काले रंग के त भ ा ड के आ म व गणु -स व, रजस,् और तमस् के तीक ह। इस तरह
ि गणु ा मक प च म स व और रज गणु से प रपणू िव िव ालय पवू चार त भ म अ तवत
सफे द और र त भ को सिू चत करता है। वह ऊपरी भाग म योऽनूचान: स नो महान1् यह
येयवा य वेदािद िव ाओ ं का तीकभतू है। म डल के बाय भाग म ि गणु क यि जका लाल,
सफे द और काली रे खाएँ ु धतरंग क तरह ऊपर से नीचे क ओर म से बढ़ रह ह। ये के
संयोग से ु ध कृ ित क िव ाकार अिभ यि क ि या को ितपािदत करती है। इस अिभ यि
म के ीय सं कृ त िव िव ालय, सं कृ त के चार के ारा यापनशील हो, अपनी भा सव

1. प रचय
राि य-सं कृ त-सं थान क सं थापना अ टूबर, 1970 म सोसाइटी पजं ीकरण अिधिनयम 1860 (1860 का
अिधिनयम XXI) के अ तगत पजं ीकृ त एक वाय सगं ठन के प म परू े देश म सं कृ त के सम िवकास तथा ो नयन
हेतु हई थी। अपने िनमाण काल से ही यह भारत-सरकार ारा पणू पेण द िनिध है। यह सं कृ त के चार- सार तथा
िवकास हेतु शीष िनकाय के प म कायरत रहा है तथा सं कृ त िव ा के िवकास हेतु िविभ न योजनाओ ं तथा काया वयन
म मानव संसाधन िवकास म ालय क सहायता करता रहा है। सं कृ त भाषा के संर ण, सार तथा िवकास और इसके
सभी प क िश ा हेतु 1956 म भारत सरकार, िश ा मं ालय ारा थािपत ‘सं कृ त आयोग’ क िविभ न सं तिु तय
के भावी काया वयन हेतु इसने एक के ीय अिभकरण के प म भिू मका िनभाई है।
सं थान के पार प रक सं कृ त िश ण के संवधन और स सारण के े म योगदान, इसके े काशन और

इसके ारा 58,000 से भी अिधक दल ु भ सं कृ त पा डुिलिपय के संर ण तथा ब धन को मह व देते हए, भारत सरकार
ने इसे 7 मई, 2002 से मािनत िव िव ालय का दजा दान िकया, जो अिधसचू ना सं या एफ. 9-28/2000 यू 3 के
अ तगत है तथा िजसे िव िव ालय अनदु ान आयोग क अिधसचू ना सं या एफ 6-31/2001 (सी.पी.पी.-1), िदनाक ं
13 जनू 2002 से अनगु त िकया गया।
िवगत दशक म सं कृ त िश ा के े म सं थान ने अ णी भिू मका का िनवाह िकया। फलतः भारत सरकार ने
राि य-सं कृ त-सं थान को भारत के राजप सं सी.जी.-डी.एल-अ-17042020-219068 िदनांक 17 अ ैल, 2020
के अनसु ार के ीय सं कृ त िव िव ालय के प म वीकृ ित दान क । िजसके अनसु ार राि य सं कृ त सं थान िदनाक
ं
30 अ ैल, 2020 से के ीय सं कृ त िव िव ालय के प म िति त हआ।
2. िव िव ालय के मूल उ े य -
सं कृ त भाषा के चार- सार के िलए िश ण, अनसु ंधान और िव तार क सिु वधा दान करना और ान क
अ य शाखाओ ं का िव तार और ो नयन करना, अपने शैि क काय म म मानिवक , सामािजक िव ान और िव ान
म एक कृ त पाठ्य म का िवशेष प से ावधान करना; िश ण एवं अिधगम ि या और अंतर-िवषया मक अ ययन
और अनसु धं ान म नवाचार को बढ़ावा देने के िलए उिचत उपाय करना; सं कृ त और सं कृ त पारंप रक िवषय के े
म सम िवकास, सवं धन, सरं ण और अनसु धं ान के िलए नई पीढ़ी को िशि त एवं िशि त करना।
3. मुख काय
के ीय सं कृ त िव िव ालय अपने उ े य क ाि हेतु िन निलिखत मख ु काय म और
ि याकलाप म कायरत है:
v िविभ न रा य म प रसर क थापना।
v मा यिमक, पवू नातक, नातक एवं नातको र तर पर पर परागत प ित से सं कृ त िश ण तथा
सं कृ त के िविभ न े म िव ावा रिध (पीएच.डी.) उपािध हेतु शोध-काय का संचालन व सम वयन।
v िश ा शा ी (बी.एड.) तथा िश ाचाय (एम.एड;) तर पर िश क िश ण का संचालन करना।
v उभयिन अिभ िच वाली संयु प रयोजनाओ ं के ायोजन म अ य संगठन से सहयोग करना।
v सं कृ त पु तकालय , पा डुिलिप सं हालय क थापना और दल ु भ पा डुिलिपय एवं मह वपणू
थ का स पादन तथा काशन करना।
v वीकृ त िनधा रत पाठ्य म/शोध को संतोषजनक प से पणू करके िनधा रत परी ाएँ उ ीण करने
वाले यि य को उपािधयाँ और िड लोमा/ माण-प दान करना।
v िविजटरिशप, फे लोिशप, छा वृि याँ, परु कार तथा पदक का सं थापन एवं उनको दान करना।
v मु वा यायपीठ के मा यम से दरू थ िश ा-काय म का सच ं ालन करना।
v सं कृ त, पािल तथा ाकृ त के ो नयन हेतु मानव संसाधन िवकास म ालय, भारत सरकार क
योजनाओ ं को के ीय अिभकरण के प म काया वियत करना।

ा शा ी म वेशाथ िनयम -
1. ा शा ी हेतु प रसर म वेश के िलये मु यालय/संब प रसर ारा वेश परी ा आयोिजत क जायेगी,
िजसम पवू म यमा परी ो ीण छा अथवा िविधवत् थािपत िकसी बोड से सं कृ त िवषय लेकर सैक डरी या
दशम क ा उ ीण छा अथवा सं कृ त िवषय के िबना दशम क ा उ ीण छा तथा महिष सा दीपिन राि य
वेद िव ा ित ान ारा वेदभषू ण उ ीण छा ा शा ी पाठ्य म म वेश हेतु सि मिलत हो सकते ह।
2. यह पाठ्य म दो वष म स प न होता है, येक वष म 6-6 प होते ह एवं एक अिनवाय अित र प
संगणक िश ण का होता है।

शा ी पाठ्य म म वेशाथ िनयम -

शा ी पाठ्य म हेतु प रसर म वेश के िलये मु यालय/प रसर ारा वेश परी ा आयोिजत क जाती है,
िजसम सि मिलत होने के िलए िन निलिखत परी ाओ ं म से िकसी एक म उ ीण होना अिनवाय है -
1. उ र म यमा/ ा शा ी
2. मा यता ा िकसी सं कृ त िव िव ालय या सं कृ त प रषद् से पर परागत णाली से उ ीण क गई
इ टरमीिडएट समक परी ा।
3. सं कृ त िवषय सिहत उ च मा यिमक/इ टरमीिडएट परी ा।
4. महिष सा दीपिन राि य वेदिव ा ित ान, उ जैन क वेदिवभषू ण परी ा।
5. शा ी पाठ्य म म वेशाथ चनु े गये भाषा/आधिु नक िवषय, उ रम यमा/ (बारहव क ा सं कृ त
िवषय सिहत) तक पढ़े हए होने चािहए।
6. बारहव क ा म सं कृ त नह होने पर अिनवाय प से वेश परी ा ारा वेश िलया जाएगा।
7. छा क यनू तम आयु 17 वष होनी चािहए।

शा ी ित ा पाठ्य म म वेशाथ शा ी पाठ्य म म उि लिखत वेश िनयम का अनपु ालन करना होगा।
शा ी ित ा का पाठ्य म
शा ी ित ा परी ा 6 सेमे टर म स प न होती है। सभी स ा म 7-7 प होते ह।
शा ी पाठ्य म म उि लिखत सात प शा ी ित ा पाठ्य म म भी ह गे। इसके अित र शा ी ित ा
तृतीय वष (प चम व ष स ा ) म अ म प पयावरण िश ा का होगा, नवम प शा ीय िवषय (शा ी पाठ्य म के
प चम एवं ष प म उि लिखत कोई एक िवषय जो पच ं म एवं ष प म चयिनत िवक प न हो) तथा दशम प गत
सं कृ त भाषा (Advance Sanskrit Language) का होगा।
आचाय (एम.् ए.)
आचाय क ा म वेश के िलए िन निलिखत परी ाय मा य ह :-

शा ी के ीय सं कृ त िव िव ालय अथवा
अ य कोई सं कृ त िव िव ालय या मा यता ा सं था।
िशरोमिण म ास िव िव ालय, अ नामलाई िव िव ालय,
ी वकटे र िव िव ालय, ित पित।

