1. Purpose:

The purpose of generating this Method Statement is to describe the procedure to implement the
correct practices for Installation and Testing & Commissioning of Fire Pump System works to ensure
that all operations complies with the requirements of project specification for Hili commercial
Building Project ,Sector No.06,Plot No.02-06-022-6, Al Ain. It also outline the safety, quality and
other related procedure to be followed when performing such works and presents systematic and
sequential instructions to be implemented by construction crew.

2. Scope:

Scope of this method statement covers processes, operations and sequential activities
encountered in execution of sprinkler system works as per approved relevant shop drawings of
the project.

7. Responsibilities:

7.1 Project Manager


• He will be responsible for the overall implementation of this procedure, as well as the
coordination with all concerned authorities.
• Ensure the activities are carried out according to approved shop drawings, specifications
and approved MS/ITP.
• Ensure all required submittal are made in a timely manner.
• Ensure that progress is carried out according to the planned program and all the equipment
required to execute the works are available as per the project planning and are in good
condition.
• Coordination with the Consultant, Project Engineer, Safety Engineer and Subcontractors for
the safe and proper execution of the work.
• Specific attention is paid to all safety measures and quality assurance and quality control in
coordination with Safety Engineer/QA/QC Engineer.

7.2 MEP Manager


• He will be responsible for the co-ordination between the civil works and MEP works
accordingly and to plan the work as per priority.
• Ensure the activities are carried out according to approved shop drawings, specifications
and approved MS/ITP.
• Ensure all required submittal for MEP works are made in a timely manner.
• Ensure that progress is carried out according to the planned program and all the equipment
required to execute the works are available as per the project planning and are in good
condition.
• Coordination with the Consultant, Project Engineer, Safety Engineer and Subcontractors for
the safe and proper execution of the work.
• Specific attention is paid to all safety measures and quality assurance and quality control in
coordination with Safety Engineer/QA/QC Engineer

7.3 Site Engineer


• SE along with supervisors/surveyor/foreman will ensure that all the activities related to
drainage works are carried out according to the specification, drawings and approved method
statements, complying with the HSE requirements according to approved project HSE Plan.
• Proper execution of work as per approved MS/ITP and approved shop drawings.
• Timely provision of relevant full information and Consultant approved documents to site
execution team. To distribute responsibilities among site staff.
• Adopt all safety measures as required and under supervision of site / Consultant safety
personnel.
• Preparation of Daily Progress Report and planning activities for the next day in association
with Foreman.
• Follow sequence of execution of work and Consultant instructions and approvals.

• Coordinate with QA/QC Engineer to raise SIR when work is completed for Consultant
inspection and approval.

7.4 QA/QC Engineer


• He will ensure that works are carried out as per project requirement and with good quality to
ensure the work is suitable and safe to the purpose of accommodating the project construction
site preparation works.
• Shall be responsible to organize, implement, conduct and manage in accordance with
approved MS/RA and approved PQP. Coordinate in accordance with the approved ITP in
all inspections, monitor the required tests and inspections as per Contract Plan and
Specifications. Liaise with the Consultant's representatives in conducting day-to-day
quality related project activities. Maintain jointly with the document controller the registries
of all the documents.
• To initiate Inspection or Test Requests for Consultant inspection / approvals.
• To advise Site Foreman / Supervisor of the specific requirement related to work quality
and requirement of Consultant inspections and approvals at different stages of the work
progress.
• Implementations of Consultant comments through site team and preparing for final
inspection and approval by Consultant.
• To maintain a comprehensive inspection and test record as per Quality Standards and
approved Project Quality Plan.
• To monitor the activity progress as per requirements of Quality Procedure.
• Ensure work related to it is ready / completed prior to inform Consultant inspection.

7.5 Supervisor

• Reports to the Engineer/Project Manager of contractor and co-ordination with the


Consultant’s Representative.
• Preparation of survey schedule, addressing specific issues and characteristics of each
location.
• Records the data and Generates reports during the activity.
• Explains to all other persons involved in survey of the detailed operations to be done
during various phases of activity.
• Proper handling of Survey equipment, which should be calibrated.

7.6 HSE Officer

• He will ensure all the work is being executed as per the Contractor’s approved Project
HSE Plan/procedures and will report to Project Manager and will coordinate along with
Client Safety Representative.
• Ensure safe and sound implementation of all safety procedures and measures specific to the
nature and type of site installation / execution work being carried out at site.

