C2 of EW is a project part of a larger


Capability Package (CP9C0107) that is CP 9C0107
Functional Services
intended to provide C2 systems for NATO for C2 of Operations
static and deployed HQs.

The EW package (Project 0IS03083) is


one of 16 packages in the overall project.

The project is described as incremental


in nature.

NEDB-NG is the first increment

C2 of EW Functional Services to be
implemented as Addendum to the larger
CP (additional Increments)

Purpose

The purpose of Project 0IS03083 is to develop a suite of EW C2 tools

“C2 of EW will provide integrated tools for electronic


warfare threat assessment, response planning, and
coordination of force deployment, operational
reporting, and cueing to other functional services.
This capability will be used to plan, coordinate, and
monitor EW operations. “

REMP
REMP is defined as a complete and seamless depiction of the electromagnetic environment aiming at
positively identifying and continuously tracking all the emitters and associated platforms and weapons in
the area of responsibility. The REMP concept will facilitate an easier integration of EW in the operational
planning processes. REMP is envisaged to be centrepiece of the C2 of EW output, a valuable addition to the
NCOP and will support the overall decision making cycle.

Background, status
2012: ACT published “Project Baseline Document” including the C2 of EW and NEDB NG user
requirements (URs);
2013: The Host Nation (NCIA) accepted only NEDB-NG part; C2 of EW was not ready;
NEWWG was tasked to refine the URs for the C2 of EW in support of ACT;
2013-2016: NEWWG developed the UR s.
2017: NEWAC approved the URs, however due to the project size, ACT recommended to prioritize
the critical ones as Increment 2 of the C2 of EW as CP addendum 4 (Increment 1 is NEDB
NG);
2017: NEWWG developed a set of Minimum Military Requirements, based on a set use cases and
user stories. The MMRs were endorsed by ACO and submitted to ACT.
Jan 2018: ACT finalized the CP Addendum documentation which includes requirements definition,
resource proposal, Project Data Sheet and the O&M plan.
30 Jan 2018 CP Addendum was submitted to NATO HQ for screening
Next major milestones: as of now the CP was provided to NATO HQ in January 2018. The next
step is JSSR approval by the NOR/IC (anticipated in March 2019). Following this funding
would be approved by the NOR/IC (anticipated in Apr/May 2019). Project Proposal approval
is anticipated in Apr 2020 and IFB by Oct 2020.
