AACCC-UG e-Counseling Scheme for Admission to All India Quota seats under Govt. /Govt.
Aided / Central Universities (CU) / National Institutes (NI) / Deemed University (DU) for the
Academic Year 2023-24
DISCLAIMER
a) All Frequently Asked Questions (FAQs) are mandatory and not optional. Candidates are
advised to review these important questions before registering on the AACCC website
(www.aaccc.gov.in).
b) It is assumed that every participating candidate in AACCC-UG Counseling has read,
agreed, and accepted the Scheme and terms & conditions of the AACCC-UG counseling-
2023.
c) The candidate shall fill out the application form online (www.aaccc.gov.in), preferably
on their own, for AACCC-UG Counseling-2023. Application submitted through any
other mode shall be summarily rejected.
d) Candidates are advised to use the same Mobile number/E-mail id submitted during
registration for NEET (UG)-2023 examination.
e) The candidate should ensure that all the information filled in during the online
registration/application form is correct and factual. The data entered by the candidate
during registration on the NTA portal will be pre- populated and used for counseling
purposes. The AACCC, M/o Ayush, shall not entertain, under any circumstances, any
request to change/modify/edit/alter the information provided by the candidates.
f) Candidates can submit the AACCC-UG counseling registration/application form only
once. Candidates who submit more than one registration/application form shall be
debarred, and further action as deemed appropriate by the AACCC, M/o Ayush, shall be
taken.
g) Registration facility shall be available at the beginning of the 1st Round, 2nd Round &
3rd Round, as specified in the Counseling Schedule. Further, any request (for any reason)
for registration shall not be entertained after the closing of registration. There will be no
fresh registration for the Stray Vacancy Round.
h) Conditions where security money is forfeited:
If a candidate joins the allotted seat in the 2nd Round & wants to exit from the
respective institution
If a candidate does not join the allotted/upgraded or surrender the joined seat in
the 3rd Round due to any unforeseen reason from the candidate’s end
If a candidate does not join the allotted seat or surrender the joined seat in the
Stray Vacancy Round due to any unforeseen reason from the candidate’s end.
i) The Admission Authority will cancel the admission of the candidate who provided wrong
information during registration and fails to produce the required documents at the time of
admission.
j) In case a candidate joins the allotted seat in the 2nd Round and thereafter wants to exit
from the institute, in that case, he/she needs to withdraw/surrender from the respective
institute three days prior to the commencement of registration for the 3rd Round with
forfeiture of security money to avoid disqualifying from further counseling. If the
candidate fails to do so, he/she shall be ineligible for further AYUSH-UG counseling
(Central/State/UT/Central Pool Quota).
k) The AIQ (Govt. /Govt. Aided /CU/NI) seats that remain vacant after the 2nd Round will
be converted during the 3rd Round of counseling as per the algorithm placed at Chapter-
3 only if the reserved seats are not opted by any candidates/non- availability of candidates
of that particular category in the 3rd Round. Further, unreserved category candidates
cannot claim the reserved seats shown to them as a virtual vacancy if the candidate of
that particular category chooses the same seat.
l) Once a candidate is allotted a seat in the 3rd Round or Stray Vacancy Round, he/she will
not be allowed to exit from the admitted/allotted seat. If the candidate does so, he/she will
not be eligible for further AYUSH-UG Counseling (Central/State/UT/ Central Pool
Quota), and the security money of such candidates will be forfeited. Further, a list of such
ineligible candidates will be circulated to concerned State/UT counseling authorities,
National Institutes/ Central Universities/ Deemed Universities to prohibit them from
participating in other AYUSH-UG counseling.
m) Candidate may kindly note that merely registering for AACCC-UG Counseling-2023
does not confer automatic rights to secure an Undergraduate (BAMS/BSMS/
BUMS/BHMS) seat. AACCC does not allot any seat either on nomination basis or
manually. The selection and admission in any of ASU & H Institutions, recognized for
running UG courses as per NCISM Act, 2020 & NCH Act, 2020, is subject to the
fulfilment of the merit, admission criteria, eligibility as prescribed by the respective
Universities, ASU&H institutions, NCISM, NCH, State & Central Government.
AACCC, M/o Ayush, shall not approve any admissions in contravention of the eligibility
criteria.
n) The information regarding fee structure/stipend/bond amount/rendering of service in
rural/tribal areas/ hostel/ food/ other conditions has been provided by concerned
Ayurveda /Siddha/ Unani/Homoeopathy Colleges. The AACCC, M/o Ayush, shall not
take responsibility for the information provided by the participating institutes. Hence,
Candidates are advised to visit the College website or contact the College Authorities
directly for any query regarding the above information before filling choices. Once
locked, the choices cannot be modified, and any request regarding tinkering choices will
not be entertained by AACCC, M/o Ayush.
o) Candidates are advised to confirm the fee structure/ any other additional fee from the
colleges especially Deemed Universities, before filling up the choices. Some
colleges/institutes might have a high fee structure; therefore, accurate information about
the fee should be made beforehand. The AACCC, M/o Ayush takes no responsibility for
the fee structure of the colleges and will not entertain any request or complaint regarding
the Fee Structure.
