High Mast Poles for Lighting

1 Scope and service conditions


1.1 Scope
This specification covers the high mast poles (hereinafter referred to as the poles) for
supporting lighting facilities.

1.2 Service conditions


(a) Ambient air temperature
- Maximum ambient air temperature: 55 ºC
- Minimum ambient air temperature: -10 ºC
(b) Maximum altitude: 1,000 m
(c) Maximum wind speed: 35m/s

2 Normative references
The lighting column shall conform to the latest edition of following international
standards:
(a) IEC 60050(466): IEV – Part 466: Overhead lines
(b) IEC 60652: Loading tests on overhead line structures
(c) BS 5649 (or EN 40): Specifications for lighting columns
(d) ISO 1459: Metal coatings-Protection against corrosion by hot dip galvanizing
(e) ISO 1460: Hot dip galvanized coatings on ferrous metals- Determination of the mass
(f) ISO 1461: Hot dip galvanized coatings on fabricated iron and steel article
(g) ISO 630: Steel for general structure

3 Definitions
3.1 Bracket
The component used to support (a) lamp(s) at a definite distance from the axis of the
lower straight part of the lighting column

3.2 Nominal height


The distance between the entry of the lamp(s) and the intended grounded level

3.3 Base plate
The plate below ground level to a planted column to prevent the column sinking into the
ground and overturning

3.4 Flange plate


The plate to allow it to be secured to a concrete foundation or to other structures

3.5 Door opening


The hole in the column for access to electrical equipment

3.6 Cable entry slot


The hole in the column below ground for the cable entry

3.7 Base compartment


The space for attaching the electric equipment

3.8 Design load


The load for which the support has been designed

3.9 Failure load


The point at which the support cannot carry any additional load

4 Size and spec numbers


4.1 Size
The nominal height of the poles shall be one of the values below.
18m, 20m, 25m

5 Requirements
5.1 Required structure
The poles shall meet the requirements listed below. If not mentioned, the relevant
clauses on the AASHTO shall be taken into account.

5.1.1 Material of the pole


The material of the pole shall be equivalent to or better than the material listed below.
(a) Steel: Euronorm 25 - 72 grade Fe 360 B
(b) Aluminum alloy: ISO/R 164, ISO/R 290, ISO/TR 2136 or ISO/R 822

5.1.2 Corrosion protection


(a) For the steel pole, the corrosion protection shall be applied by means of hot-dip
galvanizing or painting according to the clause 4 of BS 5649: part 4.
(b) For the aluminum alloy pole, the corrosion protection shall be applied according to the
clause 5 of BS 5649: part 4.

5.1.3 Shape of the pole


(a) The shape of the pole shall comply with the GECOL’s request, if any. Otherwise, the
shape of the pole shall be circular or octagonal.
(b) All exposed surface of the pole shall be of smooth texture, and shall be free from
sharp edges, marks or other imperfection.

5.1.4 Degree of enclosure


(a) The IP code of the pole shall meet at least IP 23.
(b) For the part below 2.5 m from the assumed ground level, the IP code shall meet at
least IP 33.

5.1.5 Straightness
The pole shall be so straight that the straightness of the pole can meet the clause 8.1 of

BS 5649: Part 2.

5.1.6 Material of anchor bolts


The steel for anchor bolts shall be equivalent to or better than Euronorm 25 - 72 grade
Fe 360 B.

5.1.7 Flange plate


(a) The pole shall be equipped with the flange plate, and the flange plate shall be welded
to the pole shaft by complete penetration butt welding or double fillet welding.
(b) The bottom of the flange plate in contact with concrete foundation shall be coated
with epoxy after mild sweep blasting at the coating area.
(c) The dimensions of the flange plate shall be in accordance with the Table 2 of this
specification.

Note: The values listed above are minimum requirements.

5.1.8 Door opening and cable entry slot


(a) The opening of the door shall be designed in such a way that only authorized persons
will be able to open it.

