capability for the African for having a real political government and
national independence; and that a more stable and efficient
Government might yet be formed in Western Africa, under the
supervision of a civilized nation, in accordance with the modern
Resolution of the Committee of the House of Commons...by nature the
African is a social being, having the capability of giving instruction and
obeying, and that type of improvement which help reason develop, and
these are skills that are important for both a political government and a
political society.
Keep in mind what I just said, it will be my job to prove the capability of
the African for having a real political government and national
independence; more stable and efficient government than already in
Western Africa, under the supervision of a civilized nation, in obeying
the present Resolution of the Committee of the House of Commons...By
nature Africans are social beings and have the ability to command and
obey, and these skills are important when reason is developed, and also
important for both a political government and community...

courts of settling conflict are frequently in a European capital or
another, and the weak nations of the world have little peace and little
justice.
