A Brief on World Food India – 2023 organized by Ministry of Food

Processing industries during 3-5th Nov, 2023

Ministry of Food Processing Industries, Government of India organised the 2nd


edition of International Mega Food Event “World Food India 2023” during 3rd – 5th
November 2023 at Paragti Maidan, New Delhi. The event was the biggest ever
congregation of government departments & dignitaries, global investors and business
leaders of major global and domestic agri-food companies in the country.

Background:

With a view to showcase sectoral strengths, past achievements & investment


potential and keeping in view ongoing International Year of Millets (IYoM) activities,
Ministry submitted a proposal to DoE for organizing the event and was conveyed
approval vide its ID Note No 19 (22)/E. Coord/2022(2862583) dated 30.11.2022 for the
same.

Preparatory Activities for World Food India:

Ministry has been intensely engaged with preparatory work for the event prior to the
event, notable among them are:

(i) On boarding agencies to help organize the event: The Event of large scale requires
specialized agencies with domain expertise. Accordingly, Ministry finalized FICCI as
Event partner and Ernst & Young as Knowledge/Content Partner through competitive
bidding for specific responsibilities for Conceptualization and Planning of the event,
Venue Development, Participation liaising & Arrangements, Marketing and Promotion
etc.

(ii) Industry Round tables/ Roadshows/ Exhibitions/Conferences: Ministry strived


hard throughout about one year of the preparations of the event to ensure wide
participation of global investors and business leaders of major global and domestic
companies, experts and other relevant stakeholders through a series of Industry Round
tables, Roadshows, Exhibitions, Conferences etc. Domestic Industry Round tables in 6
Bigger Cities of the country apart from multiple Industry Interactions throughout the
year in Delhi to promote the Event. 3 Round tables & 35 individual interactions with
Foreign Missions, VC meetings with Indian Missions & 16 Round table discussions with
domestic Industry stakeholders were held. Specific details of these activities is placed at
Annexure-I.

(ii) Shree Anna Events: As World Food India 2023 was organized as part of IYoM
activities, Shree Anna Exhibitions & Technical Conferences across all Metro Cities, and
26 Millet Mahotsavs were held throughout the year in different districts across the
country to encourage Millet processing stakeholders to be part of larger value chain
ecosystem through World Food India. The details of the events are placed at Annexure-
II.

(iii) Start-Up Challenge: With a view to recognize the contribution of Start-ups in


sectoral progress through World Food India, a National-level Grand Start-up Challenge
was organized with the support of Startup India/Invest India to encourage innovative &
disruptive futuristic ideas in Food Processing Sector. The best startup ideas were
selected by a team of academia and Industry stalwarts for three different challenges –
(a) Low-cost primary processing gadgets with capabilities to handle multiple millets; (b)
Technology for on-farm & on-shelf and rural-level safe long-term storage of millets & (c)
Waste to Wealth: Innovative concepts for utilization of food processing wastes. An award
of Rs 3 Lakh Cash prize and Rs 2.5 Lakh Incubation/ acceleration support was provided
to each of the 2 winners in these three categories.

(iv) Designing of Specific Activities in the Event: Ministry held extensive deliberation
with Food Processing industry stakeholders, Shree Anna Processors, Academia etc and
finalized the design & tie up with agencies for (i)50000 litre Shree Anna Beverage
structure to be served free to the visitors to motivate them for further usage; (ii) specific
domestic companies and technologies to be showcased in technology pavilion; (iii) food
street showcasing 75 Shree Anna cuisines and other ethnic delicacies to be tasted free
to the visitors; (iv) specific food waste to wealth technologies to be showcased in
sustainability pavilion and artistic creations & distribution of T-Shirts made from
discarded food packets etc.

(vi) Canvassing with SHGs & scheme beneficiaries in coordination with states: A
large number of SHG members, all the MoFPI scheme beneficiaries, educational/
research organizations, employees of the Industries and members of farming community
were approached to be part of the event specially its inaugural session. Arrangements
were made with tie up with Department of Expenditure, State authorities, NIC etc for
distribution of more than Rs 300 Cr Seed Capital to more than 1 lakh SHG during
inaugural session of the event.