p) Counseling for All India Quota-UG (BAMS/BSMS/BUMS/BHMS) seats of Private
ASU&H Institutes will be conducted by respective State/UT counseling authority, and
the candidates are required to contact the concerned State-UT Counseling/Admission
Authority for the same.
q) Candidates are advised to visit the AACCC website (www.aaccc.gov.in) regularly for
updates on Schedule / Results / Notices / Refund of security money etc.
r) All admissions will be made through online mode only; therefore, candidates are
advised to ask for an online-generated ‘Provisional Admission Letter’ at the time of
physical reporting to ensure that the college has admitted him/her through online mode.
s) The AACCC, M/o Ayush, will not entertain the admission/relieving/withdrawal/
cancellation made through offline mode by the college under any circumstances.
t) Some institutes reserved all their seats of permitted intake capacity for minority
categories such as Jain Minority (JM), Muslim Minority (MM), Hindi Linguistic (HL),
etc. Only students of that respective category are eligible for admission to such institutes.
u) The AACCC, M/o Ayush, has no role in Counseling for Central Pool Quota seats.
v) The role of AACCC, M/o Ayush is limited to the allotment of seats to the participating
candidates, as per their merit and choices, based on the data/Information of eligible
candidates from the National Testing Agency, i.e. the NEET (UG)-2023 examination
conducting body.
w) The security amount will be refunded to the bank account provided by the candidate at
the time of registration on the AACCC-UG portal.
x) The Mop-up Round shall now be called as Round-3 in the current counseling 2023-24.

CHAPTER-1
INTRODUCTION
Further, the role of AACCC, M/o Ayush is limited to the allotment of seats to the
participating candidates, as per their merit and choices, which starts only after receiving the
list/data/information of NEET-UG 2023 qualified candidates from the National Testing
Agency.
(*The above percentage of All India Quota seats is tentative; the number of
participating institutes/colleges available in each round of AACCC-UG counseling
depends upon permission issued by NCISM/NCH/Concerned University).
CHAPTER-2
COUNSELING TYPES & ROUNDS
All candidates qualified for the NEET (UG) - 2023 Examination are eligible.
The AACCC, M/o Ayush will conduct four rounds of counseling for admission to
15% All India Quota seats under Govt./Govt-Aided colleges/institutes through online
mode: i.e. 1st Round, 2nd Round, 3rd Round, and Stray Vacancy Round.
No seats will be reverted to the participating institutes after completing all rounds of
AACCC-UG counseling.
All candidates qualified for the NEET (UG)- 2023 are eligible.
There will be four rounds of counseling, i.e. 1st Round, 2nd Round, 3rd Round, and
Stray Vacancy Round.
Out of the four rounds, three rounds will be conducted online by the AACCC, M/o
Ayush, i.e. 1st Round, 2nd Round, and 3rd Round.
The Stray Vacancy round shall be conducted by the respective Deemed Universities,
for which the AACCC, M/o Ayush, will forward the list of registered eligible
candidates to the respective Deemed Universities. Only candidates registered in the
AACCC-UG counseling are eligible for the Stray Vacancy Round, conducted by
Deemed Universities.
All UG seats of Deemed Universities are domicile free and un-reserved, i.e.
reservation policy of Central Govt. is not applicable.
CHAPTER-3
RESERVATION POLICY
Candidates belonging to the Creamy Layer of OBC are NOT entitled to reservation.
Such candidates are treated as belonging to the general (GEN), i.e. unreserved category, and
they will be eligible only for the OPEN seats – the seats for which all candidates are eligible.
The benefit of GEN-EWS reservation will be given only to those General category
candidates who satisfy the conditions specified by the directives issued by the Ministry of
Social Justice and Empowerment.
Candidates with at least 40% impairment, irrespective of the type of disability, i.e.,
locomotor, visual or SEVERE dyslexic, shall be eligible for the benefits of the PwBD
category. Further, Leprosy-cured candidates who are otherwise fit to pursue the courses also
included in this category.
The AIQ (Govt. /Govt. Aided /CU/NI) seats that remain vacant after the 2nd Round
will be converted during the 3rd Round of counseling as per the following centrally approved
conversion algorithm, only if the reserved seat is not opted by any candidate/non-availability
of candidate of that particular category in 3rd Round. Further, candidates of the unreserved
category cannot claim the reserved seats shown to them as a virtual vacancy if the same seat
is opted by the candidate of that particular category. The NRI seats under Deemed
Universities also shall be converted to Management Quota seats during 3rd round, If the
Deemed Universities inform their willingness for the same in advance.

REGISTRATION & COUNSELING PROCESS
IMPORTANT
NEET (UG) - 2023 qualified candidates are required to register on the AACCC website
(www.aaccc.gov.in) to participate in the AACCC-UG counseling 2023.
Candidates are advised to use the same E-mail address and Mobile Number for
registration on the AACCC-UG portal for Counseling which was submitted during
NEET-UG, 2023 Registration.
All the information/ communication will be sent by the AACCC, Ministry of Ayush on
the registered E-mail or registered Mobile Number only.
Any request regarding change of registered mobile number or email address shall not
be entertained by the AACCC, Ministry of Ayush.
Candidates are advised to use a Laptop or Computer with the latest registered version
of Chrome/Internet Explorer/Firefox/Windows/IOS during the Registration and Choice-
Filling process to avoid any technical complications.
