SUPPLY & DELIVERY OF TRANSMISSION LINE ARRESTORS FOR 132KV TRANSMISSION LINES IN NER 1.0 ut 2.0 o 11 3.0 3a 40 SCOPE OF WORK: ‘The scope of work under this specification is as given below: Manufacturing, Testing, Inspection, Packing, Forwarding, Transit Insurance, Transportation, Supply & Delivery of Transmission Line Arresters (as per BOQ & Technical Specifications) suitable for use 132KV transmission lines of POWERGRID, NER. ‘TECHNICAL SPECIFICATION & TYPE TESTS: The Transmission Line Arresters so offered shall be suitable for use with Power Conductors as specified in BOQ & conform to relevant Standard Technical Specifications enclosed to this bid document. The Transmission Line Arresters shall conform to all type tests listed in the relevant IS. No type test is envisaged for this package; however, Bidder is required to submit copies of valid type test reports / certificates for review and approval. INSPECTION; POWERGRID reserves the rights to inspect the materials at any stage of manufacturing, All routine/acceptance tests on Transmission Line Arresters as per relevant IS/Technical specification shall be carried out. The Bidder shall raise inspection calls to POWERGRID and carry out the testing on behalf of POWERGRID. Inspection Call for the purpose of Inspection shall be given to POWERGRID at the following address, fifteen days in advance Chief Manager (FQA) Power Grid Corporation of India Ltd. Dispur, Guwah Based on Inspection and Factory Type Test Reports, Material Inspection Clearance Certificate (MIC) shall be issued by POWERGRID authorizing dispatch of the materials. However , POWERGRID reserves the right to carry out or waive the inspection. DRAWINGS: Immediately, on receipt of the LOA/supply order, the Bidder should submit the necessary drawings for approval in line with Technical Specifications. Page 1 SUPPLY & DELIVERY OF TRANSMISSION LINE ARRESTORS FOR 132KV TRANSMISSION LINES IN NER —— 5.0 DELIVERY DESTINATION: ‘The Transmission Line Arresters shall be delivered at the following destination: [Py Genera Manag 132KV Kumarghat Substation | pean | Kumarghat, Tripura = General Manager 220/132KV Dimapur Substation 798 No. i Dimapur, Nagaland i The Transmission Line Arresters shall be dispatched on door delivery basis properly 4? packed, duly insured and freight prepaid basis. 6.0 ENGINEER-IN-CHARGE: General Manager (AM) Power Grid Corporation of India Ltd, Dongtieh, Lower Nongrah Lapalang, Shillong-793006 7-OGUARANTEE/WARRANTY : The manufacturer shall provide warranty for the materials to be supplied against manufacturing defects and guarantee satisfactory performance for a period of 4b, Cighteen) months from the date of delivery. The manufacturer shall submit Guarantee / Warranty certificate, along with the consignments. Defective materials and supply of wrong sizes shall be replaced within 30 days from the date of intimation by the consignee ‘8.0 COMPLETION SCHEDULI : e Delivery of the materials at site shall be completed within 90 days from the date of receipt of the Letter of Award, Road Permit shall be arranged by POWERGRID Consignee before dispatch, 9.0 QUANTITY VARIATION : POWERGRID reserves the right to vary the quantity of the Items to be ordered / supplied subject to a limit of (+) 30% of the total contract price without any change in unit rates and terms and condition during the currency of the contract. The Transmission Line Artesters shall conform to TEC: 6009-8, b, The Transmission Line Arresters shall be of hermetically sealed units with direct moulding technology without any enclosed air volume suitable for mounting between Transmission Line Conductor at one end and Transmission Line Tower at another end, Suitable Hardware for installation of Transmission Line Arrester on Transmission Line Towers ate to supplied by the Contactor. € The TLA should be suitable for freely suspended mounting on tine conductors, The TLA should not be pedestal mounted and no alteration / e welding allowed in tower structure for mounting of arrester 4. Suitable suspension clamp hardware for installation of Transmission Line Arrester on to the Transmission Line Towers are to be supplied by the manufacturer, The TLAs are to be tethered to the tower by using angle shackle and conductor to ensure that these arresters do not swing abnormally during the windy conditions, The bottom of the disconnector is to be connected to the side face of the tower using flexible copper earthing connection( min. 35 sqmm size). In cases, where the arresters are to be provided with the monitoring device, the conductor for anchoring the arrester and the copper earthing flexibles will have to be isolated and the Copper connection will have to be given directly to the surge monitor and from there to the earth. Length of the copper cable & strain relief lead shall be at least 10m in length. a F The Transmission Line Arresters shall be supplied along with suitable Disconnector «3 which shall isolate the Transmission Line Arresters from earth in case of failure of Transmission Line Arrester, thus ensuring that the transmission line remains live, 2.0 DUTY REQUIREMENTS: ‘The Transmission Line Arresters shall be gapless type without any series or shunt gaps. ‘The Transmission Line Arresters shall be capable of discharging lightning surges on the Transmission lines. The transmission line arresters shall be direct mould on type without any internal air gap there by ensuring thet there will not be any failure due to moisture entry. These shall be provided in such a way as to obtain robust construction, with excellent ‘mechanical and electrical properties even after repeated operations ») The Transmission Line arresters shall be of cage design with ditect mould on cof polymeric material ensuring better dissipation of heat generated inside the aurester ©) The Transmission Line Arresters shall not fail due to arrester insulator contamination. ©) Seals shalt be provided in such a way that these are always eff tively ‘maintained even when discharging reted lightning current. There shall be no extra holes on the TLA so as to disallow moisture ingres ©) Outer insulator shail be polymer conforming to IEC-61462, The outer insulator housing shall be so coordinated that external flashover Will not occur due to application of any impulse or switching surge vollage upto the maximum design value for arrester, 1) The end fittings shall be made of corrosion proof material and preferably be nonmagnetic, FITTINGS AND ACCESSORIES; 8) The Transmission Line Atresters shall be complete along with Disconnector and suitable hardware for installation of same in Transmission Lines 5) Self contained discharge counters, suitably enclosed for outdoor use and requiring no auxiliary o battery supply for operation shall be provided on sample basis for LAs along with necessary connection. All nuts, bolts ashes etc, required for fixing the surge monitor shall have to be supplied by the Contractor. Lightning impulse Residual voltage on arrester units (IEC elause 6.3.2). 3. Infernal Ionization or partial Discharge test. (©) Routine Tests: 1, Sealing test: Water dip test at 1.5m depth from top of Surge Amrestor for 30 minutes shall be performed during assembly of Surge Arrester stacks (followed by other routine tests, i.e. P.D, Measurement, Reference Voltage, Residual Voltage & IR measurement), 2. Measurement of reference voltage. 3. Residual voltage fest of arrester unit 4, Intemal Ionization test or partial discharge test. Supports shall be provided by POWERGRID at various location for erection/installation. In case the bidder offers product of design already accepted by POWERGRID, proto-installation is shall not be required.
