TEST REPORT DATA AND UNCERTAINTY OF MEASUREMENT
In certain cases, the Uncertainty of Measurement (UoM) inherent in all test measurements may affect the pass/fail result of items
tested in the laboratory.
When a test result is close to the acceptance level, the UoM may cross the pass/fail line and a decision must be taken regarding
whether or not the item is acceptable (passes). ISO 17025:2017 requires that all laboratories report the UoM for all tests conducted
where it may impact upon the pass/fail result. Laboratories must publish their Decision Rules (how they arrived at a pass or fail)
and obtain the client’s permission to adopt those Decision Rules in reports where a pass/fail result is involved.
Note that different Decision Rules may be adopted by the laboratory for different types of test, e.g. the decision rule for safety or
legal acceptance tests may be different from quality control tests.
It is important that the Decision Rules are agreed between the parties as part of their Contract.
For non-safety critical tests SGS United Kingdom (Leicester site) will be adopting;
• A Binary Statement for Simple Acceptance Rule. Here the lab can simply state Pass or Fail based on the measured result
being below or above the tolerance interval quoted in the test specification respectively. The level of risk of an incorrect result
or statement of conformity being reported is up to 50% depending on how close the result is to the tolerance limit. It should be
noted that the actual test uncertainty must be at least 1/3rd of the tolerance of the test specification to enable you to use this rule.
Therefore, if the specification is ±3 then the uncertainty of the test you are performing must be ±1 or better.
For safety critical tests SGS United Kingdom (Leicester site) will adopt a Binary Statement with Guard Band Rule. Here the lab
reduces the tolerance specified in the test standard by the test uncertainty. So if the measured result now falls within the revised
tolerance then the result is deemed a PASS. However, if the result falls outside the revised tolerance, then the result is deemed a
FAIL with the risk of an incorrect result or statement of conformity being reported is <2.5%. So, using the example above, the test
uncertainty is ±1 and the specification is ±3 then the revised acceptance limit will be ±2. Any results within ±2 will pass and any
outside ±2 will fail.
The Services shall be provided subject to and in accordance with the SGS General Conditions of Service (“Conditions”), a copy
of which is attached hereto. The Conditions apply to this contract to the exclusion of any other terms that you, the Client, seek to
impose or incorporate, or (to the extent legally permissible to do so) which are implied by law, trade custom, practice or course of
dealing.
Please tick the box to confirm your agreement to the above, (no testing will commence without this agreement).