(vii) Preparations for Reverse Buyer Seller Meet (RBSM) : APEDA, MPEDA,
Commodity Boards were onboarded to bring over 1000 buyers from over 75 countries
from Asia, Europe, CIS and Oceania regions to participate in the World Food India.
Ministry coordinated with Indian Missions abroad to gather the details of potential
buyers like Germany, United Kingdom, Belgium, Thailand, Myanmar, Sri Lanka, Brunei,
Dominican Republic.
(viii) Preparations for Technical Sessions: A Total of 48 technical sessions with 12
Sessions of Participating States, 11 Sessions of Allied Ministries and Bodies, 16
Thematic Sessions on challenges and opportunities across the food processing value
chain & 2 Country Sessions were planned during the event after extensive discussions
with researchers, academia & Industry stakeholders. While devising these sessions
critical aspects like financial empowerment, machinery & technology, advanced AI and
IoT based solutions, sustainable packaging and processing and other pertinent topics
were taken into consideration. More than 300 speakers were on-boarded for these
sessions.

(viii) Whole of Government Approach: Extensive efforts were made throughout the
year towards enlisting/ on-boarding all the related line Ministries/States/ Autonomous
Bodies as partners in the event.

Highlights of Activities during World Food India 2023 held during 3-5th Nov, 2023

World Food India 2023 was organized 3rd – 5th November 2023 in Ground Floors of
Halls Nos 1,2,3,4,5,6 & 14 (measuring 49,174 Sq meter of area) apart from open spaces of
about 10,000 sq meter area in Paragti Maidan, New Delhi. Technical Sessions, Ministerial
Meetings, Industry Roundtables apart from inaugural and valedictory sessions were held
in Bharat Mandapam. The event was the biggest ever congregation of senior government
dignitaries, global investors and business leaders of major global and domestic agri-food
companies. Key Components of the Events were - Exhibition, Conferences & Knowledge
Sessions, Food Street, Sri Anna based activities, Indian ethnic food products and specific
pavilion segments focussed on – (a) Fruits and Vegetables; (b) Dairy & Value-added dairy
product; (c) Machinery and Packaging; (d) Ready to Eat/ Ready to Cook & (e) Technology
and Innovations etc.

(i) Location of Activities of Word Food India:


 Inaugural Session: Plenary Hall, Bharat Mandapam with 3000 seating Capacity.
 Exhibition: Ground Floors of Hall Nos 1,2,3,4,5,6 & 14 (49,174 Sq m area).
 Roundtable meetings & Technical sessions: 8 Meeting Rooms in Bharat Mandapam.
 CEO Roundtable: Summit Room in Bharat Mandapam.
 Food Street & Food Court: Open Area surrounding Bharat Mandapam (10,000 Sq
m).
 Valedictory Session: Plenary Hall, Bharat Mandapam with 2000 seating Capacity.
(ii) Details of Inaugural Event:
 World Food India was inaugurated by Sh Narendra Modi, Hon’ble Prime Minister in
the Plenary Hall of Bharat Mandapam at 10 AM on 3rd Nov 2023. He inaugurated
the exhibition in Hall No 14, visited MoFPI pavilion and portions of Technology
Pavilion and interacted with select Industry Representatives in the inauguration.
 The inaugural event was physically attended by 5 Union Ministers, 9 International
Ministerial level delegations, 20 International High level official delegations, 91 CXOs
of domestic and global Food Processing companies apart from about 3000 scheme
beneficiaries, students, academia, exhibitors, Governments Officials etc. The details
of overseas delegation’s present are placed at Annexure-III.
 Ministry scheme beneficiaries of PMKSY, PMFME & PLISFPI schemes spread across
the country participated in Inaugural Event through Video Conference organized
with the help of NIC. The event was telecasted live on YouTube as well as PMO,
Ministry, WFI, NIFTEM etc websites and various social media handles. NIC has
conveyed that inaugural session was watched live from 11327 locations spread
across the country. It is estimated that event was watched on-line by more than 4
Lakh viewers Placed at Annexure-IV
 During the inaugural session. Hon’ble Prime Minister initiated distribution of Rs 380
Cr Seed Capital under PMFME Scheme to 1.07 Lakh SHG members through one
click mode.
 Audience were apprised of the progress made in Food Processing sector in last
decade through a customized Promotional Video made for the occasion.
 Hon’ble PM, in his address, appreciated the efforts made in organizing the event.
Highlighting the achievements of past nine years, he emphasized that the sector has
attracted foreign direct investments exceeding Rs 50,000 crores, thanks to the
government's industry-friendly and farmer-centric policies.
 Hon’ble Minister, FPI made inaugural welcome address and Hon’ble Commerce &
Industries Minister also addressed the session.

