MASTER INSTRUCTS YOU TO GO AND SUPERVISE ANCHOR OR HOW WILL YOU DROP THE ANCHOR:

 Seek information from master which anchor to be dropped and number of shackles to be dropped.
 Maintain or established communication with the bridge and crew involved in the operation.
 Obtain power on deck.
 Gather the crew and carry out toolbox talk, in tool box talk refer to COSWP CH 26 and follow the
company safety management system checklist.
 I will make sure that I am wearing proper personnel protective equipments (PPE) as well as every
person involved in this operation.
 Carry out a risk assessment; maintain health and safety of the crew involved in the task.
 While proceeding to anchor station check the safe movement on deck and if night time make sure
proper illumination is provided.
 At the anchor stations will check that winch power is provided and carry out the dry test and check
the emergency stop, as well as check there is safe moment at anchor station as well, make sure
there are no loose objects in the area.
 Make sure there are sufficient tools available like crow bar, hammer, lube oil can etc.
 Make sure brakes are tight enough and then engage the windlass to the gear, and open the lashing
of anchor and remove the devils claw and clear the spourling pipe and hause pipe and lift the bow
stopper.
 Inform master that we are ready to lower the anchor one meter above water level.
 Check over board is clear, and ask the competent person to operate the winch.
 Make sure you are standing in sight of the person operating the winch and anchor.
 Once everything is clear release the brake and lower the anchor to the one meter above water
level.
 And ask the crew to secure the brakes and disengage the gear.
 And inform bridge that anchor is ready to let go.
 In the mean time open the lashing of another anchor for emergency procedures. And wait for
master instruction.
 Once I get the instruction from the master to let go the anchor.
 Check over board is clear then instruct competent person to release the brake carefully. And ask
another crew to keep eye on shackles paying out.
 Keep informing bridge about the number of shackles paid out and leading of the anchor chain.
 Once the required shackles are on deck and the anchor is brought up secure the brakes tight and
hoist the anchor ball. And report to bridge.
 And secure the area and clear the area.
INCHARGE OF MOORING STATION:

 With guidelines from code of safe working practice chapter 26 and company safety
management system.
 Firstly, I will take information from Master about mooring plan and which side we are going
alongside.
 Establish proper communication with the bridge and proceed to Ship’s office.
 Then will gather sufficient crew for the safe operation.
 Carry out Risk assessment and do a toolbox talk.
 Will make sure that I am wearing proper PPE as well as the crew involved in the operation are
wearing proper PPE.
 Then, proceed to the mooring station.
 While proceeding to mooring station check the safe movement on deck and if night time make
sure proper illumination is provided.
 At the mooring stations will check that winch power is provided and carry out the dry test and
check the emergency stop, as well as check there is safe moment at mooring station as well,
make sure there are no loose objects in the area.
 Then will explain the crew that the whole area is to be considered as snapback zone.
 Make sure there are sufficient tools are available like heaving line, messenger line etc.
 Make sure that the competent person is operating the winch and instructions are properly
understood by the winch man.
 Will make sure that I make standing in sight of winch man.
 Then will inform bridge that we are ready to berth and wait further for Master’s instruction.
 As we will move closer to the berth will keep informing Master about the distance between
berth and ship.

PREPARATION FOR ENCLOSED SPACE ENTRY:


 With guidelines from code of safe working practice chapter 15 and company safety management
system.
 Identify the location of tank, and gather the sufficient number of crew for this operation.
 Inform bridge and engine room about the entry.
 Carry out a tool box talk and discuss the hazards involved in this operation and carry out a risk
assessment.
 Make sure there is proper communication with bridge and attendant as well as persons entering
the tank.
 All personnel wearing proper protective equipments.
 Before entering make sure that tanks are properly ventilated, check the tank atmosphere at three
different levels (top, middle, bottom) of the tanks. When checking the gasses in the tank make sure
you have stopped the ventilation. (Oxygen should be 20.9 % by vol, hydrocarbon 0.0 % LFL.
 Once found satisfactory make sure there is proper illumination, and ventilation is on and there is
safe access to the tank and area is properly fenced and proper play cards are posted.
 Make sure that all the lines and valves are isolated and play card is posted near the valve.
 As per code of safe working practice chapter 14 make a permit to work, and make sure all entries
are made proper.
 Make sure emergency backup team is ready for immediate assistance.
 Make sure that attendant is present all the time at the entrance of the tank, with two way
communication.
 Make sure all the tools are intrinsically safe and make entry of tools in tool register.
 Make sure that there are sufficient equipments are standby (SCBA set, EEBD, stature, and rescue
harness)
 Make sure communication signals are understood.
 Once all checks are done take permission from master and make entry into permit to work and
enter into the tank.
 Check the tank atmosphere at regular interval, as well communicate regularly.
 Once the personnel are out of the tank make entry in permit to work and inform bridge about the
same.
 Ensure all the equipments and personnel are removed and equipments are checked with tool
register.
 Close all the access to the tank. And close the permit to work.
 Secure the area.