शा भषू ण ( ीिलिमनरी) के रल सरकार, ि वे म्
बी.ए. (Orintal Learning) मा यता ा िव िव ालय
बी.ए. सं कृ त िवषय के साथ मा यता ा िव िव ालय से।
िवशेष िनयम -
1. आचाय पाठ्य म म िवषय चयन से पवू उस िवषय का शा ी/समक तक अ ययन अिनवाय ह।
2. िजन िव ािथय ने बी.ए. (सं कृ त) अथवा वेदालक
ं ार/िव ालक
ं ार/समक क उपािध ा कर ली है, वे
आचाय तर पर सािह य/ धमशा /सां ययोग/सवदशन/फिलत यौितष/कमका ड िवषय ले सकते ह। बी.ए.
(सं कृ त दशन सिहत) उ ीण छा आचाय तर पर अ तै वेदा त भी ले सकते है।
3. सं कृ त म बी.ए. (आनस) उ ीण छा आचाय तर पर वेद/ याकरण/सािह य/धमशा / सां ययोग/
फिलत यौितष/् सवदशन/कमका ड इ यािद िवषय ले सकते ह।
4. िकसी एक िवषय म आचाय परी ा उ ीण एम.् ए. (सं कृ त) छा , आचाय तर पर, िन निलिखत िवषय को
छोडक़र कोई भी अ य िवषय ले सकते ह। (विजत िवषय) िस ा त योितष,् वेद, न य याय, न य याकरण,
मीमांसा। लेिकन न य याय/न य याकरण आिद िवषयो म आचाय छा िस ा त यौितष,् ाचीन याय और
याकरण आिद िवषय म आचाय हेतु (तथा इसके िवपरीत) वेश ले सकते ह।
5. सं कृ त म न िव ान एक िवषय के प म पढ़े हए छा आचाय तर पर िस ा त यौितष िवषय ले सकते
ह।
िट पणी:- आचाय पाठ्य म म वेश के इ छुक छा अपने आवेदन प म िवषय के चयन हेतु ाथिमकता
के म से िवषय का उ लेख करगे।
6. आचाय पाठ्य म म कुल चार स ा होगे िजसम येक स ा पाँच प ह ग । ित स ा चार प
वीकृ त शा पर आधा रत ह गे तथा पच
ं म प सभी शा के छा के िलए सामा य होगा। ित प पणू ाक
50 ह। ित प का समय तीन घंटे होगा। परी ाथ िन निलिखत शा िवषय म से कोई एक शा अ ययन
के िलए चनु सकता है।

यह पाठ्य म दो वष (चार स ा ) के िनयिमत िश ण हेतु के ीय सं कृ त िव िव ालय क िश ाशा ी

उपािध के िलए संचािलत होता है।
वेश के सामा य िनयम

1. िकसी भी मा यता ा िव िव ालय/समिव िव ालय से यनू तम 50 ितशत अक ं के साथ शा ी अथवा
बी.ए. सं कृ त सिहत/आचाय/एम.ए. सं कृ त अथवा समक परी ो ीण छा ितवष आयोिजत होने
वाली िश ाशा ी वेश परी ा म सि मिलत हो सकते ह। उसम उ ीण छा को वरीयता म से िश ाशा ी
पाठ्य म म वेश िदया जाता है। इसके िलए िनयमावली आवेदन प के साथ िव िव ालय ारा अलग
से सा रत क गई है।
2. वेशाथ क आयु परी ा िवभाग ारा िनधा रत िदनांक तक 20 वष से कम नह होनी चािहये।
3. इस पाठ्य म म वेश के िलए 10+2+3 िश ा णाली के अ तगत 15 वष क िश ा का पणू होना
अिनवाय है।
4. इस पाठ्य म म भारत सरकार के ारा िनधा रत आर ण णाली का पालन सिु नि त िकया जाता है।
पर परागत पढ़े अथात् शा ी/आचाय उ ीण छा के िलए 80 ितशत तथा आधिु नक धारा के अ तगत
बी.ए. (सं कृ त) सिहत अथवा एम.ए. सं कृ त उ ीण छा के िलए 20 ितशत थान िनधा रत ह। प रसरीय
आर ण भी है यथा 20 ितशत प रसर छा एवं 30 ितशत उस े के छा के िलये।

यह पाठ्य म दो वष (चार स ा ) के िनयिमत िश ण हेतु के ीय सं कृ त िव िव ालय क िश ाचाय

उपािध के िलए संचािलत होता है।

1. िकसी भी मा यता ा िव िव ालय से यनू तम 55 ितशत अंक के साथ आचाय/एम.ए. सं कृ त अथवा
समक परी ो ीण तथा िश ाशा ी (बी.एड्.) परी ो ीण छा िव िव ालय ारा ितवष आयोिजत होने
वाली ‘िश ा-आचाय’ वेश परी ा म सि मिलत हो सकते ह। उसम उ ीण छा को वरीयता म से
िश ाचाय पाठ्य म म वेश िदया जाता है। इसके िलये िनयमावली आवेदन प के साथ िव िव ालय से
अलग से सा रत क जाती है।
2. वेशाथ क आयु परी ा िवभाग ारा िनधा रत िदनांक तक 23 वष होनी चािहये।
3. इस पाठ्य म म वेश के िलए 10+2+3+2 िश ा णाली के अ तगत 17 वष क िश ा का पणू होना
अिनवाय है एवं बी.एड्./िश ाशा ी भी उ ीण होना अिनवाय है।
4. इस पाठ्य म म भारत सरकार के ारा िनधा रत आर ण णाली का पालन सिु नि त िकया जाता है। पर परागत
अ ययन करने वाले अथात् आचाय उ ीण छा के िलए 80 ितशत तथा आधिु नक धारा के अ तगत एम.ए.
सं कृ त उ ीण छा के िलए 20 ितशत थान िनधा रत ह।

िव ावा रिध (पी.-एच.् डी.)

के ीय सं कृ त िव िव ालय वयं अथवा अपने अ तगत सभी प रसर अथवा स ब ता ा सं थान के
मा यम से दान क जाने वाली शोधोपािध को िव ावा रिध (पी-एच.् डी.) के नाम से अिभिहत करता है।
प जीकरण क अहता
1. वे सभी िव ाथ , जो सं कृ त के िकसी भी िवषय म आचाय/एम.ए. (सं कृ त), त समक उपािध, के ीय
सं कृ त िव िव ालय के प रसर , िव िव ालय अनदु ान आयोग ारा मा यता ा िव िव ालय , मािनत
िव िव ालय म कम से कम 55 ितशत अक ं के साथ उ ीण ह तथा संयु ाक् शोध-परी ा म अहता म
म उ ीण ह , प जीकरण के िलए आवेदन प हेतु अह ह गे। अनसु िू चत जाित/अनसु िू चत जनजाित/िद यांग
अ यिथय के िलए सं कृ त िवषय स ब आचाय परी ा म यनू तम 50 ितशत अंक होना अिनवाय है।
2. िव िव ालय के प रसर एवं अ य महािव ालय /िव ालय के अ यापक अनसु धाता िज ह ने आचाय
अथवा एम.ए. सं कृ त परी ा 55 ितशत अक ं के साथ उ ीण क है ‘अ यापक-शोधाथ , के प म आवेदन
कर सकते ह। िक तु उनका नामांकन िव िव ालय अनदु ान आयोग (य.ू जी.सी.) के िनयमानसु ार ही होगा।
3. वे सभी िवदेशी िव ाथ िज ह ने भारत के िकसी मा यता ा िव िव ालय से सं कृ त के िकसी शाखा म
नातको र उपािध यनू तम 55 ितशत अंक के साथ अथवा उसके समान ेणी म उ ीण क है, भारत-सरकार
के िवदेश-म ालय एवं मानव ससं ाधन िवकास म ालय के मा यम से शोध-छा के प म वेश के िलये
आवेदन कर सकते ह।

है।

सिमित शोधािथय क तथा उनके ारा िनधा रत शोध-िवषय एवं शोध- ा प क समी ा करे गी। िनदेशक उिचत
आवेदन-प को िनधा रत ितिथ तक के ीय शोध-म डल म िवचार एवं वीकृ ित हेतु के ीय सं कृ त िव िव ालय नई
िद ली को ेिषत करगे। के ीय सं कृ त िव िव ालय के शोध िवभाग ारा वीकृ ित के प ात् स ब प रसर को िनणय
क सचू ना ा होने के बाद छा अपना वेश शु क जमा कर पंजीकरण क ि या पणू कर सके गा। प रसर के अित र
िव िव ालय के मु यालय म भी शोध काय िकया जा सकता ह।

िट पणी - िनदेशक िवशेष प रि थितय म िकसी छा को थाना तरण माण प एवं िन मण माण-प बाद म
ततु करने क छूट दे सकते ह िक तु उिचत अविध के अ दर इसे ततु न करने पर छा का नाम िनर त कर
िदया जायेगा।