Be extremely careful while registering in the AACCC-UG Portal. Your allotment will
be as per the information provided at the time of registration.
Candidates are advised to download ‘Sandes app’ for OTP on their registered mobile
number for registration
ROUND-1
Eligibility for participation: Only NEET (UG)-2023 qualified candidates are eligible to
apply for the AACCC-UG counseling.
Process:
Step 1: Registration for AACCC-UG Counseling.
Step 2: Payment of Counseling Fee (Non-Refundable Registration Fee + Security Money)
Step 3: Choice filling and locking
Step 4: Publication of Seat allotment list (Publication of result)
Step 5: Physical Reporting to the allotted college.
ROUND-2
Eligibility for participation:
a) NEET( UG)- 2023 qualified candidates who have not registered in the 1st Round.
b) Candidates registered for the 1st Round and were not allotted a seat.
c) Candidates who have opted for free exit in the 1st Round.
d) Candidates joined the allotted seat in the 1st Round and submitted willingness for up-
gradation in the 2nd Round.
Process:
Step 1: Registration for AACCC- UG Counseling. (The candidates who participated
in 1st Round need not be registered again)
Step 2: Payment of Counseling Fee includes Non-Refundable Registration Fee +
Security Money (Need not to pay by the candidates, those who already paid the
counseling fee at the time of registration for 1st Round)
Step 3: Choice filling and locking.
Step 4: Publication of Seat allotment list (Publication of Result).
Step 5: Physical Reporting to the allotted college.
ROUND-3
IMPORTANT
It is mandatory for all candidates to take admission on their upgraded seats in the 3rd Round from
Round 1 & 2 admitted seats. Such candidates, if not joined in the upgraded seats, are ineligible for
any further AYUSH counseling (Central/State/UT/ Central Pool Quota) and their security money will
be forfeited.
The seats remain vacant (not joined/withdrawn) after the 3rd Round of AACCC-UG
Counseling of Govt./Govt. Aided colleges/CU/NI will continue to be filled through
the online Stray Vacancy Round conducted by the AACCC, M/o Ayush.
Process
There is no Fresh Registration in Stray Vacancy Round.
Candidates must submit a willingness in the AACCC-UG portal to participate in the
Stray Vacancy Round with an undertaking that they are not holding any UG
(ASU&H) seats allotted through AACCC-UG counseling or counseling conducted by
State/UTs.
Option for choice filling is available in the Stray Vacancy Round.
No upgradation is available from any of the 3 Rounds to the Stray Vacancy Round.
For seat allotment under Deemed Universities, the Stray Vacancy Round will be
conducted by the respective Deemed Universities at the institute level.
AACCC, M/o Ayush will send a list of eligible registered candidates to Deemed
Universities, which is to be exercised strictly in order of merit in the Stray Vacancy
Round.
The seats are domicile-free, and only registered candidates of AACCC-UG
counseling are eligible for admission.
IMPORTANT
Further, a list of ineligible candidates will also be circulated to concerned State/UT counseling
authorities, National Institutes/ Central Universities/ Deemed Universities for prohibiting them
to participate in any other AYUSH counseling (Central/State/UT/Nominated seat, etc.)
Q.No.1. When will the AACCC-UG counseling for this Academic Year start?
Ans: The Online seat allotment process will start as per the Schedule of the AACCC-UG
Counseling for the Academic Year 2023-24. Please See the Schedule and notices uploaded
on the AACCC website (www.aaccc.gov.in) from time to time.
Q.No.2. How do I register on the AACCC website/Portal, and how do I fill in Choices?
Ans: Candidates must log on to the website (www.aaccc.gov.in) to register and fill in
choices. Before choice filling/locking for each round, candidates are advised to make a
tentative list of colleges or courses as per preference after going through the provisional seat
matrix uploaded in the “Current events” section of the AACCC website.
IMPORTANT
The registration facility will be available at the beginning of the 1st Round, 2nd Round, and 3rd
Round. There will be no fresh registration for the Stray Vacancy Round
Q.No.3. How and when do I have to make the payment for AACCC-UG counseling?
Ans: After registration, the payment page appears automatically. Candidates can only make
online payments by Net Banking /credit card/ debit card. After the successful completion
of payment, the candidate can proceed with choice filling.
Q.No.4. Do I have to report to any counseling centre for registration or choice filling?
Ans: No, Online registration and choice filling can be done from a place of convenience
(including from home) using a laptop/computer with an uninterrupted internet facility.
IMPORTANT
During registration on the AACCC portal, you have to fill in exactly the same credentials (spelling,
numbers, etc) which you have already filled at the time of registration for NEET (UG)-2023
Examination.
IMPORTANT
It is strongly recommended that the OTP sent to the applicant for any activity like reset password etc.
must not be shared with anyone. This OTP is confidential and to be used by the applicant only. Neither
AACCC, M/o Ayush nor NIC will be responsible for violation or misuse of the password/OTP.
Q.No.10. When I try to log in for a choice filling, it says wrong roll number/password;
what may be the problem(s)?
Ans: Password is case sensitive; therefore, use exactly the same password created earlier.
In case the password is forgotten, try to retrieve it using the process mentioned in Q.No.9
above.