ENCOUNTERING A HEAVY WEATHER OR PREPARE YOUR VESSEL FOR HEAVY WEATHER:

 First of all I will inform Master, Once master is on bridge ill let him know about the weather forecast
and assess the chart (passage plan) with Master.
 And advice him if need to plot alternate course.
 I will check the barometer reading and Stevenson screen (dry bulb and wet bulb temp) and note it
 Check for barometric tendency.
 And then inform Engine room and galley department and crew as well.
 I will take company safety management checklist and;
 Then I will secure all the loose objects on bridge.
 Once I am relieved by master I will take communication and along with my proper protective
equipment; I will gather the crew and carry out tool box talk and ask them to secure deck for heavy
weather and do a quick dynamic risk assessment and I will check weather crew is in proper Protective
equipment.
 And then; I will check all the movable items in galley and below decks are properly secured.
 Check all the port holes and dead lights are secured.
 When moving on deck make sure there is safe moment on deck secure all loose objects on deck,
make sure all scuppers are open and not chocked as well as all the sounding/ullaging/sampling points
are closed.
 Make sure life boat lashing is intact, gripes are is in place and well secured.
 Check all the deck/tank openings is secure, and make sure gangway is secured and extra lashing is
provided.
 Check the manifold area, make sure drip trays outlet is open, make sure inert gas valve are locked,
and all the sensors are properly covered and secured.
 Go to forward station and check the boatswain store and secure it.
 Forward booby hatch is secured from inside as well.
 Make sure restricted areas is well secured and locked.
 Make sure anchor is properly lashed, check the spourling pipe and hause pipe is covered with burlaps
etc.
 Make sure forward and aft mooring lines are covered with tarpaulin and secured, spare mooring lines
are properly stowed in store.
 While moving on deck make sure LSA equipments are in place.
 Rig a safety line on deck as well as in accommodation if required.
 Once lashing is done inform master about the same and log down in the deck log book.

TAKE OVER THE CARGO WATCH AT PORT:


 I will proceed to take over the watch 10 to 15 minutes prior as it is good practice to do so.
 I will go to navigation bridge and check the master night orders, any mails from company.
 I will check the weather forecast and check the wind speed and direction and relative humidity.
 I will check the tidal prediction for designated port and take the copy of the extract of tide table.
 I will check the deck lights and any other lightings. (dangerous good light and bravo flag are hoisted).
 I will proceed to cargo control room and meet the outgoing officer.
 I will ask him about the loading plan and which tank or hold is being loaded, I will also ask about the
ballasting or de-ballasting plan.
 I will ask him about the number of crew onboard ( required in case of emergency)
 I will ask him if there is any visitors expected.
 I will check the communication and emergency stop signals with the shore authority.
 I will ask him about the security level being maintained.
 I will check the company safety management system ship to shore checklist.
 I will take my proper protective equipments along with the communication and take a deck round.
 I will make sure there is only one entry exit to the accommodation which is to the opposite side is
operation is being carried out.
 I will check that air condition is on inter circular mode.
 I will check the deck is properly illuminated if at night time.
 I will check there is safe moment on deck, I will go to aft mooring station and check the mooring is
secure and no mooring lines are slack and rat guard are in place.
 I will check the fire wallet is in place and updated to latest stowage plan and updated crew list.
 I will make sure all the scupper plugs are in place.
 I will make sure all the crew on deck wearing proper protective equipment.
 I will go to main deck and check that international shore connection is in place and in ready to use
condition.
 While walking on deck I will check there is no loose objects on deck as well as will check overboard
for oil pollution.
 I will proceed to gangway and check the gangway man is in proper protective equipment, and
carrying communication all the times I will hand over him a copy of tide table extract to lower or
heave up the gangway. Even I will discuss about the security level being maintained.
 I will ask him about his watch and check the visitors log is being properly maintained.
 I will go to jetty and check the condition of gangway i.e gangway safety net is properly rigged, last
step of gangway is horizontal and firmly rested on jetty. Trip hazards are clearly marked on gangway
and I will check all the markings on gangway.
 Then I will proceed to the manifold and check the condition of loading arm and check the pressure
and inform cargo control room.
 I will check whether all the fire fighting equipments are in place, and sopep equipment are in place
and in ready to use condition.
 I will check the drip trays, and pneumatic pumps are in ready to use condition.
 I will make sure no smoking signs are properly posted, and eye wash is in ready to use condition.
 I will go to forward mooring station and check the mooring lines and rat guards are in place.
 Then I will proceed to cargo pump room before entering the pump room I will inform to cargo
control room and check the oxygen content and contents of hydro carbon gasses in the pump room
 I will make entry in pump room entry check list and go to pump room and check for any abnormal
sounds or check the bilges of pump room .
 I will check whether EEBD and portable fire extinguisher is in place.
 Once I am out of the pump room I will inform cargo control room and make entry in pump room
entry checklist.
 And proceed to the cargo control room, and again ask the outgoing officer about the loading rate or
discharging rate and sequence of the tanks being loaded.
 Even I will ask him if the is any bunker vessel is expected.
 Every hour check the tank ullage and compare the figures with shore authority.
 I will ask him about the list and trim to maintain. And I will check the chief officer standing orders and
take over the cargo watch from him and relive him.
