While referring to the subject and references cited, | am directed to inform that the
Government has forwarded the reference 1* cited to this Office and requested to furnish
remarks / clarification immediately.
| am directed to furnish hereunder the clarifications on each point raised in the
reference 1" cited.
(1) Whether the College Principal is equal to Associate Professor (Academic Level 13A)
or Professor (Academic Level 14) as the Principals of Govt Degree Colleges are
drawing Pay in the pay band of Rs. 10,000 in UGC 2006 Scales?
The UGC Regulations 2018 issued in G.O.Ms.NO. 14 dt. 13.2.2019 mention
that the Pay of Principals shall be equivalen! to the pay of Associate Professor
ie Academic Level 13A with rationalised entry pay of Rs. 1,31,400 with the
existing special allowance of Rs. 2,000 per month. The UGC Regulations
gave a Note that the existing pay scale of persons appointed as Principal shall
be protected.
APSCHE clarifies that:
(a) The teachers who are promoted as Principals on or after 1.1.2016 are
entitled to the pay of the Principal equal to that of Associate Professor in
Academic Level 13-A.(2)

(b) The teachers who were promoted as Principals prior to 1.1.2016 and
who have drawn the Pay Band VI with AGP of Rs. 10,000 are entitled to
Academic Level 14 since the UGC Regulations clearly specify that the
existing pay scale of persons appointed as Principals shall be protected.
Whether the revised special allowance of Rs. 4,500 per month be allowed or not?
After issue of UGC Regulations 2018, the MHRD/UGC vide No. F.No. 11-
1/2017 (CU) dt. 19.2.2019 enhanced special allowances to various categories
which includes Principals from Rs. 2000 to Rs. 4500.
APSCHE clarifies that the Government is yet fo issue separate orders on the
enhanced allowances to various categories and hence the Principals are
entitled to only Rs. 2000 as special allowances till Government issues orders
on the enhanced special allowance.
Whether the Lecturers working in the Government and Private Aided Degree
Colleges possessing / acquiring LLM / M.Tech. / M. Arch./ M.V.Sc/M.D. who are not
teaching such professional courses and possessing such degrees in the areas not
relevant to their basic degrees be given the additional increments or not?
APSCHE clarifies that
(@) A mere possessing / acquiring qualification of LLM / M.Tech. / M, Arch/
M.V.Sc/M.D does not automatically entitle a teacher for advance
increments.
(6) If the qualification of LLM / M.Tech. / M. Arch/ M.V.Sc/M.D is the
mandated qualification for the post concerned at the time of recruitment,
the teacher is not entitled for advance increments.
(c) If the qualification of LLM / M.Tech. / M. Arch/ M.V.Sc/M.D is not a
mandated qualification at the time of recruitment to the post concerned
and the qualification of LLM / M.Tech. / M. Arch/ M.V.Sc./M.D is a
prescribed additional / higher qualification in that discipline by the
relevant statutory bodies, and the teacher is teaching the subject in the
same discipline, such teacher is entitled fo two advance increments as
prescribed in UGC Regulations 2018,
(d) Where LLM / M.Tech, / M. Arch/ M.V.Sc/M.D is an additional
qualification not mandated and the teacher is not teaching the subject
concemed in the relevant discipline, he / she is not entitled to any
advance increments.
(e) In case of M.Tech. candidates, the Major / Core Branches of
Engineering / Technology and the relevant / appropriate courses leading
to degrees in Engineering / Technology for recruitment to teaching
positions for B.Tech. and M.Tech should be verified as per AICTE
Regulations issued vide F. No. 27/RIFD/Pay/01/2017 - 18 dated
28.4.2017,What does ‘at entry level’ mean? Entry into service or entry into a particular
academic level?
APSCHE clarifies that the Entry Level means Academic Level 10 ie Assistant
Professor which is the entry appointment in the Universities and the Colleges.
In case of the promotion of Junior Lecturers as Degree College Lecturers on
recruitment by transfer / promotion, the meaning of Entry Level shall be
construed Academic Level 10 ie Lecturer / Assistant Professor.
Whether the advance increments are calculated on the entry pay of the entry level of
Assistant Professor ie Rs. 57,700 ie Academic Level 10 or be calculated at the entry
pay of the Academic Levels 11 or 12 in the cases of teachers acquire Ph.D. while in
service?
The sanction / calculation of advance increments on the entry pay of Rs.
57,700 of Academic Level 10 avoids anomalies in the matter of sanction of
advance increments for teachers who enter Level 10 with the requisite
qualification and those who acquire the qualification while in service.
APSCHE clarifies that the advance increments be sanctioned / calculated on
the entry pay of Rs. 57,700 of Academic Level 10 only to those teachers who
acquire Ph.D. degree while in service irrespective of their Academic Level at
the time of acquiring their Ph.D.
Whether the teachers enter into service with M.Phil and drawn M.Phil, Increments
and subsequently acquires Ph.D. while in service are eligible for advance increments
to Ph.D.? If eligible how many increments may be given either three (irrespective of
MPhil. increments) or one / two (taking into consideration the already availed M.Phil
increments)?
APSCHE clarifies that
(a) A teacher who enters service with Ph.D. degree as per UGC
Regulations 2009 and or UGC Regulations 2016 is entitled to five (5)
non-compounded advance increments at the entry level of recruitment
as Assistant Professor.
(b) A teacher who enters service with M.Phil. Degree is entitled to two (2)
non-compounded advance increments.
(c) Ph.D. degree is a mandatory qualification for recruitment and CAS as
Associate Professor in the Degree Colleges and it is mandatory
qualification for Assistant Professor from 2021 onwards. With a view to
encourage the M.Phil. Degree holders to obtain Ph.D. while in service,
the scheme of awarding advance increments both for M.Phil. and Ph.D.
was evolved since Ph.D. is a higher degree and Ph.D. is mandatory
qualification for vertical career of the teachers to the post of Associate
Professor both for direct recruitment and CAS as per UGC Regulations
2018 issued in G.O.Ms.No. 14 dt. 13.2.2019.
(d) A teacher, who acquires Ph.D. degree as per UGC Regulations 2009 or
UGC Regulations 2018, while in service, is entitled to three (3) non-
compounded advance increments on the entry pay of Rs. 57,700 of
Academic Level 10.(@) The teachers who acquire M.Phil. degree while in service as per UGC
Regulations 2010 and UGC Regulations 2018 issued vide G.O.Ms.No
38 at. 23.6.2016 and G.O.Ms.No.14 dt. 13.2.2019 respectively aro
entitled to one (1) non-compounded advance increment at Entry Level
ie Academic Level 10 ie Assistant Professor / Lecturer. After acquiring
Ph.D. degree, such teachers are also entitled to three (3) non-
compounded advance increments at Entry Level ie Academic Level 10
ie Assistant Professor / Lecturer.
() The UGC Regulations do not bar a teacher who joins service at Level
10 with M Phil and two non-compounded incentive increments from
earning three more non-compounded incentive increments for obtaining
Ph D degree while in service. The cap is five increments and if one joins
at Level 10 with both M Phil and Ph D or only Ph.D, the teacher eams
only five non-compounded incentive increments.
(9) The UGC has evolved the scheme of awarding two advance increments
to those teachers who enter service with M.Phil and subsequently three
increments to those who acquire Ph.D. while in service on entry pay to
encourage M.Phil. degree holders to pursue Ph.D. not only for their
vertical growth in their career but also to avoid anomaly between the
teachers who enter with Ph.D. degree and the teachers who acquire Ph.
D subsequently while in service. The illustration table as given
hereunder justifies the same.