आवेदक को अपने आवेदन प के साथ उपयु माण प क स यािपत ितिलिपयां अव य संल न करनी

िकये जायगे।
प रधान
के ीय सं कृ त िव िव ालय के प रसर म िश ाशा ी/िश ाचाय को छोडक़र शेष छा -छा ाओ ं के िलए
सादे प रधान का िनयम है। िश ाशा ी/िश ाचाय के छा -छा ाओ ं हेतु प रधान सबं िं धत प रसर के िवभागा य ारा
सिु नि त होगा।
2. वेश िनर तीकरण और ती क का वेश
जो छा वेश वीकृ त हो जाने पर वेश स ब धी सम त औपचा रकताएं यथासमय पणू नह करगे उनके नाम
वेश सचू ी से िनर त कर िदये जायगे तथा उनके थान पर ती ा सचू ी म रखे गये छा को वरीयता म से वेश िदया
जायेगा। ती ा सचू ी म जो छा वेश के वरीयता म म वेश यो य ह गे उ ह भी िनधा रत समय पर वेश स ब धी
सभी औपचा रकताय पणू करते हए वेश लेना होगा।
िवशेष सच
ू ना -
(क) आवेदन प एवं माण प ािद म कोई भी अस य सचू ना देने पर और के ीय सं कृ त िव िव ालय ारा
िनधा रत यो यताओ ं म कमी होने पर आर भ म वेश हो भी गया हो तो भी िबना कारण बताये उस छा का
वेश िनर त कर िदया जायेगा और उसके िलए िव िव ालय का कोई भी दािय व नह होगा।
(ख) इन िनयम म तथा के ीय सं कृ त िव िव ालय ारा इनसे पवू या समय-समय पर कािशत या िनिद िनयम
म अ तर होने पर िव िव ालय ारा िनिद िनयम अि तम प से वीकाय ह गे।
3. सरु ि त धनरािश
(क) यिद वेश ा छा िव िव ालय प रसर छोड़कर जाता है तो उसे सरु ि त धनरािश के अित र िलया गया
कोई भी शु क लौटाया नह जायेगा।
(ख) सरु ि त धन रािश परी ा फल कािशत होने के बाद अथवा स ावसान पर ही लौटायी जायेगी। यिद कोई छा
बीच म उ रािश को वापस लेगा तो उस छा का वेश िनर त हो जायेगा एवं िकसी भी प रि थित म उस
छा का पनु : वेश नह होगा।
4. उपि थित व अवकाश िनयम

के ीय सं कृ त िव िव ालय क येक क ा म छा क िनयिमत उपि थित आव यक है। िबना िलिखत
ाथना-प के लगातार 10 िदन तक क ा म अनपु ि थित रहने पर छा का नाम िव िव ालय से िनर त कर िदया
जायेगा। िक तु िनदेशक अनपु ि थित के कारण से स तु होने पर पनु : वेश भी कर सकगे। उस ि थित म छा को पनु :
वेश शु क जमा कराना होगा।
ाक् शा ी, शा ी व आचाय परी ा म वेशाहता के िलये एक िश ास ा (स ा परी ा णाली के संदभ
म) म छा क 75 ितशत उपि थित अिनवाय है। अथात् छा को एक िश ा स /िश ास ा म कुल या यान िदवस
का अिधकतम 25 ितशत अवकाश िदया जायेगा। यह अवकाश िनदेशक क पवू अनमु ित से िन निलिखत आधार पर
वीकृ त होगा -

10 िदन तक का अवकाश।
2. एक शैि क स म पंजीकृ त िचिक सा अिधकारी ारा छा क अ व थता के माण-प के आधार पर 20
िदन का िचिक सक य अवकाश।
िवशेष: उपयु दोन कार के अवकाश का लाभ पणू शैि क स क ि से है न िक स ा क ि से। यिद िकसी
शैि क स के थम स ा म पवू पणू अवकाश का लाभ ा कर िलया हो तो अि म स ा म यह लाभ
ा नह होगा।
3. िश ाशा ी व िश ाचाय परी ा म वेशाहता के िलए एक स ा म सै ाि तक प म 80% व ायोिगक
काय म 90% उपि थित अिनवाय है। अथात् िवभागा य क अनशु ंसा पर िनदेशक ारा सै ाि तक प म
अिधकतम 20% व ायोिगक काय म अिधकतम 10% अवकाश िदया जायेगा। ऐसे छा को इसके अित र
अ य कोई भी अवकाश देय नह होगा।
परी ा के स दभ म उपि थित म छूट

1. के ीय सं कृ त िव िव ालय के कुलपित िवशेष प र थित म एक शैि क स म एक बार उपि थित ितशत
म 5% क छूट दे सकते ह। पर तु इसके िलए संब प रसर /महािव ालय /आदश िव ापीठ के िनदेशक छूट
देने हेतु वैध कारण को दशाते हए सबं छा के मामले कुलपित को अ सा रत करगे।
2. एक प रसर से दसू रे प रसर अथवा एक महािव ालय से अ य महािव ालय/प रसर म थाना त रत होने वाले
छा क िपछली सं थाओ ं म उपल ध उपि थित क अपेि त उपि थित क ितशत गणना म सि मिलत कर
िलया जाएगा। लेिकन जो छा प ाचार के मा यम से ारि भक पाठ्य म म पढ़ रहे ह, वे िव िव ालय ारा
समय-समय पर जारी िकए गये िनयम ारा अनिु ब धत ह गे।
3. उपयु सभी िनयम के लागू होने पर भी कोई छा जो िव िव ालय से िनकाला जा चक

ु ा है, अथवा िन कािसत
हआ है अथवा िकसी भी एक अविध के िलए परी ा के अयो य पाया गया है, तो इसे िव िव ालय के िकसी
भी परी ा म सि मिलत नह िकया जा सके गा।
4. वांिछत उपि थित के पणू होने पर कोई छा बीमारी के कारण वािषक परी ा म बैठने म असमथ होता है तो
िचिक सा अिधकारी के मािणत करने पर वह अगले वष क परी ा म पवू छा के प म बैठ सकता है। अगले
वष वह अ ययनाथ क ाओ ं म उपि थत हो सकता है िक तु वह िनयिमत छा नह माना जायेगा और छा वृि
का अिधकारी नह होगा।
िवशेष: िकसी एक परी ा म कोई भी छा िकसी अ य िव िव ालय/के ीय सं कृ त िव िव ालय क अ य परी ा

म एक ही समय म परी ा देने का अिधकारी नह होगा।

छा कोष का ब ध एक सिमित के अधीन है। प रसर के िनदेशक सिमित के अ य ह गे तथा इसम एक
अ यापक छा क याण अिधकारी के प म रहगे। क ाओ ं म वेश के समय बनी यो यता सचू ी म से सभी क ाओ ं से
एक-एक सव थम थान ा छा सिमित के सद य ह गे। छा कोष के मद के साथ िलया गया धन िकसी बक म रखा
जायेगा। एकाउ ट का सचं ालन िनदेशक एवं अनभु ाग अिधकारी सयं ु प से करगे। प रसर के अ य धन स ब धी मद
के समान छा कोष का भी लेखा िनरी ण करवाया जायेगा।
6. छा क याण प रषद्
िव िव ालय के सभी प रसर म िनयमानसु ार ‘छा क याण प रषद’् काय करे गी। प रषद् म यो यता म से
येक क ा से पवू परी ा म सबसे अिधक अंक ा छा ितिनिध के प म मनोनीत ह गे।
रा ीय सेवा योजना
रा ीय सेवा योजना काय म का मखु िस ा त है िक इसका आयोजन छा के पर पर सहयोग से होता है।
साथ ही छा एवं अ यापक क समाज सेवा के ित पर पर सहभािगता देश के िवकास क िदशा म गहन अनभु िू त
कराएगी। एतदथ िव िव ालय के सभी प रसर म रा ीय सेवा योजना क एक सयं ोजक एवं एक सह सयं ोजक के नेतृ व
म एक-एक इकाई थािपत होगी।
7. अनुशासन
येक छा -छा ा को िव िव ालय प रसर के गौरव को बढ़ाने के िलए सद् आचरण से रहना होगा। पान,
त बाकू एवं अ य नशीले पदाथ खाना विजत है। िव िव ालय क सभी शै िणक वृि य म भाग लेना अिनवाय है।
प रसर के भवन, फन चर आिद को कोई हािन पहँचाये जाने पर छा का नाम प रसर से िनर त िकया जायेगा तथा
ितपिू त रािश छा से ली जायेगी।
आचार संिहता
आचार संिहता प रसर के सभी छा अनश ु ासन के सम त िनयम का स ती से पालन करगे।

