This year’s Annual Report covers Planned Parenthood of Illinois'


(PPIL) challenges and accomplishments from July 1, 2021 to June

30, 2022. But the most significant obstacles for our work now and in
the foreseeable future came on June 24, 2022, when the Supreme
Court overruled a half-century of settled constitutional law with the
Dobbs decision. For the first time in American history, the Court

took away a fundamental freedom. Millions of people found
themselves suddenly unable to access abortion health care.

For months before Dobbs was decided, PPIL had planned for the
possibility—however outrageous and unfair—that the radical

conservative members of the Court would take this unprecedented WHO WE SERVE

step. We realized that our responsibility to care for our patients, no


matter what, might face the need to transform into regional
leadership to care for patients. Thus, when the Dobbs decision
compelled our Wisconsin affiliate, PPWI, to stop providing abortion

care in that state, PPIL and PPWI leadership and staff worked MEDICAL SERVICES

collaboratively to create innovative patient-centered care for

Wisconsin patients at the PPIL Waukegan Health Center. This is but
one example of how we are working together with others, across
state lines, to benefit patients no matter where they live.

Similarly, we began and have continued to execute our ambitious


Resolve campaign, the largest multi-year campaign in our history.
The campaign proceeds have helped us build capacity at our health
centers, build staff capacity to serve growing patient needs more
effectively and efficiently, invest in digital innovations and telehealth

services, and strengthen partnerships with other affiliates and
reproductive services organizations. With the support and
assistance of donors and friends and the leadership and resilience
of all our dedicated staff, PPIL is rising to meet the challenge of our

Dear Friends,

This was a year of historic and unprecedented change.

On June 24, 2022, the U.S. Supreme Court overturned Roe v. Wade, eliminating the
constitutional right to abortion. In the blink of an eye, 50 years of settled law was revoked
and the rights of Americans rolled back by half a century. The result has been dozens of
states moving to ban abortion and millions of people stranded in their home states without
access to this essential form of health care. Despite the demise of Roe, I am proud to say that
Illinois remains a haven state, and the work of Planned Parenthood of Illinois (PPIL) is more
important than ever. Our job is to ensure that those who are forced to seek care outside of
their home state are welcomed in Illinois, no matter what.

As attacks against reproductive justice and bodily autonomy increased across the country, our
leadership team was prepared to open our doors to thousands in anticipation of this fateful
day. With your support, we expanded our infrastructure and scaled-up operations to
prepare to meet the challenges ahead in a post-Roe world. Over the past year, we
strengthened our partnership with two critical abortion funds in our region, Chicago Abortion
Fund and Midwest Access Coalition. PPIL's patient navigation program combined with these
partnerships enhance our ability to provide individualized, wrap-around support to abortion
and gender-affirming care patients. In addition, we developed regional partnerships and
innovative care models with our own Planned Parenthood affiliates in “banned” states to
ensure that PPIL can meet the post-Roe surge of patients now traveling to Illinois for care.
Working together, we have increased access to abortion for thousands of patients left
stranded in their home states by the Supreme Court’s decision.

Now more than ever, your unwavering dedication to PPIL has enabled us to not only protect
but increase access to equitable care in Illinois. As we began operations to prepare our health
centers for the coming post-Roe surge of out-of-state patients, we proactively began by
expanding several PPIL Health Centers including our Champaign Health Center which now
provides in-clinic abortion services to patients in central Illinois. We also relocated our
downtown Loop Health Center to a larger space located closer to public transportation.
Thanks to you, PPIL is well-equipped to meet the challenges ahead.

Today, PPIL stands ready to continue our commitment to meeting the needs of Illinois
residents while we open our doors to tens of thousands of out-of-state abortion and gender
affirming care patients. I cannot thank you enough for your partnership and support. This isn’t
our first fight, and it won’t be our last. Together, we are building a brighter future for
those who need us most in Illinois!