Q.No.11. Is there any restriction for filling up the number of choices of Institutions and
courses?
Ans: You can give as many choices as you wish during online choice filling. However, the
candidate must fill in the choices of colleges/courses in the order of his/her preference
(higher to lower). There will be a common counseling platform for AIQ-Govt/Govt
Aided/National Institutes/Central/ Deemed Universities for filling up choices.
Q.No.12. Can I know the seat which I will likely get at my rank?
Ans: You can have some idea from the following:
The details of Course and category wise Opening and Closing rank of admission in ASU&H-
UG courses in the previous year, i.e., A.Y-2022-23), uploaded in the “Current Events”
section under UG Counseling tab on the AACCC- website (www.aaccc.gov.in) before the
start of 1st Round of AACCC-UG Counseling. This will only be indicative, and the
admission pattern for the current A.Y may vary as per the availability of UG seats in
ASU&H courses.
Q.No.14. Is filling up and locking of choices necessary to get the seat allotted? Or will
I be allotted a seat automatically from leftover seats?
Ans: After online registration, you must fill in the choices of colleges/courses in order of
your preference (higher to lower) and lock it before the server time. The submitted/ filled
choices can be modified before locking. If candidates do not lock the choices submitted by
them, it will be automatically locked as per schedule/ Server time. You will not be allotted
any seats if you don’t fill in choices even after registering in the AACCC portal. Candidates
can download/print out the locked choices for future reference.
Q.No.15. Is it necessary to download the duly filled registration form for AACCC-UG
Counseling from the portal?
Ans: Yes, it is necessary to download the duly filled registration form for AACCC-UG
Counseling from the portal. Some universities instruct the candidates to submit the same to
complete the admission process.
Q.No.16. Can I modify my choices during the choice submission period for counseling?
Ans: Yes, you can modify, add or delete your choices during the choice Filling/Locking
period. Further, you are requested to do the same before locking the choices by yourself or
the System as per schedule/ server time.
Q.No.17. What will happen to my choices if I have not locked my choices before the
time specified in the counseling schedule on the last date of choice locking?
Ans: The choices submitted and saved by you will be locked automatically on the last date
of choice locking as per server time.
IMPORTANT
Don’t wait till the last minute to Register and fill in choices. Please go through your
selected/submitted choices before locking, as once you lock the choices it cannot be modified or
changed even if you have made a mistake. It may result in the allotment of a seat which you never
wanted. (Please note that the choices once locked cannot be unlocked even from the AACCC end).
opting for a seat at ASU & H Colleges. The AACCC, M/o Ayush shall neither be responsible
nor entertain any cases on the above grounds.
The information received from the participating ASU&H-UG Colleges has been
made available on the Counseling website. However, before choice filling, candidates are
advised to visit the College website or contact the College Authorities directly for any query
regarding the above information.
IMPORTANT
AACCC, M/o Ayush has no role in the fixation of Fee Structure/ Stipend/Bond of ASU&H Colleges.
Therefore, AACCC, M/o Ayush will not entertain any request or complaint regarding this.
Q.No.21. How much time will be given to join the allotted course/Institute?
Ans: Candidates who have been allotted seats must join the allotted College/Course within
the stipulated time from the date of allotment as mentioned in the counseling schedule.
However, candidates are advised to join at the earliest as per the schedule and not wait until
the last day of joining. Some ASU & H Colleges may take 2 to 3 days to complete the
admission formalities due to the institute's different holiday/working hour schedules.
Q.No.23. What will be the fate of the seat at which the college makes offline admission?
Ans: If a candidate is admitted through offline mode at the allotted seat, the seat occupancy
will be shown as ‘vacant’ in the UG-admitted/reported list in the AACCC-Portal;
subsequently, this vacant seat will be allotted to another candidate in the next round of
AACCC-UG counseling. Therefore, the offline admitted candidate will lose his/her allotted
seat in the respective round of the AACCC-UG counseling.
Q.No.24. What documents are required at the time of Joining/ Reporting in allotted
ASU& H College?
Ans: Original documents (along with attested photocopies, preferably 02 sets of documents)
required at the time of joining in allotted ASU& H College are as below:
i. Provisional Allotment Letter generated online from the AACCC portal.
ii. Admit Card for the NEET (UG)-2023 Exam issued by NTA.
iii. NEET (UG)-2023 Result/ Rank letter issued by NTA.
iv. Date of Birth Certificate (if the10th Standard Certificate does not bear the same)
IMPORTANT
Candidates without original certificates/documents shall not be allowed to take admission to the
allotted ASU&H College. Candidates who have deposited their original documents in any other
Institute/College/University and come for admission with a certificate/undertaking stating that
"original certificates are deposited with the Institute/College/University” or bring coloured photo
copy of original documents shall not be allowed to take admission in allotted ASU & H College.
Q.No.26. Should I submit any other certificate (e.g. Caste validity certificate) to
complete the admission process?
Ans. Candidate is requested to confirm with the allotted College regarding any requirement
of certificate other than that mentioned in FAQ No.24. If so, the candidate is instructed to
bring such required certificates (e.g. Caste validity certificate) at the time of reporting at the
allotted seat.
Q.No.27. In which format should I submit the certificates; if I do not submit certificates
in the prescribed format, what will happen to my allotted seat?