1. छा को आ मानश ु ासन का पालन करना चािहए और क ाओ ं म िनयिमत उपि थित रखनी चािहए।
2. छा को िकसी भी कार क अनश ु ासनहीनता पर उ ह यथोिचत द ड िदया जायेगा। छा ारा
अ य त ग भीर दु यवहार या अनश ु ासनहीतना का दोषी पाये जाने पर/ मािणत होने पर अनश
ु ासन
सिमित क अनश ु ंसा पर छा को िव िव ालय से िन कािसत भी िकया जा सकता है।
3. कोई छा यिद प रसर क स पि का नक ु सान करता है तो वह अनशु ासना मक कायवाही के यो य
माना जायेगा तथा नक ु सान हई स पि क भरपाई के िलए वह िज मेदार होगा।
4. छा से अपे ा क जाती है िक वे प रसर क ग रमा को बनाए रखगे। उ ह ऐसी िकसी भी अवांिछत
गितिविधय म भाग लेने से स त मना िकया जाता है, जो प रसर क ग रमा के िवपरीत हो।
5. प रसर म वयं या उनके ारा िहसं ा फै लाने, शाि त भंग करने, अपनी बात जबद ती मनवाने का यास
करने पर प रसर क अनश ु ासन सिमित उस छा को दि डत कर सकती है।
7. अनश ु ासन सिमित क अनश ु ंसा पर िनदेशक का िनणय अि तम एवं सवमा य होगा।
8. प रसर म कालाश ं के समय छा ारा मोबाइल फोन का उपयोग सवथा विजत है।
8. रै िगंग िनषेध अिधिनयम

िव िव ालय अनदु ान आयोग रै िगगं िनषेध अिधिनयम-2009 के िनयम-6.3 (क) िदनाक
ं 17 जनू , 2009 के
अनसु ार प रसर म रै िगगं द डनीय अपराध है।

2. रै िगंग का आपरािधक षड्यं ।
3. रै िगंग के समय अवैध ढंग से एक होना तथा उ पात करना।
4. रै िगंग के समय जनता को बािधत करना।
5. रै िगगं के ारा शालीनता और नैितकता भगं करना।
6. शरीर को चोट पहँचाना।
7. गलत ढंग से रोकना।
8. आपरािधक बल योग।
9. हार करना, यौन स ब धी अपराध अथवा अ ाकृ ितक अपराध।
10. बलात् हण।
11. आपरािधक ढंग से िबना अिधकार दसू रे के थान म वेश करना।
12. स पि से सि ब धत अपराध।
13. आपरािधक धमक ।
14. मसु ीबत म फँ से यि य के ित उपयु म से कोई अथवा सभी अपराध करना।
15. उपयु म से कोई एक अथवा सभी अपराध पीिड़त के िव करने हेतु धमकाना।
16. शारी रक अथवा मानिसक प से अपमािनत करना।
17. रै िगंग क प रभाषा से सि ब धत सभी अपराध।
रैिगंग के अ तगत आने वाले काय

िन निलिखत कोई एक अथवा अनेक काय रै िगंग के अ तगत आएँगे -
क िकसी छा अथवा छा ारा नए आने वाले छा का मौिखक श द अथवा िलिखत वाणी ारा उ पीड़न
अथवा दु यवहार करना।
ख छा अथवा छा ारा अनश ु ासनहीनता का वातावरण बनाना िजससे नए छा को क , आ ोश,
किठनाई, शारी रक अथवा मानिसक पीड़ा हो।
ग िकसी छा से ऐसे काय को करने के िलए कहना जो सह सामा य ि थित म न करे तथा िजससे छा म
ल जा, पीड़ा अथवा भय क भावना उ प न हो।
घ व र छा ारा िकया गया कोई ऐसा काय जो िकसी अ य अथवा नए छा के चलते हए शैि क काय
म बाधा पहँचाए।
ड़ नए अथवा िकसी अ य छा का दसू र को िदए गए शैि क काय को करने हेतु बा य कर शोषण करना।
च नए छा का िकसी भी कार से आिथक शोषण करना।
छ शारी रक शोषण को कोई भी काय/िकसी भी कार का यौन शोषण, समलिगक हार, नंगा करना,
अ ील तथा काम स ब धी काय हेतु िववश करना, अंग चालन ारा बरु े भाव क अिभ यि करना,
िकसी कार का शारी रक क िजससे िकसी यि अथवा उसके वा य को हािन पहँुचे।
ज मौिखक श द ारा िकसी को गाली देना, ई-मेल, डाक, पि लकली िकसी को अपमािनत करना,
थानाप न अथवा क दाय देना या सनसनी पैदा करना िजससे नए छा को घबराहट हो।
झ कोई काय िजससे नए छा के मन मि त क अथवा आ मिव ास पर दु भाव पड़े। नए अथवा िकसी छा
को कुमाग पर ले जाना तथा उस पर िकसी कार क भतु ा िदखाना।

रिगगं िवरोधी दल अथवा स बि धत िकसी यि के भी ारा रै िगंग क सचू ना ा होने पर सं था य तरु त
सिु नि त कर िक या कोई अवैध घटना हई है और यिद हई है तो वह वयं अथवा उसके ारा अिधकृ त रै िगंग िवरोधी
सिमित से सचू ना ाि के 24 घंटे के भीतर ाथिमक दज कराए या रै िगंग से सि ब धत िविध के अनसु ार सं तिु त दे।
रै िगगं के अ तगत िन निलिखत अपराध आते ह-
रैिगंग क घटनाओ ं पर शासिनक कायवाही -

रै िगंग िनषेध अिधिनयम-2009 के िनयम 9.1 (ख) के अनसु ार रै िगंग म संिल छा /छा ा के िलए िन निलिखत
द ड का ावधान ह।
9.1 िकसी छा को रै िगंग का दोषी पाए जाने पर सं था ारा िन निलिखत िविध अनसु ार द ड िदया जाएगा :-
क. रै िगगं िवरोधी सिमित उिचत द ड के स ब ध म उिचत िनणय लेगी अथवा रै िगंग क घटना के व प एवं
ग भीरता को देखते हए रै िगंग िवरोधी दल द ड हेतु अपनी सं तिु त देगा।
ख. रै िगगं िवरोधी सिमित रै िगगं िवरोधी दल ारा िनधा रत िकए गए अपराध के व प और ग भीरता को देखते
हए िन निलिखत म कोई एक अथवा अनेक द ड देगी।
1. क ा म उपि थित होने तथा शैि क अिधका रय से िनल बन।
2. छा वृि /छा अ येतावृि तथा अ य लाभ को रोकना/वंिचत करना।
3. िकसी टे ट/परी ा अथवा अ य मू यांकन ि या म उपि थित होने से वंिचत करना।
4. परी ाफल रोकना।
5. िकसी ादेिशक, रा ीय अथवा अ तरा ीय मीट, खेल, यवु ा महो सव आिद म सं था का ितिनिध व
करने से वंिचत करना।
6. छा ावास से िन कािसत करना।
7. वेश र करना।
8. सं था से 04 स तक के िलए िन कासन करना।
9. िव िव ालय प रसर से िनि त अविध तक िन कासन करना।
10. रै िगंग करने अथवा रै िगंग करने के िलए भडक़ाने वाले यि य क पहचान न हो सके तो िव िव ालय
सामिू हक द ड का आ य ले।
ग. रै िगंग िवरोधी सिमित ारा िदए गए द ड के िव अपील ( ाथना) िन निलिखत से क जा सके गी

1. िकसी िव िव ालय से स ब महािव ालय/िव ालय होने पर कुलपित से।
2. िव िव ालय का आदेश होने पर कुलािधपित से।
3. ससं द के अिधिनयम के अनसु ार िनिमत रा ीय मह व का सं थान होने पर उसके चेयरमेन अथवा
चांसलर अथवा ि थित के अनसु ार।
9. छा वृि
उ े य:- िव िव ालय म अ ययन कर रहे छा को छा वृि देने का मख

ु उ े य सं कृ त िश ा हण करने हेतु
छा को ो सािहत करना है।
छा विृ क पा ता -
(क) िव िव ालय म िनयिमत प से अ ययन करने वाले छा -छा ाओ ं को छा वृि देने पर िवचार िकया जायेगा।
(ख) छा वृि क अहता के िलए गत परी ा म यनू तम 40 ितशत अक ं होना अिनवाय है। िश ा-शा ी म िव
छा के गत परी ा म 60 ितशत अक ं होने चािहये।
(ग) छा वृि वरीयता म से दी जायेगी। िजन छा को पाठ्य म के थम वष म छा वृि वीकृ त हो गई है उनके
िलए पाठ्य म के अि तम वष तक छा वृि चालू रहेगी, यिद वे येक वष म उ ीण होते हए यो यता म म
आयगे। जो छा िकसी िवषय या प म ो नत िकये जाते ह या परू क परी ा के िलए रह गये ह, उनके शेष
वष म उनको छा वृि देने पर िवचार नह िकया जायेगा।
(घ) छा वृि याँ शेष ह तो ि तीय या तृतीय वष के यो यता म म आने वाले उन छा को भी छा वृि दी जा
सकती है िजनको पवू वष या वष म छा वृि नह िमली हो।
छा विृ य क सं या
िव िव ालय के बजट म ावधान होने एवं पाठ्य म के चलते रहने पर ितवष िन निलिखत छा वृि याँ
उपल ध ह गी -
(क) ाक्-शा ी िनधा रत थान म से 60 ितशत छा को
(ख) शा ी/शा ी ऑनस िनधा रत थान म से 60 ितशत छा को
(ग) िश ाशा ी िनधा रत थान म से 60 ितशत छा को
(घ) आचाय िनधा रत थान म से 60 ितशत छा को
(ङ) िश ाचाय िनधा रत थान म से 60 ितशत छा को
(च) िव ावा रिध 30 छा वृि याँ येक वष
छा विृ दान करने के िनयम

