1.0 SCOPE

This method statement shall outline activity steps and sequence of work including excavation,
compaction and backfilling of soil for the installation of pre-cast foundation covered by the scope of the
project.

2.0 PURPOSE

The methods and sequence of activities contained in this document shall serve as guidance and
reference to ensure proper execution of all related activities are in accordance with contract
requirement, safety & quality assurance. This method statement shall detail the work and concerns that
is to be given attention in each activity as to the following:

2.1 Identification of work area, boundary and limits


2.2 Excavation of soil to required depth and dimension as shown on construction drawings
2.3 Sub-grade preparation and compaction in preparation for sub-sequent civil and/or mechanical
construction work
2.4 Inspections, material sampling and testing activities required, implementation of project quality

6.0 DUTIES & RESPONSIBILITIES

6.1 AYTB Management


 Obtain all necessary site clearance for construction, MOCs, site takeover permits, etc.
 Ensure availability of approved and required site procedural requirements
 Ensure that project requirements and scope are fully communicated to sub-contractor
 Make available the required IFC drawings prior to start of activity and that any revisions to
approved drawings are promptly communicated to sub-contractor
 Shall oversee overall site management to ensure that responsibilities are well covered and
performed by the project organization
 Shall ensure availability of sub-contractor’s personnel, equipment and service provider’s
access to site to avoid work interruptions due to this

6.2 KAK Project/ Construction Manager


 Shall ensure that contractual obligations are satisfied and satisfactorily performed
 Ensure that all instructions and requirements from main-contractor are within project
scope of work and agreed terms of contract
 Shall ensure timely and keen planning activities in-line with project schedule
 Ensures that key site personnel assigned on project performs their duties required
 Shall intermediate and link between departments to have a clear and continuous
communication for safety, quality and construction team
 Shall take responsibility and accountability for decisions made, interpretations of
instructions from Client and deviations from work program considering risks and
opportunities available
 Ensures availability of materials, personnel and equipments required for in all stages of the
project.
 Shall serve as only direct link to main contractor representative for all communication and
instruction to be passed to down-line of the organization.

6.3 KAK Workgroup Supervisor


 Ensures all workgroup are having most recent revision of IFC drawings on the site
 Ensures implementation of work procedures between disciplines and workgroups
 Ensures materials, equipment and manpower required on all open & on-going work
fronts are sufficient and made available

6.4 KAK Quality Supervisor


 Coordinates and informs workgroup supervisors of all inspection and hold-points on
open & on-going work activities
 Ensures all required inspections are promptly inform main contractor of the same
 Coordinate with third party inspection and ensure availability of technicians

6.5 KAK Safety Supervisor


 Ensures safety procedures are in place and being strictly implemented
 Ensures all safety facilities, PPE and equipments are made available in a continuous basis
 Ensures Site safety and work permit requirements are satisfied and complied
 Oversee implementation of confined space procedures

6.6 KAK Surveyor


 Ensures all lines and grids are true to IFC drawings
 Ensures layout are done from benchmark surveys and survey reports are maintained

 Ensures all testing, sampling and reports were accurate and performed in accordance to

 Ensures that all site testing or sampling activities are logged and recorded.

7.0 WORK PROCEDURE

7.1 Pre-Excavation Activities


Since the site is located within the premises of a live and operating Plant, there is a risk of
encountering underground utilities which may not be reflected on as-built drawings. It is
therefore a requirement to conduct exploratory excavations before proceeding further depths of
excavation and in locations already known to contain underground utilities, excavation shall be
performed manually.

In compliance to the site exploration requirement, below activities shall be performed


accordingly to accomplish this requirement;
1. The perimeter boundary of the site shall be barricaded and provided with safety signage.
Ensure that the hard barricades will be installed at safe distance away from edges of
intended location of trial excavation areas.
2. Clearing and grabbing the existing gravel soil cover shall be removed manually and stockpiled
at designated area or at the laydown area.
3. Stockpiles of soil from the excavation should not be accumulated at the edge of excavation.
Excavated earth material shall be regularly removed away from the edges of excavation using
a backhoe/loader and stockpiled at a designated location. While using backhoe/loader, a
trained flagman shall accompany and guide the equipment operator to avoid committing any
accident while moving on the site.
4. If any underground utility is found at any time and location while progressing on the
excavation, this shall be brought immediately to Client attention for verification.
5. The sequence of excavation shall start by excavating one short side of the lot completely until
the required depth. Following this, the long side of the lot will be excavated in parallel pacing
by assigning two separate group start to do the excavation. While progressing farther along
the long side of the lot, inspection of the trial excavation shall be requested to allow machine
excavation at certain segment once found clear of any utilities.
6. The edges of the excavation shall be provided with gentle slope to avoid collapse of soil and
shall be sprayed with water regularly to keep the soil from eroding.

