Conceptual Design

Introduction

Hong Kong needs additional space and facilities to align with the current and future development.

Vertical urbanization seems the possible solution for the demand of land supply in Hong Kong. The

proposed Mount Bulter Palace development is targeted to construct a new complex on Mount

Bulter, composed of residential project occupy 10,000 people, five 12-storeys commerical

buildings, two exhibition halls, a pedstrian walking system access from Causeway Bay to the new

development. The design will focus on creating a sustainable infrastructure project that meets

requirement while considering the realistic constraints. The design will also be justified by

discussing its buildability and consideration of implementation.

Project Overview

The development project aims to develop an eco-friendly transportation system within an urban

area. The goal is to reduce traffic congestion, promote mobility of population, hence to enhance

overall transportation efficiency of Eastern District. However, there are several constraints during

the exploration and construction stage.

1. Environmental Impact

Land acquisition is required in this project. The site located nearby the Red Incense Burner

Summit where encompass natural trails. One of the highlight about Hong Kong is natural

landscape, once if the project is implemented, the Braemar Hill Observation deck amd part

of the Wilson Trail are sacrificed. There are one spot less to enjoy the view of Hong Kong,

the side-effects of the project on the ecosystem will even be unprecedented. Declared

monument is also part of environmental component. The Haw Par Mansion, Lin Fa Kung

etc., should be awared in terms of conservation. Therefore, the design should minimize the

project's environmental footprint. Especially in exploration stage and construction stage, the

management of construction waste to mitigate environmental impacts on surrounding

ecosystems, could be be achieved by implementation of recycling and sustainable disposal


practice, incorporating renewable energy sources and green construction practices. The use

of electric vehicles, solar-powered infrastructure, and green spaces can contribute to reduce

carbon emissions and enhancing the project's sustainability.

2. Social Considerations

Social aspect composed of people's livelihood. In case of residents nearby the development

area, the living of residents are unwilling to be disturbed. There are schools also nearby the

development area, the teaching will also be affected. The noise and air pollution discharge

during the constrution stage should be awared. Furthermore, there must be road blocks

during constrution stage, which may affect the accessibility of residents and students. The

design should prioritize the community. The accessibility, safety and convenience of the

populations should be enhanced. To minimize the inconvenience of residents, consideration

should be given to promoting user-friendly, providing adequate amenities, and equitable

access to the public transportation system. On the other hand, conservation of the Haw Par

Mansion and Lin Fa Kung is also a part of social aspect. These two heritages are cultural

icons, public are also accounted for the issue of stay-or-leave of heritages, public opinion

should take the majority in conservation. Therefore, engaging with the community such as

public consultation, adopting more possibility on conservation by addressing their concerns

through effective communication and stakeholder management.

Buildability
Buildability can be realize as how a construction project could complete effectively and effeciently.

Greenery space is a factor to enhance the liviability of population. Part of country park would be

accounted for the development project, contributing to one leisure spot less. Besides, there are no

planning for open space and green belt in the community according to proposal, which is unhealthy

to continuting sustainability of the community. If we take a scope on the proposal, the development
composed of residental building, commerical building and exhibition complex. Lack of integrative

planning, shortage of open space and lack of greenery shows the incompatibility of land use, which

directly contributing to deficiencies in livability. Moreover, residental building mixed up with

commerical building is an unhealty phenomenon. Private living of residents mixed up with public

activities are bluring to invasion of privacy, along with poor air quailty as well as ventilation, and

noise polluting indicates this is not an ideal living place.

The high density of skyscrapers in Hong Kong aggravate the urban heat effect. The apparent

temperature is hotter gradually due to this effect. Intense land use and high density of human

activity are expected in vertical urbanization, contributing to lack of natural ventilation, which may

amplify the adverse effect.

Achieving health and safety in terms of technical issue is significant indicator to a community. After

went through SARS and COVID-19 epidemic, high population along with poor ventilation system

had casused the situation even tougher. Therefore an ideal ventilation piping design is expected in

enhancing natural ventilation and prevention of diseas. An appropriate fire control system should be

adopted since rescution is more diffcult along with height of building and the landscape.

Implementation planning
Collaboration is key elemnt in this project. Long-term public consultation is essential, the

interaction with general public, stakeholders enusre the perspective of the public and foster

transparency and accountability in the project implementing. In terms of construction stage,

minimize the effects on residents nearby site should be prioritized. Therefore, temporary

construction such as noise barriers is necessary. Furthermore, the development project is able to

stimulate local employment, by promoting local employment and the use of local suppliers and

contractors.
Recommendation
First of all, planning of greenery space is essential in terms of livability. The location is able to

incorporate with the country park area, where show the possibilty of planning a featured greenery

and open space in the community.

The government seems to put the direction of development towards East side of Hong Kong, the

site particuarly located at East Hong Kong Island, there is a huge potential to explore the future

development at Southern-East of Hong Kong. The ideal plan could be reservation for a public

tranpsort interchange, for instance, Tuen Mun Road Bus Interchange.