What are the instructions regarding EWS, OBC, SC, ST & PwD certificates and
Reservations?
Ans. Candidates are requested to submit the relevant certificates issued by the competent
authority in the prescribed format of the Government of India, as mentioned in annexures.
If the candidate fails to produce the Caste, EWS and PwBD certificate in the prescribed
format, at the allotted ASU & H College, then he/she will not be permitted to take admission,
and his/her category will be changed for seat allotment in next round, if otherwise eligible.

Ans. You must read NEET(UG)-2023 Bulletin/Prospectus carefully regarding Caste, EWS,

Q.No.29. Is there any lower age limit of the candidate for admission to ASU &H-UG
courses for the academic year 2023-24?
Ans: Candidate should have completed 17 years of age at the time of admission or will
complete that age on or before 31st December of the year of his/her admission to the first
year of the ASU & H Undergraduate Course is eligible for admission. (Please see NEET
(UG)-2023 Information Bulletin)
Q.No.30. Is there any upper age limit for the candidates seeking admission to ASU &H-
UG courses for the academic year 2023-24?
Ans: The NCISM and NCH vide its letter dated 15.07.2022 have jointly decided not to insist
any upper age limit for candidates seeking admission in ASU & H
(BAMS/BSMS/BUMS/BHMS) undergraduate courses since the academic year 2022-23, i.e.
there is no upper age limit for admission in ASU & H-UG courses.
Q.No.31. If I have a Birth Certificate/Caste Certificate/other certificates (s) in the
regional language, will it be acceptable at the time of reporting/joining?
Ans: Certificates issued by the Competent Authority should be in English or Hindi. In
case the certificate is issued in regional language (other than Hindi and English), Candidates
are advised to carry a certified (attested) Copy of the English version of the original
certificate along with the original certificate, as Certain States insist on certificates issued in
the English language.
Q.No.32. What can I do if there is a spelling discrepancy between the Certificates and
the AACCC-application/registration form?
Q.No.37. What is the procedure for foreign nationals for admission to ASU & H UG
courses?
Ans. Foreign nationals need not to qualify the NEET- UG 2023 examination. AACCC, M/o
Ayush has no role in counseling for foreign nationals.
Q.No.38. What are the documents mandatorily required for NRI quota admission ?
Ans. Following certificates are mandatorily required for NRI quota admission

ROUND-2 (FAQs)
Q.No.40. I have submitted willingness for up-gradation in the 2nd Round while joining
the 1st Round allotted seat. Later changed my decision and wanted to retain the 1 st
Round allotted seat; how can I avoid change/cancellation of already allotted
college/seat?
Ans: The candidate need not fill any fresh choices for the 2nd Round, so the earlier allotted
seat (1st Round allotted) will be retained. If the candidate submits fresh choices during
Round-2 and in case the seat gets upgraded, the earlier allotted seat in Round-1 will be
cancelled, and the candidate must join the Round-2 upgraded seat.
Q.No.41. Is it necessary to join the allotted ASU&H College of Round-1 to get a chance
to participate in the 2nd Round?
Ans: No. If the candidate is not interested in the 1st Round allotted seat, he/she can avail of
free exit without reporting/joining the allotted college; further, he/she can participate in the
2nd Round with fresh choices. However, if he/she wants to hold the Round-1 allotted seat,
he/she should join the allotted College physically and submit up-gradation willingness for
the 2nd Round.
Q.No.42. Who is eligible for the 2nd Round of allotment?
Ans: Candidates eligible for seat allotment in the 2nd Round would be from one of the
following groups:
Group–I: Newly registered candidate for 2nd Round
Group-II: Registered candidates who did not get any seats in the 1st Round.
Group–III: Candidates who have reported at the allotted institute during the 1st Round and
submitted willingness for 2nd Round up-gradation as ‘Yes’.
Group-IV: Candidates who have been alloted a seat in 1st Round but not joined/not Reported
(i.e. availed ‘free exit’)
Group-V: Candidates who have resigned from the allotted seat of 1st Round before the
commencement of 2nd Round.
Q.No.44. Do I have to fill up the choice of courses and Colleges to participate in the 2nd
Round of the online allotment process?
Ans: Yes, eligible candidates must submit fresh choice(s) of college(s)/course(s) for online
seat allotment during the 2nd Round. In case a candidate does not fill in fresh choice(s) during
the choice-filling period, the candidate will not be considered for allotment of seat during
the 2nd Round and will retain the already allotted (joined) seat in the 1st Round, if any.
IMPORTANT
It is necessary to fill in fresh choices in each Round (1st 2nd and 3rd) if candidate want to upgrade
his/her admitted seats of previous round.
candidate fails to do so, he/she will become ineligible for further counseling. (Central
/State/UT/Central Pool Quota).
Seats can also be upgraded in the same college (same course) by change of category
(i.e.ST/SC/OBC to UR or PwD to non-PwD); in such a case, the candidate has to take fresh
admission on the upgraded seat, as per the procedure.
Q.No.46. What is the time period for the free exit for admitted candidates of the 1 st
Round?
Ans: A candidate who joined in the 1st Round allotted seat but has not been Upgraded in
Round-2 may resign his allotted seat in the 1st Round within five days of Round-2 Result
announcement without forfeiture of security money, failing which he/she will be considered
as joined candidate for Round-2, and rules of Round-2 will apply accordingly.
