INTRODUCTION

THIS MANUAL IS SUPPLIED AS A REFERENCE AND AID FOR OPERATING AND MAINTAINING THE Fuel Gas Wobbe Meter
System. IT WILL PROVIDE INFORMATION CONCERNING EVERYDAY USE OF THE EQUIPMENT. IT IS IMPORTANT TO
CAREFULLY READ AND HAVE A THOROUGH UNDERSTANDING OF THE EQUIPMENT AND ITS OPERATION. ALL GUARDS
ARE TO BE IN PLACE BEFORE RUNNING THE EQUIPMENT.

The Fuel Gas Wobbe Meter is utilized for conducting continuous sampling & monitoring of the integrity of the Natural
Gas supply input to a Gas powered Turbine. By measuring the BTU levels of two separate & independent samples of the
Turbine Natural Gas input, the Wobbe Meter will output information to control the maximum efficiency of the Turbine
(optimization). There is additional pressurized Nitrogen & Methane gas input to the Wobbe Meters, to provide High &
Low calibration information during the BTU measuring process

This equipment is intended for use in a potential explosive environment. All cautions outlined in this manual
should be followed to ensure safe operation and maintenance. Read entire manual before putting into service

Do not disassemble any of the Explosion Protective devices. When servicing, please contact factory for
instruction or to receive training if necessary.

Field wiring of the equipment shall be done by qualified personnel and adhere to ATEX regulations using
appropriate cable entries and termination techniques.

Standard procedures for energy isolation and lock out shall be followed before attempting to enter the
equipment. Area should be analyzed to be in a known non potentially explosive state if any testing is to be done with
devices exposed and energized.

All modifications or additions to the equipment shall meet the latest requirements of the ATEX Directive,
9/49/EC and subsidiary standards and/or Norms.

Equipment is intended to be used only in the areas or Zones identified on the ATEX Marking.

Safety must be considered a basic factor in machinery operation at all times. Most accidents are the result of
carelessness or negligence. The following safety instructions are basic guidelines and should be considered as minimum
provisions. Additional information shall be obtained by the purchaser from other sources including the latest editions of
American Society of Mechanical Engineers; Standard ANSI B20.1; Standard ANSI B15.1; Standard ANSI A12.1; Standard
ANSI MH4.7; Standard ANSI 2244.1-1982.

It is the responsibility of the contractor, installer, owner, and user to install, maintain and operate the various
components of the skid package in such a manner as to comply with William Steiger Occupational Safety and Health Act,
and with all government, state and local laws and ordinances and the American National Standard Institute Safety Code.
Lifting and Handling: Operators should always follow all lifting symbols when moving this equipment. At no time should
this equipment be strapped, chained, shackled, etc. at any point other than the intended lifting points.

Training: Only qualified personnel should install, operate and maintain this equipment.

ENVIRONMENTAL CONDITIONS AND REQUIRMENTS: The Fuel Gas Wobbe Meter System is designed to be installed and
operated outside between a minimum outdoor temperature: 8°F (-12.9C°) to a maximum outdoor temperature: 122°F
(50°C) and operated at 230V 50Hz single phase power.

PERSONAL PROTECTION EQUIPMENT: All personal protection equipment must be worn by the operator(s) at all times.
These items should include but not limited to safety glasses, steel toe leather shoes, heat resistant gloves, hard hats, etc.

NOISE LEVELS: Personnel exposed to 85dBA or greater are encouraged to wear hearing protectors. Ref. (OSHA)
regulation 29 CFR 1910.95. Machine owner will insure proper hearing protectors are available. The noise level of this
machine was recorded below 70dBA during factory inspection.

– CAUTION –
This equipment is shipped with high pressure, flammable calibration gas bottles
and touch up paint kits. Care should be taken when handling these components.

FORESEEABLE MISUSE:
It is extremely important that all personnel around the equipment follow all site safety precautions. This includes the
following, to prevent personal or property damage:

1. Only persons properly trained and familiar with the equipment are permitted to operate and maintain the units.

2. LOCK OFF ALL POWER prior to any inspection or maintenance.

3. Periodically check the complete system for loose fasteners, security of guards, and temperature.

4. ALWAYS operate the system with safety devices, and safety labels in place.

5. NEVER walk or step on any of the equipment or assemblies.

6. DO NOT place hands on heated cables.

7. ALWAYS practice good housekeeping.

8. Ensure proper safety precautions have been taken and personnel protective equipment (PPE) is utilized when
working on equipment.

