best and qualified individuals. It is a managerial function by which a manager attracts,
maintains, and develops the company’s human resources or workforce so that they can

In this module, you begin to find the answer to this question by learning how small family
business are put up and the growth path they traverse in their efforts to expand their resource base.

Setting Up a Small Family Business

A small business is an enterprise whose ownership and operations are run by an
individual, assisted by less than a hundred employees, and with the use of assets that are of
little significance to its industry as a whole. When family members own, operate, and finance a
small business, it is called a “small family business”. Entrepreneurs introduce new products and
services to the market through the formation of small business.

Business Plan
A business plan is a written document that gives the details of the business opportunity
identified by the entrepreneur and how he plans to exploit it. It describes the directions of the
business and the financing it needs for its operations. The business plan contains the following
information:
 Executive summary

 Industry analysis
 Company description
 Product and services description
 Market description
 Marketing strategy
 Operations description
 Staffing description
 Financial projections
 Capital needs
 Milestones

An organization can now be set up to implement the business plan. The entrepreneur
needs to decide the form of legal ownership his small business will have. His small business
can be a sole or single proprietorship, partnership, or a corporation depending on his preference
with regard to taxes legal liability.

Business Registration
A business assumes a legal personality once it is registered. Business registration
consists of securing a business permit by complying with documentary requirements and paying
the required fees of government agencies concerned. It provides protection and benefits to the
business under the law. Government agencies which businesses usually need to be registered
with are the Department of Trade and Industry (DTI), Securities and Exchange Commission
(SEC), Bureau of Internal Revenue (BIR) and some Local Government Unit (LGUS).
Registration of workers has to be done with the Social Security System (SSS), Department of
Labor and Employment (DOLE), and Home Developmental Mutual Fund (HDMF).
Once business permits are secured, the business can now legally operate. In the
conduct of business operations, the entrepreneur steers the organization to different stages of
growth through proper management.