Q.No.47. I opted for up-gradation in the 2nd Round/3rd Round of counseling when
reporting to the 1st Round/2nd Round allotted college. Will my earlier allotted seat (the
first/second round) be cancelled?
Ans: Yes, once the seat is upgraded during the 2nd Round/ 3rd Round, the earlier allotted
seat will automatically be cancelled, and the same will be allotted to another candidate.
Therefore, you are advised to fill in only higher choices or choices which you prefer over
the earlier allotted seat.
Q.No.48. Can I join the college directly if my seat gets upgraded during the 2 nd
Round/3rd Round from the 1st Round/2nd Round of AACCC-UG counseling?
Ans: No, before you join the upgraded college/course, you will have to get an online
relieving letter from the earlier allotted institute/college (of 1st/2nd Round), generated
through the AACCC portal. The candidate will not be permitted to join the upgraded seats
without relieving letter from earlier admitted institutes, and original documents.
Q.No.49. If I get an upgraded seat but in the same college because of a change of
category (e.g. from SC/ST/OBC to UR category), do I have to take admission on the
upgraded/allotted seat again?
Ans: Yes, you have to proceed as follows:
Step-1: Get an online-generated relieving letter through the AACCC portal from the
institute for the earlier allotted seat.
Step-2: Join the upgraded category seat and get a Provisional Admission Letter,
generated online, for the upgraded category seat; otherwise, your earlier seat (previous
round) would be cancelled and allotted to another candidate.
Q.No.50. Is it necessary to join the 2nd Round allotted ASU&H College to participate
in the 3rd Round?
Ans: No. Candidates need not report/join the 2nd Round allotted college to participate in
the 3rd Round since there is free exit.
However, suppose a candidate wants to hold the 2nd Round allotted seat. In that case,
he/she needs to join the college physically and give up-gradation willingness for the 3rd
Round at the time of admission to the 2nd Round allotted college.
Further, suppose a candidate wants to exit/withdraw from Round-2 joined
institute/course; in that case, he/she will be allowed to withdraw 3 days prior to the
commencement of the 3rd Round with forfeiture of security money, then he/she will be
eligible to participate in further AYUSH counseling. If a candidate fails to do so, he/she
shall become ineligible for further AYUSH-UG counseling (Central/State/UT’s/Central
Pool Quota).
IMPORTANT
In case, candidates have not submitted willingness for up-gradation in the 3rd Round at the time of
joining/reporting of 2nd Round allotted College, he/she will not be considered eligible for up-
gradation in 3rd Round.
Q.No.51. If I joined the Round-2 allotted seat but later changed my decision and want
to exit, then can I participate in further AYUSH counseling (Central/State/UT/Central
Pool Quota)?
Ans: Round-2 admitted candidate needs to withdraw/surrender from respective institute
three days prior to commencement of 3rd Round with forfeiture of security money, then they
can participate in further AYUSH counseling. If the candidate fails to do so, he/she shall be
ineligible for further AYUSH counseling (Central/State/UT/ Central Pool Quota).
Q.No.52. Am I eligible for further AYUSH counseling if I resign from joined institute/
course allotted in the 2nd Round?
Ans. Yes, the candidate shall be eligible for further AYUSH-UG counseling if he/she
withdraws/surrenders from the institute/ course allotted in the 2nd Round 3 days prior to the
commencement of registration for the 3rd Round with forfeiture of security money.
Q.No.53. Who will be eligible for the “Exit with Forfeiture” option in the 2 nd Round?
Ans: If a Candidate joined in the 2nd Round allotted seat and wants to exit within the
stipulated period mentioned in the above FAQ No. 52, he/she can withdraw/surrender with
Forfeiture of Security Money.
Further, the candidate will become ineligible for any other AYUSH counseling
(Central/State/UT/Central Pool Quota) if he/she withdraws/surrenders beyond the
permissible period (i.e., 3 days prior to the commencement of 3rd Round).
Q.No.54. I have registered in the 1st Round; should I register again for the 2 nd Round
& 3rd Round?
Ans: No, only candidates who have not registered in the 1st Round need to register afresh
for the 2nd Round/3rd Round.
Q.No.55. Am I eligible for Central Pool Quota Counseling if I join the allotted seat in
the 2nd Round of AACCC-UG counseling?
Ans. If a candidate wants to participate in the Central Pool Quota Counseling, he/she needs
to withdraws/surrenders the Round-2 admitted seat 3 days before the commencement of the
3rd Round with Forfeiture of Security Money. If the candidate fails to do so, he/she shall be
ineligible for Central Pool Quota counseling. Further, the AACCC, M/o Ayush has no role
in the Counseling for Central Pool Quota seats.
Q.No.56 What happens if the candidate withdraws their 1st/2nd Round
allotted/upgraded seat beyond the stipulated time?
Ans Such candidates will be ineligible for further AYUSH-UG Counseling
(Central/State/UT/Central Pool Quota) with forfeiture of security money. Further, the list of
such ineligible candidates will be circulated to all Central/State counseling authorities to
prohibit them from participating in any other AYUSH-UG counseling.