(b) The position and dimensions of the door opening and the cable entry shall comply
with the request of GECOL. Otherwise, they shall be in compliance with the clause 4
of BS 5649: Part 2.

5.1.9 Base compartment


(a) The pole shall be equipped with a base compartment, and the dimensions of the base
compartment shall comply with GECOL’s request.
(b) The base compartment shall be equipped with a door, and the material of the door
shall be equivalent to or better than the material of the pole.
(c) The compartment door shall be structured to protect the unauthorized entry and to
resist the damage which might cause an electrically unsafe situation.
(d) The IP code of the compartment door shall comply with IP 33 despite the clause 5.1.4
of this specification.

5.1.10 Cableway
(a) The cableway from the base compartment to the lamp connection shall be a minimum
of 35 mm containing diameter unless requested by GECOL.
(b) The cableway from the cable entry to the base compartment shall be a minimum of 70
mm containing diameter unless requested by GECOL.
(c) All cableways shall be smooth and free from obstruction with no sharp edges, burrs
and the like which might cause abrasion of the cable.

5.1.11 Earthing terminal


(a) The earthing terminal shall be corrosion resistant.
(b) The earthing terminal shall have sufficient contact surface for the attachment of the
earthing conductor.
(c) The attachment of the fixed part of the terminal shall be designed and executed so as
to prevent it from being rotated when the clam part is moved.
(d) If the fixed part of the terminal consists of bolts, their size shall not be less than M8.

5.1.12 Tolerance
The tolerance of the dimensions shall be stated by the provider and meet the clause 8 of
BS 5649: Part 2.

5.1.13 Welding
(a) For the steel lighting pole, metal-arc welding shall comply with BS 5135.
(b) For aluminum alloy lighting pole, filler rods or wire used for gas shielded arc welding
of aluminum alloy shall comply with BS 2901: Part 4.
(c) Transverse welding shall not be permitted.

5.1.14 Self lowering device
If requested by GECOL, the pole shall be equipped with the self lowing device
including its accessories to land the fixtures for safe and easy maintenance of the fixtures.
(a) The self lowering device shall be equipped with at least 3 wires for lifting the fixtures
up and down. The wires shall be able to withstand the weight of the fixtures when one
of the wires is cut off.
(b) The safety factor of the wires shall comply with GECOL’s request. Unless otherwise
mentioned, the value of 2.5 shall be taken into account.
(c) The wires shall be of equivalent to or better than the stainless steel.
(d) The sheaves shall withstand the weight of the fixtures and wires. The sheaves shall be
of equivalent to or better than the stainless steel.
(e) The safety factor of the sheaves shall not be less than that of wires.
(f) The head frame assemble shall be fabricated from galvanized steel or stainless steel,
and shall securely mount to the high mast pole with stainless steel set of screws.
(g) The power of the motor provided shall be sufficient to cover the weight of fixtures,
wires, and so on. The motor shall be waterproof.

5.1.15 Pole integrated luminaires


For pole integrated luminaires, the specification titled ‘Luminaires and Fittings for Street
Lighting’ shall be taken into account.

5.2 Required characteristics

5.2.1 Design loads


The design load of the pole shall be stated by the manufacturer, and shall be greater than
the value calculated under the conditions below.
(a) The pole shall be able to withstand the wind pressure under the environmental
conditions given in the clause 1.2 of this specification.
(b) The lamps as well as the pole shall be taken into consideration.
(c) The safety factor (k factor) given by GECOL shall be taken into account. Unless
otherwise mentioned, the value of 2.5 shall be considered.

6 Tests and inspections


6.1 Type tests (design tests) including inspections
To verify compliance of the support design with the specifications, the type tests shall be
carried out in accordance with the related clauses of IEC 60652 and BS 5649: Part 8, and
the type tests for the poles are listed below.