(क) छा वृि छा क शै िणक गित, अ छे आचरण एवं िनयिमत उपि थित पर िनभर करे गी।
(ख) वष म के वल 10 माह के िलए ही छा वृि दी जायेगी।
(ग) येक वष या पाठ्य म म उ ीण होने वाले छा का ितवष छा वृि के िलए नवीन चनु ाव िकया
जायेगा। छा वृि पाने वाले िजन छा ने अपना पाठ्य म परू ा कर िलया है या िकसी ख ड म उ ीण हो
चकु े ह, उनको अि म वष या पाठ्य म म छा वृि यो यता म से दी जायेगी।
(घ) इन िनयम के अ तगत िकसी भी छा वृि पाने वाले छा को िकसी अ य थान से छा वृि वेतन या
पा र िमक पाने क छूट नह होगी। इस तरह क िकसी भी वृि ा करने क ि थित म िव िव ालय म
छा वृि ा करने से पवू उसे वह वृि छोड़नी होगी और यिद कोई धन ा िकया हो तो वह वापस करना
होगा। वष भर म ा छा वृि क धनरािश के बराबर से कम तक कोई छा नकद या िकसी अ य प म
आकि मक परु कार ा करने पर छा वृि पाने के अयो य नह होगा। इसी कार छा को िव िव ालय
ारा द िन:शु क िश ा, वा याय हेतु छा वास, पु तक एवं यातायात सिु वधा (छूट) ा करने क
अनमु ित भी होगी।
छा विृ क रािश
येक पाठ्य म के िलए छा वृि क रािश (मािसक) िन निलिखत है -
1. ाक्-शा ी 600 .
2. शा ी 800 .
3. िश ाशा ी 800 .
4. आचाय 1000 .
5. िश ाचाय 1000 .
6. िव ावा रिध 8000 . एवं ितवष 8000 . सांयोिगक रािश।
िट पणी:- सांयोिगक धनरािश शोध छा ारा ततु यय-िववरण के आधार पर दान क जायेगी। शोध छा यह
धनरािश पु तक- य, शोध-स ब धी या ा, लेखन तथा टंकण स ब धी काय म यय कर सकता है।
छा वृि क रािश को िव िव ालय ारा िकसी भी समय कम या अिधक िकया जा सकता है।
छा वृि क ाि और उसको जारी रखने के िलए येक क ा म िनयमानसु ार 75 ितशत उपि थित और
िव िव ालय के अनश ु ासन का सवथा पालन अिनवाय है। िकसी भी अ यापक या कमचारी ारा छा के िव
अनशु ासनहीनता क िशकायत ा होने पर छा वृि थिगत या िनर त क जा सके गी।
छा विृ के िलए चयन क ि या

िजस क ा म छा ने वेश िलया ह, उसम छा वृि ा करने के िलए छा को िनधा रत आवेदन प भर कर
िनदेशक क सेवा म ततु करना होगा। आवेदन प क जांच के बाद, छा वृि िनयम के आधार पर यो यता म से
िनदेशक छा वृि वीकृ त करगे।
अविध -
(क) सामा यतया छा वृि क अविध एक स म 10 माह क होगी।
(ख) शोध छा वृि सामा यत: दो वष (24 माह) के िलए होगी।
(ग) छा वृि क अहता होने पर छा वृि क अविध पाठ्य म के थम या ि तीय वष (जैसी प रि थित हो) क
पवू से लेकर अि तम तक होगी।
(घ) जो छा वृि एक बार िनर त कर दी जायेगी, वह के ीय सं कृ त िव िव ालय क पवू वीकृ ित के िबना पनु :
ार भ नह क जायेगी।
(ङ) उ म आचरण तथा िनयिमत उपि थित छा वृि को जारी रखने क ाथिमक शत ह। िकसी मास म िकसी
क ा तथा प म 75 ितशत से कम उपि थित वाले छा को तब तक छा वृि नह दी जायेगी, जब तक
वह उपि थित क कमी को पणू कर 75 ितशत तक उपि थित नह कर लेता। छा क उपि थित पणू होने पर
भी 30 िदन से अिधक िनर तर अनपु ि थित पर उस अविध क छा वृि िनर त हो जायेगी। ऐसे छा को 10
माह क अविध म से अनपु ि थित के समय को काटकर शेष समय क छा वृि का ही भगु तान िकया जायेगा।
भुगतान
छा वृि का भगु तान िव िव ालय से िव ीय वीकृ ित और रािश िमलने पर ही िकया जा सके गा। सामा यत:
उपि थितय के आधार पर छा वृि सिमित क अनश ु ंसा पर छा वृि के भगु तान का आदेश येक मास के थम
स ाह म िव िव ालय प रसर के िनदेशक ारा िकया जायेगा। वेश या वा तिवक उपि थित क ितिथ से जो ितिथ बाद
म होगी, उसी ितिथ से छा वृि ार भ होगी।
शोध-छा विृ
के ीय सं कृ त िव िव ालय ितवष अपने येक प रसर म कुल िमलाकर 30 शोध छा को छा वृि

दान करता है। कुलपित, के ीय सं कृ त िव िव ालय िकसी प रसर क िवशेष प रि थित के आधार पर
आव यकतानसु ार िवशेषािधकार से छा वृि क सं या म प रवतन भी कर सकते ह। आचाय/एम.ए. (सं कृ त) म 60
ितशत प रणाम क वरीयता- म-सचू ी के आधार पर िव िव ालय एवं येक प रसर के हर एक िवभाग म थमत:
एक-एक छा वृि दान क जायेगी। इस स ब ध म कुलपित का िनणय अि तम होगा।
छा विृ क अविध-
शोध छा वृि क अविध 24 माह के िलए िनि त होगी। िक तु मागिनदशक एवं थानीय-शोध-सिमित क
अनश
ु सं ा पर यह छा वृि िव िव ालय मु यालय ारा अित र 12 माह के िलए बढ़ायी जा सकती है।
छा विृ भुगतान -
छा के प जीकरण के तीन माह के भीतर िव िव ालय क सं तिु त पर प रसर के मा यम से छा वृि आर भ
क जायेगी। इस अविध म िव िव ालय से छा वृि ा शोध-छा िकसी भी अ य िव िव ालय से छा वृि /वेतन
ा नह कर सके गा। अ यथा उसे अनश ु ासनहीनता माना जायेगा तथा छा का पंजीकरण िनर त कर िदया जायेगा। ऐसी
ि थित म छा को प रसर से ा क गई सम त छा वृि भी वापस करनी होगी। प रसर क अनश ु ासनिमित अनिु चत
आचरण करने वाले छा के ित अनश ु ासना मक कायवाही कर िव िव ालय से उसक छा वृि समा कर सकती है।
अनश ु ासनहीनता क पनु रावृि होने पर शोध छा का पंजीकरण भी थानीय शोधसिमित क अनश ु ंसा पर िनर त िकया
जा सकता है।
12. छा को देय सुिवधाएं
रेलवे रयायती या ा क सुिवधा
प रसर म पजं ीकृ त सम त छा को पजू ावकाश, शीतावकाश एवं ी मावकाश के अवसर पर अपने गृहनगर
जाने तथा प रसर वापस आने के िलए रे लवे ारा िकराये म छूट दी जाती है। ी मावकाश म अि तम परी ा म सि मिलत
छा को के वल घर जाने क सिु वधा दी जायेगी। इस सिु वधा को ा करने के िलए छा ारा आवेदन करने पर कायालय
ारा आव यक प िनगत िकये जाते ह। या ा आर भ से एक स ाह पहले आवेदनप कायालय म ततु करना होगा।
अवधेय है िक रे लवे के िनयमानसु ार यह छूट के वल 25 वष से कम आयु वाले छा को ही उपल ध है िक तु
शोध छा के िलए अवकाश अथवा गृहनगर का ब धन नह है। वे अपने शोध िनदशक क सं तिु त पर शोध काय करने
के िलए िकसी भी समय भारत के िकसी भी नगर क रे लवे छूट पर या ा कर सकते ह।
थालय सिु वधा
िव िव ालय के सभी प रसर म ससु मृ तथा िवशाल थालय क सिु वधा िव मान है। इनम ा य िव ा
तथा सं कृ त शा के दल
ु भ थ उपल ध ह। िनयिमत प से जनल तथा पि काएँ इनम आती रहती ह।
िव िव ालय के सभी प रसर को िनधा रत पु तकालय िनयम का पालन करना होगा िज हे सभी प रसर अपने-अपने
पु तकालय म दिशत करगे।
योगशाला सिु वधा