(iii) Industry CEO Roundtable:


 An Industry Roundtable discussion was organized on the inaugural day of World
Food India 2023 in Summit Hall of Bharat Mandapam. The event was co-chaired by
Union Minister Shri Pashupati Kumar Paras, Ministry of Food Processing Industries
and Union Minister Shri Piyush Goyal, the Ministry of Commerce and Industry,
Consumer Affairs, Food and Public Distribution, and Textiles. The Roundtable was
attended by 8 Secretaries from related line Ministries and 91 CXOs from over 70
leading companies operating in the food processing and allied sectors. The
discussions in the Roundtable primarily revolved around topics such as ease of doing
business, investment and sourcing interests, and gathering industry insights on the
existing gaps in the value chain within the Indian Food Processing Sector. The

(iv) G2G, G2B & B2B Meetings:

World Food India witnessed intense deliberations on common concerns amongst


participating Policy Makers, Overseas delegations including Ministers, Industry
leaders etc. Over the 3 days of the event, in all 6 International Ministerial level
meetings, 112 Government meetings with Business delegations/ Industries apart
from more than 16283 Business to Business meetings were conducted during the
event which fostered meaningful dialogues and partnerships, creating an
environment conducive to knowledge exchange and industry growth. The details of
G2G & G2B meetings are placed at ANNEXURE-VI.

(v) Technical Sessions:


 The three-day event comprised 47 sessions, featuring Thematic, State, Allied
Ministries, and Country & Organization sessions. Notably, 16 Thematic Sessions
delved into crucial subjects such as Financial Empowerment, Quality Assurance,
Innovations in Machinery and Technology, e-Commerce, and Logistics in the food
processing sector. Moreover, 12 State-focused panel discussions and 11
specialized sessions by Allied ministries, including DoC and FSSAI, addressed
pertinent industry challenges. The sessions were graced by Ministers from
Gujarat, Kerala, and Andhra Pradesh.
 The event also hosted knowledge sessions by The Netherlands and Japan,
promoting knowledge exchange and best practices.
 Knowledge Session titled “Unlocking Value Addition in India’s Agri Exports:
Leveraging Innovation & the Startup Ecosystem” was organized in association
with APEDA, Spices Board, Tea Board and Coffee Board. This knowledge session
led to a panel discussion comprising of leading exporters from the industry.
 Successful focused meetings with The Netherlands, the US-India Strategic
Partnership Forum, Brazil, and the UAE highlighted growth opportunities in
India's food processing sector.

(vi) MoUs & Investment Promises made during the Event:


 One of the aims behind organizing the Event was to convince the global and
domestic Investor community of the strength of the sector and encourage them
towards further investment as well as to encourage export of domestic food
products. Investment Promotional Cell in the Ministry and Invest India team
pursued with the investors in this regard.
 The event concluded with a substantial surge of investment interest, resulting in
the signing of 27 MoUs & one Investment announcement amounting to total
investment interest of Rs 33,129 crore underscoring the event's significant impact
on propelling India's food processing sector. Companies such as Amul, ITC,
Mondelez, Kellogg’s, AB InBev, IB Group, Balaji Wafers, Ananda Dairy, Fertis and
Bikanerwala were among the signatories.
 Apart from Investment related MoUs, Ministry facilitated 2 MoUs between APEDA
(a) with Saudi and Food Drug Authority (SFDA) to boost the export of Indian agri
products to Saudi Arabia & (b) LuLu Hypermarket LLC as strategic partner to
promote Indian agricultural products i.e. APEDA scheduled products in the
international market through their hypermarkets across the world. These MoUs
aim at boosting domestic agricultural exports.
 In addition, Ministry along with APEDA facilitated signing of MoUs of Arunachal
Pradesh Marketing Board, Sher-e-Kashmir University of Agricultural Sciences &
Technology, Jammu and Meghalaya Agricultural Marketing Board with Lulu group
aimed at boosting exports potential from Himalayan and North Eastern states.