• To ensure that all project personnel’s /site execution team are fully aware of their
responsibilities and have full understanding of the related safety rules and procedures.
• To advise the involved personnel of the involved risk at work and necessary health and
safety precautions / measures to avoid it.
• To keep informed the management and Consultant about the adopted safety measures at
site ensuring their adequacy.
• To maintain safety statistics / record and regular reporting to Consultant.
• To maintain a continuous inspection / surveillance of site activities, making sure of
implementations of HSE Policies, advising and training site staff to prevent accidents,
personnel injury and property damage.
• Implementation of housekeeping to keep the site clean and tidy.
• To coordinate with Consultant Engineers for ensuring the implementation as per the
approved HSE requirements and procedures for the required job in order to ensure a safe
working environment.
• Coordination with Project Engineer for the completion of executed work for inspection.

7.7 Foreman

• Proper distribution of the workforce as required and planned locations at the required time.
• Continuous coordination and following Project Engineers instructions.
• To ensure that all workers have required information and knowledge of their duties.
• Controlling disposal of waste material and keeping a good housekeeping.
• Coordination with site Safety Engineer for maintaining a safe working place.
• Educating site workers for the required safety instructions.
• Shall have day to day responsibility to ensure that works under his control are carried out
safely, in accordance with this Method Statement and other requirements.

8. Safety Precautions:
• Specific safety measures have to follow as applicable, and all the safety measures are
covered separately in the project safety plan.
• All the safe practices will be adopted during the ongoing works.
• All necessary personal protective equipment shall be used.

9.PROCEDURE / EXECUTION OF WORK


9.1 GENERAL REQUIREMENTS
• Ensure that all materials are as per approved MAR’s.
• Ensure that all latest approved related documents are available for reference.
• All installation at site shall be based on approved shop drawings, specifications,
procedures, codes and standards.
• Project Engineer / Supervisor will ensure that safety requirements have been complied
with and are in place.
• Project Engineer / Supervisor will orient and familiarize all the workers and assistants
involved in the installation regarding relevant approved drawings, technical
submittals, installation procedures and details, acceptance criteria.

• Install fire protection systems in accordance with NFPA rulings, listings and
manufacturers recommendations.

9.2 EXECUTION OF WORKS


1.1.1 LOCATION
• Locate pump discharge piping (and suction piping when applicable) as well as auxiliary
equipment, control and starting panels so that adequate access is provided for
maintenance. Adequate floor space and working room should also be provided for
maintenance.
1.1.2 FOUNDATION
• The pump must be installed on a foundation rigid enough to support the entire weight
of the pump plus the weight of the fluid contained in it. Weak foundations or
foundations on unstable ground can cause misalignment, vibration, and even total
foundation failure.
• The mass of the foundation should be sufficient, preferably five times that of the
rotating element of the pumping equipment, to form a permanent and rigid support for
the base plate or discharge head. This is equally important whether the pump is
installed over a pit, over a well or into a suction barrel.
1.1.3 RIGGING & LIFTING
• For typical installations, suitable overhead lifting equipment of adequate capacity to lift
the driver, the entire pump (without driver) or the heaviest subassembly of the pump
should be available at the job site when installing or removing the pump.
• Adequate headroom should be provided to accommodate the longest section of the
pump to be handled, including rigging.
• Properly sized slings, chains and shackles should be available for attaching to the lifting
lugs (eyes). Eyebolts are required for handling pump sections when lifting lugs are not
provided.
1.1.4 INSTALLATION OF PUMP
• Position lifting equipment so it will center over the foundation opening.
• Sump and piping should be thoroughly cleaned of all loose debris before starting
installation
• Clean pump discharge flange
Note:
• All machined surfaces are coated with rust preventions prior to shipment this must be
completely removed along with any paint over-spray or rust, which might be on the
machined faces.
• The faces should be scraped and wire brushed first and then fine emery cloth used to
remove any stubborn spots. Use a fine file to remove any nicks or burrs.
• All the threads should be checked for damage and repaired if necessary.
• Clean all threads with wire brush and cleaning solvent.
• Ends of shafts must be cleaned and any burrs removed since alignment depends on the
shaft ends butting directly.
• Apply thread lubricant sparingly to male shaft threads only when making up shaft
connections.

