Goal Foster effective inter-agency coordination and collaboration among


communities, local government units, and peace and security forces
in Special Geographic Areas (SGA) to reduce the incidence of rido and
enhance peace and security in the region.

II. Project Overview

Rido is a long-standing problem in the region and has caused social, economic, and political instability,
affecting the quality of life of the people in the area. This project proposes a comprehensive approach to
reducing the incidence of rido in Special Geographic Areas (SGA) - BARMM in the Philippines by
improving coordination among communities, local government units (LGUs), and peace and security
forces in the region. The project aims to enhance inter-agency coordination through a series of seminars
and develop policy recommendations to strengthen the Coordinating Committee on the Cessation of
Hostilities (CCCH), Ministry of Human Settlements and Development (MHSD), Ministry of Public Order
and Safety (MPOS), Ad Hoc Joint Action Group (AHJAG), and Joint Peace and Security Committee (JPSC).
This project will conduct rapid institutional assessments, policy consultations, write shops, and
presentations of policy papers to relevant stakeholders. Additionally, the project will establish a
monitoring and evaluation framework to track project progress and develop sustainability mechanisms
to ensure the sustainability of project outcomes. By fostering collaboration and promoting peace
building mechanisms, this project hopes to create lasting peace and security in the SGA region.

To address the problem of rido effectively, a comprehensive approach is necessary. It should involve
various stakeholders, including the communities themselves, local government units (LGUs), and peace
and security forces. The proposed approach focuses on enhancing coordination among these
stakeholders to promote peace building, conflict resolution, and sustainable development.

The project aims to reduce rido in the Special Geographic Areas (SGA) of BARMM in the Philippines by
improving coordination among communities, LGUs, and peace and security forces. It involves conducting
assessments, consultations, seminars, and presentations, as well as developing policy recommendations,
enhancing the capacity of relevant committees, and establishing monitoring and evaluation
mechanisms. The deliverables include a rapid institutional assessment report, policy recommendations,
knowledge dissemination activities, capacity enhancement of committees, a monitoring and evaluation
framework, and sustainability mechanisms for long-term impact.

III. Implementation Strategies

1. Needs Assessment: Conduct a needs assessment to identify the root causes of rido and the
needs of the community, LGUs, and peace and security forces in SGA. This will guide the design
and implementation of the project and ensure that it meets the needs of the stakeholders.
2. Planning and Coordination: Develop a detailed project plan with clear objectives, activities,
timelines, and budgets. Establish a project management team to oversee the implementation of
the project and ensure that it is implemented in a coordinated and efficient manner.
3. Stakeholder Engagement: Engage with relevant stakeholders, including community members,
LGUs, peace and security forces, and other relevant organizations, to build support and ensure
that the project is aligned with their needs and priorities. Establish regular communication
channels to provide updates on project progress and solicit feedback.
4. Capacity Building: Conduct a series of seminars on inter-agency coordination among
communities, LGUs, and peace and security forces in SGA. This will enhance the participants'
knowledge and skills on inter-agency coordination and promote a shared understanding of the
peace and security situation in SGA.
5. Policy Development: Conduct institutional assessments of CCCH, AHJAG, and JPSC operations,
policy consultations in selected communities of SGA, and write shops to develop policy papers
containing recommendations to strengthen CCCH, AHJAG, and JPSC. The policy papers will be
presented to the relevant stakeholders, including CCCH, AHJAG, JPSC, LGUs, and BARMM.
6. Monitoring and Evaluation: Establish a monitoring and evaluation framework to track project
progress and measure the impact of the project.
7. Sustainability: Develop sustainability mechanisms to ensure that the project's outcomes and
impact are sustained beyond the project period. This could include capacity building for local
organizations to continue implementing and sustaining the project's activities, advocacy efforts
to secure government support for peace building efforts and strengthening of local peace-
building and conflict resolution mechanisms.

V. Impact:
1. Improved inter-agency coordination: By conducting a series of seminars on inter-agency
coordination among different stakeholders in SGA, the proposal could help improve the
coordination and communication between community members, LGUs, peace and security
forces, CCCH, AHJAG, and JPSC. This could lead to more effective responses to issues and
conflicts in the area, as well as better alignment of policies and practices.
2. Strengthened policies for peace and security: By conducting policy consultations and write
shops, the proposal could result in the development of policy papers containing
recommendations to strengthen CCCH, AHJAG, and JPSC. This could lead to the development of