(vii) Industry Sponsors of the Event:


 As World Food India, 2023 was one of its kind Global Food Processing Event
organized in the country, Industry stalwarts were more than willing to be part of
it. As a result of Ministry efforts and persuasion, a total of 22 leading Food
Processing Companies sponsored the event. The list of sponsors is placed at
Annexure- IX.

(viii) Participating Partner Central Ministries and Partner/ Focus States:


 Aligned with whole government approach, Ministry approached and persuaded
all the aligned line Ministries/ Departments and associated autonomous bodies
as well as regulatory & promotional bodies, educational/ research Institutions
etc to Partner in organizing the event and exhibit their respective strengths.
Following Ministries participated in the event (i) Ministry of MSME, (ii) Ministry
of Agriculture and Farmers Welfare, (iii) Department of Fisheries, (iv) Ministry of
Ayush, (v) Department of Animal Husbandry and Dairying, (vi) Department of
Commerce, (vii) APEDA, (viii) MPEDA, (ix) Spices Board of India, (x) Coffee Board
of India, (xi) Tea Board of India & (xii) Coconut Board, (xii) Department for
Promotion of Industry and Internal Trade (DPIIT), (xiii) Ministry of Development
of North-Eastern Region and (xiv) Food Safety and Standards Authority of India
(FSSAI) as partners in organizing the event. Also, a large number of Government
educational & research institutions including CSIR, ICAR Institutes and
NIFTEMs also showcased their initiatives.
 Extensive advocacy measures resulted in 25 states participating in the exhibition
as Partner States (5), Focus States (7) apart from 8 other States participating in
the pavilion and other NER states participating in MDONER pavilion.

(ix) Partner/ Focus Countries & those Participating in exhibition


 There was strong contingent of International component in the exhibition with
Netherlands participating as Partner Country, Japan as Focus Country apart from
12 other countries having mutual interest in Food Processing in International
Pavilion. The list of participating countries is placed at Annexure-X

(x) Exhibitors Participating in the Event (1208)


 Whole Food Processing Value Chain stakeholders were present in the exhibition
with dedicated Technology Pavilion, Start-up Pavilion, sub-sectoral pavilions,
Machinery pavilion, Institutions Pavilions, Millet Pavilion, State Pavilions, Country
Pavilion, Partner Ministry Pavilions etc apart from dedicated sections for Ministry
Scheme Beneficiaries- (a) PMKSY; (b) PMFME, (c) PLISFPI. Each of these sections
housed related companies/ organizations exhibiting their products, technologies,
innovations etc. In all 1208 exhibitors participated in the event, making it biggest
ever such event in the country.
 Dedicated MoFPI Theme Pavilion highlighting journey of Food Processing in the
country & showcasing sectoral achievements of past 9 years through its schemes
was the key highlight and was visited by Hon’ble Prime Minister.

(xi) Curated Food Street


 The experiential Food Street, curated by Celebrity Chef Ranveer Brar, was one of
the key attractions of the event, offering an immersive experience of India's rich
culinary heritage and 75 diverse regional cuisines. It was showcased in open area
in front of Halls 2 to 5 in Pragati Maidan. 200 chefs, including prominent names
like Chef Sarah Todd and Chef Kunal Kapur, participated, conducting cookery
demonstrations. Dedicated Shree Anna cuisine section organized by ITC, ensemble
of street food vendors from across the country serving 75 iconic street food dishes
of India and heritage culinary delights of different Gharanas provided the rich
culinary culture of the country a global platform through World Food India.
(xii) Reverse Buyer Seller Meet-