िव िव ालय के सभी प रसर म योगशालाओ ं क सिु वधा है। मख

योगशाला, शै िणक तकनीक योगशाला, कायानभु व योगशाला तथा भाषा िश ण योगशाला इ यािद
योगशालाएँ ाय: सभी प रसर म उपल ध है। िव िव ालय के सभी प रसर को िनधा रत योगशाला िनयम का
पालन करना होगा िज हे सभी प रसर अपने-अपने योगशाला म दिशत करगे।
यायामशाला सुिवधा
िव िव ालय के अिधकांश प रसर म छा के शारी रक वा य के िलए यायामशाला (िजम) क सिु वधा
है, जहाँ आधिु नक यायाम य ोें, ड बल एवं वेट लेट इ यािद के ारा छा ात: एवं सायक
ं ाल िनि त समयानसु ार
शारी रक अ यास करते ह। िव िव ालय के सभी प रसर को िनधा रत यायामशाला िनयम का पालन करना होगा
िज हे सभी प रसर अपने-अपने यायामशाला म दिशत करगे।
13. छा ावास
िव िव ालय के ाय: सभी प रसर म पु ष एवं मिहला छा ावास क सिु वधा उपल ध है। िव िव ालय के
सभी प रसर को िनधा रत छा ावास िनयम का पालन करना होगा िज हे सभी प रसर अपने-अपने छा ावास म दिशत
करगे।

THE LOGO
The Central Sanskrit University Logo comprises of a square, surrounded by

three red, white and black pillars - symbolizing the three natures of the universe,
namely, sattva, rajas and tamas. Within the black square, the red and white squares
indicate the pure and royal nature of the Sanskrit University. The motto on the
top - योऽनूचानः स नो महान1् - symbolizes all the branches of Vaidic learning. The wavy
red, white and black lines, representing the three-fold nature, on the left hand side of
the pattern, indicate agitated nature when it joins with the Brahman. This a
representation of the Sanskrit University actively engaged in the promotion and
propagation of Sanskrit. The wavy red, white and black lines returning downwards on
the right-hand side symbolize the desire of the seeker to return to the Brahman. The

CENTRAL SANSKRIT UNIVERSITY, DELHI
1. INTRODUCTION
Rashtriya Sanskrit Sansthan was established in October, 1970, as an autonomous body
under the Societies Registration Act 1860 (Act XXI of 1860) for the promotion and propagation of
Sanskrit in the country. Since its inception, it has been wholly funded by the Government of India.
It has been working as the leading organization engaged in promotion, propagation and
development of Sanskrit and helps the Ministry of Human Resource Development in preparation
and implementation of various schemes and programmes for the development of Sanskrit learning.
It has been functioning as a central nodal agency for the effective implementation of the various
recommendations made by the Sanskrit Commission which was established in 1956 by the
Department of Education, Government of India, for preservation, promotion and development of
Sanskrit.
Sanskrit learning and teaching, its excellent publications, and its effective efforts in preservation
and management of more than 58,000 rare Sanskrit manuscripts, the Government of India
bestowed the status of Deemed University on Rashtriya Sanskrit Sansthan on May 7, 2002 under
(CPP-1) dated 13th June, 2002.
Consequently, the Government of India approved the Rashtriya Sanskrit Sansthan as the Central
Sanskrit University as per the Government of India Gazette No. CG-DL-A-17042020-219068
dated 17th April 2020. Accordingly, the Rashtriya Sanskrit Sansthan is established as Central
Sanskrit University from April 30, 2020.
2. THE OBJECTIVES OF THE UNIVERSITY

The objectives of the University shall be to disseminate and advance knowledge by
providing instructional, research and expansion facilities to the promotion of Sanskrit Language
courses in humanities, social sciences and science in its educational Government; to take
appropriate measures for promoting innovations in teaching-learning process and inter-disciplinary
studies and research; to educate and train manpower for the overall development, promotion,

To achieve its objectives, the Rashritya Sanskrit Sansthan performs the following functions
and activities:-

v Traditional Sanskrit teaching at secondary, undergraduate, graduate and

PRAK SHASTRI : Eligibility
1. Admission to the course in a campus is through a merit list prepared on the basis of
an admission test conducted by the Headquarter / respective campuses.
The applicant should have passed Poorva Madhyama, or Matriculation
Examination (also called 10th class, or Secondary Class Examination) or Veda
Vibhushana Maharshi Sandipani Rashtriya Vedavidya Pratisthan, Ujjan or
equivalent examination from any State Board of School Education, or University
with or without Sanskrit as one of the subjects.
2. Duration of the course is 2 years. There are 6 papers each year and one additional
compulsory paper of Computer Education.
3. Minimum age limit of student should be 15 Years.

Eligibility of Shastri Course

Admission to the course in a Campus is through a merit list prepared on the basis of an
admission test conducted by the Headquarter / respective Campuses.
The applicant should have passed any one of the following:-
1. Uttar Madhyama/Prak Shastri
2. Intermediate Examination from any Sanskrit University or Sanskrit Council,
through traditional system.
3. Higher Secondary Examination/Intermediate or equivalent examination from any
State Board of School Education, or University with Sanskrit as one of the subjects.
4. Vedavibhushan Examination conducted by Maharishi Sandipani Vedavidya
Pratishthanam.
5. The applicant should have passed the language subjects / modern subjects in the
qualifying examination, which he is opting for as optional Subjects at the Shastri
level.)
6. Those who does not have sanskrit subject in 12th class an entrance examination is
mandatory.
7. Minimum age limit of student should be 17 Years.

SHASTRI PRATISHTHA (B.A. HONS.)
Eligibility of Shastri Pratishtha Course

The rules & regulations for the admission for this course in a Campus are applicable as
mentioned in the Shastri (B.A.) Course .
Course Details of Shastri Course

There are six semesters of this three-year course and seven papers each in every semester/
year which is same as mentioned in the Shastri Course. In addition, Shastri Pratishtha-3rd year
(5th & 6th Semester) there is one separate paper of Enviornment Science as 8th paper, Traditional
Subject as 9th paper (any one optional choice from 5th & 6th paper of Shastri course) and
Advanced Sanskrit subject as 10th paper.
ACHARYA (M.A.)
Acharya is a two-year / four semester course equivalent to the Post Graduation (M. A.)
examination shall be three hours. Maximum Marks per paper shall be 100.
Eligibility of Acharya Course
The applicant must have passed any of the following examinations:-

1. Shastri from Central Sanskrit University, or any other Sanskrit University, or any
recognized institution.
2. Shiromani from Madras University, Annamalai University, Shri Venkteshwar
University, Tirupati.
3. Vidvadmadhyama from Karnataka Government.
4. Shastrabhushan (Prelim.) from Kerala Government.
5. Vidyapraveena from Andhra University, Visakhapatnam.
6. BA with Sanskrit as one of the subject from any recognized university.
Special Rules
1. The applicant should have studied the subject he is applying for, till Shastri.
2. The applicants who have obtained B.A. (Skt.) or Vedalankar / Vidyalankar degree
may be allowed to opt for Sahitya / Dharmashastra / Sankhyayoga / Phalit Jyotisha/
Karmakanda at Acharya level. The applicants who have obtained B.A. Sanskrit
with Darshana may be allowed to opt for Advaitavedanta also.
3. The applicants who have passed B.A. (Hons.) may be allowed to opt for Veda/
Vyakarana/Sahitya/Dharmashastra/Sankhyayoga/Phalit Jyotish / Karmakanda etc..
4. The applicants who have obtained Acharya in one subject / MA Sanskrit degree,
may seek admission to any other subject, except Siddhant Jyotisha, Veda, Navya
Nyaya, Navya Vyakarana, Mimansa. But, the applicants who have obtained Acha-
rya degree in Phalit Jyotisha, Navya Nyaya, Navya Vyakarana may seek admission
to Acharya in Siddhanta Jyotisha, Pracheen Nyaya, Vyakarana.
5. The applicants with Nakshatra Vigyana as a subject in Sanskrit may opt for Sid-
dhanta Jyotisha.

