Community Development -
It’s not service delivery!

• Community development is an inclusive, fair and responsive


approach to creating solutions with communities. It encourages
active participation, consultation and involvement from the
broad community in the design, development, delivery and
evaluation of the project.

• Community development improves the ability of communities


to collectively make better decisions about the use of resources
such as infrastructure, labour and knowledge.
• So what are the stages in project development?

Assessment 3 A Program Plan


• Together in teams of maximum 4 people, you are to
plan a project for either International Students or
refugees.
• • We research the needs, issues and interests of
target group (TG)
• • Think of what activities would be helpful, fun,
engaging, supportive etc of TG.
• • Write up a plan (using template) to detail why the
project, the goals and the activities to meet the
goals.

Soft or Hard Outcomes?


• A hard outcome is easy to fix, define and measure. It may
be number of qualifications gained or jobs taken up. As a
result people have often steered towards using hard
outcomes to show they are making a difference because
they are thought to be easier to demonstrate. (Statistics /
Quantitative)

A soft outcome measure changes in behaviour or
confidence. Soft outcomes are often based on asking the
opinions of individuals you work with. Some people may
feel these outcomes are less important or less robust. We
would argue the opposite, as they report on what
difference you have made by the people who benefit from
your project or service. (Qualitative)
