A, GENERAL Inst ructions for the introduction of new or revised recommendations into an existing mai tenance program are typically established by the operator's National Aviation Authority. This paragraph is included in the MPD to provide guidance to an operator who may not h ave locally approved instructions concerning: - how to introduce new or modified tasks into an existing maintenance program, or = how to schedule the accomplishment of such tasks on aircraft for which the recommen dati Itis ion is, or soon will be, overdue. not intended that operators seek to change existing NAA instructions based on these recommendations. B, DEFINITIONS The atio terms that describe the time periods associated with introduction of new recommend ns are not always clearly defined in regulatory documentation and are not necessaril y harmonised between different countries. For the purposes of the Airbus MPD guidance mat 1. erial the following definitions are used Implementation Period: The period of time between the publication date (or, if quoted, the effective date) of a new or revised recommendation in a source document and the introduction of that recommendation in the operator's approved maintenance program. Compliance Time: The period of time given to operators to accomplish maintenance tasks and/or repl ace items (at component or aircraft level) having exceeded, or close to exceed, th e new or reduced interval provided in the source document. C. GUIDANCE ACCORDING TO SOURCE OF MPD TASK Unless advised otherwise in the transmittal details, new and revised requirements should be i atior The implemented into the operator’s maintenance program within 12 months of the public n date, as far as is practicable following paragraphs address Compliance Time for tasks originating from the various MPD source documents. 1. Damage Tolerant - Airworthiness Limitations Items (DT-ALIs) ~ ALS Part 2 Airbus target publication of DT-ALIs at least two years before they become due on the first aircraft. In cases where this two year period is not achieved, it is recogniz ed that it may be difficult (or impossible) to schedule the task on a particular airfr ame before it comes due. In such cases, Airbus will review the particular utilizatio and type of operation to determine if an alternate means of compliance can be d eveloped. Airbus is not normally able to issue a generic compliance time for DT-ALIs. DT-ALI compliance periods must be handled on a case by case basis, using specific utiliza tion data from concerned aircraft. Operators should ensure they do not exceed th e€ limitation without prior agreement with the manufacturer, the local airworthines s authority and the certificating authority. In exceptional circumstances a DT-ALL may be issued which is already overdue or close to be overdue on a particular air craft, In such cases the ALS Part 2 transmittal details will advise an appropriate ¢ compliance time for first time accomplishment on aircraft where the task is alread y overdue or will become overdue within the quoted threshold / interval. [TAIL NUMBER - MSN - FSN: [Print date: 2022-0: 3-13 01:49:13, New requirements in ALS Part 3 revisions should only result from the certification of design changes and thus are normally published before the subject design featu re enters service. If for any reason a CMR becomes valid on a design configuration already in service then the ALS Part 3 transmittal details will advise an appropriate compliance time for first time accomplishment on aircraft where the task is alread y overdue or will become overdue within the quoted threshold / interval. System Equipment Maintenance Requirements (SEMR) ~ ALS Part 4 The ALS Part 4 transmittal details will advise an appropriate compliance time for fi rst time accomplishment on aircraft where the task is already overdue or will beco me overdue within the quoted threshold / interval Fuel Airworthiness Limitation Items (FAL) - ALS Part 5 The ALS Part 5 transmittal details will advise an appropriate compliance time for fi rst time accomplishment on aircraft where the task is already overdue or will beco me overdue within the quoted threshold / interval MRB Report and MRB Report Temporary Revision (TR) MRB Report (MRBR) tasks arise from a theoretical analysis of the aircraft prior to e ntry into service. Tasks from the Systems and Powerplant Section are categorized according to whether they are associated with hidden or evident conditions and ac cording to their contribution to the avoidance of safety and non-safety related failu re effects. These categories (Failure Effect Categories - FECs) give an idea of ‘imp ortance' or ‘criticality’ (FEC 5, 8, 9, 6 and 7 in decreasing order of importance) and allow a different compliance time policy to be established for different categories. The MRBR is a report containing the initial minimum scheduled maintenance/inspe ction requirements for derivative or newly type certificated transport category airc raft. Operators of the aircraft type should implement the MRBR or revisions theret 0, in accordance with established procedures. It should be noted that the MRBR is not the aircraft maintenance program but does provide the initial basis for such a program. Depending on an operator's capabilities and overall maintenance experie nce, adjustments to initial maintenance program tasks and intervals may be appro ved by the operator's National Aviation Authority. National regulations vary as to how