On 10-16-23, I went to assist with City Council Security at the Bellevue City Hall Council
Chambers.
When I arrived, I contacted Michelle Luce and positioned myself at the rear of the council
chambers.
During the course of the Council meeting a subject later identified as Avrum Tsimerman
02-24-47 came to the microphone and prepared to speak to the council.
Prior to subjects coming to the podium to speak they received a warning as to the guidelines of
the meeting.
I observed Tsimerman begin his talk by raising his right hand in a forward 45-degree angle in a
salute that I can only describe in historical reference as a ‘Nazi” salute. I then heard
Tsimerman proclaim “Sieg Heil” which translates to “Hail Victory”.
At this point, I could not make out what Tsimerman began speaking about. After allowing
Tsimerman to speak for a short while Mayor Lynne Robinson struck her gavel and asked
Tsimerman to cease his line of speech and follow the guidelines. Tsimerman refused to heed
and comply with Mayor Robinson and continued to speak.
Mayor Lynne Robinson asked me to come forward and indicated that Tsimerman be direct to
leave which I interpreted as be removed from the Council meeting.
I approached Tsimerman and informed him that he had been requested to leave. I asked
Tsimerman to stand and leave the council chambers. Tsimerman refused to comply with my
request and told me that I would have to arrest him. I again repeated my request and again
Tsimerman refused to comply and told me that I would have to arrest him.
After my second request Mayor Robinson put the council meeting in recess in order for me to
continue my interaction with Tsimerman.
I made two more requests for Tsimerman to leave the council chambers. Each time
Tsimerman refused to leave and told me that I would have to arrest him.
I made a Fifth request for Tsimerman to leave the council chambers. Tsimerman again refused
to comply with my request/directive telling me that I would have to arrest him.
At that point, I informed Tsimerman that he was under arrest for trespassing and placed him
into handcuffs. because of Tsimerman age and not wishing to cause injury or exacerbate any
existing medical condition. I deviated from normal procedure and handcuffed Tsimerman with
his hands to his front.
I then escorted Tsimerman out of the council chambers and into the lobby area where I
completed the arrest process. I provided Tsimerman with a case number on a business card
and he was given a one-month expulsion notice (this was later voided based on conversation

Tsimerman was then escorted to the parking garage and released. No force was used to
take Tsimerman into custody.

The Issuing Person (above) has the authority to enforce the City Hall Guest Code of Conduct and issue an Order of Expulsion from
the BELLEVUE CITY HALL BUILDING ("Building") located at 450 llOTH AVE NE, BELLEVUE, WA 98009. The City Hall Building also
includes the secure parking garages(PI, P2, P3, P4, PD levels) and the space directly outside the exterior doors to provide
unobstructed maneuvering in and out of the building doorways.
You are provided this ORDER OF EXPULSION to inform you that your conduct violates the City Hall Guest Code of Conduct. Your
permission to enter/remain at the Bellevue City Hall Building described above has been revoked for a period of time from:

This Order of Expulsion does not apply to your ingress/egress to/from, or presence inside, the posted room for attendance at
open public meetings of the City Council or City Boards & Commissions, unless you have also been banned from attending such
meetings for a period of time that falls within this Order of Expulsion.
Should youfail to leave as directed or if you should return without authorization within the above revoked dates of this Order,
you will be subject to arrest and prosecution for criminal trespass as provided by RCW 9A.52.070, 9A.52.080, or 9A.52.020, or
9A.S2.030.

APPEAL PROCESS
An individual who has received an Order of Expulsion may appeal, in writing, to the City Manager to
have the Order rescinded or modified. An appeal must be received by the City within five business
days of issuance of the Order of Expulsion unless extended by the City Manager for good cause
shown. Appeals may be delivered in person or sent by U.S. mail or by electronic mail. If sent by U.S.
mail, an appeal is considered received if postmarked by the deadline. If electronically mailed, an
appeal is considered received if sent by the deadline to the following City email address:

Mr. Tsimerman,
On 10-17-23 you attended a city council meeting at Bellevue City Hall. During the meeting you
were asked to leave and were subsequently arrested after your refusal to leave after the public
meeting was moved to a recess.
During this process you were issued an order of expulsion. I am happy to inform you that after
a review of this order of expulsion it was determined to void the expulsion. You are free to
return to City Hall during business hours. As we expect from everyone visiting City Hall we ask
that you will abide by the Bellevue City Hall Code of conduct while visiting city hall during non-
Public forum meetings.
