Election Contest/Petition for Review

Dear Honorable Justices of the Texas Supreme Court:

The City of Laredo, by resolution of City Council, respectfully asks the Honorable Texas
Supreme Court to approve a shortened deadline of twenty (20) days for the filing of
petitioner/contestee’s petition for review in the above-referenced election contest/petition for
review of the Fourth Court of Appeals Case No. 04-23-00099-CV, Daisy Campos Rodriguez v.
Ricardo “Richie” Range]. Tex. R. App. P. 53.7(a) grants the authority to the Texas Supreme
Court to order a petition to be filed earlier than the 45-day deadline. In addition, once the
petition and responses are filed, the City of Laredo respectfiilly asks that the Honorable Court
expedite the decision in said case.

The case decides who should have been the elected District 2 Council Member at the
2022 election for one of Laredo’s eight council districts. The district court ruled in favor or Mr.
Rangel. However, Ms. Rodriguez was swom in for the position prior to the district court’s
judgment. Tex. Elec. Code §232.0l6 suspends the execution of the district court’s judgment
pending the disposition of an election contest appeal.

The City of Laredo isnot a party but is highly affected by this case. The election contest
was contentious. There are still strong opinions voiced about who should serve in the District 2
position. The City Council is anxiously awaiting your decision.
