1.

Introduction This report describes and analyses the process of implementation Malaysian government policies through political policies. Policy in Malaysia is designed generally upon the requirement of the political and social structure and the future demand of the nations as a whole. The existence of integration and ethnic relations in society has resulted in balance of political stability, economic strength and social harmony can be achieved relations in society has resulted in a balance of political stability, economic strength and social stability, economic strength and social harmony can be achieved under the wise leadership. However, since Malaysian

community is a multi-ethnic society; therefore, any public policy formulation has to be carefully studied by taking into consideration many factors such as political,

social and economic factors to give an acceptable form of satisfaction among its citizen. To strengthen unity among the people, some policies and plans have been made by the government such as the New Economic Policy (NEP), National Education Policy, Vision 2020, Islam Hadhari as well as 1 Malaysia.

Fact The New Economic Policy (NEP) was implemented during the last twenty years with the aim of promoting national unity through the eradication of poverty among all Malaysians and the restructuring of society so as to eliminate the identification of race with economic function. All communities and regions have benefitted from the growth of the economy and the substantial improvements in income and living standards. This has led to a marked reduction in poverty and a higher level of Bumiputera participation in the modern sectors of the economy. The expansionary policies adopted by the Government in the seventies and the liberalization and deregulation of the economy since the mid-eighties have helped to stimulate growth and provide the private sector with opportunities to expand business activities, in line with the Government's policies to attain the distributional objectives of the NEP within the context of an expanding economy. In Education Policy, there are some renewal in our educational system like making the syllabus and examination system uniformly same in all schools, making the Malay as the national language, new structure for school hours, introduce a new curriculum such as Civics and strengthen the establishment of discipline among the students. Teaching and Learnig Science and Mathematics in English (PPSMI) is the policy of Tun Dr. Mahathir Mohamad on human resource development to achieve develpoed nation status in the era of globalization. However, has received strong opposition from the people of Malaysia. Besides, integration school is one of the governments efforts to forge unity among the students.

Vision 2020 was announced by Dr. Mahathir Mohammad, Malaysian Prime Minister on February 28, 1991 and it is actually a turning point for the Malaysian society to start a new way of lifestyle to become an informative and progressive society. Its aim is to make Malaysia a new developed nation according to the Malaysian outlook. Part of the visions implies that Malaysia has to create a progressive, fully developed, matured and knowledge-rich society by the year 2020 with emphasis upon accomplishing a highly scientific and technological achievement that requires not only quality human resources, quality service environment for public consumption but also quality urban environment. Therefore, the urban planning has to construct such philosophy in designing the new township that will meet the

requirement of the future era. In meeting the challenges of the next decade, the government of Malaysia has taken various kinds of robust action to ensure that the country will be able to adopt a new kind of environment in the new information age. In Dato Sri Abdullah Ahmad Badawi era, he comes with the Islam Hadhari. Islam Hadhari is an approach that emphasizes development, consistent with the tenets of Islam and focused on enhancing the quality of life. It aims to achieve this via the mastery of knowledge and the development of the individual and the nation which are the implementation of dynamic economic, trading and financial system; an integrated and balance development that creates a knowledgeable and pious people who hold to noble values and are honest, trustworthy, and prepared to take on global challengers. In order to achieve this mission, one of the programs conducted is Program Perkampungan Hadhari together with Taman Tamadun Islam on January 3rd, 2008. However, it had been through many obstacles for the development and implementation of Islam Hadhari since it shows inconsistencies and build confusions among others since it has lack of advertising and it quite difficult to change the mindset of people. In a matter of 1Malaysia concept, 1Malaysia is intended to provide a free and open forum to discuss the things that matter deeply to us as a Nation. It provides a chance to express and explore the many perspectives of our fellow citizens. What makes Malaysia unique is the diversity of our peoples. 1Malaysia's goal is to preserve and enhance this unity in diversity which has always been our strength and remains our best hope for the future." said Dato' Seri Najib Razak. In other words, 1Malaysia is a concept to foster unity amongst the multi-ethnic of Malaysia, by key values that every Malaysian should observe. This means that 1Malaysia is a formula conceptualised as a precondition in ensuring the aspirations of the country to secure a developed status by 2020 are met if it is practiced by the entire community. This definition is built upon the argument that in order achieve the status of a developed nation in the predetermined time frame, the key requisite is a strong and stable country, which can only be achieved when its people stand united.

Philosophical Value of the Video. Education is the core development. Education is one of the main of the main medium to a form a Malaysia that is progressive and all races. For example, the schools vision, more scholars are to be born where their talents to the next cohesion and integration can be implement and applied in their learning.

Unity and Culture Unity is one critical component to Malaysia a harmonious multi-racial. From the video, we can see a variety of racial and ethnic which are Malaysians, Chinese, Indians and natives gather along with their own identity costume. That is mean, Malaysia of various group live in unity and this also proves that Malaysia is able to produce the diversity of cultural diversification. It suitable for the idea from our prime Minister, Dato Sri Najib Bin Tun Razak which is 1 Malaysia applied.