ELIMINATING
BARRIERS
TO CARE
Health equity is central to PPIL’s mission. As the largest provider of sexual and
reproductive health care services in Illinois, PPIL is committed to making
access possible for all individuals no matter their race, ethnicity, sexual
orientation, age, income, or zip code. While many states are increasing
restrictions and bans on abortion and gender affirming care, PPIL has taken
proactive measures to protect and expand access to essential health care in
Illinois. These challenging times demand that PPIL rise to the occasion and
provide safe, legal access to reproductive health care for all who need it—no
matter where they live.
Abortion By Mail
One of the ways PPIL is making abortion care more accessible is by
offering abortion pills through the mail to eligible patients. In
December 2021, the U.S. Food and Drug Administration (FDA)
permanently removed in-person dispensing requirements for mifepristone
(also known as the abortion pill), and PPIL providers began prescribing the
pill and dispensing it through a mail-order pharmacy. The abortion pill is a
safe and effective way of ending an early pregnancy—up to 11 weeks. To
qualify for the abortion pill-by-mail, patients must be 10 weeks pregnant or
less; they must have an Illinois address; and they must be physically
present in Illinois at the time of their telehealth appointment. Through a
virtual visit, PPIL patients have access to their medication abortion
consultation via the secure video-conferencing platform, InTouch, which
connects patients with their PPIL clinician virtually. This way patients receive
the sexual and reproductive health care they need from where ever they
are comfortable.

Collaborating Across State Lines


To manage the huge post-Roe influx of patients, PPIL has developed a
close collaboration and partnership with Planned Parenthood of
Wisconsin (PPWI). This innovative care model has cross-trained and
cross-credentialed staff from PPWI to travel to our Waukegan Health
Center each week to provide in-clinic abortion care. On Friday, June 24th,
the moment Roe was overturned Wisconsin doctors were forced to
immediately stop providing care. Patients who were under sedation awoke
to the news of a post-Roe world and were forced to travel to another state
to continue their care. Thanks to the innovative partnership PPIL formed
with PPWI, these patients were able to continue receiving care at PPIL
health centers from PPWI staff they know and trust. This unique partnership
has resulted in expanded access for growing numbers of patients traveling
to Illinois for care.

A Holistic Approach to Sexual and Reproductive


Health Care
To keep pace with the expected surge of post-Roe patients coming to
Illinois, PPIL has increased the number of Behavior Health Clinicians
(BHC) scheduled on abortion serivice days to offer additional support.
Our BHC services are offered to all PPIL patients; however, out-of-state
patients often have a greater need for emotional and logistical support.
Increased onsite BHC support allow these patients to access resources and
receive the appropriate connections/referrals for ongoing care. Having the
ability to speak with a BHC in person means that patients’ needs are
addressed in real-time. With a continued increase in out-of-state abortion
and gender-affirming care patients expected, the need for behavioral
health support will nearly double in the coming months.

GENDER- AFFIRMING
HORMONE THERAPY
The Gender-Affirming Hormone Therapy (GAHT) program has grown rapidly since
PPIL began providing GAHT in 2016. In fact, GAHT visits more than doubled from FY20
to FY22, growing faster than any other service at PPIL; especially in Central Illinois where
there are extremely limited options for this essential care.

Gender-affirming care requires a life-long continuum of social, psychological,


behavioral, and medical care. PPIL’s Transgender and Gender Non-Conforming
specialists and GAHT program are led by a multidisciplinary team situated at the
intersection of clinical care and social support. They provide a patient-centered, holistic
approach to health care to support each patient’s physical, emotional, and
psychological wellness. Our GHAT program also offers a wide range of resources and
assists patients with locating transgender and non-conforming gender-friendly
providers who specialize in cardiology, primary care, urology, plastic surgery,
dermatology, and endocrinology.
BRIDGES TO PRENATAL
CARE PROGRAM
The Bridges to Prenatal Care pilot program began in April 2022 at PPIL’s
Englewood, Austin, Roseland, and Flossmoor Health Centers. Internal and external
research shows a growing, unmet need for prenatal services in these areas of Illinois
which is why PPIL created the Bridges to Prenatal Care program. New research from the
American Public Health Association finds that Black women and Black birthing people are
over three times more likely to die during pregnancy and postpartum than White women
and White birthing people. By providing initial prenatal care to patients seeking to
continue their pregnancies, PPIL’s Bridges program seeks to reduce disparities in
maternal morbidity and mortality, thereby improving health outcomes for Black women
and Black birthing people. Once PPIL provides patients with initial prenatal care, the
program connects patients to trusted community OBGYNs, midwives, and other
full-service prenatal care providers for the duration of their pregnancy and delivery.