‘Assistant Professors who have completed four years of service and having a
Ph.D. degree" are eligible to be promoted to the Academic Level 11 provided
they meet certain performance appraisal criteria as prescribed in the UGC
Regulations 2018 issued vide G.O.Ms.No. 14 at. 13.2.2019,
itis immaterial whether the individual has entered Academic Level 10 with the
Ph.D. of not, the individual eams the Ph.D. degree during the four year
period, the individual is eligible at the end of the fourth year for CAS to next
Academic Level provided the individual satisfies other requirements as
prescribed in the UGC Regulations 2018 issued vide G.O.Ms.No. 14 at.
13.2.2019,
Supposing a candidate eams the Ph. D. degree during the fifth year or during
the sixth year as the case may be with M.Phil. or without M.Phil respectively,
the individual is eligible to be promoted to the next level from the date of the
award of the Ph.D. degree, provided the individual meets the requirements as
prescribed in the UGC Regulations 2018 issued vide G.O.Ms.No. 14 dt
13.2.2019,
7. Whether a teacher who is enrolled for Ph.D. is eligible for availing the benefit of
three non-compounded increments or becomes eligible only after the teacher is
awarded the Ph.D. degree?

APSCHE clarifies that :
(Mere admission to a Ph.D. or M.Phil. program does not qualify him/her
for availing advancement increments.
(i) The benefit of advance increments for higher degree should be
considered after the teacher is awarded the higher degree of Ph.D. as
per the UGC Regulations 2018,
(iii) The Government is requested to amend the relevant provisions in the
G.O. suitably to avoid confusion