• Lift the pump and lower slowly into the sump, using the lifting lugs on the discharge
head. Hand guide the pump as it lowered and watch for any obstruction or binding of
the pump, which can be felt through the hands
• Rotate pump until discharge flange faces proper direction for alignment with piping
and align anchor bolt holes.
• Slowly lower pump onto the foundation.
• Install anchor bolts or nuts, but do not tighten.
• Pipe from discharge shifting the pump slightly on the foundation if required to facilitate
alignment.
• Tighten discharge flange bolting- be sure the flange mate without forcing.
• Tighten anchor bolting.
1.1.5 PIPING & CONNECTIONS
1.1.5.1 SUCTION PIPING
• A vertical pump in a suction barrel performs properly only if it is supplied with a steady
flow of liquid with a uniform velocity profile and with sufficient pressure to provide
adequate NPSH to the pump.
• Failure of the suction piping to deliver the liquid to the pump in this condition can lead
to noisy operation, swirling of liquid around the suspended pump assembly, premature
bearing failure and cavitation damage to the impeller and inlet portions of the casing.

1.1.5.2 SUCTION VALVES & MANIFOLDS


• Block valves may be installed to isolate the pump for maintenance for dry pit
applications.
• Foot valves are specially designed non-return valves sometimes used at the inlet to
bowl assemblies for well pumps to keep the column water filled and to prevent
backspin and well disturbance caused by rapidly draining water.

1.1.5.3 DISCHARGE VALVES


• A non-return valve and an isolation valve should be installed in the discharge pipe. The
non-return valve serves to protect the pump from backflow and excessive
backpressure. The isolation valve is used when starting and stopping the pump.
1.1.5.4 NON-RETURN VALVES
• Non-return valves may be installed in the discharge pipe to prevent backflow. In some
applications, non-return valves may be provided with dashpots to mitigate the
slamming effect of the valve during closing
1.1.5.5 STRAINER
• To keep unwanted solids out of the pump, a strainer may be installed at the suction bell
or case. Accumulation of debris can induce a moderate pressure drop. The strainer
typically clears itself by backflow in the pump column when the unit is stopped.
1.1.6 SETTING THE IMPELLER CLEARANCE
• The rotating element (shaft and impeller) should be raised axially before startup. An
adjusting nut or pump-to-driver shaft coupling is provided for this purpose, and the
pump shaft should be raised according to the manufacturer’s recommendation.
1.1.7 ALIGNMENT

• Vertical line-shaft pumps are automatically aligned through registered fits between
mating parts. However, we recommend checking the alignment of the head shaft to the
driver at the time of final installation.
• After the grout has set and the foundation bolts have been properly tightened, the unit
alignment should be checked.
• After the discharge piping of the unit has been connected, the alignment should be
checked again. Alignment may be checked by mounting a dial indicator to measure shaft
movement before and after tightening flange bolts. If the unit does not stay in alignment
after being properly installed, the following are possible causes:
• Setting, seasoning or springing of the foundation
• Excessive pipe strain distorting or shifting the machine.

9.3 FIRE PUMP TESTING & COMMISSIONING


1.1.8 PRE-COMMISSIONING CHECKS
Before carrying out the commissioning activities of the fire pump, the following pre-
commissioning checks shall be ensured:
• The installation activities of the fire pump have been completed.
• The system has been checked against the approved shop drawings.
• Ensure that the sprinklers, fire hose reel, landing valve, fire pump and necessary
accessories have been installed.
• The leak test of the piping has been completed and accepted.
• Ensure that the flushing of the piping is carried out and the pipes are free from
obstruction.
• Check the supports which are installed near to the valves are tensed.
• Check the pressure gauges in controller / pressure sensing line to confirm that the
pressures in the system pipelines are in the acceptable range.
• Check the pump installed in the proper direction of flow in relation to the system and
the suction and discharge connected correctly and are supported with rigid stand
independent of the pump assembly.
• All the motors and control wiring are connected to the equipment and the control panel.
• Check the fire water tank with water, diesel tank with diesel, battery with acid are filled
as per the required.
• Ensure that all instrument used for testing and commissioning shall have calibrated and
with valid calibration test certificates.

1.1.9 COMMISSIONING CHECK


1.1.9.1 COMMISSIONING OF DIESEL FIRE PUMP
• The pump and engine manufacturers or their authorized local representative are to be
present for the pre- commissioning checks of the fire pumps
• Check the bolts through the base plate into the concrete base for tightness and check
the level.
• Check the engine cooling has been piped to drain
• Check the pump gland packing cooling water has been piped to the drain.
• Check the exhaust piping has been correctly fitted and supported and open to safe place
outside building.