was not certain she could get a midwife due to her
health history of gestational diabetes, elevated
blood pressure, and being over 35. A PPIL clinician
informed her that she knew where she could go to
find a midwife. Once the patient and midwife
were connected, the patient stated that she was
elated that the midwife was her provider. The
midwife delivered a healthy baby boy!

financial burdens such as taking time off work, raising funds for lodging and meals, or
securing child care. These “practical” expenses are often significant and
overwhelming obstacles. PPIL's expanded team of Patient Navigators are ready and
available to support patients with the challenges they may face.

Patient Heroes
When a patient requires urgent support, they are connected to one of PPIL’s
navigators for assistance. These heroes determine how to best meet each patient’s
most immediate needs whether that means booking a hotel room for the night,
arranging transportation to and from a PPIL health center, providing financial support
for meals or gas, or helping with childcare needs. To ensure patients can easily access
the necessary funding and practical support, PPIL’s navigators work in close
collaboration with our call center staff and behavioral health clinicians, as well as our
external partners at Chicago Abortion Fund, Midwest Access Coalition, Hoosier
Abortion Fund, Freedom Fund of Wisconsin, and Abortion Fund of Ohio. The
navigation team provides patients with a resource page on the PPIL website, which
allows patients to easily and independently explore abortion funding options
available to them throughout the Midwest region.

Providing Care in Illinois—and Beyond


PPIL is committed to serving all patients and utilizes universal screening procedures to
ensure each patient, no matter where they live, is offered the assistance they need.
PPIL provides resources and serves patients who are facing increased barriers to care
in under-served geographical areas. By focusing strategically on specific health
centers—PPIL seeks to equitably maximize overall care, ensuring all patients can
access the care they need.

In FY22, PPIL’s navigators worked side-by-side with other


PP affiliates to support patients from:
Wisconsin • Ohio • Tennessee • Northern Mississippi • Missouri • Texas • Florida
And patients from over 27 other states

Planned Parenthood Illinois Action (PPIA) aided in the achievement of the
AUG Keeping Youth Safe and Healthy bill (KYSHA). This law equips young people with
the information and tools they need to be safe and establish healthy relationships.
2021 This new law supports responsible and informed decision-making about a young
person's health and well-being.

On September 30, PPIL donors gathered for the 7th annual President’s Circle

SEP
luncheon. Jennifer Welch and Alexis McGill Johnson, President and CEO of
Planned Parenthood Federation of America (PPFA), discussed the local and
national landscape of sexual and reproductive health care and rights as well as
2021 Illinois' critical role in an increasingly hostile region. They shared how, together,
we will continue to break down barriers to care, advance health equity initiatives,
build effective partnerships and ensure our doors stay open.

On January 27, PPIA and Planned Parenthood Illinois Action PAC hosted the

virtual Roe v. Wade Anniversary Event, which raised over $250,000. The program
featured an interview with Brigid Leahy, Vice President of PPIA, and Illinois
Governor JB Pritzker who discussed the critical role Illinois will play if Roe is
2022 overturned. The evening included powerful remarks from PPIA and Planned
Parenthood Action Fund (PPAF) leadership, elected officials, and honorees about
the importance of electing pro-choice champions in the 2022 critical election.

MAR On March 23, PPIL announced a $17 million gift from philanthropist MacKenzie
Scott in support of our RESOLVE Campaign. Her extraordinary gift is a testament
to PPIL’s mission to advance health equity and provide compassionate care to all
2022 who need it.

APR In April, PPIL launched the Bridges to Prenatal Care program which provides a
timely start to prenatal care by connecting patients to trusted community
2022 maternal care providers for the duration of their pregnancy and delivery.

On May 12, PPIL supporters came together in-person and online for the 2022

Annual Celebration, and raised over $520,000 to support PPIL's mission of care,
no matter what. Carolyn Moon, former PPIL board member, was presented with
the Champion of Care Award for her dedication, leadership, and passionate
2022 support of PPIL. The audience was inspired when PPIL escorts who shared their
experiences ensuring patients feel safe and supported when arriving at PPIL
health centers across the state.