9. NEVER sit, stand, step or climb on or around the equipment.

RESIDUAL RISK: Despite the inherent safe design measures, safeguarding and complementary protective measures
taken, the operator may still be at risk to but not limited to burn injury, crushing, eye injury electric shock, explosions,
pinch points, etc.
INSTALLATION, OPERATIONS, MAINTENENCE and STORAGE INSTRUCTIONS

These instructions are provided as a guide to assist the contractor/customer in the installation of the Fuel Gas Wobbe
Meter System. It is recommended to first read these instructions fully before attempting installation for full
comprehension and intent.

General safety precautions should be used during installation and while operating and maintaining the equipment.

GE IS REQUIRED TO CLEARLY LABLE ON THE MAIN ELECTRICAL CONTROL CABINET THE ‘LIVE’ ELECTRICAL SUPPLY AND
WHERE THE SUPPLY CAN BE ISOLATED FROM DURING THE ACTUAL INSTALLATION OF THE EQUIPMENT.

1.0 LONG TERM STORAGE

a. If the equipment is to be stored prior to installation the following precautions should be taken.
b. Equipment that has been on the jobsite for 30 days or longer constitutes “Long Term.”
c. Equipment should be located on a level surface.
d. Equipment should be set on high ground and on temporary 4 x 4 pressure treated wood blocks to be kept off
the ground and out of pools of standing water.
e. It is the responsibility of the contractor to protect equipment from rusting and corrosion due to outdoor
storage. Store all equipment prior to installation in a suitable cool and dry location. If the equipment is unable to
be stored in a suitable location, a secured tightly canvas tarp should be used to keep moisture / rain from
penetrating the wooden crate until installation.
f. Do not cover with polyethylene or plastic sheeting as this will trap moisture and cause condensation.
g. Tarps should be removed occasionally to allow any moisture to adequately dry.
h. Do not remove blind flanges until the skid is ready to be installed. The instrument air piping is pressurized to 10
psi with nitrogen to prevent corrosion. Relieve the pressure slowly prior to removing the blind flanges.
i. Store calibration gas bottles and touch-up paint in a safe, cool and dry location.
j. Supplier is not liable for equipment damage due to improper storage conditions.

2.0 INSTALLATION

a. Each equipment crate and fabrication should be lifted from identified locations.
b. The skids are all shipped fully assembled and tested as a unit.

– CAUTION –
A 10psi Nitrogen Blanket has been placed in the Instrument Air piping.
Use caution when removing any connection on the air line.

c. Determine the positioning and orientation of all client connection flanges for installation.
d. Snap two (2) chalk lines across the ground to use as an alignment guide. Always use the outside to outside
dimensions of the skid bases. Refer to drawings for dimensions.
e. Carefully set the skid assembly in place between the chalk lines.
f. Note and mark the locations of each anchor bolt holes. Using a level, determine the highest side of the skid.
Anchor the skid to the concrete on the highest side of the skid only. Use leveling nuts or shims to bring the skid
level. This simplifies leveling of the skid assembly.
g. Anchor and level the other side of the skid assembly. Also, make any other adjustments needed to level the skid
assembly. Shims, in addition to grouting may be utilized according to personal preference. Be sure that the client
connection flanges are aligned properly to connection point before setting in place.
h. Once the skid is set in place and anchoring has been achieved, connect all client connection flanges to the
correct process service piping. Be sure to install a gasket at each flange connection. Make sure that all bolting is
tight at client connections.
i. Remove the orange shipping vent cover on top of each Wobbe meter. (these are for shipping purposes only)
j. Route all vents to the proper locations (outside of the hazardous area classification zones)
k. Vents to include (1) main 1” pipe vent, (2) pressure relief valve vents, (2) pressure regulator overpressure vents.
l. Route the system drain to the proper site location.
m. Insure that all fittings, bolts/nuts and connections are tight due to possible loosening during shipping.
n. Install grounding to the skid to meet required codes.
o. Connect the plant incoming power to the assembly per the supplied electrical drawings.
p. Connect all system control wiring to the plant control system.

3.0 GENERAL OPERATING INSTRUCTION FOR SKID SYSTEM

3.1 Initial Start-Up Procedure


a. LOCK OUT ALL ELECTRICAL POWER!
b. Check the equipment for any signs of damage.
c. Check the installation of the equipment to ensure that it complies with the drawings.
d. Remove any strapping, wire, flange and covers, etc., which may have been used during transit.
e. Install calibration gas bottles to the assembly on the skid and open the bottle tank valve.

