An Establishment is an economic unit, which engages under a single ownership or control, that is, under a single entity, in one or predominantly one kind of economic activity at a single fixed physical location.
The count of the List of Establishments excludes sari-sari stores with no paid employees, retail sale via stalls and markets, activities of membership organizations, and public health and education services establishments.

Industry Section is based on the 2009 Philippine Standard Industrial Classification
The 2020 List of Establishments (LE) is generated based on the comprehensive updating activity conducted by PSA in 2018 and updates from the sample establishments' reports in the surveys, census and updating activity conducted by the PSA in 2019, 2020
and 2021 which include the following:
1. 2018 Census of Philippines Business and Industry (CPBI) conducted in 2019;
2. 2019 and 2020 Quarterly Survey of Philippine Business and Industry (QSPBI); and,
3. 2020 Occupational Wages Survey (OWS) /2019 -2020 Integrated Survey on Labor and Employment (ISLE).
4. 2021 Updating of the List of Establishment (ULE) initial results for establishments with year closed operation before 2021.
The said comprehensive 2018 ULE was a nationwide undertaking, which covers all establishments in the country which are within the scope and coverage of the LE.
The updating activity involves (1) capturing "new" establishments and determination of their characteristics for inclusion in the
list; (2) updating the characteristics of those establishments already listed; and (3) tagging the establishments' records with the
proper "current status code" based on the their status of operation.
Prior to the conduct of the Census of Philippine Business and Industry (CPBI), a Comprehensive ULE is usually undertaken to
come up with an updated and reliable frame for the sample census. A Comprehensive ULE is a nationwide undertaking which
involves door-to-door canvassing and conduct of inquiry on the basic characteristics of establishments in the country. The last
Comprehensive ULE was conducted in 2018.
Non-comprehensive ULE operations are conducted regularly to cover only selected areas or group of industries, usually growth
areas or those areas with special concerns, the coverage depends mainly on the availability of resources or as needed. The
updating is usually supplemented by information from available lists from other sources and from establishment's reports to the
latest surveys and census undertaken by the PSA.
Taxonomy of Establishments
Establishments are classified according to the following:
1. Economic Organization (EO), which could be:
EO 1- single establishment (No branch nor main office)
EO 2- branch (Main office is located elsewhere within the Country)
EO 3- establishment and main office (Both located in the same address and with branch/es elsewhere)
EO 4- main office only (Office of an establishment/s which controls, supervises, directs other establishment/s)
EO 5- ancillary unit (An economic unit that operates primarily or exclusively for a related establishment or group of
establishments and produces goods or services that support but do not become part of the output of those establishment)
2. Legal Organization (LO), which could be:
LO 1- single proprietorship
LO 2 - partnership
LO 3- government corporation
LO 4- stock corporation
LO 5- non-stock, non-profit corporation
LO 6- cooperative
LO 7- other (e.g. foundations, etc.)
3. Geographic Location based on the latest Philippine Standard Geographic Classification (PSGC)
4. Industry Classification based on the Amended 2009 Philippine Standard Industrial Classification (PSIC)
5. Establishment Size based on Total Employment (TE) as follows:
Sz 0 - with TE of 1 to 4
Sz 1 - with TE of 5 to 9
Sz 2 - with TE of 10 to 19
Sz 3 - with TE of 20 to 49
Sz 4 - with TE of 50 to 99
Sz 5 - with TE of 100 to 199
Sz 6 - with TE of 200 to 499
Sz 7 - with TE of 500 to 999
Sz 8 - with TE of 1000 to 1999
Sz 9 - with TE of 2000 and over
The TE refers to the total number of persons who work in or for the establishment. This includes paid employees, working
owners, unpaid workers and all employees who work full-time or part-time including seasonal workers. Persons working in the
establishment but under a sub-contract agreement or manpower agencies/contractors are excluded.
Exclusions
Units not included in the LE are the following:.
1. Ambulant peddlers (“maglalako”) and hawkers and movable stall either along a public road or in a market place
2. Open stalls in shopping centers, malls and markets
3. Individual professionals and technical workers or craftsmen who do not maintain fixed offices or shops
4. Construction or project sites
5. Sari-sari stores with no regularly paid employee
6. Retail sale via stalls and markets
7. Jeepney and AUV (“FX”) operation (if without business office)
8. Tricycle, calesas, pedicabs operation
9. Public education services
10. Public medical, dental and other health services
11. Doctors offices or clinics in hospitals
12. Medical clinics shared by at least two doctors
13. Central banking (BSP)
14. Government administrative and judicial offices; military and police camps and installations; government offices engaged
in construction work
15. Business associations, employers organizations, religious organizations, places of worship, political organizations and
other membership organizations
16. Extra-territorial Organization and Bodies (World Health Organization, UNESCO, etc
