Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, and respect for diversity and coexistence, paying special attention to the most vulnerable and unprotected people, Main Objective or Job Summary: As part of the project entitled Provision of protection and integrated emergency health & hitpsslyemenhr.comfobs/Ba2fed15-1c08-4714-369e-d8630806 1808 1 3029, 4-14 BM Constant for Make Assessment nutrition services for the most vulnerable conflict-affected people in Abs and Ku'aydinah - Hajjah, Yemen, and funded by UNOCHA/YHF, INTERSOS will implement a livelihoods programme for vulnerable women and men in Abs and Ku'aydinah The program will consist of six livelihood courses, each on a different topic (5 courses will be de based on the needs and most relevant and sustainable value chains in the two target ered to women and 1 to men). The topics for these six trainings are to be determined districts. Therefore, INTERSOS is looking to hire an external consultant to conduct a market assessment in Abs and Ku'aydinah district, based on which the training topics will be identified Responsibilities/Duties: Expected outputs: 1. A detailed assessment of the existing market system in two districts focusing on demand and supply of goods/services for small businesses, key market actors and service providers across all existing value chains in the target locations. * Constraints, challenges & marketability of goods and services produced by micro and small scale individual entrepreneurs to start early recovery livelihood. * Identify the skills in demand for employment and business. * Identify the feasibility for small scale business by individuals and groups in the target districts. * Identify the most relevant and suitable value chains in both districts for employment. opportunities and micro scale businesses. 2. Identify the financial services provided by the local and national government, and the access to resources and services for the target beneficiaries. 3. Identify local businesses that can provide employment opportunities for the most vulnerable individuals, including women and people with disabilities Scope of work INTERSOS is commissioning this consultancy service to: © assess market systems in Abs and Ku'aydinah districts, hitpslyemenh.convjobsi6a2fed15-c06-4714-a6-48030896 1802 28 3029, 4-14 BM Constant for Make Assessment * identify relevant and suitable value chains for employment opportunities, launching micro and small business initiatives, and accessing financial services, * determine marketability of goods/service produced by small business enterprises, * identify financial services (micro loans, revolving funds, etc) accessible by the most vulnerable people, * identify local businesses that can provide employment opportunities for the most vulnerable individuals, including women and people with disab The market assessment should focus in particular on the following elements: * Socioeconomic status, literacy rate, and existing livelihood practices (gender and social inclusion) in both districts. © General mapping of locally established private sector Micro, Small and Medium Enterprises (including Home Based Businesses-HBBs) and identification of potential entrepreneurship, self-employment, and demand-driven value chain opportunities in the targeted areas, segregated by segment (ie. agriculture, artisanship, natural foods, agri- food processing, packaging, services, etc). Highlight gender and/or cultural limitations in each value chain. * Demand and supply patterns for goods/services from small businesses. Identification of key marketplaces or future market area, possibility for starting agricultural/non- agricultural business, key market actors (like cooperatives, retailers, wholesalers, distributors, networks) and service providers (like workers association/networks, vocational training institutions, etc). © Marketability of goods and services focusing on cultural and socio-economic aspects This can be carried out by interviewing successful entrepreneurs or entrepreneurs who discontinued their businesses. Identification of possible bottlenecks to start business. © Mapping of financial services providers (bank, cooperatives, insurance service providers) and common bottlenecks to access financial services. * Recommendations of the best business modalities and most suitable and sustainable value chains and business/employment opportunities for vulnerable individuals (i.e. home-based businesses, associations, partnership, cooperatives, etc.) that provide the best incentives and are conducive to the success and sustainability of the business. 3. Methodology hitpsilyemenh.convjobsi6azfed15-c06-4714-a6-d8030896 1802 38 srs029, 4:14 PM Constant for Make Assessment At start of contract the consultant will consult with the project team (Livelihoods Officer, Protection Project Manager, Project Manager) to develop a common understanding on the kind and quality of deliverables, expected methodology and process to be undertaken to deliver the outputs and agree on timelines for delivery of the expected services outlined above An immediate output of these consultations will be submission of an inception report which should include literature review (not more than 5 pages) within 3 days of the inception meeting, outlining how the consultant will deliver the outputs. A work plan with clear timelines for completing the entire documentation process will be agreed with INTERSOS. For day-to-day work, the consultant will closely work with the INTERSOS Livelihoods Officer throughout the entire consultancy. The key steps to be followed include: Inception meeting with INTERSOS team Literature review Submission of inception report, including workplan Field assessment for observation, interviews, FGDs Preliminary finding sharing with INTERSOS Share market assessment report with INTERSOS ae kwna 4, Deliverables/expected outputs * Inception report including literature review and workplan with clear timelines (in English only) (5 pages max); * Analytical assessment report, including all the deliverable outputs on the market assessment of the two target districts, with feedback and recommendations on suggested value chains for livelihoods trainings (in English only) (20 pages max). Desired criteria Strong understanding of gender-related, vulnerability-related and social inclusion issues in the context of Hajjah Governorate Expression of Interest (Eo!) Organisations or individual consultants both are encouraged to apply. The interested firm or individual consultant should submit an expression of interest including: A. Financial Offer - This consists of a detailed financial proposal for the delivery of services outlined above, with costs broken down significantly for each component and sub- component B. The purpose of the Award Procedure is to enable INTERSOS to assess the relative advantages of each submission meeting the Award Criteria. The highest scoring Bidders will then be invited for a technical interview/presentation which will make up the remaining 30% of the score. Bidders to be invited for an interview/presentation will be in priority those who have obtained a scoring of at least 40 points out of 70 for the technical and financial score. Bidders must note that there must be no changes to the key personnel proposed as part of any tender submission, without the approval and authorisation of INTERSOS. In such circumstances, replacement personnel proposed must be at least equally qualified and skilled as the personnel they are replacing.
