    INTRODUCTION OF WSP USA INC AND ENVIRONMENTAL SOLUTIONS LIMITED

    SUPPORTED BY THE NATIONAL ROAD OPERATING AND CONSTRUCTING COMPANY


    LIMITED (NROCC), TO CONDUCT AN ENVIRONMENTAL AND SOCIAL SCOPING STUDY TO
    IDENTIFY ENVIRONMENTAL AND SOCIAL RISKS AND POTENTIAL IMPACTS OF THE
    PROPOSED NORTH COAST CORRIDOR IMPROVEMENT PROJECT

    The Government of Jamaica (GoJ), through the Ministry of Finance and the Public Service
    (MoFP) and the National Road Operating and Construction Company Limited (NROCC),
    intends to improve service quality along the North Coast Corridor. The plan is to implement
    three road upgrade projects: the Seacastles to Greenwood, Greenwood to Discovery Bay, and
    Mammee Bay to Salem sections.

    The International Finance Corporation (IFC), a member of the World Bank Group, has been
    hired by the GoJ and NROCC as the lead transaction advisor to implement the upgrading of
    these three road projects under PPP arrangements (the “Project”). Given the importance of
    the North Coast Corridor, the Project is anticipated to have a significant impact on the
    movement of people and goods in Jamaica as well as facilitating expansion of the country's
    tourism and hospitality sector.

    The IFC has contracted WSP USA Inc. (WSP), and its Jamaican sub-consultant, Environmental
    Solutions Limited (ESL), to conduct an Environmental and Social Scoping Study (ESS) to
    identify the key environmental and social risks and potential impacts of the Project, as well as
    potential mitigation measures consistent with the IFC Performance Standards and Jamaican
    regulations. Through this study WSP USA Inc and ESL are seeking to engage key stakeholders
    to gather their views on the existing roads and the potential expansion to inform the study
    being developed.

    As part of this process, the consultants (WSP and ESL) will conduct focused interviews with
    key stakeholders within the area of influence. The initial interviews are scheduled to start on
    the week of March 20th, 2023, and continue afterwards on different levels.

    The purpose of this letter is to introduce the consultants to you. You are kindly requested to
    assist the consultants in this regard.