• Check all engine batteries wires and control panel wires are connected correctly and
tight.
• Check engine oil level is sufficient for testing the pump.
• Check battery fluid level and top up if necessary.
• Check coolant level and top up if necessary.
• Check pressure switch is wired to panel.
• Check the shaft alignment between diesel engine and pump is correct.
• Check the suction and discharge piping completed as per the drawing.
• Open the suction valve and check any leakage in the piping.
• Check cooling water to engine is flowing using the bypass valve.
• Close the bypass valve and open cooling solenoid valves
• Put the selector switch on the diesel engine manual mode, check water flowing through
the cooling line to the drain.
• Check the diesel tank connection to the diesel engine, the inlet and outlet connections
are correct
• Check the diesel tank is filled.
• Open the diesel tank outlet valve and bleed the air from the diesel engine using bleed
pump on the diesel engine.
• Check the control wiring from diesel pump controller to diesel engine is correct.
• Connect the battery cables to the battery and check voltage is correct on the diesel
engine.
• Open suction and discharge valves ensure no leakage in the piping.
• Set the mode selector switch on the diesel engine in MANUAL mode.
• Check the engine cooling water is flowing through the cooling line and discharge to
drain.
• Start the engine by battery 1 cracking switch.
• Check the following parameters and ensure all within the limits.
Diesel engine RPM
Engine oil pressure
Engine temperature.
Engine cooling line pressure.
• Set the pressure relief valve (PRV) to required pressure.
• Change the mode selector switch on the diesel engine in MANUAL STOP mode. Engine
will stop.

1.1.9.2 COMMISSIONING OF ELECTRICAL FIRE PUMP


• Check the fixing bolts in the pump concrete base for tightness and check the level.
• Check the pump gland packing cooling water has been piped to the drain and adjust the
gland packing nuts for proper dripping when water has been supplied to the Electric
Pumps.
• Check the electrical motor wiring between control panel and motor that the
connections have been made as per manufacturer wiring diagram.
• Check all motor wires and control panel wires are tight.

• Check control fuses in control panel are in working condition
• Check pressure switch is wired to control panel.
• Check the shaft alignment between pump and motor
• Turn ON isolator and check the incoming power supply voltage matching the controller
specification; check the control circuit is energized.
• Check panel lights in working condition.
• Press the START button and STOP button simultaneously. Motor start rotating, check
the rotation is correct, and change if it is wrong.
• Press the START button again and check the following parameters and ensure all within
the limits.

• Release water through test valve, motor will start when the pressure drops below cut-
in pressure and stop when pressure reach above cut-out pressure and expiration of run
period time.

1.1.9.3 COMMISSIONING OF JOCKEY PUMP.


• Check the fixing bolts in the pump concrete base for tightness and check the level.
• Check the mechanical seal for leaks when water has been supplied to the Electric
Pumps.
• Check the electrical motor wiring between control panel and motor that the correct
connections have been made.
• Check all motor wires and control panel wires are tight.
• Check control fuses in control panel are in working Condition
• Check pressure switch is wired to control panel.
• Turn on isolator and check the incoming power supply voltage matching the controller
specification; check the control circuit is energized.
• Check panel lights in working condition.
• Turn the controller in HAND mode, check the motor rotation, and change the
connection if it is opposite.
• Turn the selector switch to OFF, motor will stop.
• Set the cut-in, cut-out pressure
• Change the controllers in AUTO mode, release water through test valve, motor will start
when the pressure drops below cut-in pressure and stop when pressure reach above
cut-out pressure.

1.1.9.4 DIESEL PUMP PERFORMANCE TEST.


• Field acceptance Test for Diesel Driven pump set.
• Authorized representative shall be present for the field acceptance test.
• All the authorities having jurisdiction shall be notified as to the time and place of the
field acceptance test.
• A Copy of the manufacturers certified pump test characteristic curves shall be available
for comparison of the results of the field acceptance test.

• The fire pumps as installed shall the performance as indicated on the manufacturers
certified shop test characteristic curves within the accuracy limits of the test
equipment.
• Start the engine manually from the controller.
• Regulate the discharge valve to achieve various flow readings
• Close the test line (0% load test)
• Record the following data of each test point.

