ORDER:-
‘The Government of Andhra Pradesh has been at the forefiont of
administrative reforms at the ground level, so that no eligible ciizen would miss to
‘avail the Welfare Schemes provided by the Government. In the G.Os 1°82” read
above, the Government had postioned 2.66 lakh Grama ANard Volunteers. for
effective delivery of Government Services and Welfare Schemes to all eligible
citizens,
2. Inthe G.O.s 3% 4” read above, the Government had established 15,004
Vilage & Ward Secretariats and restructured the Services and Welfare Schemes
elivery systems in Rural and Urban Areas. As of now, Government of Andhra
Pradesh is implementing the 25 Direct Benefit Transfer (DBT) 4 Non-Drect Benefit
‘Transfer (Nor-DBT) Schemes and 4 flagship Programs forthe beneft ofthe citizens
in the public interest,
3. The Director, GVA & VSIWS, Vijayawada has stated that Government of
‘Andhra Pradesh has undertaken numerous welfare Programs coverng neaty 90%
‘of Households inthe Stat. To futher ensure that, no eligible ctizen & left out, has
been falt that there ie a naed to dently and address all issues which citzens are
facing with respect to any Certficates! Documents related to any schemes or any
ther purpose and decided to resolve at the eatiest thereby. In vew ofthis, the
Government of Andiva Pradesh has conducted the “Jagananna Suraksha
Programme for Speedy Resolution of Cerficates / documents rolled issues duly
conducting camps at Grama / Ward Secretaria by the Mandal / ULB level offcers
to cover al eizens and households in the State. Through this pregramme 95.99
lakh services have been delivered tothe $6.24 lakh citizen
(Contd..2)4. Further, the Government has decided to conduct “Jagananna Aarogya
Suraksha Programme” for duration of one month from 30" September 2023,
‘onwards, in which Daor to Door campaign to ereate awareness on health Programs
{and denification of heath needs ofthe eltzens will be conducted by CHO's, ANM'Ss
land Volunteers. Health Camps at Vilage Health Cinics and Urban Heath Cinics
willbe organized on scheduled dates to address the health needs of he eizen in a
comprehensive manner.
5, The Government of Andhra Pradesh has been releasing the welfare
Calendar every year and created the awareness tothe citzens about the schemes
implomentation and their scheduled months of release of monetary benefits through
DBT/ Non-DBT modes. Stil f any beneficiary has let over with any reasons, the
‘government has envisaged the branrual programme to conduct twice in a year to
Felease the benefits for them, thus fuliled the concept of “leave no one behind”.
8. __Now, the Government has decided to furnish the schemes related information
such a8 number of beneficiaries benefited, amount transfered through DBT and
Non-DBT modes through display boards at each secretariat. This infornation wil be
in ealtime tothe citizens and increase the transparency inthe system
7. The Director, CVIVY & VSIWS, Vijayawada has finally requested to issue
{guidelines for cresting awareness among the ctizens through Welfare Schemes
Bisplay Boards at Vilage / Ward Secretariat,
8. Goverment after careful examination of the proposal of the Director, GVAWV
& VSIWS, Vijayawada, hereby issues the following guidelines for ‘creating
‘awareness among the citizens through Welfare Schemes Display Boards at Vilage /
‘Ward Secretarials for conducting of awareness campaign on avaling of Welfare
‘Schemes:
|. Objectives of Programme
1, To create further awareness among the ctizens about the various welfare
‘schemes ofthe government as menttoned above and the benefts accrued to
the ctizens by way of DBT/ Non-DBT modes, this program ie,, Creating
‘awareness among the citizens by erecting Welfare schemes Dsplay Boards
‘al every Grama / Ward Secretariat. The Programme is scheduled to be
‘conducted from 1* November, 2023 onwards,
2. The display board shall consist ofthe beneficiaries’ count and fe amount of
benefits accrued in that Secretariat area. Display Board has "aganannaku
‘Chebudham” number 1992 through which cilzen can race any issues
telatad to the implementation of schemes and wil be resolved subsequently
by the concemed Departments,

Gramiard Secretarlate aro the single point of contact for delvery of
Government welfare schemes and Services. The activites such as Applcation
submission, Documents uploading, -KYC, Grievance redtessal ete. being done at
Secretariat level, thus placing of Welfare schemes Display board at gramafwarc

+ Programme shall be conducted from 3:00 pm to 04:00 pm at gramafward
secretariat,
+The programme shall be conducted in week days from Monday to Friday
only
+ In Rural areas, the programme should be conducted in one secretariat only
per day, If mandal is having more than 20 secretarats the program shall be
extended tothe beyond spectied one month period.
1+ Program shall not be conducted on the same day of "Jagenanna Arogya
‘Suraksha camp” inthe respective secretariat.
+ The EO-PRERD in rural areas and Additional Commissioner / Deputy
Commissioner / Assistant Commissioner / Officer designated by the
Municipal Commissioner in urban areas wil be the Nodal Officers to organize
the Programme.
+ Venue forthe programme wil be the Grama! Ward Secretariat Otie
+ Allstaff ofthe respective secretariat offce including volunteers should attend
‘he programme.
+ Volunteers and secretariat staff should visit each household and
communicate the Programme date and venue details o citizers.
‘+ Ine schedule va be prepared by the Director, GSWS adi wil be uploaded
to respective MPDOIMC logins in APSEVA portal

8. The Distict Collectors are requested to follow the above guidelines
scrupulously and issue instructions to all MPDOs and Municipal Comnissioners for
effective implementation of the above programme duly conducting necessary
trainings to the Volunteers, Secretariat Staff, Nodal Ofcers and concomed Staf.
10. The Director, GVWV & VSWS Department shal finalise the scredule of the
Programmes. enabie in the logins of Municipal Commissioners / MPDOs in the
APSEVA porta, provide Display Boards and necessary Stationery for conducting of
the above programme.
