This proposed legislation would allow convicted sex offenders to be used for drug and cosmetic product testing as an alternative to animal testing. If passed, it would establish a program where sex offenders could have their sentences partially fulfilled by serving as human subjects. The bill argues that by violating victims' rights, convicted sex offenders forfeit their own rights and could therefore be used for medical experiments.

2023 An act indicating the Comprehensive Legislation for the Ethical Treatment of Animals and Advancement of Scientific Research through the Substitution of Sex Offenders with Alternative Testing Methods in Drug and Cosmetic Products Section 1. Short Title. This act shall be known as the “Sex Offenders for Drug and Cosmetic Product Testing Act”. Section 2. Declaration of Policy. It is hereby declared that the State strips sex offenders of their human rights once proven guilty. The State recognizes that by violating the victim’s mental and physical state, the assailant had stripped the victim of his/her “control over their life” and in some cases, also their dignity, so the State has decided to do the same to the convicted by putting the assailants as a test subject for drug and cosmetic product testing. Section 3. Definition of Terms.