THE LEADER FOR SEX EDUCATION
IN ILLINOIS
In 2022, PPIL’s education team returned to in-person learning after nearly two years of
virtual sessions during the pandemic. Educators re-entered partner schools with a new
and expansive curriculum that included 16 new lessons for 7th and 8th-grade
students. PPIL’s evidence-based, inclusive, sex education curriculum addresses a
variety of sexual and reproductive health topics including: hygiene, puberty,
reproductive anatomy, STIs, contraception, healthy relationships and consent,
gender and sexuality, refusal skills, and condom negotiation. Education sessions
are tailored to be age-appropriate, so topics such as puberty are facilitated for youth
in grades 5-9, and sessions about contraception are intended for youth in grades 7-12.

In addition to serving as the exclusive sex-education partner for Chicago Public


Schools (CPS), PPIL works with a broad group of organizations including churches,
civic and community groups, and colleges and universities. PPIL educators cover a
broad range of topics related to sex and sexuality, exploring values and beliefs about
those topics, and teaching the skills needed to navigate relationships and manage
one’s own sexual and reproductive health. Each lesson is 40 to 60 minutes in length,
and bilingual staff provide educational sessions in Spanish. In FY22, PPIL’s education
programs reached more than 5,000 young people.

GEN ACTION
On May 14, 2022, the University of Illinois Urbana-Champaign (UIUC) chapter of
PPIL Generation Action (GenAction) held a benefit concert at the Canopy Club,
Defend Roe: Not If, But When. Through student performances, refreshments,
merchandise, and a raffle, the UIUC Chapter raised $800 to benefit PPIL partner,
Midwest Access Coalition (MAC).

PROTECTING
ACCESS
FOR ALL!
TAKING ACTION IN ILLINOIS
The policy team for PPIL and Planned Parenthood Illinois Action (PPIA)
championed key pieces of legislation in FY22 and mobilized
volunteers to help ensure that Illinois remains a haven state for
abortion care. To ensure the enactment of these important bills, our
policy team in Springfield keeps working even after a bill becomes
law. Some highlights from Springfield include:

In August 2021, the Illinois General Assembly and


Governor Pritzker signed the landmark Keep Youth Safe
and Healthy Act (KYSHA). PPIA actively worked in support of this
bill to ensure that all Illinois students receive the comprehensive,
inclusive, and age-appropriate instruction they need and deserve. This
new law creates personal health and safety standards for grades K-5,
and updates and expands comprehensive sexual health education
standards for grades 6-12. By giving young people the information and
tools they need to be safe, this new law supports responsible and
informed decision-making about their health and well-being. This
legislation ensures that all Illinois school-aged children will receive
proper personal health and safety education.

On May 3, 2022 the media published a leaked draft opinion from the
United States Supreme Court (SCOTUS) overturning Roe v. Wade and
ending the nation’s constitutional right to abortion. On the day of the
draft leak, PPIL’s policy team quickly mobilized supporters to take to
the streets and rally for abortion justice. PPIL supporters gathered at
federal buildings across Illinois and demanded reproductive freedom.
These rapid response rallies engaged nearly 8,000 supporters across the
state.

In early June, decades of PPIA’s work culminated in the successful


repeal of the Parental Notice of Abortion Act (PNA). PNA required a
health care provider to notify a parent, legal guardian, grandparent, or
step-parent at least 48 hours prior to performing an abortion for a patient
under the age of 18-years-old. The FIRST state to repeal this type of law,
Illinois’ law went into effect on June 1, 2022. PPIA’s team worked closely
with state legislators and members from the statewide Reproductive
Health and Access Coalition to achieve this victory.

On June 24, SCOTUS overturned Roe v. Wade, turning back the clock on
reproductive rights by half a century and prompting states across the
country to begin implementing bans on abortion. In anticipation of this
event, In 2019, PPIA and other Illionis champions stood with Governor
JB Pritzker as he signed into law the Reproductive Health Act (RHA),
cementing Illinois as a haven. The RHA law establishes abortion,
contraception, maternity care, and other forms of reproductive health care
as fundamental rights in Illinois.
