Rules and Regulations

1. Players must be FULLY VACCINATED and must obtain a CERTIFICATE OF RESIDENCY or

CERTFICATE OF ENROLMENT from the city or municipality/SCHOOL they represent.
2. Players must be born 2008 onward (U13), 2006 onward (U15), 2004 onward (U17) and 2000
onward (U21). Each player must submit a photocopy of Birth Certificate (PSA/NSO/LCR)
3. Teams will be allowed to have a maximum of 14 players (inclusive of libero or liberos), a Coach
and an Assistant Coach. A team can replace or change Libero in a match.
4. Only those above-mentioned will be allowed to sit on their Team Bench during games.
5. Any MISREPRESENTATION on the Team’s Line-up is subject to DISQUALIFICATION from the
tournament. Any MATTER(s) regarding ELIGIBILITY will ONLY be entertained during the
Preliminary Round.
6. NO UNIFORM – NO PLAY. Players must play in their OFFICIAL PLAYING UNFORM and must have
number visibly on the front and on the back.
7. TOURNAMENT FORMAT
PRELIMINARY ROUND
-Teams will be divided into;
(5 teams and below-1 pool, 6 – 11 teams- 2 pools, 12- 20 teams- 4 pools depending on the number of
teams to participate)
-Single Round-Robin per pool
-Ranked 1 and 2 teams per pool will qualify to the Quarter Final Round for 4 pools and semi for 2.
 Team Rankings will be based on the WIN-LOSS Standing of each team
RULE FOR BREAKING TIE(S). Double ties - Winner over the other.
In case of triple tie(s) or more in the Teams’ Ranking, after the Preliminary Round, the
following shall be applied to break the existing tie(s)

SEMI FINAL ROUND
- (2 POOLS) A1 VS B2 (4 POOLS) Winner SF1 versus Winner SF4
- (2POOLS) A2 VS B1 (4 POOLS) Winner SF2 versus Winner SF3
FINAL ROUND
-Semi-Final Match Losers will play for Bronze Medal Match, Semi-Final Match Winners will play for
the Gold Medal Match
8. Rule of succession shall be implemented, teams are advised to be at the playing venue at least an hour
before their scheduled match.
9. A team must be composed of at least six (6) regular players and must be in complete uniform at the start
of the match. Failure to do so will automatically mean losing their match by default.
10. A team that defaults TWICE will be disqualified and blacklisted from further participation in the League.
DEFAULT PENALTY: in case of failure to meet their scheduled game-time, teams will be penalized.
11. Protest my be filed 30 minutes after the end of the match and team wishes to lodge a protest will pay two
Thousand Pesos (P2,000)
11. The Organizer of the tournament reserves the right to disallow a team to play their scheduled match in
case of incomplete requirements.
12. The Organizer of the Tournament reserves the right to reschedule matches if deemed necessary.
13. Matters not included in this rules and regulations will be decided upon by a Technical Committee headed
by the Tournament in-charge in accordance with the updated FIVB Volleyball Rules.
14. NON- ATTENDANCE IN THE SOLIDARITY MEETING automatically waives the right of the teams to file
protest and appeal.
