Requirements of the Civil Aviation Authority of Thailand No.

On the Application for and Issuance of Personnel Licence and Rating Endorsement

Whereas Section 42 of the Air Navigation Act B.E. 2497 prescribes that no person shall be any of

the Personnel unless he has obtained permission from the Competent Official thereunder; be it, therefore,

by virtue of the provisions in Section 43 of the Air Navigation Act B.E. 2497 as amended by the Royal Decree

B.E. 2558 on the Amendment to the Air Navigation Act B.E. 2497, which legislates requirements on the

application, issuance, and certification of Personnel Licence, the Director General of the Civil Aviation

Authority of Thailand hereby issues these Requirements on the Application for and Issuance of Personnel

Licence and Endorsement of Rating on Personnel Licence, as follows:

Clause 1. These Requirements shall be known and cited as “Requirements of the Civil Aviation

Authority of Thailand No. 15 on the Application for and Issuance of Personnel Licence and Endorsement of

Rating on Personnel Licence”.

Clause 2. These Requirements shall come into force on the day following its publication in the

government gazette, except Clause 12 (2) in the case of Aircraft Maintenance Engineer Licence and Air

Traffic Controller Licence, which shall be in full force and effect after one year following its publication in

the government gazette.

Clause 3. The following shall be repealed:

(1) Clause 3 of the Ministerial Regulations No. 3 (B.E. 2497) as issued in pursuance of

the provisions in the Air Navigation Act B.E. 2497.

(2) Announcement of the Department of Civil Aviation on the Procedures of

Application for and Issuance of Personnel Licence and Rating Endorsement B.E. 2558.

Clause 4. In these Requirements:

“Applicant” means the Applicant applying for Personnel Licence or rating endorsement

on the Personnel Licence.

“Director General” means the Director General of the Civil Aviation Authority of

Thailand.

“Competent Official” means the Director General or the person designated by the

Director General of the Civil Aviation Authority of Thailand.

“CAAT” means the Office of the Civil Aviation Authority of Thailand.

Clause 5. The Competent Official shall issue a Personnel Licence for holders of the following

licences:

(1) Pilot Licence:

(a) Student Pilot Licence

(b) Private Pilot Licence – Aeroplane, Private Pilot Licence – Helicopter, Private Pilot Licence –

Vertical Take-off and Landing (VTOL) Aircraft, and Private Pilot Licence – Airship

(c) Co-pilot Licence

(d) Commercial Pilot Licence – Aeroplane, Commercial Pilot Licence – Helicopter, Commercial

Pilot Licence – Vertical Take-off and Landing (VTOL) Aircraft, and Commercial Pilot Licence – Airship

(e) Airline Transport Pilot Licence – Aeroplane, Airline Transport Pilot Licence – Helicopter,

and Airline Transport Pilot Licence – Vertical Take-off and Landing (VTOL) Aircraft

(f) Glider Pilot Licence

(g) Hot Air Balloon Pilot Licence

(h) Ultralight Aircraft Pilot Licence

(2) Aircraft Maintenance Engineer Licence

(3) Student Air Traffic Controller Licence

(4) Air Traffic Controller Licence

(5) Flight Dispatcher Licence

Clause 6. The Competent Official shall endorse rating on the Personnel Licence for pilots as

follows:

(1) Category of the aircraft:

(a) Aeroplane

(b) Helicopter

(c) Vertical take-off and landing (VTOL) aircraft

(d) Airship

(e) Glider

(f) Balloon

(g) Ultralight aircraft

(2) Class rating of the aircraft of which the Type Certificate requires a single pilot for operation:

(a) Single-engine aircraft – land

(b) Single-engine aircraft – sea

(c) Multi-engine aircraft – land

(d) Multi-engine aircraft – sea

(3) Type rating of the aircraft in the Pilot Licence shall be specified for:

(a) The aircraft of which the Type Certificate requires at least two pilots for operation

(b) The helicopter and vertical take-off and landing (VTOL) aircraft of which the Type

Certificate requires a single pilot for operation

(c) The high performance airplane of which the Type Certificate requires a single pilot for

operation and exhibits such characteristics as gas turbines, pressurization system, maximum speed of 250

knots, and minimum height of 25,000 feet above medium sea-level (MSL); whereby the Competent Official

shall endorse the rating only if it complies with the rules prescribed in the Appendix hereof.

(d) Other types of aircraft as deemed appropriate by the Director General to specify the type

rating in the Personnel Licence

(4) Type rating of the aircraft under (3) shall specify the right to perform duties as a pilot in

command, co-pilot, or co-pilot for type rating – cruise only.

(5) Other ratings include:

(a) Instrument rating

(b) Flight instructor rating

The Competent Official shall endorse the class rating and type rating in accordance with the

aircraft category prescribed by the Director General.

