RATIONALE: This Command Memorandum Circular (CMC) provides guidelines and procedures to be undertaken by the Philippine National Police (PNP) on the security coverage, support, and participation in coordination with Presidential Communications Operations Office (PCOO), Department of the Interior and Local Government (DILG) and other government agencies during the operationalization oft The Duterte Legacy: BARANGAYanihan Caravan Towards National Recovery 3. SITUATION: As early as January 2020, the PCOO, in partnership with the DILG and other National Government Agencies (NGAs), has been conducting aggressive information drives across the country to highlight the achievements of the administration of President Rodrigo Roa Duterte (PRRD). Dubbed as the Duterte Legacy Caravan, the PCOO speakers’ bureau conducts rounds of sectoral engagements promoting the accomplishment of the administration in its Build-Build-Build Programs as well as the Page 1 of 8 CONFIDENTIAL in a CONFIDENTIAL advocacy of PRRD on Good Governance and Better Government Services, which is essentially the core message package of Executive Order No. 70 designed to debunk the narratives of the communist terrorist group, CPP-NPA-NDF. On the other hand, since the onset of the COVID-19 pandemic, the PNP has been doing service caravans and force multipliers mobilization as part of its community relations mandate in order to cushion the socio-economic impact of the quarantine among different sectoral groups with end-in-view of unburdening the government in its already overstretched grassroots aid initiatives. These activities soon evolved into the synchronized nationwide initiative of the PNP dubbed as BARANGAYanihan Help and Foodbank, which was also launched out of necessity to debunk the Community Pantry PH propaganda narrative of the CTGs, therefore making BARANGAYanihan also essential to the community engagement requisites of the NTF-ELCAC. With the PCOO and the DILG-PNP all looking forward to find ways to manifest acceptability of the community on the Duterte Legacy, these government agencies met and agreed to conduct joint advocacy caravan that shall also bring on board the Lingkod Bayan Coalition of Advocacy Support Groups and Force Multipliers in promoting the Duterte Legacy not just through public awareness drive but by rolling out inclusive frontline services that shall manifest Good Govemance and Better Government Services among the people in the grassroots right at the doorstep of their communities. Thus, the Duterte Legacy: BARANGAYanihan Caravan Towards National Recovery activity was created to influence public acceptability of the conclusive overwhelming success of the administration of PRRD. The legacy caravan ‘shall be simultaneously launched nationwide on September 30, 2021. With the PCOO bringing the PNP on board in its Duterte Legacy Caravan, the latter - aside from its public safety and security coverage operations, can help reinforce the information operations of PCOO with tangible manifestations of actual delivery of relevant services and addressing of issues specific to the needs of a given sectoral beneficiary. This can be made possible with the PNP mobilizing the Lingkod Bayan Coalition. 4. MISSION: The PNP, concurrent with its mission and functions, shall undertake the necessary activities and operations to secure, support, and participate in the ground mobilization and information operations requirements of the Duterte Legacy: BARANGAYanihan Caravan Towards National Recovery in order to manifest public acceptability of PRRD's conclusive overwhelming successes. 5. EXECUTION: a. Concept of Operations: The PNP with its concerned offices/units shall provide operational support to the PCOO, DILG, and other government agencies in the planning, programming, and actual operationalization of the Duterte Legacy: BARANGAYanihan Caravan Towards National Recovery. Page 2 of 8 CONFIDENTIAL CONFIDENTIAL To ensure the safety and security of the participating agencies, clients, and the beneficiaries, the concerned PNP offices/units shall coordinate and collaborate with local AFP units, other government agencies, private sectors, volunteers, and the Lingkod Bayan Advocacy Support Groups and Force Multipliers for the successful conduct of the legacy caravan, as follows: 1) To promptly prepare for the operationalization of the legacy caravan, 2) the PNP shall undertake the following: a) Conduct Target Audience and Issue Analysis (TAIA) before the actual implementation of the program to identify peculiarities of the target community. It shall include the population of beneficiaries, social and economic support to be delivered by partner agencies during the legacy caravan, and other prevailing cultural factors that may influence the mindset of the target audience; b) Coordinate with other agencies to identify the target communities and beneficiaries and other concerns. PNP focal persons shalll be designated preferably from PCR offices; °) Coordinate with respective DILG focal persons for the inclusion in the legacy caravan the PNP projects and/or programs and frontline services; 4) Coordinate with local chief executives to include in their messages to the public the impact projects and programs of the PNP that benefited their communities. Likewise, the beneficiaries like senior citizens/older persons, persons with disabilities (PWDs), indigenous people, other less fortunate families and ordinary citizens shall be encouraged to deliver similar messages; and e) Conduct massive information operations utilizing the Television, Radio, Internet, Magazine, and Printed Materials (TRIMP) and ‘social media sources before the caravan. During the implementation of the legacy caravan, the PNP shall take active support role to PCOO, DILG, and other government agencies through the following activities: a) Strict implementation of health protocols, especially on physical distancing, wearing of face masks, and face shields; b) Local unit commanders such as PD, PPOs; CD, CPOs; and COPs of city/municipal police stations shall deliver messages and/or conduct lectures during the activity emphasizing their accomplishments, programs, and impact projects; and ©) Conduct of PNP frontline services in the One-Stop-Shops established in cities and municipalities during the launching and the succeeding caravans. Page 3 of 8 CONFIDENTIAL, CONFIDENTIAL 3) To ensure the security and safety coverage of the activity, all concemed PNP offices/units shall intensify police operations through the implementation of Enhanced Managing Police Operations (E- MPO) such as, but not limited to the following: a) Intensify police visibility and conduct of patrol operations in crime- prone areas; b) Conduct check/choke point operations focusing on the enforcement of laws, statutes, executive order, and ordinances for the arrest of would-be violators; °) Conduct OPLAN Sita/Bakal/Galugad/Katok, and other police interventions; d) Establishment of border control as part of the strategic direction of PROs to address insurgency, terrorism, and criminality through law enforcement operations before, during, and after the activity; e) ‘Strengthening of intelligence fusion with the AFP and other law enforcement agencies to identify, arrest, and file cases against criminal elements who may disturb the conduct of the activity; and f) Enhance public safety response capability and strengthen the Critical Incident Management Teams. This ensures timely forward deployment/employment of PNP personnel near the probable area of critical events, thereby minimizing casualties and damages in any emergency/critical incident. b. SAF a) Conduct intelligence driven internal security operations in support to the activity, in coordination with local AFP units and the PROs; and b) Perform other tasks as directed.