7.2 Excavation

After completing the exploratory excavation or at some segment/area allowed to start


excavation, structure foundation excavation shall proceed accordingly. Top soil shall be cleared
off any vegetation, debris, rocks, waste materials and/or existing pavements that is to be
removed for construction purposes shall be removed prior to start of the activity. Work and
safety precautionary signage shall also be installed on the site where required.

Typically, excavation activities shall be carried out as follows:


1. Conduct survey to mark locations, grids and layout of structures to be constructed and
subsequently identify locations and depth of required excavation.
2. At locations found clear of any underground utility, excavation will proceed until workable
depth and the rest shall be done manually.
3. Excavated material shall not be left stockpiled above the excavated pits to avoid risk of
collapsing /caving-in to the pits. All stockpiles shall be regularly moved away from the
excavation areas by at least 1.0m distance.
4. While workers are inside the pits, no vibratory activities and/or heavy equipment operations
shall be performed on adjacent areas above the pit as these will increase the risk of soil cave-
ins.
5. Excavate the soil manually to required depth and to the required dimensions as shown on
IFC drawings.
6. When soft and compressible soil is encountered at footing grades, the soil shall be removed
and replaced with compacted structural fill.
7. Where excavation is to be done adjacent to existing structures, excavation shall not be
deeper than the lowest elevation of adjacent existing foundations unless underpinning
requirements have been established and performed.
8. It shall be ensured that size of excavated pit shall accommodate the required dimension of
structure as well as the working space for performing construction activities within are taken
into consideration.
9. Once required depth of excavation is attained, level the soil and compact to required field
density of 90% relative density if soil is found non-cohesive or at 95% modified dry density is
soil is found to be cohesive. A third-party testing shall be required and witnessed by Client
inspector for field density tests of existing sub-grade soil.
10. Within 24hours of sub-grade compaction, lean concrete should be laid in place. Otherwise,
the layer shall be re-compacted prior to placement of lean concrete.
11. Compaction of soil shall be performed by saturating the soil with clean water and running
the plate compactor at least 6 passes to 8 passes along and across the line of structure to be
constructed over it.

7.3 Backfilling

1. Fill and backfill operations shall be performed after subsequent sub-structure construction
and/or pre-cast structure installation work has been completed.
2. While filling structures installed or constructed within excavated pits, the temporary shores
and supports shall be accordingly removed in parallel. Do not leave any unnecessary
materials buried with the pits.
3. Fill or backfill material shall not contain any deleterious materials such as waste materials,
large boulders, organic materials, construction debris, etc.
4. Filling shall be done in a proper manner so as not to damage the waterproof coating applied
on the structures or chipping and scratching the structure itself.
5. Do not compact backfilled soil directly beside the structures up to 300m distance away.
These shall be water compacted and tampered manually to avoid motion caused by force
from mechanical compactors and damage to the coating.
6. Fill and backfill activities shall be done in layers of 300mm for non-cohesive material or
200mm layers of cohesive material.
7. Each layer of fill and backfill are to be compacted sufficiently. At every 3 lifts and at the final
layer of fill or backfill, a compaction test shall be performed with third-party inspector.
8. The final layer of fill or backfill shall follow details and elevations shown on IFC drawings
making sure subsequent construction activities are taken into consideration.
9. The top layer of fill or backfill shall follow level and grades shown on IFC drawings and any
difference shall be within allowed vertical tolerance of not more than ±15 mm.
10. All disturbed soil shall be regularly wetted with water to avoid the sand/soil particles to
cause hazards from free flying dust and fine soil particles.
11. Backfill until the existing top level of ground and compact the top layer with plate
compactors. Field density test shall be performed on the compacted top layer if the area is
going to receive further construction works (i.e. paving, foundations, etc.)
12. Reinstate the top surface of ground to its original condition and all excess earthwork or
construction materials shall be taken out of the area.

8.0 SAFETY PRECAUTIONS

8.1 Permit to work shall be secured prior to starting any site activity.

8.2 All workers shall comply with the requirements of the approved project safety manual, job safety
analysis and permit conditions.

8.3 All workers shall wear required PPE at all times while engaged on the work.

8.4 Hand tools shall be in good working condition

8.5 All mechanical/electric tools used are in good condition and inspected by SAFETY.

8.6 All excavation pits are secured, protected and isolated with hard barricade.

8.7 Avoid huge stockpiles or earth and construction materials at edges of excavation

8.8 Confined space procedures shall be strictly followed.

8.9 All shoring panels and supports are sufficiently provided and amply stabilize retained soil as
required.