Economy in Malaysia Malaysian needs strategic proactive policies to move forward; to actively involve in strategic mergers and acquisition; to form a strategic partnership; and to join a strategic business alliance. The success of any economy will depend on a good economic structure and policy. However, other factors such as social and political f actors are equally important.

The spirit of patriotism Patriotic spirit can be addressed by the Prime Minister of Malaysia from first Prime Minister until now. Each of the Prime Ministers gave his contribution. For example, Prime Minister of the Fourth, Tun Dr Mahathir bin Mohamad (Father of Modernisation) has managed to build buildings that has become a symbol of pride the people of the building Kuala Lumpur City Centre (KLCC), PETRONAS Twin Towers, Airport Kuala Lumpur International Airport (KLIA) and the Multimedia Super Corridor (Multimedia Super Coridor / MSC).

Impact to the Audience In the video, we had to explain the transformation of Malaysia began after independence until the present day in various aspects such as construction, technology, education, political, economic and social. The audiences can add a little knowledge about the development undertaken by the prime minister of Malaysia from the past to the present. The audience also aware that the existence of integration and ethnic relations in society has resulted in a balance of political stability, economic strength and social harmony can be achieved under the wise leadership. With the leadership of integrity, all of which are determined by the government's perspective can be realized as a forward during the Industrial State in 2020. Audiences also can see that cooperation is an important value to preparing a video or another task. Without this value the task given cannot be implemented in a timely manner. So is our country. If there is no unity among people of all races, our country will not be born a nation of peaceful and harmonious.

Conclusions

From the video People need to stand united to continue the struggle that was fought by their ancestors before the sovereignty of our beloved earth.

Success will not be produced without the effort and hard work. All events have benefited and should be taken as a guide and learned. The uniqueness of the customs and culture of Malaysia to create a society of harmony.

From this courses We must have awareness to build unity from diversity in the community to ensure the continuity of society.

Accommodating nature. For example, every ethnic group in Malaysia must ready to accept the difference cultures from other ethnics.

We also must be respect to each other to make sure all our vision and mission such as Vision 2020 are succeeded.

The 3 elements of proactive economic policy require an integrated roles of 3 important economic structures includes government, people and corporation. Each structures are responsible to perform an independent but integrated roles as follows: a) Policy is the responsibility of the Government; b) Implementation is the responsibility of People; and c) Society is the responsibility of Corporate citizen.

The independent, but integrated roles are proactive, forward looking, and sustainable. Introduction The implementation of New Economic Policy (NEP) in Malaysia in the 1970s and 1980s have brought many success stories and it has been a policy to be emulated by many developing countries . The policy have to certain extent help to re-distribute the low and middle income group. However, with the rapid development of globalised economy. These self-restrictive policy have posed much constraint on our economic growth, hinded Malaysian effort to become a develop country and slow down our income per capital. The situation is even more critical in 2000s, with the emergent of new markets, likes China as a manufacturing power house, India as a ICT hub, and Vietnam as a new international investment destination. It is now more competitive, harder and more difficult in drawing FDI into Malaysia. Malaysia needs a new "Strategic Proactive" Economic Policy (Datuk Nazir Tun Razak, 4 February 2009) and a "new route to economic sustainability". Malaysian Prime Minister Datuk Seri Najib Razak has announced some major changes to the NEP as follows. Foreign Investment Committee (FIC) Guidelines 1. FIC guidelines covering the acquisition of equity stakes, mergers and takeovers is repealed. Comment FIC guidelines have long been regarded as hinded effort to attract foreign investors. In this current globalise economic environment, a self-restrictive policies will reduce our competitiveness.Malaysian need a strategic proactive policies to move forward; to actively involve in strategic mergers and acquisition; to form a strategic partnership; and to joint a strategic business alliance. The abolishment of FIC guideline will help to attact foreign investors to Malaysia. The foreign direct investment in Malaysia will bring in monetary resources, manufacturing skills, information technology, ICT outsourcing industry, bio-technology, human resource and better education systems. 2. FIC requirement, for companies going for IPO, for bumiputra equity requirement (30%) is removed. Comment FIC requirement of bumiputra (30%) in public companies did not help bumiputra to become more entrepreneur, rather they prefer to cash out for quick gains or become speculators in share trading. Some select to increase their shares financing during good time, however during financial crisis, they 8

got into financial dificulty. The mere ownership of sharehoding does not made a holders to be an entrepreneur, but the actual business skills do. 3. As for acquisition of properties, FIC will only process transactions involving dilution of bumiputra interests (i.e. by sale of property by bumiputra to non-bumiputra) and government interest in property. However, FIC approval is only required for properties above RM20 million whether bought directly or indirectly. All other transactions will no longer require the approval of FIC. 4. The treshold for purchase of properties by foreigners is increased in general to RM500,000. Above the treshold, foreigners will no longer need to refer to FIC for the purchase of properties. Conclusion Malaysian Prime Minister Datuk Seri Najib Razak has make a difficult policy decision. As he has puts it " policies not in line with international practice will constrain growth" (The Star, 1 July 2009). He emphasized further that Malaysian need to " escape from the middle-income trap" (New Straits Times, 1 July 2009).
