SUBJECT: Data requirements for the Compilation of 2018 to 2022 Provincial Product
Accounts (PPA)

Dear Mayor Guico:

The Philippine Statistics Authority (PSA), as stipulated under Republic Act No. 10625,
otherwise known as the “Philippine Statistical Act of 2013”, is primarily responsible for
all national censuses and surveys, sectoral statistics, community-based statistics,
consolidation of selected administrative recording systems, and compilation of
national accounts.

The National Accounts of the Philippines presents a comprehensive measure of the


economy at the national and sub-national levels. At the sub-national level, the PPA is
a mechanism to measure the economic performance of the provinces and Highly
Urbanized Cities (HUCs). It is a source of economic indicators, primarily the Gross
Domestic Product of the provinces and HUCs, which is used by various stakeholders
in monitoring economic growth and development at the local level. The compilation of
the PPA is an initiative of the PSA to address the increasing demand for local-level
statistics that are based on an internationally agreed framework called the System of
National Accounts.

The PPA was first rolled out in three pilot regions in 2021, namely: MIMAROPA
Region, Central Visayas, and Northern Mindanao. In 2022, six additional regions were
onboarded: the Cordillera Administrative Region, CALABARZON, Western Visayas,
Eastern Visayas, Davao Region, and SOCCSKSARGEN. These nine regions and their
provinces were able to successfully compile and disseminate their PPAs for the period
2018 to 2021.

This year, the Ilocos Region, together with Cagayan Valley, Central Luzon, Bicol
Region, Zamboanga Peninsula, Caraga Region, and Bangsamoro Autonomous
Region in Muslim Mindanao are the additional seven regions that will compile the PPA
covering the period 2018 to 2022. This is aligned with the vision to institutionalize the

compilation of PPA in the 17 regions in the country, covering all provinces, highly
urbanized cities, and cities of the National Capital Region, by 2025. To know more
about the PPA, we have attached a copy of the PPA Primer for your reference, and
you also can visit our web page at https://psa.gov.ph/ppa to see the latest press
releases and results.

The compilation of PPA makes use and depends largely on data inputs and other
relevant information from government agencies and institutions, private
establishments, industry associations, and households. Thus, the data that go into the
compilation and analysis are crucial for timely, reliable, and accurate statistics. These
would not be possible without the support of our stakeholders in the provision of data.

In this regard, we would like to seek your support through the provision of the following
data available in your office:

1. Establishment Data for 2018-2022 (refer to Annex 1)


2. Other Administrative Data for 2018-2022 (refer to Annex 2)
a. Value and Volume of Stone Quarrying Production
b. Data on Local Government Construction
c. Data on Electricity and Water
d. Total Number of registered tricycle, pedicab, motorcycles, cars, Trucks,
and buses
e. Inventory of Government Human Resource

We will greatly appreciate receiving an electronic copy, preferably in excel format, of


the attached list of data requirements from your office on or before 12 May 2023. Rest
assured that these data would be treated with the strictest level of confidentiality.

facilitate the provision of data and serve as coordinators on related concerns? We
