A Concept Paper
1. Background:
Nepal Bar Association (NBA) was established in 21st December 1956. It is only
one leading national civil organization of practicing lawyers of Nepal with
nationwide network. NBA has total 83 bar units. NBA is the organization who has
strength to change the society with intervention in the policy level of government
of Nepal.

Under the umbrella of Nepal Bar Association, Legal Aid Project was introduced
in 1988 with support of Norwegian Bar Association to provide legal aid, primarily
to indigent and poor people including women and girl child. Women wings (WW)
were formed to provide free legal aid to the women and girl child in different
districts of Nepal since 1995.
The Legal Aid Project of Nepal Bar Association has successfully conducted 18 th
national women Lawyer Conference. The National Conference of Women Lawyer
is being conducted in different themes and topics annually.

This year, NBA under the Access to Justice Project is going to conduct 19 th
National Women Lawyer Conference on 25 th and 26th September, 2010. This year
District Court Bar Unit Bhaktapur is going to host the conference.

2. Objectives of the Conference:

The main objective of the conference is to gather all women lawyers from all over
the country to generate their own views and ideas in the current scenario of the
country and for the protection of the rights of women lawyer as well. The
objectives of the 19th National Women Lawyer's Conference are as follows:
1. To raise voice for the issues of women to be addressed in the forthcoming
constitution.
2. To take leading role to ensure women's participation in judicial structure of
the country.
3. To identify the professional challenges of women lawyer and to explore the
solution to overcome the problems.
3. Expected Outputs:
1. Issues of women which need to be guaranteed in the forthcoming
constitution will be highlighted nationally.
2. Assurance of women participation in all judicial structure of the country.
3. Influence the NBA to take further steps for the protection, promotion and
enhancement of women lawyers in legal profession.

4. Theme of the Conference:

Every year, the National Women Lawyer conference is conducted on one theme
according to the current situation of the country. For this year the main theme of
 the Conference is "Women Lawyer's Summon: Timely Promulgation of
Democratic Constitution."

5. Working Paper:
Generally, NBA invites all interested women lawyers to submit the working paper
on selected topics. Similarly, NBA can request to some prominent woman
lawyers for the working papers as per the need as well. This year, NBA has also
invited the interested woman lawyers to submit the working paper on three
different sub – topics which are:
1. Women Issues to be addressed in forthcoming constitution
2. Women's participation in Judicial Structure: Today's Need
3. Professional guarantees, challenges and solutions of women in legal
profession
6. Methodology of the Conference:
The Conference will be conducted in two days. In the first day, inauguration
session will be held and in the second session, the paper will be presented on
selected topics in open forum. In second day, the discussion will be held in three
different groups on the selected topic and the findings of the groups will be
presented in the open forum and at the end of the conference the declaration of the
conference will be produced in the closing session of the conference.
7. Participants:
All together 450 participants i.e. all Women Lawyers through out the country,
Women Judges, Women (Lawyer) member from constitution Assembly, Women
Member of National Human Rights Commission, Women Commission, Women
who are working in the field of law and justice, Journalists, Senior Advocates of
NBA, Ex- Members of NBA Executive Committee and Executive Committee of
NBA will be the participants of the Conference.
8. Collaboration with CBA- DDN Project
Some National Conference of Women Lawyer was conducted by NBA with
collaboration of different organizations such as: ARD, American Bar Association
and Canadian Bar Association as well.
Collaboration between NBA/Access to Justice Project and CBA- DDN Project
could contribute for the protection and promotion of women lawyer in legal
profession. Since, CBA- DDN Project has explored the professional challenges of
women lawyer and has provided recommendation to NBA for the protection,
promotion and enhancement of women lawyer. Similarly, it has recommended the
judiciary of Nepal to promote women's participation in judicial structure.
Since the sub - topics selected for the 19th national women lawyer conference is
similar to the area explored by the CBA – DDN project, the collaboration between
NBA/Access to Justice Project and CBA- DDN Project could contribute to ensure
women's participation in judicial structure of the country and to promote, protect
and enhance women lawyer in legal profession.
9. Budget of the Conference
The estimated budget of the conference is 1,737,500/ which includes food and
accommodation of the participants, traveling allowances to the participants out of
Kathmandu valley, Stationery, hall rent etc.