ROUND-3 (FAQs)
IMPORTANT
Candidates are advised to take a calculated decision of continuing in 3rd round as they would not be
permitted to resign from 3rd round. They will also not be allowed to participate in any AYUSH-UG
Counseling for that year after allotment/joining in 3rd round.
Q.No.57. Who will be eligible for the 3rd Round of AACCC-UG Counseling?
Ans: The Following categories of candidates are eligible for the 3rd Round:
a) Candidates who are registering for the first time.
b) Registered candidates who have not been allotted any seat in Round 1 & Round 2.
c) All candidates admitted in Round 1 or Round 2 and opted for up-gradation of their
admitted seats (with fresh choice filling).
d) Round 1 admitted Candidates availed of free exit options within the stipulated period
and not participated in the 2nd Round.
e) Candidate allotted seat in the 2nd Round and availed free exit (not joined/ not
reported).
f) Candidate withdraws from the 2nd Round allotted seat, 3 days prior to commencement
of the 3rd Round, with forfeiture of Security Money (Need to remit the complete fees
again).

will be allotted seats based on his/her filled choices and merit.
The seat matrix for vacant seats due to non-joining /vacating of the 2nd Round will
be published on the AACCC portal. Candidates will be shown all available choices against
actual and virtual vacancies. (Virtual vacancies are likely to be available when the seat gets
vacated during up-gradation and during the seat conversion as per the following algorithm).
The AIQ (Govt. /Govt. Aided /CU/NI) seats that remain vacant after the 2nd Round
will be converted during the 3rd Round of counseling as per the following algorithm, only if
the reserved seat is not opted by any candidate/non-availability of candidate of that particular
category in 3rd Round.

IMPORTANT
Candidates cannot claim Virtual vacancies shown due to the application of conversion algorithm.
The Seat will be converted as per aforesaid algorithm, only if the reserved seat is not opted by any
candidate/non-availability of candidate of that particular category during the 3rd Round. UR
category candidates cannot claim the reserved seats shown to them as a virtual vacancy, if the same
seat is opted by the candidate of that particular category.
Q.No.59. What will happen to vacant seats after the completion of the 3 rd Round?
Ans: All India Quota (AIQ) seats of Govt. and Govt. aided/CU/NI institutions that remain
vacant after the last date for joining of 3rd Round will continue to be allotted during the
online Stray Vacancy Round conducted by the AACCC, M/o Ayush.
The Vacant seats of Deemed University after the 3rd Round will revert to the respective
Deemed University for conducting the Stray Vacancy Round at the institute level. AACCC,
M/o Ayush will provide the list of eligible registered candidates for the Stray Vacancy
Round, which will be strictly exercised as per merit during seat allotment.
Further, the list of ineligible candidates will also be circulated to concerned State/UT
counseling authorities, National Institutes/ Central Universities/ Deemed Universities to
prohibit them from participating in further AYUSH counseling (Central/State/UT/Central
Pool Quota). (Please see the website for the list of ineligible candidates)
Q.No.60. Is the Up-gradation allowed from the 2nd to the 3rd Round of the AACCC-
UG counseling?
Ans: Yes. Up-gradation is allowed from the 2nd to the 3rd round of AACCC counseling.
However, the candidates must take admission on their upgraded seats in the 3rd Round from
1st & 2nd Round admitted seats as the earlier allotted seat stands cancelled. If such candidates
do not join the upgraded seats in Round-3, their security money will be forfeited, and they
will become ineligible for further AYUSH counseling. (Central/State/UT/Central Pool
Quota).
Q.No.62. What will happen if a candidate does not join the 3rd Round allotted
institute?
Ans: If a Candidate does not join the 3rd Round allotted/upgraded seat, the candidate's
admission will be cancelled with Forfeiture of security money. Further, he/she will become
ineligible for any other AYUSH counseling. (Central/State/UT/Central Pool Quota).
NOTE
The seats remain vacant (not joined/withdrawn) after the 3rd Round of AACCC-UG Counseling of
Govt./Govt. Aided colleges/CU/NI will continue to be filled through the online Stray Vacancy Round
conducted by the AACCC, M/o Ayush. Further, for seat allotment under Deemed Universities, the
Stray Vacancy Round will be conducted by the respective Deemed Universities at the institute level.
IMPORTANT
There will be data sharing between State and Centre and if any candidate has its name in the list of
allotted candidates in either of the lists, then such candidates shall be ineligible for AACCC- Stray
Vacancy Round.
Q.No.65: Should I submit any willingness to participate in the Stray Vacancy Round?
Ans. Candidates must submit a willingness in the AACCC-UG portal to participate in the
Stray Vacancy Round with an undertaking that they are not holding any UG(ASU&H) seats
allotted through AACCC-UG counseling or counseling conducted by State/UTs.
Q.No.66: Who is ineligible for the Stray Vacancy Round of the AACCC-UG
Counseling?
Ans:
1. Candidates who already joined the allotted seat in 1st Round/2nd Round / 3rd Round
of AACCC-UG counseling at AIQ-Govt/ Govt aided / Deemed/ Central
Universities/National Institutions.
2. Candidates allotted a seat in the 3rd Round.
3. Candidates who have not registered in any of the Previous 3 Rounds.
4. Candidates who are resigned from the allotted seats in the 2nd Round beyond the
permissible period of exit (i.e., 3 days prior to the commencement of the 3rd Round).
