEC LAN/WAN in
the station.

4.1.6 DSM Point requirements

DSM points shall be per the following table and the total number of points
shall be per Project Technical Specification (PTS):

* Frequency shall be derived from input voltage.

4.1.7 Technical Requirements

a. The system shall convert the voltage and current values at each cycle
of the input to a single phasor, containing both the real and imaginary
parts of the phasor (for example magnitude and angle, referenced to
one Analog Input channel).

b. The captured information shall include user selectable pre-trigger


intervals as well as a user defined post-trigger interval (up to tens of
minutes in length). The data shall include date, time, station
identification, and the type of trigger that initiated the recording, as
part of the disturbance record.

c. DSM to conform to industry standards and operate at 127V and 220V,


60 HZ.

d. DSM shall be connected to CT metering core.

e. Sample rate shall be minimum 1.92kHz (32 samples per cycle)


and actual requirement shall be as specified in the PTS

f. The system shall synchronize time to the GPS clock receiver with
time tagging of events to 1 millisecond resolution. The DSM RTU
shall be capable of receiving clock synchronizing signal from Master
Station in case of GPS clock failure.

g. An alarm shall be transmitted to the master station if the DSM system


is unhealthy or if the local GPS receiver fails or any of the Power
supplies fail.

h. The DSM shall be normally in a standby mode while continuously


monitoring all analog and digital input signals and performing internal
diagnostics. Upon detection of a disturbance condition, the record
shall:

1. Store the acquired data in the local solid-state memory during


the disturbance period.

2. Create a directory on the Hard Disk drive that defines the


date on which the record was received (for easy operator
reference).

3. Save the record on a Hard Disk drive under a filename which


defines the hour, minute, and second of initiation of the
triggered, as well as type of trigger which initiated the record
(for quick reference by operator).

4. The system shall have the capability to re-trigger if a new


disturbance is detected while in the recording mode.

5. Automatic return to the ready trigger mode after acquired data


is saved to hard disk.

i. The DSM software shall possess but not limited to the following
capabilities:

1. Working under Latest PC technology (Windows 2000, or XP,


or Vista)

2. Graphic displays and plotting applications

3. Communications Software to provide remote accessibility

4. Portability of collected data to various PC-based Databases and


Spreadsheets

5. Signal Processing and Analysis software that is capable of


doing:
• Filtering Functions
• Harmonic Analysis
• Fourier Transforms
• Peak, RMS, average value analysis
• Software generated series
• Statistical Functions

4.1.8 Communication Interface

a. The DSM RTU shall be able to communicate with the DSM Master
Station through Dial-Up modem and LAN/WAN.

b. The DSM RTU shall be able to communicate with the simulator


through USB or network cable for any maitenance and configuration
job.

4.2 Construction

4.2.1 Cables and Parts

DSM shall be provided with all cables and complete parts necessary for
installation and connectivity.

4.2.2 Upgrades

For the complete life of the DSM, all expansions and upgrades shall be
compatible and shall require little or no modifications to the DSM software
and hardware.

4.2.3 Connection to GPS receiver clock

DSM shall be connected to GPS clock receiver per PTS.

4.2.4 Major Components

a. Computer (Based on Latest Processor Model Available) loaded with


Operation System needed for the DSM software.

b. Redundant AC and DC Power Supplies

c. LAN/WAN Interface

d. Input Signal Cards

e. Field Termination Assemblies

f. Potential/Current Transformers with test switches/Transducers

g. Redundant Power Supplies

h. LAN Interface

i. GPS Clock Receiver, Antenna and wiring shall be provided if


specified in Data Schedule

4.3 I/O Lists and Interface Drawings

DSM input signal interface drawings and I/O tabulation sheets consisting of I/O
point assignments and the corresponding terminal block assignments in DSM RTUs
shall be submitted. I/O tabulation sheet shall be submitted as a hard copy and soft
copy in Compact Disk (CD).

4.4 Simulator

Simulator shall be provided for DSM RTU if specified in the data schedule. The
simulator shall be equipped with fully operational configuration, simulation and
diagnostic software/s in preparation for the pre-commissioning/Final commissioning.

4.5 Demonstration and Training

Demonstation and training shall be provided per PTS.

4.6 Spares

Spares shall be per PTS.

4.7 Wiring and Cable Assemblies

4.7.1 All cables and wires shall meet IEEE 383 Fire Retardancy Test.

4.7.2 All wires shall have permanent wire marker attached to the wire at the point
of termination at both ends of the wire.

4.7.3 All internal wiring shall be terminated with no more than two wires to one
terminal block point and only on one side of a terminal block to allow field
termination on the other side of the terminal block.

4.8 Terminal Blocks

4.8.1 Terminal blocks shall be provided for field contact termination.

4.8.2 Not more than two (2) terminations shall be connected to one side of a
terminal block. Sliding link or knife type terminals shall be supplied. In
addition, ground fault isolation switches for every 16 inputs shall be
provided. The type and make of terminal blocks are subject to SEC review
and approval.

4.8.3 All terminal blocks shall be sized for appropriate gauge size, suitable for 0.5
to 1.0 mm2 (# 20 to # 16 AWG) for field contact wiring and larger for
internal power wiring as required.

4.8.4 All terminals and terminal blocks shall be clearly identified; matching with
interconnection drawing.

5.0 TESTS

Manufacturer shall prepare test procedures and conduct installation check-out and
performance testing in co-ordination with SEC which shall include, but not limited to the
following:

5.1 DSM Factory Test

Factory test shall be performed and it may be witnessed by SEC Representatives.

5.2 DSM RTU Functional Testing

RTU functional test consisting of testing of all DSM input cards and controllers in
conjunction with the simulator.