 Ministry onboarded Department of Commerce and all its associated Export


Promotion bodies like APEDA, MPEDA, Tea Board, Coffee Board, Spice Board as
well as Coconut Board of DoA&FW to organize a Reverse Buyer Seller Meet as part
of World Food India. Ministry allotted Hall No 3 and part of Hall No 5 without any
hiring charges exclusively to APEDA & other Boards for organizing such meeting.
 Exhibition of potential Agricultural and Processed food products including Marine,
Tea, Coffee and Spices were also organized in these areas. More than 200
exhibitors from 28 states and UTs participated. Prominent exporters, food
processing industries, Start ups, Women entrepreneurs, FPOs/ PFC and corporate
houses exhibited their produce. 21 women entrepreneurs, 15 FPOs and 10 start-
ups along with other MSME and big export houses participated with APEDA in
these areas.
 715 International Buyers visiting from more than 80 countries covering EU, USA,
GCC, Africa, South East Asia and Australian region for participation in the WFI
2023 apart from 218 domestic buyers participated in RBSM meetings.
 A mobile app was developed to facilitate importers and exporters for scheduling
the meetings as per their convenience. The facility of organizing RBSM was
extended to all the exhibitors participated in the WFI 2023. More than 16000
business meetings were held between exporters and importers during 3 days event
as per the details given below:

 As per the feedback received exporters generated more than 3000 serious trade
leads during the event that will be turn in to business in near future.

(xiii) Footfall in the Exhibition


 Entry in the exhibition was made through elaborate registration process on a
dedicated portal. More than 35000 visitors registered on the portal and visited the
exhibition after collecting badges and visiting passes.
 Entry to the event was made free with registration process made voluntary and
not mandatory after the inaugural session. A large number of school students of
Delhi-NCR region and farmers apart from Government officers and common
businessmen visited the exhibition through this mode. Such visitors are estimated
to be 40,000 making total footfall in the exhibition around 75,000.
 An estimated 5640 delegates participated in technical sessions conducted on the
three days in Level-I of the Bharat Mandapam.

(xiv) Valedictory session


 Valedictory session of 'World Food India 2023' held at 5:00 PM on 5th
November at Bharat Mandapam was graced by the esteemed presence of the
President of India, Smt Droupadi Murmu.
 The valedictory session encapsulated the event's resounding success, with
the President acknowledging its pivotal role in showcasing India's vibrant
culinary heritage and fostering robust partnerships among various
industries. She emphasized the country's potential as a global culinary hub
and underscored the importance of enhancing food distribution to combat
global hunger.
 Secretary, FPI gave valedictory welcome address and Hon’ble Minister, FPI
gave a brief of activities and achievements of the event in his address.
 Hon’ble President conferred awards to 6 Start-ups selected through yearlong
Start-up Grand Challenge process apart from best performers in Ministry
schemes and women entrepreneurs. A brief on awards is placed at Annexure
–XI.

Brief of Efforts made by MoFPI to ensure participation of Government and

(1) Interaction with Foreign Missions in India

(i) 15th June 2023: A roundtable interaction along with Ministry of External Affairs was
held with Heads of Foreign Missions in India – 47 countries participated.

(ii) 17th May 2023: Foreign Missions Meet on World Food India 2023 with representatives
of 60 countries.

(iii) 19th January 2023: Secretary FPI chaired a roundtable with representatives of 19
Foreign Missions in India to disseminate information pertaining to all activities of
World Food India 2023.

(2) Hon’ble Minister FPI has extended invitations to his counterparts in 76 countries.
These letters along with promotional materials of World Food India were sent with the
support of Ministry of External Affairs.

(3) Virtual Interactions with Indian Missions abroad: Secretary FPI held virtual
interactions with Indian missions to apprise them about World Food India 2023 and
requested support in ensuring active participation of both Government and Industry
members from respective countries.

