The four quadrants of the Mandelow Power-Interest Matrix are:

High Power, High Interest: These stakeholders have high power to influence the project and are highly
interested in its outcomes. They are typically key decision-makers or stakeholders directly affected by
the project. It is crucial to engage and involve these stakeholders closely and continuously throughout
the project. Their engagement can bring valuable insights and support.

High Power, Low Interest: These stakeholders have high power to influence the project but have low
interest or concern in its outcomes. They may include senior executives or regulatory bodies. While they
may not be directly involved, their decisions or actions can significantly impact the project. It is
important to keep them informed about the project's progress and engage them as necessary to
maintain their support.

Low Power, High Interest: These stakeholders have low power to influence the project but are highly
interested or concerned about its outcomes. They may include community members, individual
employees, or user groups. While they may not have direct decision-making authority, their interests
and concerns should not be ignored. It is important to keep them informed and involved, addressing
their needs and concerns as appropriate.

Low Power, Low Interest: These stakeholders have low power to influence the project and also have low
interest or concern in its outcomes. They may include stakeholders who are minimally impacted by the
project or have limited influence over its success. While they may not require significant attention, it is
still important.