TRAINING COURSES
SHIKSHA-SHASTRI (B.Ed.)
The Central Sanskrit University conducts this two year regular course (four semesters)
leading to the award of Shiksha-shastri (B.Ed.).
Admission Process
1. Shastri/B.A.(Sanskrit), Acharya/M.A.(Sanskrit) or equivalent from any recognized
University with a minimum of 50 per cent marks.The eligible candidates have to take a
common entrance test, called Shiksha-Shastri Test. The candidates in the merit list are
called for counselling and allotment of the campus. The guidelines are issued by the
Central Sanskrit University along with application form separately.
2. The age of the candidate should be 20 years.
3. The candidate should have completed 15 years of education under 10+2+3 system.
4. The observance of reservation policy as per the Government of India has been ensured
in this course. 80% seats are reserved for the candidates who have obtained Shastri/
Acharya degree studying under the traditional system. 20% seats shall be available for
the candidates who have obtained B.A. (Sanskrit)/M.A.(Sanskrit) under the modern
system. There is also reservation in campus such as 20% for campus students and 30%
for the students of catchment area.
Course
A) THEORY
There are 7 theory papers in 1st year and 5 papers in 2nd year. Each paper carry 100 Marks.
B) PRACTICALS
For 1st year practical work 400 marks and 400 marks for 2nd year practical work.
Total Marks for 2 year Course = Theory 1200 + Practical 800 = 2000 Marks
SHIKSHA-ACHARYA (M.Ed.)
The Central Sanskrit University conducts this two year regular course (four semesters)
leading to the award of Shiksha-Acharya (M.Ed.).
Admission Process
1. Acharya / M.A. or equivalent with a minimum of 50% marks, and Shiksha Shastri/B.
Ed.(with Sanskrit as a subject of teaching) with a minimum of 55 percent marks (50%
for ST/SC / Differently Abled candidates) from any recognized University. The
candidates have to take a common entrance test, called Shiksha Acharya Test,
conducted by the Central Sanskrit University every year on all India basis. The
candidates in the merit list are called for counselling and allotment of the campus. The
guidelines are issued by the Central Sanskrit University along with application form
separately.
2. The age of the candidate should be 23 years.
3. The candidate should have completed 17 years of education under 10+2+3+2 system
and B.Ed./Shiksha Shastri.
4. The observance of reservation policy as per the Government of India has been ensured
in this course. 80 % seats are reserved for the candidates who have obtained Acharya
degree studying under the traditional system. 20 % seats shall be available for the
candidates who have obtained M.A. in Sanskrit under the modern system.
Course of Study
A) THEORY
There are 3 theory papers and 2 optional papers in 1st and 2nd semester and in 3rd and 4th
semester, 2 theory papers and 1 optional paper each. In total there are 16 theory papers. Each paper
carry 100 Marks.
B) PRACTICALS
1. Dissertation & Viva-voce 100 Marks (75+25)
2. Internship 100 Marks (50+50)
3. Practical Work 200 Marks (75+75+25+25)
Total Marks of the Course Theory 1600 + Practical 400 = 2000 Marks
DIPLOMA COURSES
· Diploma Course in Yoga and Ayurveda Sahitya
· Diploma Course in Vastu Shastra
General Rules for Admission
1. Eligibility of the candidate for entrance to any of the course shall be at least Senior
Secondary (+2) or equivalent examination passed with Sanskrit as one of the subjects.
2. Medium of instruction shall be Sanskrit only.
3. The selected Campus allocates 40 seats for the allotted course, out of which 30 seats
may be reserved for traditional students and 10 seats may be for students from modern
stream.
4. The course is one year of two semeseters (six months each).
5. The syllabus for the course comprises of 5 Papers of 50 Marks in each Semester.
6. Allocation of 50 Marks for each paper will be divided as 40+10 i.e. 40 for Theory and
10 for Practical.
7. At least 90% attendance shall be required for appearing in the examination of the
Diploma course in Yoga and Ayurveda.

RESEARCH COURSE
VIDYAVARIDHI (Ph.D.)
The research degree awarded by the Central Sanskrit University to the scholars registered
Vidyavaridhi (Ph.D.).
Eligibility for Registration

1. The candidates who have passed Acharya / M.A. in Sanskrit or equivalent, with 55 per
cent (50 per cent for ST/SC/ Differently Abled candidates) or more from the Campuses
of Central Sanskrit University / Universities or Deemed Universities recognized by the
UGC; and, have been declared successful in the merit list of Research Test, are eligible
to apply for registration as research scholars at the Central Sanskrit University.
2.
. The aspiring research scholars who are employed as teachers at the various Campuses
obtained Acharya or M.A. in Sanskrit with 55 per cent marks, may apply for
registration as ‘Adhyapak Shodharthi’ (teacher researcher). Their registration will be
done as per U.G.C. norms.
3. All those aspiring research scholars from abroad who have obtained their post-graduate
degree, securing 55 per cent marks or more from any of the Indian Universities
recognized by the UGC, may also apply for registration as research scholars through
Ministries of Foreign Affairs, and Human Resource Development, Government of
India.
Combined Vidyavaridhi Entrance Test

a) The Combined Vidyavaridhi Entrance Test by Central Sanskrit University is
conducted in May for registration to research course.
b) Information about test / registration etc. may be seen in the guidelines for combined
Vidyavaridhi Entrance Test.
Process of Registration
The candidate declared eligible in the merit list shall submit his application, duly
forwarded by the guide, along with synopsis of the thesis. After that, the local research committee
shall review the research candidates, and their topics and synopses. The applications found in order
shall be sent by the Director concerned to the Central Sanskrit University, New Delhi, at a certain
date, for consideration and approval by the Central Research Board. After the approval of the
application in the session of the Central Research Board called by the Research Department of the
Central Sanskrit University and the receipt thereof at the concerned Campus, the candidate shall
deposit his admission fees, thereby completing his/her registration process. Candidates can pursue
their research at the Sanskrit Headquarter too.
DOCUMENTS REQUIRED FOR ADMISSION TO VARIOUS COURSES

DRESS CODE FOR STUDENTS

Shikshashastri and Shikshacharya students have to wear special teaching practice uniform,
as decided by the Head of the Department of Education of the concerned campus. All other
students should wear a simple dress when they come to attend the Campus.
2. CANCELLATION OF ADMISSION AND

ADMISSION OF WAIT-LISTED CANDIDATES
Admission of the candidates who do not complete all the admission-related formalities in
time would be cancelled and in their place the wait-listed candidates would be admitted in order of
merit, provided they also complete their admission-related formalities within stipulated time.
Note:-
A) In case, a candidate manages to get admission on the basis of information which is
later found to be false, his admission would be cancelled without assigning any reason,
and the Central Sanskrit University would not be held accountable for the same.
B) In case, there is discrepancy between the rules mentioned in this prospectus, and the
rules which the Central Sanskrit University may have published or indicated in the past

3. CAUTION MONEY
A) In case, a candidate leaves the Central Sanskrit University in the middle of the course,
without completing it, none of the fees deposited by him, except the Security Amount,
shall be refundable to him.
B) Caution money will be paid back after the declaration of result or at the session-end.
However, if a student takes back the said money during the session, the admission of
the student will stand cancelled and he/she will not be re-admitted in any case.
4. ATTENDANCE & LEAVE RULES

Regular attendance of all the classes is compulsory for the students. The name of the
student is liable to be struck off in case he absents himself from the classes continuously for ten
days or more without applying, in writing, for leave of absence. The Director may order
the unauthorized absence. In such case, the student shall have to deposit his admission charges
afresh.
A student must have 75% attendance in order to be able to sit in the examination of Prak
Shastri, Shastri & Acharya, i.e. a student will be allowed leave only for a maximum of 25 per cent
of total lecture days in one academic session (in case of annual system) or one academic semester
(in case of semester system). This leave will be admissible with prior permission of the Director

STUDENT FUND
The student fund is managed by a committee headed by the Director. A faculty member
of classes shall be the members of the committee. The amount collected under the head of Student
Fund shall be deposited in a special bank account opened specially for the purpose. The account
the Student Fund shall also be audited.

6. STUDENT WELFARE COUNCIL

There shall be Student Welfare Councils in all the Campuses of the Central Sanskrit Uni-
versity. These councils will comprise of the students getting highest marks in their qualifying
examination in the campus.
NATIONAL SERVICE SCHEME

The main principle of the programme of National Service Scheme is that it is organised by
the students themselves and both student and teachers through their combined participation in
social service, get a sense of involvement in the tasks of national development. Hence, there will
be one unit of National Service Scheme in every campus of the Central Sanskrit University under
the leadership of one co-ordinator and one joint co-ordinator.
7. DISCIPLINE
The conduct of the students should be top-class so that they add to the reputation of the
Central Sanskrit University. They should not smoke, drink or use other forms of tobacco, or
intoxicating drugs. They are expected to take part in various academic activities being conducted
in the campus. In case, any student damages any property of the Campus, he may lose his
admission and the amount of damage shall be recovered from him.
CODE OF CONDUCT
The students of the Campus shall strictly follow, in totality the code of conduct given below.
1. All the students shall practice self-discipline and attend the classes regularly.
2. Those who violate the discipline shall be duly punished as per rules. Those held guilty
of serious violations may be punished with rustication, if recommended by the
Discipline Committee of the Campus.
3. Anyone damaging Campus property shall invite disciplinary action against himself/
herself, and shall be held liable to compensate the campus for the losses caused.
4. It is expected of the campus students that they shall maintain the dignity of the Campus.
With this in mind, they are advised to stay away from any such undesirable activities
which may go against the dignity of the Campus.
5. The students of the Campus should not take part in politics.
6. The Discipline Committee of the Campus may punish the student who spreads, or
causes to spread violence, disturbs peace, or tries to force his/her own ideas upon
others.