(6) International Roadshows to promote participation in World Food India:

(i) 14th to 18th October 2022, France led by Additional Secretary, MoFPI

Brief on Millet Mahotsavs as build up to World Food India

• Millet Mahotsav organised in 26 districts namely Mandla (Madhya Pradesh),


Bhojpur (Bihar), Vijayanagar (Andhra Pradesh), Agra (Uttar Pradesh), Madhurai
(Tamil Nadu), Nuapada (Odisha), Mahabubnagar (Telangana), Jodhpur
(Rajasthan), Khunti (Jharkhand), Tirap (Arunachal Pradesh), Almora
(Uttarakhand), Palakkad (Kerala), Surat (Gujarat), Patna (Bihar), Ahmedabad
(Gujarat), Chandigarh, Raipur (Chhattisgarh), Pune (Maharashtra), Jaipur
(Rajasthan), Coimbatore (Tamil Nadu), Mandya (Karnataka), Kolkata (West
Bengal), Amritsar (Punjab), and Hyderabad (Telangana), Jammu (Jammu &
Kashmir) and Thane (Maharashtra).
• Activities undertaken: The event encompassed a wide range of activities like Buyer
Seller Meet, Industry Meet, Exhibition, fair & sale of Value-Added Products, Millet
recipes demonstration, Live kitchen, Technical Sessions and Cultural Programs,
etc.
• Exhibition-cum-sale: Around 30 free of cost stalls per event were provided to the
entrepreneurs focusing on the millet-based products.
• Participation from various levels: The event was a fruitful congregation of senior
Government dignitaries from the Central, State and District administration,
investors, Food processing entrepreneurs, Farmers/ Producers, FPOs/FPCs/
Cooperatives/ SHGs, equipment manufacturers, Academicians and business
leaders of major food companies. Each event witnessed huge participation of
stakeholders with a footfall of around 2000 people in each event.

Export Related MoUs

1. MoU signed with SFDA: An MoU was signed between APEDA and Saudi and Food
Drug Authority (SFDA) on 3rd November 2023 at World Food India 2023 to boost
the export of Indian agri products to Saudi Arabia. It was signed by Mr. Sami Al
Sager, Vice President, SFDA and Mr. Abhishek Dev, Chairman, APEDA. It is a step
taken towards strengthening trade relations and ensuring food safety and
smoother export.
The memorandum of understanding (MoU) will pave the way for increased
collaboration in the agricultural sector, with a specific focus on exports of high-
quality agricultural products from India to Saudi Arabia. The agreement
underscores the commitment of both parties to promote the safe and wholesome
consumption of food, adhering to required quality standards and regulations.
2. MoU signed with LULU: Agricultural and Processed Food Products Export
Development Authority (APEDA) and LuLu Hypermarket LLC entered into a
Memorandum of Understanding (The “MoU”) to work together to form a closer
association as strategic partners to promote Indian agricultural products i.e.
APEDA scheduled products in the international market through their
hypermarkets across the world.

3. MoUs facilitated for State Organizations: Signing of MoUs of Arunachal Pradesh


Marketing Board, Sher-e-Kashmir University of Agricultural Sciences &
Technology, Jammu and Meghalaya Agricultural Marketing Board with Lulu group
aimed at boosting exports potential from Himalayan and North Eastern states was
also facilitated.

The Ministry constituted a committee under the chairmanship of Additional


Secretary, FPI to decide the category of awards, criteria for top performing States &
Banks under PMFME Scheme and Women Owned Entrepreneurs under PMKSY
Scheme.

Category of Awards:

I. PMFME (States & Banks)

The Ministry of Food Processing Industries is implementing a Centrally


Sponsored Scheme “Pradhan Mantri Formalization of Micro food processing
Enterprises (PMFME) Scheme” under AatmaNirbhar Bharat Abhiyaan to support
2 lakh micro food processing units through credit linked capital subsidy. The State
Governments in coordination with Lending Banks are implementing the Scheme
at the ground level. Top performing States & Banks were awarded during
valedictory to motivate them in achieving more heights and contribution to the
food processing sector.

II. PMKSY

PMKSY is a comprehensive package scheme resulting in creation of modern


infrastructure with efficient supply chain management from farm gate to retail
outlet. Not only it provides a big boost to the growth of food processing sector in
the country but also helps in providing better returns to farmers and is a big step
towards doubling of farmer’s income, creating huge employment opportunities
especially in rural areas, reducing wastage of agricultural produce, increasing the
level of processing and enhancing the export of the processed food.

II. Best Startup under Startup Grand Challenge

Startup India aims to facilitate generation of innovative and futuristic ideas


utilising modern technology to address pressing issues faced by the Government
and catalyze innovation by identifying problem areas preventing adoption of
unique products/ services.