5. Candidates holding a seat through State/UT Counseling.
Q.No.67. Is the choice-filling facility available in the Stray vacancy round of AACCC-
UG counseling?
Ans. Yes, the choice filling is available in the final Stray vacancy round of AACCC-UG
counseling.
Q.No.68. Is any Up-gradation allowed from the 3rd Round to the Stray Vacancy Round
of the AACCC-UG counseling?
Ans: No, Up-gradation is not allowed from the 3rd Round to the Stray Vacancy Round of
the AACCC-UG counseling.
Q.No.70. What will happen if I am not joined the seat allotted through the Stray
Vacancy Round of the AACCC-UG counseling?
Ans: Candidate must join the seat allotted through the Stray Vacancy Round; otherwise, the
admission will be cancelled and become ineligible for other AYUSH counseling.

Q.No.71. Should the Security Fees be refunded if a candidate is not allotted a seat in

Security Fees will be refunded to the bank account provided by the candidate at the time of
registration in the AACCC-UG counseling.
Q.No.72. Who is eligible for the Stray Vacancy Round conducted by Deemed
Universities?
Ans. Only candidates registered in the AACCC-UG counseling are eligible to participate in
the Stray Vacancy Round Conducted by respective Deemed Universities. The list of such
candidates will be forwarded to the respective Deemed Universities for conducting Stray
Vacancy Round. NEET (UG)-2023 qualified Candidates who are not registered on the
AACCC-UG portal are not eligible for admission to Deemed Universities.

REGISTRATION FEE & SECURITY MONEY
b) Refundable Security Fee will be refunded to candidates after joining the allotted college in
the stipulated time mentioned in the schedule or if candidate did not get any seat during all
rounds counseling, to the bank account provided by the candidate at the time of registration
for AACCC-UG counseling.

Ans: No, in such case the candidate has to pay only the higher fee i.e. of Deemed University

Q.No.3: What are the norms for forfeiture of security money during AACCC-UG counseling?
Ans. If the candidate is not eligible for refund of security money due to non-compliance of counseling
scheme, the full security money will be forfeited irrespective of the category of seat (e.g. AIQ-Govt
or Deemed University) of seat allotted.
REFUND RELATED FAQ’s
Q.No.1. When will the Refundable security amount be refunded if I am eligible as per the
Refund Policy?
Ans. Refund will be initiated only after completion of all rounds of AACCC–UG Counseling.
Q.No.3. What happens if the candidate, by mistake, makes more than one payment for the
same Roll #?
Ans: Candidate can approach the Financial Custodian after 15 days of closing of Registration
Window. The Financial custodian will refund the excess payment, if any, within 30 days of receipt
request from the candidate.
Q.No.4. Do I have to request the Financial Custodian to refund the security amount? What is
the schedule for the refund of the security amount?
Ans:
a) No. Candidate need not approach the Financial Custodian for refund of the security amount.
b) The AACCC, M/o Ayush will publish the list of candidates eligible for the refund of the
security amount on the AACCC website (www.aaccc.gov.in) as and when the counseling
process is completed (all rounds of counseling are completed).
c) Once the Financial Custodian completes the refund, AACCC, M/o Ayush will publish the
refund details along with the refund date & transaction # on the website of AACCC
(www.aaccc.gov.in). The refund will be credited, depending upon the level of digitalization
of the candidate’s bank, to the candidate's account between 02 to 15 days from the date of
refund by Financial Custodian.
Q.No.5. Can I initiate refund proceedings through chargeback claim through the card issuing
bank?
Ans: No, Candidates who have been allotted seats should not initiate refund proceedings through
chargeback claim through the card issuing bank. If the charge back claim is initiated, the Financial
Custodian will not be in a position to initiate direct refund and thereby refund of the security amount
will be delayed.
Q.No.8. Will AACCC, M/o Ayush bears the bank charges incurred by the candidate while
registering for counseling?
Ans: No, Bank Charges, if any, incurred by the candidates should be borne by themselves.
Q.No.9.Will the AACCC, M/o Ayush pays interest in the refundable security amount?
Ans: No, AACCC M/o Ayush will not pay interest on the refundable security amount.
Q.No.10. Can candidate remit the Registration Fee and Security Deposit from NRI Account?
Ans: No, since AACCC, M/o Ayush cannot, as per Reserve Bank of India (RBI) Rules, refund
security deposit to NRI Account. If the candidate wants to use the funds available in his/ her NRI
Account for registering for counseling, he/ she has to first transfer funds from NRI Account to NRO
Account and from NRO Account to AACCC. Further, the fund from AACCC will be credited to
NRO Account only.
Q.No.11. If the candidate does not get payment confirmation from payment gateway provider,
whom he/she should approach for payment confirmation?
Ans: The candidate should approach the Financial Custodian (finance-aaccc@aiia.gov.in), who will
respond within 5 bank working days of closing of Registration window.
Note: All the emails must be sent to the respective email IDs for
respective queries / grievances only and any email sent to any
other email ID other than the concerned email IDs would not
be considered in any case. Also, mails will be answered
during office hours only i.e., 9:00 AM to 5:30 PM.