8. ANTI-RAGGING REGULATIONS
Anti-ragging Committees shall be constituted in all the campus is pursuance of U.G.C.
Anti-ragging Regulation – 2009, Rule 6-3 (A) dated 17 June, 2009.
As per the Section 7 of the U.G.C. Anti-ragging Regulation – 2009, ragging includes the
following acts as acts of crime and would invite punishment under rules:-
1. To incite someone for ragging.

2. To engage in criminal conspiracy for ragging.
3. To assemble and cause disturbance to peace for ragging.
4. To obstruct public movement for ragging.
5. To violate morality and dignity for ragging.
6. To cause physical injury.
7. To cause undue obstruction.
8. To resort to criminal use of force.
9. To cause physical, sexual or unnatural offence.
10. To forcible grab somebody or something.
11. To trespass with criminal intent.
12. To indulge in property related offences.
13. To criminally intimidate someone.
15. To threaten victims of one or many of the offences mentioned above.

16. To insult someone physically or mentally.
What constitutes ragging –

Any one or more than one of the following acts would constitute ragging –
a) Verbal, written, or physical torture or misbehaviour with new student/s by senior
student/s.
b) Creation of an atmosphere of indiscipline and terror by the student/s which may

h) To abuse someone verbally, through e-mail, mail / to insult publically / or torture / to
create sensations which may create a fear psychosis among students / new students.
j) To encourage a student on evil path or to try to dominate him/her.

Actions to be initiated on receipt of information regarding ragging incident
Upon receiving the information, from the Anti-ragging Committee or any other source, of
veracity of the information. If the information is found to be true, he should get an FIR registered
within 24 hrs of receiving the information, or proceed according to the local law against ragging.
Administrative action on ragging incidents
As per the Anti-ragging Act-2009 rule 9.1(B), there is a provision of following

punishments for the students found to be indulging in ragging:-
9.1 The institute must act against the student/s found to be guilty of ragging, as per the
following procedure.
a) The Anti-ragging Committee of the Campus shall take appropriate decision in the
matter, or going by the seriousness of the ragging incident, shall recommend to the
Director, an appropriate punishment for the guilty.
b) The Anti-ragging Committee shall take into consideration the nature and
seriousness of the ragging offense and recommend any of the following pun-
ishments:-
I. Suspension from class attendance and other academic rights.
III. Stopping from appearing in any test, examination or other evaluation

process.
IV. Stopping of the declaration of result.
V. Stopping from representing the institution in any regional, national or inter-
national meet, sport, youth festival etc.
VI. Expulsion from hostel.
VII. Cancellation of admission.
VIII. Rustication from the institution for four years.
IX. Expulsion from the campus for a certain period of time.

9. SCHOLARSHIP
Objective -
The main purpose of granting scholarship to the students of the Central Sanskrit University
is to encourage the students to receive Sanskrit education.
Eligibility for Scholarship
1. The regular students of the Central Sanskrit University, who have scored 40% or more
marks in the last qualifying examination (60% or more marks if the student is admitted
to Shiksha Shastri & Shikshacharya) may be considered for award of scholarship.
2. The scholarship shall be awarded on merit basis. The students, in whose favour the
the same till the duration of the course, if they are declared pass every year and
continue to be eligible for scholarship. But, if they are declared promoted in any subject
or paper, or are held up for Compartment, they shall not be considered for grant of
scholarship for the rest of the years of the course.
3. Eligible students from 2nd or 3rd year may also be considered for grant of scholarship,
if some scholarships are available.

Subject to budgetary provisions and continuation of courses, the availability of scholar-
ships in the various courses every year shall be as under:-
a) PRAK-SHASTRI 60 % students from allotted seats
b) SHASTRI 60 % students from allotted seats
c) ACHARYA 60 % students from allotted seats
d) SHIKSHA SHASTRI 60 % students from allotted seats
e) SHIKSHACHARYA 60 % students from allotted seats
f) VIDYAVARIDHI 30 Scholarships every year
Rules for grant of Scholarship -
1. The grant of scholarship shall depend upon educational progress, good conduct and
regular attendance.
2. The scholarship shall be granted for 10 months in a year.
3. Every year, or upon passing an examination, a fresh selection of students for the grant
of scholarship shall be made. The students who have completed their syllabus, or have
passed a part of the exam, shall be awarded scholarship in the New Year or course on
the basis of merit.
4. A student getting scholarship on the basis of above rules shall not receive any
scholarship, salary, fees etc. from any other source. If he/she is receiving such income,
he/she shall have to leave that employment and return the money received. In case, he/
she unexpectedly receives some prize, in cash or any other mode, equivalent to or less
the scholarship. Similarly, he /she shall be allowed to avail of free education provided
by the University, hostel facilities for self-study, books and travel facilities.
Amount of Scholarship -
The monthly amount of scholarship for each programme is as under:-

Note- The Contingency Grant will be paid to the research scholar upon the details of expenses
submitted by the research scholar. The Contingency Grant may be used for meeting the
expenses incurred by the research scholar on purchase of books, travel in connection with
research, writing and typing.

the merit.
Duration of Scholarship

If the attendance of a student falls below 75% in any month, in any subject, he shall not
be given scholarship till the time he does not complete the mandatory 75% attendance.
In case, a student remains continuously absent for 30 days, he shall be given
scholarship only after deducting the amount due during the period of absence, even if
the overall percentage of his attendance is above 75%.
Disbursement
of every month, on the recommendation of the Scholarship Committee which the committee shall
make after taking into consideration the percentage of attendance by the student. The scholarship
shall begin from the date the student actually starts attending the classes.
SCHOLARSHIP FOR THE RESEARCH SCHOLARS

Every year, a total of 30 of the research scholars registered at each of the various
Campuses are selected by the Central Sanskrit University for award of scholarships. However, the
Vice Chancellor, in exercise of his special powers, may change the number of scholarships as per
the special circumstances prevailing in a campus.
RESEARCH SCHOLARSHIP RULES

The research scholars who have secured 60% marks or more in their Acharya / M.A.
(Sanskrit) examination shall, be considered for award of research scholarship as per the merit list
prepared by the Central Sanskrit University. One scholarship per department in all the Campuses
of the Central Sanskrit University shall, initially, be available for award. The Vice Chancellor’s
DURATION OF THE RESEARCH SCHOLARSHIP
The duration of the research scholarship shall be for a period of 24 months, extendable by
another 12 months at the recommendation of the Guide and the local Research Committee.
DISBURSEMENT OF THE RESEARCH SCHOLARSHIP
At the recommendation of the Central Sanskrit University, the disbursement of the research
scholarship shall commence within three months of the registration of the research scholar through
the Campuses of the Central Sanskrit University. During the period of the scholarship, the students
shall not accept salary or another scholarship from any other institution or organization. In case,
the research scholar is found to be in receipt of any such scholarship from any other source, it shall
constitute an act of indiscipline and shall lead to cancellation of his registration. The research
scholar shall also have to return the total amount of scholarship received by him till date.
The research scholar is expected to maintain the dignity of the Central Sanskrit University
Campus. The discipline committee of the Campus may take disciplinary action, which may
include cancellation of his scholarship, against any such research scholar who is found to be guilty
of improper behaviour. Repetition of the offence may lead to cancellation of registration upon the
recommendation of the Local Research Committee.
10. FACILITIES TO THE STUDENTS
RAILWAY CONCESSION
There is a provision for railway fare concession to all the students registered with the
Central Sanskrit University, who are travelling from the Campus to home town and back. Those
this concession is available only for the students who are below the age of 25 years. However, this
condition and the conditions relating to holidays and hometown do not apply to research scholars
who can travel as many times as needed and to any part of the country on concessional fare on the
recommendations of the Head of the Department.
LIBRARY FACILITIES
There are vast and well-stocked libraries in all the campuses of the Central Sanskrit
University, housing rare and ancient Sanskrit books, in addition to books on modern subjects.
These libraries also subscribe to periodicals and journals. The Campuses of the Central Sanskrit
University will follow the prescribed library rules which will be displayed by respective Campuses
in their libraries.
LABORATORY FACILITIES
All the campuses of the Central Sanskrit University are equipped with laboratories, which
include computer laboratory, psychology laboratory, educational technology laboratory, Work
experience laboratory and language teaching laboratory. The Campuses of the Central Sanskrit
University will follow prescribed laboratory rules which will be displayed by respective Campuses
in their laboratories.
GYMNASIUM FACILITIES
Gymnasium facilities are available at most of the Campuses of the Central Sanskrit
University. These gymnasiums are equipped with modern exercise machines and gadgets, such as,
dumb bells, weight plates, etc. The Campuses of the Central Sanskrit University will follow
prescribed gymnasium rules which will be displayed by respective Campuses in their gymnasium.
11. HOSTEL
The Boys & Girls hostel facilities are available in almost all the Campuses of the Central
Sanskrit University. The Campuses of the Central Sanskrit University will follow prescribed