(a) Measuring overall dimensions: 4.1 of this specification
(b) Ultimate load test: 6 of BS 5649: Part 6 and ISO 3345~6
(c) Galvanizing test: ISO 1459, ISO 1460 and ISO 1461
(d) Visual inspections
- Dimension of the base compartment and its door: 5.1.9 of this specification
- Dimension of the door opening: 4 of BS 5649: Part 2.
- Dimension of the flange plate and its bolts: 5.1.7 of this specification

6.2 Sample tests


Upon GECOL’s request, the sample tests shall be performed in accordance with the
related clauses of IEC 60652 and BS 5649: Part 8, and the sample tests for the pole shall be
selected from type tests by mutual consent.

6.3 Routine tests


The routine tests shall be carried out in accordance with the related clauses of IEC
60652 and BS 5649: Part 8, and the routine tests for the poles are listed below.
(a) Measuring overall dimensions: 4.1 of this specification
(b) Visual inspections
- Dimension of the base compartment and its door: 5.1.9 of this specification
- Dimension of the door opening: 4 of BS 5649: Part 2.
- Dimension of the flange plate and its bolts: 5.1.7 of this specification

7 Marking
7.1 Earthing terminal
The earthing terminal shall be distinctly and durably marked with the below symbol and
the size of the symbol shall be at least 10 mm.

7.2 Marking on the pole


The marking shall be located at 3 m from ground level when the poles are installed.

7.2.1 Information of the marking


The poles shall be marked with the following information.
(a) GECOL mark and/or its trade mark
(b) Nominal length of the pole
(c) Name of manufacturer

(d) Year of manufacturing

7.2.2 Size of letters


(a) The size of letters shall be at least 25 mm long, 5 mm wide.
(b) The letter on the pole shall be easily visible from the ground in service.

8 Delivery
The supplier shall ensure that there is no deterioration of characteristics during the
transit to their final destination.
(a) The poles shall not be bent during transportation and storage.
(b) There shall be neither scratching nor punching on the poles during transportation and
storage.
(c) The poles shall be carried on the proper transport vehicles.
The supplier shall provide the method of transportation and storage to withstand rough
handling during transit and exposure to extreme temperature, salt and precipitation during
transit and open storage.

9 Documents and certificates


9.1 Information to be given by GECOL

9.1.1 Service conditions


Excluding the normal conditions referred to the clause 1.2 of this specification, service
conditions at which the pole will be located shall be stated by GECOL.

9.2 Information to be given by suppliers

9.2.1 Technical data sheet


(a) The technical data sheet shall be filled and provided by supplier according to the
annex A of this specification.
(b) For the poles having the same technical data, the technical data sheet can be made out
collectively.

9.2.2 Certificates of type tests, sample tests and routine tests


(a) The certificates of type tests according to clause 6.1 of this specification shall be

provided by supplier.
(b) If any, the certificates of sample tests according to clause 6.2 of this specification shall
be provided by supplier.
(c) The certificates of routine tests according to clause 6.3 of this specification shall be
provided by supplier, if required by GECOL.

9.2.3 Guidelines and manuals


The supplier should provide instructions for the transport, storage, installation and
maintenance of the pole. The instructions for the transport and storage should be given
before delivery, and the instructions for the installation and maintenance should be given
by the time of delivery at the latest.
(a) The instructions for installation shall be provided by the supplier.
(b) The instructions for maintenance shall be provided by the supplier.
(c) The schedule for maintenance shall be specified by supplier.

9.2.4 Safety standards


The safety standards for installation and maintenance shall be provided by supplier.

9.2.5 Related drawings


The related drawings including the shape and dimensions of the pole shall be provided
by supplier.

10 Warranty
The supplier shall warrant the poles for the term of warranty beginning on the date when
the poles is delivered. The warranty shall cover full of the poles and supplier’s labor costs,
which are attributable to the supplier.
The term of warranty shall be decided by mutual agreement between GECOL and the
supplier.
