EXPRESSION OF INTEREST FOR THE PROVISION OF an FPSO system

Eni Angola SpA – Angola Branch invites interested companies to submit their Expression of
Interest for the provision of an FPSO system and relevant Operation and Maintenance
Services.

 SCOPE OF WORK
The scope of work consists in the provision of below listed activities:

EOI Reference Description of Services

Provision of an Floating Production Storage & Offloading

EOI_ENIAO_B15.06_13_2021 (FPSO) system and associated Operation and Maintenance
Services

 DOCUMENTATION REQUIRED
The Companies interested in the above listed Services may submit their Expression of Interest by
providing, through the below specified link, the following mandatory information and
documentation:
o Administrative Documents
 Company Presentation Letter with a description of the services, facilities and equipment
offered, presentation of the professional team along with their CVs and HSE policy;
 Evidence of 8 years of experience in the oil sector for similar FPSO projects and detailed
description of the last two FPSO contracts;
 Tax Identification Number (NIF);
 Scanned copy of the Commercial Certificate, duly updated, with a period not exceeding 3
(three) months;
 Name of the contact person responsible for receiving the qualification package and other
information from Eni Angola;
 Evidence of the structure of the company and the group with a list of the main
shareholders and final beneficiaries (if not mandatory on the stock exchange);
 Financial statements and Annual Report for the last three fiscal years, including balance
sheet, income statement and cash flows. These documents must be provided to the Group
Company (if applicable) and also to the Group entity registered in Angola that will enter
into the Agreement.

o Technical Documents
 Verifiable capacity details of building a new FPSO or converting a tanker to an FPSO for a
total of 20 years’ operational life, building an appropriate Mooring and Unloading System,
installing the Mooring System, transporting to site, installing of the FPSO and "Hook Up"
for the Mooring and Unloading systems, assistance with the "Hook Up" of "Risers" and
Umbilicals, commissioning and "Start-up", FPSO freight, operation and maintenance
services for an estimated period up to 20 years. The FPSO's hull must not exceed 35 years
of age at the end of its 20 years of operational/service life. The proof of capability should
be considered as the presentation of a documented list of executed FPSO Projects,
highlighting the main characteristics, such as the main details of the FPSO, program
duration, main list of subcontractors contracted for the Engineering activities,
"Procurement", Construction and Installation (EPCI), etc;
 Evidence of ability to incorporate local Angolan content into FPSO fabrication (e.g.
fabrication of medium complexity topside modules and mooring components), project men
hours (including project management, engineering, supervision) and incorporation of
skilled labor -Angolan work in operation and maintenance during the operational life of the
FPSO.

Subject to the submission and compliance of all the above requested documentation, Companies
interested in this Expression of Interest may receive the Qualification Package, and may further
be included in the tender process for the subject activities.

This enquiry shall not be considered as an invitation to Tender and therefore it does not represent
or constitute any promise, obligation or commitment of any kind on the part of Eni Angola SpA -
Angola Branch, to enter into any agreement or arrangement with you or with any Company
participating in this Expression of Interest. Any cost incurred by interested Companies in
preparing the Expression of Interest shall be fully born by such Companies, who shall have no
recourse in this respect to Eni Angola SpA – Angola Branch.

All data and information provided pursuant to this Expression of Interest will be treated as strictly
confidential and will not be disclosed or communicated to non-authorized persons or companies.

The deadline for receipt of your documentation relevant to this Expression of Interest is set at 03
August 2021, 23:59 UTC+1 WAT. Documentation received after the set deadline will not be
accepted.
