No.-742, date 03.09.2023 a With due respect, on behalf of Odisha Diploma Engineers’ Service Association, | would like to extend our gratefulness for conducting DPC on 24.11.2023 and issue of Promotion Order of 146 Junior Engineers promoted to the post of Assistant Engineer vide Olo under reference. Further, | feel inevitable to draw your kind attention on the subject cited above with a request to consider the following few lines and conduct Review (DPC) meeting to extend promotion of Junior Engineers to the post of Assistant Engineers That, after promotion of 146 Junior Engineers to the post of Assistant Engineers only 309 posts out of 1143 sanction posts of A.E could be filed in, leaving 834 posts of A.E. stil unfiled in PR&DW Department and against which about 950 Nos of eligible Junior Engineers are left out in the Gradation list for promotion. ODISHA DIPLOMA ENGINEERS’ SERVICE ASSOCIATION Page-2 () That, the contractual GPTAs have been regularized in the year 2018 and prior to that they have rendered more than 8 to 13 years of contractual service shouldering all sorts of responsibility of developmental works of the Government. (ii) That, in course of the busy work schedule due to COVID-19 management, a very good number of Junior Engineers could not file their Online PAR through HRMS Portal in schedule time but Subsequently hard copy of their PAR have been submitted in the Department, which have not been considered in the last DPC. (ii) That, due to non conduct of Departmental/ Professional Examination in time some eligible Junior Engineers are also debarred in the last Pc (iv) That, it is to point out that in other Departments, counterpart Junior Engineers of same batch or even junior batch Diploma Engineers sponsored from the Panel, are now promoted to the rank of Assistant Engineers, which generates harassment in case of Junior Engineers in PR&DW Department. Moreover, on promotion of existing eligible Junior Engineers to the rank of Assistant Engineers, the base level posts of Junior Engineers can be filed up for timely disposal of work adhering to the ST strategy in PR&DW Department. Therefore, we request to consider the offline PAR with conditional relaxation of Departmental/ Professional Examination and conduct review Departmental Promotion Committee (DPC) meeting, for promotion of Junior Engineers to the rank of Assistant Engineers in PR&DW Cadre at the earliest so that a very good number of mostly suffered Junior Engineers will be getting justice.
