I. Learning Competency
1. Explain the forms and functions of state and non-state institutions.
This lesson deals with the study of forms and functions of state and non-
state organizations and institutions. Organizations and institutions are
established to cater all the needs and wants of people in general. Both
encompass the creation, enforcement and application of laws by the three
branches of the government (Legislative, Executive and Judicial) moving down to
the establishment of family, educational, economic, health, media, and religious
systems. They were created and maintained as part of human and societal
survival. Both State and Non-state organizations and institutions are all
discussed in this lesson.
This Learning Activity Sheet (LAS) will help you explain the forms and
functions of State and Non-State institutions and at the same time test your
knowledge about these institutions. This knowledge is important in order to
understand the basic foundation of how these different components contribute to
society’s existence and survival.

In this pandemic period, we see the interplay of both state and non-
state institutions in the service of the Filipino people. Both are playing their
respective roles in providing services that offer comfort and even save lives
of many people. The knowledge of their nature as to state or non-state is
imperative in the study of culture and society. But in a higher sense of
service to humanity, we transcend this concept and, instead, we develop a
consciousness of gratitude and appreciation for the existence and services
of these institutions and organizations.