NOTE: there is a high calibration gas and a low calibration gas. These gas bottles need to be installed to the
correct regulators.

Bottles containing the “high calibration gas” include a mixture of 95% CH4 5% C2H6
Bottles containing the “low calibration gas” include a mixture of 80% CH4 10% CO2 10% N2

f. Using the adjustment knob on the pressure regulators, open or close the valve to reach the desired pressure. In
this case, 45 psi is required to operate the Wobbe meters.

3.2 Normal Start Up/Operation


a. Verify that the above mechanical and electrical connections have been completed.
b. Verify that all isolation valves are open.
c. Check for leaks of gas or air.
d. Verify that the Instrument air filter indicates a clean filter cartridge.
e. Verify the calibration gas regulators are set to 45 psi.
f. Follow the Hobré Wobbe Meter Instruction Manual for proper start-up and operation of the meters.
g. Frequently check on the operation of the equipment.

3.3 Maintenance Monthly To-Do List


a. Blow out heat exchanger vents on Wobbe meters.
b. Flush lines of any foreign debris.
c. Insure all nuts and bolts are tightened down and in proper place.
d. Inspect unit for any damage and make repairs where needed.

3.4 Normal Shutdown


a. Follow the Hobré Wobbe Meter Instruction Manual for proper shutdown sequence of the meters.
b. Close the calibration gas regulator valves.
c. Close the instrument air inlet isolation ball valve.

3.5 Trouble Shooting Procedures


a. Refer to the component service manuals located within this book.

4.0 DECOMMISSIONING: After the life of the unit has expired, the owner must purge all lines, dispose of any hazardous
substances (gas cylinders etc) in accordance with national regulations, cut all conductors and wires to insure that the
equipment can no longer be operated. The owner must also dispose of all steel, piping, tubing, wire, and any other
materials used for construction in accordance with national regulations.

5.0 PLANED MAINTENANCE SECTION:


5.1 Parker Filter Cartridge: The life span of the filter is 12 months. Most Balston filter housings are ordered separately
from Balston filter cartridges. Balston 2000 Series coalescing filter assemblies (e.g., 2104N-1B1-DX), however, are
shipped from the factory with the filter cartridge installed. Balston 2000 Series adsorbent filter assemblies (e.g., 2104N-
0A0-000) are shipped from the factory with the adsorbent filter packaged separately from the filter housing. The
adsorbent cartridge must be installed into the housing prior to installing the housing on the compressed air line. This
packaging procedure extends the life of the cartridge by preventing exposure to the atmosphere prior to initial use. An
adhesive-backed label indicating the grade of the filter cartridge is packed with each box of filter cartridges. This label
should be affixed to the filter housing when the first filter cartridge is installed. Using the cartridge grade label will help
ensure that the correct filter cartridge is used when maintenance is performed on the housing. The date that the
replacement cartridge is installed may be recorded, with a marking pen or grease pencil, on the filter housing label to
provide a ready reference for scheduling routine maintenance. Balston Microfibre® filter cartridges are sealed in place
by compression against a flat surface. Gaskets are not required between the filter cartridge and the filter housing. The
filter cartridge is centered by guides on the housing which fit the inside diameter of the cartridge at each end. In most
Balston housing designs, the filter cartridge is sealed by tightening a threaded element retainer on a tie rod. Do not use
excessive force or tools on the element retainer. The filter cartridge is securely sealed by tightening the element retainer
1-1/2 to 2 turns after it first contacts the filter cartridge. (Note: In high flow, multicartridge housings, it may be
necessary to tighten the element retainer 3 to 4 turns after contact with the filter cartridge.)

