slightly more than $60 billion against
a potential revenue target of $175 bil-
lion in July.
The city’s revenue collection effi-
ciency has been f luctuating begin-
ning the year in January at 52 percent,
dropped to 48 percent in February
before rising to 55 percent in March
then dropping slightly in April to
53.8 percent and rising to 65 percent
in May. It dropped to 58 percent in
June and further plunged to 35.4 per-
cent in July, the lowest in the period
under review between January and
July 2023.

He called on the city executives
and the district officers to do their
part in saving the city from further
sinking.
The town clerk admitted that
the city has not been rendering the
expected services and as a result resi-
dents are no longer paying their rates.
“This is the situation we are facing
as council and the executive and dis-
trict officers have a role to play in res-
cuing the city from sinking further.
We are not able to provide services
to the expectations of the residents
and as a result they are not paying.”
Eng Chisango told the meeting that
senior officials who were on forced

they should be welcomed back into
the fold and work together for the

employment in April this year, Dr

year tried to report for duty after
he was cleared of wrong doing by
the courts.
Dr Chingombe and another for-
mer city director Tendai Kwenda
were accused of misappropriating
funds meant for the provision of
water, sanitation, education and
recreational services and bought

But they were acquitted of crimi-
nal abuse of office and theft of trust
property charges by a Harare mag-
istrate.
However, council ordered him to
stop reporting for duty with imme-
diate effect pending a negotiation
process.In a letter, then acting town
clerk engineer Phakamile Mabhena
Moyo ordered Dr Chingombe to
vacate offices which he had occu-
pied.
“Reference is made to the above
matter and particularly your memo
dated 22 November 2022 which
you addressed to all Human Capi-
tal Department Heads of Division
and Section.
“In reference thereto, please be
advised that my letter to you dated
15 November 2022 still stands, as
such you are ordered to stop report-
ing for duty with immediate effect
pending the commencement and
finalisation of the negotiation pro-
cess,” he said.
Eng Moyo said Dr Chingombe’s
move was in violation of a council
resolution. .
“Your purported resumption of
duty is therefore a blatant violation
of a council resolution of 20 Octo-
ber 2022 and the letter from Local
Government Board dated 14 Sep-
tember 2022.
“You are therefore advised to
immediately vacate the offices. By
copy of this letter, the Head Public
Safety is hereby instructed to secure
the offices,” he said.

A resident from Jansen Road said they want
water supplies to reach their road. Other resi-
dents spoke about the problems of dumping of
rubbish in open spaces and on roadsides. One
of the residents shared a picture of cars whose
occupants were caught dumping garbage on Rid-
geview Drive.
“How do we ensure they will be prosecuted?”
asked the resident.
Cllr Gotora told the resident to report the per-
petrators to the Environmental Management
Agency (EMA) who will take the matter to the
police for investigations and prosecution.
Ridgeview Drive has illegal dumps and res-
idents are trying to find ways to stop dumping
along the road. The residents have engaged the

Residents told Suburban that there has been an
improvement but the dumping is still continuing,
describing the situation as frustrating.

Triathlon Zimbabwe had their season

O’Donoghue expressed satisfaction
with the turnout for their first event of
the year.
“I would say that the primary focus for
Triathlon Zimbabwe this year is to open
our sport to more people. We want more
people to take part in our events, we want
more people to be introduced to the world
of triathlon.
“Being a fairly specialised sport, having
to have a bicycle to be able to compete, we
have opened new events in duathlon, and
the run swim run (aquathlon) event. We
are really hoping to get more people to
attend, especially our juniors.
“Our national coaching programme
is excellent, we have got some excellent
coaches and through initiatives at the
schools and triathlon events in schools
we are hoping to grow triathlon,” said
O’Donoghue.
The national association is looking at
spreading their events to other venues
around Harare.
“What we are hoping to do at Mount
Pleasant this year, is we are hoping to have
some new venues around Harare as well.
“We just want people to come out and
enjoy...And then if people are talented we
want to assist where we can to let them
achieve what they potentially can do and
then that leads to Troutbeck where some
of our top athletes will be racing at Trout-
beck,” said O’Donoghue.
The Bonaqua Africa Triathlon Cup
Troutbeck remains the major competi-
tion on the local scene attracting elite ath-
letes from different countries in the world.
Apart from the local events, Triathlon
Zimbabwe have some of their juniors
bracing for the Africa Championships
in Egypt next month. They will be rep-
resented by Callum Smith and Rohnan
Nicholson.
“So we have actually got high expec-
tations. I had a meeting at SRC the other
day and SRC said to all sports we are tired
of just participating, we want medals and
that’s exactly what we want.
“With our athletes at these (local)
events we want participation, we want
people to come and enjoy. When our ath-
letes go overseas to race internationally
we want medals.
“And I think this year with Callum and
with Rohnan, I think we have got a very
good chance of bringing back a medal
from the Africa Championships with
those two boys.
“Unfortunately we don’t have any girls
going this year,” said O’Donoghue.
