ORDER : Pursuant to the decision taken by the NS {tol Board at its 21st meeting held on 4-3-1959, tapas were issued in Nagarjunasagar Con- Year Cad’s letter first cited to the CE, Nagarjuna- Canals to carry out experimental localisation under the Right Canal in 2 or 3 blocks based on the principles and procedural rules finalised in consultation with the Special Collector, Tunga- bhadra Project. The principles and procedural rules so finalised and adopted have also been approved by the Nagarjunasagar Controt~Board at its 22nd meeting. The results of experimental localisation were also noted by the Control Board at its 25th meeting. 2. Subsequently, it was considered that the Special Collector, Nagarjunasagar Project should be made responsible for the development of ayacut including Land Acquisition, Rehabili- tation and Localisation of Ayacut. Instructions were accordingly issued in Govt. Memo. second cited to the Special Collector, NS Canals. The preparation of command maps and making out and alining of the distributary system continued to be under the PW Department as usual being work of a technical nature. As a result of this, it has become necessary to slightly modify the rocedural rules for localisation, of ayacut formulated earlier while keeping in tact the Brincipes approved by the Control Board. The special Collector and the CE., NS Canals submit- ted proposals for revising the procedural rules to be adopted for localisation of ayacut under Nagarjunasagar Project. 3. The revised procedural rules as furnished by the CE., Nagarjunasagar Canals and the Special Collector were examined in consultation with the Board of Revenue. The Government direct that the principles already approved by the Control Board and the revised procedural rules as in the Annezure be followed by © the Gazetted and Non-gazetted teams employed for localisation work under the Right and Left Canals of NS Project. The Government also direct that the Special Collector, NS Project gould issue suitable instructions in thi fo all the localisation teams and ee rinciples and procedural rules are followed by thom strictly while localising the ayacut under Nagarjunasagar Project. Memo.No. 4880/G/63-7 dated 26-12-1964 The rabi irrigation in blocks 4 to 11 under the Right Canal will be possible only after the Nagarjunasagar Reservoir F.R.L. is raised to FL 590 or the first stage of the Nagarjunasagar Reservoir with FRL 546 is integrated under Srisailam whichever occurs first and that till then, this area will only have Khariff dry irrigation. The ayacut will bo determined having rogard to the principles enumerated below : (i) In small blocks in the upper reaches where the percentage of cultivable commanded area is small compared to the gross commanded area, there should be 100% intensity with all wet cultivation. (ii) In other blocks, particularly the flat country adjoining the delta,. where the propor- tion of cultivable commanded area to the gross commanded area is about 70% e.g. blocks 6-10-11 and 22 the ayacut area should be deter- mined on the basis of the accepted 80% intensity. Thus in the case of both (i) and (i) above the percentage of intensity to the gross comman- ded area would be about the same. (iii) The tobacco area in thé Pulichintala Block should be excluded from the scope of the Project.. Orders were accordingly issued in G.O. Ms.No. 51, Public Works — ( Nagarjunasagar ) Department, dated 21-2-1961 for the exclusion of tobacco areas in Block 10, 11 and 22. The revised proposals submitted by the Chief Engineer NS Canals in this regard based on the suggestions made by Tobacco Export Promotion Council are under consideration. Revised orders in this regard will be issued in due course. The Executive Engineer, then indicates in the plans, those areas, if any, which could not be localised under wet from engineering considerations. He will also mark the tentative Jocation of each pipe and the boundary of the area commanded by the pice indicating the gross extent. He will then send the plans to the Specia] Deputy Collector, Localisation under intimation to the Special Collector. 4. On seceipt of the plans from the Executive Engineer, the Special Deputy Collector will arange for Joint Inspection of the Special Deputy Tahsildar, Special Agricultural Demon- strator and PWD Section Officer for scrutiny of the tentative proposals. 5. The Special Deputy Tahsildar submits the Report to the Special Deputy Collector along with the plans. along with the District Agricultural Officer. After the finalisation of the ayacut, if it is found necessary that alterations have to be carried out on account of any engineering or other difficulties, the Special Collector in consul- tation with the officers of the Revenue, PWD. and Agriculture Departments shall order such alterations.