DESCRIPTION Multi-Purpose Polyamide Epoxy Coating

SURFACE PREPARATION Coating performance is, in general, proportional to the degree of surface preparation.
Abrasive blasting is usually the most effective and economical method.When this is
impossible or impractical, Amercoat 385 can be applied over mechanically cleaned
surfaces. All surfaces must be clean, dry and free of all contaminants, including salt
deposits. Contact PPG for maximum allowable salt containment levels.
Mild Steel – Remove all loose rust, dirt, grease or other contaminants by one of the following
depending on the degree of cleanliness required: SSPC SP-2, 3, 6, 7 or 10 (ISO
8501-1 St-2, St-3, Sa 1, Sa 2.5). These minimum surface preparation standards
apply to steel that has been previously abrasive blasted. The choice of surface
preparation will depend on the system selected and end-use service conditions.
For more severe service and immersion, clean to SSPC SP-10 (ISO8501-1 Sa 2.5).
Blast to achieve an anchor profile of 1.0-5.0 mils (50-75microns) as indicted by a
Keane-Tator Surface profile Comparator or Testex Tape. For immersion and severe
duty applications, the recommended blast profile is 2.0-4.0 mils (50-100 microns).
Previously blasted steel may be ultra-high pressure water jetted to SSPC -SP WJ-2(L) /
NACE WJ-2(L). The wet surface can be dried by blowing with dry compressed air
giving special attention to horizontal surfaces and recesses.
Concrete – Prepare / clean surface in accordance with SSPC SP-13 guidelines. Abrade surface
per ASTM D-4259 to remove all efflorescence and laitance, to expose sub-surface
voids, and to provide a surface roughness equivalent of 60 grit sandpaper or coarser.
Test for moisture by conducting a plastic sheet test in accordance with ASTM D4263.
Fill voids as necessary with Amercoat 114A epoxy filler.
Galvanized Steel – Remove oil or soap film with detergent or emulsion cleaner. Lightly abrasive blast
with a fine abrasive in accordance with SSPC SP-16 guidelines to achieve a profile of
1.5 - 3.0 mils. When light abrasive blasting is not possible, galvanizing can be treated
with a suitable zinc phosphate conversion coating. Galvanizing that has at least 12
months of exterior weathering and has a rough surface with white rust present may
be over-coated after power washing and cleaning to remove white rust and other
contaminants. The surface must have a measurable profile. A test patch is recom-
mended to confirm adhesion. Not recommended over chromate sealed galvanizing
without blasting to thoroughly remove chromates. Adhesion problems may occur.

Non-Ferrous Metals and – Abrasive blast in accordance with SSPC SP-16 guidelines to achieve a uniform and
Stainless Steel dense 1.5-4.0 mil anchor profile. Size and hardness of abrasive should be adjusted
as necessary based on the hardness of the substrate. Aluminum may be treated
with a surface treatment compliant with Mil-DTL-5541 or equivalent (non-immersion
applications only).
Aged coatings – All surfaces must be clean, dry, tightly bonded and free of all loose paint, corrosion
products or chalky residue. Abrade surface, or clean with Prep 88. Amercoat 385 is
compatible over most types of properly applied and tightly adhering coatings, however,
a test patch is recommended to confirm compatibility.
Repair – Prepare damaged areas to original surface preparation specifications, feathering
edges of intact coating. Thoroughly remove dust or abrasive residue before touch-up.

ENVIRONMENTAL CONDITIONS
Ambient temperatures 40°F to 122°F (5°C to 50°C)
Surface temperature must be at least 5°F above the dew point temperature.

General air quality Area should be sheltered from airborne particulates and pollutants. Avoid combustion
gases or other sources of carbon dioxide that may promote amine blush. Ensure good
ventilation during application and curing. Provide shelter to prevent wind from affecting
spray patterns.
INSTRUCTIONS FOR USE
Mixing ratio by volume 1 parts base to 1 part hardener
Pre-mix pigmented components with a pneumatic air mixing at moderate speeds to
homogenize the container. Add hardener to base and agitate with a power mixer for 1-2
minutes until completely dispersed.

** Dry times are dependent on air and surface temperatures as well as film thickness, ventilation, and relative
humidity. Maximum recoating time is highly dependent upon actual surface temperatures – not simply air
temperatures. Surface temperatures should be monitored, especially with sun-exposed or otherwise heated
surfaces. Higher surface temperatures shorten the maximum recoat window.

Surface must be clean and dry. Any contamination must be identified and removed. A detergent wash with
Prep 88 or equivalent is recommended prior to application of topcoats after 30 days of exposure. However,
particular attention must be paid to surfaces exposed to sunlight where chalking may be present. In those
situations, a further degree of cleaning may be required. PPG Technical Service can advise on suitable
cleaning methods. If maximum recoat/topcoat time is exceeded, then roughen surface

Application Procedure
Amercoat 385ASA Cure is mixed with Amercoat 385 Resin
before use. It is packaged in the proper portions in 2 or 5 gallon
units.
1. Flush equipment with thinner or Amercoat 12 before use.
2. Stir each component thoroughly, then combine resin and
cure and mix until uniform.
3. If thinning is necessary for workability add up to 1/2 pint
Amercoat 65 per gallon of mixed Amercoat 385ASA Cure
and 385 Resin. Use only PPG recommended thinner.
4. Do not mix more material than can be used within the pot
life. Pot life shortened at higher temperature.
5. Clean equipment with Amercoat 12.