• Regulate the discharge valve to achieve (50%load)

• Close the test line; stop the pump by manual stop push button.
• On completion of test, the calculated reading is used to plot a graph of the test points
and are compared with the manufacturers pump characteristic curves a study of these
curves will show the performance picture of the pump as it was tested

1.1.9.5 ELECTRICAL PUMP PERFORMANCE TEST.


• Field acceptance Test for Electric Driven pump set.
• Authorized representative shall be present for the field acceptance test.
• All the authorities having jurisdiction shall be notified as to the time and place of the
field acceptance test.

10. SAFETY CONTROL


1. All operatives must have undertaken the Client/Contractor & SIBCA safety induction prior to
commencing any works on site.
2. Pressure testing area will be cordoned off.
3. Adequate signage will be provided and unauthorized entry will be restricted to the premises.
4. Pre-start check will be done on all equipment’s. (Fittings, gauges, etc).
5. Pressure testing will be notified to concerned people.
6. Material Safety Data Sheet (MSDS) will be provided for all hazardous materials.
7. Proper lighting arrangements to be provided during installation services.
8. Full and correct safety induction to be carried out by the safety officer to all the people before
going to the site.
9. Tool box talks (TBT) will be carried out on applicable subjects prior to commencing works. TBT
records will be maintained, included in the monthly statistics and a record will be provided to the
Contractor within 24 hours of the TBT being conducted.
10. Any trenches must be made safe by the Contractor prior to SIBCA employees entering the trench
using a safe method i.e. shoring. Prior to any works commencing in trenches a PTW must be
obtained from the Contractor. A thorough inspection must be made of any trench by both the
Contractor’s supervisor and the SIBCA supervisor prior to entering the trench. If there is any
doubt by the operatives or supervision carrying out the work with regard to safety, then the work
shall not proceed. All trenches must be thoroughly inspected following any adverse weather
conditions and if required the senior management / safety department may be consulted to
ensure that trenches are safe to work in.

11. All power tools shall be 110/220 V, if higher voltage power tools are required to be used then
special permission must be applied for from the Contractor via a permit to work system.

Check the bolts through the base plate into the concrete base for tightness and

check the level.
3 Check the engine cooling has been piped to drain

4 Check the pump gland packing cooling water has been piped to the drain.

Check the exhaust piping has been correctly fitted and supported and open to

safe place outside building.
Check all engine batteries wires and control panel wires are connected correctly

and tight.

7 Check engine oil level is sufficient for testing the pump.

8 Check battery fluid level and top up if necessary.

9 Check coolant level and top up if necessary.

10 Check pressure switch is wired to panel.

11 Check the shaft alignment between diesel engine and pump is correct.

12 Check the suction and discharge piping completed as per the drawing.

13 Open the suction valve and check any leakage in the piping.

14 Check cooling water to engine is flowing using the bypass valve.

15 Close the bypass valve and open cooling solenoid valves

Put the selector switch on the diesel engine manual mode, check water flowing
16
through the cooling line to the drain.
Check the diesel tank connection to the diesel engine, the inlet and outlet
17
connections are correct

18 Check the diesel tank is filled.


Open the diesel tank outlet valve and bleed the air from the diesel engine using
19
bleed pump on the diesel engine.

20 Check the control wiring from diesel pump controller to diesel engine is correct.

Connect the battery cables to the battery and check voltage is correct on the
21
diesel engine.

22 Open suction and discharge valves ensure no leakage in the piping.

23 Set the mode selector switch on the diesel engine in MANUAL mode.

Check the engine cooling water is flowing through the cooling line and
24
discharge to drain.

25 Start the engine by battery 1 cracking switch.

Check the following parameters and ensure all within the limits.
1.Diesel engine RPM
26 2.Engine oil pressure
3. Engine temperature.
4. Engine cooling line pressure.

27 Set the pressure relief valve (PRV) to required pressure.

Change the mode selector switch on the diesel engine in MANUAL STOP mode.

7 Check pressure switch is wired to control panel.

Turn ON isolator and check the incoming power supply voltage matching the

controller specification; check the control circuit is energized.

10 Check panel lights in working condition.

Press the START button and STOP button simultaneously. Motor start rotating,
11
check the rotation is correct, and change if it is wrong.
Press the START button again and check the following parameters and ensure
all within the limits.

Release water through test valve, motor will start when the pressure drops
13 below cut-in pressure and stop when pressure reach above cut-out pressure
and expiration of run period time.

Change the controllers in AUTO mode, release water through test valve, motor
12 will start when the pressure drops below cut-in pressure and stop when
pressure reach above cut-out pressure.