an operator controls his program after entry in to service. Typically, a Reliability Control Program (RCP) will be developed that will identify changes necessary to maintain an acceptable level of continued airworthin ess, operational capability and economic operation. Some operators may move off the MRBR and rely entirely on their RCP together with Airworthiness Directives, th € ALS amendments and, sometimes, Service Bulletins, According to NAA regulations, operators are typically required to assess all new re commendations made in revisions to MRB Reports. Though Airbus expects operato rs to reflect all applicable tasks in their programs there is no requirement for this a nd an operator may have justification to substantiate that the task is not effective in their operation When a new requirement is identified for inclusion in the Maintenance Program, th € operator will normally use engineering judgment to determine when the task sho uld be accomplished for the first time, or when a revised task should be next appli ed after an interval change. The reason for the revised requirement will normally b e evident and thus an assessment of the relative risk and impact caused by delaye d accomplishment can be made. In the absence of locally agreed policy, Airbus suggests the following guidelines: - For Systems/APU/Powerplant tasks, non-ALI and non-CPCP related Str ucture tasks and ZIP tasks For new or revised task requirements that are already overdue or will become ove rdue within the quoted threshold / interval, perform the task in the next scheduled check package when the aircraft is on ground long enough to accomplish the task and any necessary corrective actions. If task elapsed time is short and any possible corrective action is easily addressed, operators should consider first performance of at least the FEC 5 and 8 tasks at th e next convenient block A-check (or equivalent) or during the next check opportun ity if an equalised program is used Unless stated otherwise in information provided at time of MRB Report / Temporar y Revision publication, if the required access is not normally scheduled until the int ermediate (6 YE) or heavy maintenance check (12 YE), e.g. tasks requiring fuel ta nk entry or galley / lavatory removal, Airbus recommends accomplishment no late r than the next due interval. Overdue FEC 5 & 8 tasks should be accomplished no | ater than the next intermediate (6 YE) maintenance check. - For CPCP related tasks Anew or revised CPCP requirement is normally associated with corrosion findings. In the case where the task is overdue or will be within the due interval, the operat or needs to consider his local operating conditions in order to assess the potential for corrosion in this area on his particular aircraft. It is recommended to perform t he task as soon as possible on at least one aircraft in the fleet in order to help ma ke this assessment. Delay in accomplishment may lead to higher repair costs but not a loss of continued airworthiness. Note that if a safety concern exists, a new C PCP task recommendation on an in-service aircraft would be promulgated by ISB (and possibly AD) in addition to inclusion in the MRB Report. = For ATA 20 tasks related to EWIS or L/HIRF For new or revised task requirements that are already overdue, or will become ove rdue within the quoted threshold / interval, perform the task at the operator's nex t convenient hangar maintenance opportunity (typically C-check or equivalent) unl ess access is assessed as insufficient to perform the task without exceeding the sc heduled out-of-service period. If that is the case, the task should be performed at the next access opportunity (e.g. at the intermediate (6 YE) or heavy maintenance check (12 YE)) but not exceeding the task interval counting from publication of the requirement 6. Fatigue Monitoring Program (FMP) For a new or revised FMP requirement that is already overdue for a particular aircr aft, the performance of the new task should be planned at the next Heavy Mainten ance Visit (HMV) of that aircraft (multiple of 6 YE or equivalent operator’s HMV (e. g. 84 MO) approved by their NAA). If the time between publication of the new FMP requirement and the next HMV for an aircraft is considered insufficient in consideration of the time req ed for imple mentation in the operator's maintenance program and the check planning, the sub sequent HMV can be selected for the first application of the new FMP requirement. Example: An aircraft is 17 YE old when a new 12 YE FMP inspection requirement is Published. If it is not feasible that the FMP inspection requirement can be perform ed during the upcoming 18 YE HMY, the FMP inspection requirement should be per formed during the subsequent HMV (24 YE equivalent HMV). Airbus recommends to perform all FMP inspection requirements in the frame of the Heavy Maintenance Visit (HMV). For NOTE A FMP task: In the case an aircraft in an operator's fleet reaches the repeat interval (e.g. 18 Y E) before the initial threshold (e.9.12 YE) has been adjusted, then the FMP inspect ion should still be accomplished at the repeat interval for that particular aircraft. T his repeat accomplishment would not count twice towards the contribution of the F MP requirement fulfilment for the initial threshold inspection (e.g. 12 YE), but woul d count once towards the contribution for the initial threshold (e.g. 12 YE) and onc € towards the adjusted threshold (e.g. 18 YE).