Clause 7. The endorsement of other ratings in addition to those outlined in Clause 6 shall be

performed by the Competent Official as follows:

(1) The rating on Aircraft Maintenance Engineer Licence shall be endorsed as follows:

(a) Rating for the entire aircraft, regardless of whether a particular class is specifically or

separately designated

(b) Rating for the airframe, engine, aircraft system, or components of the aircraft, regardless

of whether a particular class is specifically or separately designated

(c) Rating for the avionics system or components of the aircraft, regardless of whether a

particular class is specifically or separately designated

The Competent Official shall endorse the ratings under (a), (b) and (c) in accordance with the

aircraft category prescribed by the Director General.

(2) The rating on Air Traffic Controller Licence shall be endorsed as follows:

(a) Aerodrome control rating

(b) Approach control procedural rating

(c) Approach control surveillance rating

(d) Approach precision radar control rating

(e) Area control procedural rating

(f) Area control surveillance rating

(3) The Flight Dispatcher Licence shall be endorsed with the flight dispatcher rating.

Clause 8. The Applicant applying for a Personnel Licence or endorsement of rating on the

Personnel Licence shall submit to the Director General the application in accordance with the form

prescribed by the Director General, along with the following documentary evidence:

(1) Student pilot

(a) Certified true copy of the citizen identification card

(b) 3 photos of 1 inch in size, taken in full-face view directly facing the camera with no head

covering or tinted glasses and taken within 6 months

(c) Certified true copy of Class 2 medical certificate or higher that is valid at the time of

application

(d) Student pilot certificate issued by an aviation training organization

(e) Letter of acknowledgement of health qualifications (only in the case of which the Applicant

is a student pilot in a commercial pilot training course and holds a Class 2 medical certificate)

(2) Private pilot – aeroplane, helicopter, vertical take-off and landing (VTOL) aircraft, and airship

(a) Certified true copy of the citizen identification card

(b) 3 photos of 1 inch in size, taken in full-face view directly facing the camera with no head

covering or tinted glasses and taken within 6 months

(c) Certified true copy of Student Pilot Licence

(d) Certified true copy of Class 2 medical certificate or higher that is valid at the time of

application

(e) Certified true copy of the graduation certificate or certificate of private pilot training

course that has been approved by the Director General and issued by a certified aviation training

organization (if any)

(f) Evidence substantiating that the Applicant has passed the theoretical knowledge test of

the CAAT

(g) Certified true copy of the pilot logbook, outlining all details pursuant to the qualifications

specified in the application

(h) Certificate of flight hours or fight experience in accordance with the form prescribed by

the Director General. In the case of a state pilot, the certificate of flight hours issued by the respective

government agency can be used in lieu of the certificate of flight hours or flight experience.

(3) Co-pilot

(a) Certified true copy of the citizen identification card

(b) 3 photos of 1 inch in size, taken in full-face view directly facing the camera with no head

covering or tinted glasses and taken within 6 months

(c) Certified true copy of Class 1 medical certificate that is valid at the time of application

(d) Certified true copy of the graduation certificate or certificate of co-pilot training course

that has been approved by the Director General and issued by a certified aviation training organization (if

any)

(e) Evidence substantiating that the Applicant has passed the theoretical knowledge test of

the CAAT

(f) Certified true copy of the pilot logbook, outlining all details pursuant to the qualifications

specified in the application

(g) Certificate of flight hours or fight experience in accordance with the form prescribed by

the Director General. In the case of a state pilot, the certificate of flight hours issued by the respective

government agency can be used in lieu of the certificate of flight hours or flight experience.

(4) Commercial pilot

(a) Certified true copy of the citizen identification card

(b) 3 photos of 1 inch in size, taken in full-face view directly facing the camera with no head

covering or tinted glasses and taken within 6 months

(c) Certified true copy of Student Pilot Licence

(d) Certified true copy of Class 1 medical certificate that is valid at the time of application

(e) Certified true copy of the graduation certificate or certificate of commercial pilot training

course that has been approved by the Director General and issued by a certified aviation training

organization, except in the case of commercial pilot – airship

(f) Evidence substantiating that the Applicant has passed the theoretical knowledge test of

the CAAT

(g) Certified true copy of the pilot logbook, outlining all details pursuant to the qualifications

specified in the application

(h) Certificate of flight hours or fight experience in accordance with the form prescribed by

the Director General. In the case of a state pilot, the certificate of flight hours issued by the respective

government agency can be used in lieu of the certificate of flight hours or flight experience.

(5) Airline transport pilot

(a) Certified true copy of the citizen identification card

(b) 3 photos of 1 inch in size, taken in full-face view directly facing the camera with no head

covering or tinted glasses and taken within 6 months

(c) Copy of Commercial Pilot Licence (every page that exhibits multi-engine rating and

instrument rating)

(d) Certified true copy of Class 1 medical certificate that is valid at the time of application

(e) Evidence substantiating that the Applicant has passed the theoretical knowledge test of

the CAAT

(f) Certified true copy of the pilot logbook, outlining all details pursuant to the qualifications

specified in the application

(g) Certificate of flight hours or fight experience in accordance with the form prescribed by

the Director General. In the case of a state pilot, the certificate of flight hours issued by the respective

government agency can be used in lieu of the certificate of flight hours or flight experience.

(6) Glider pilot

(a) Certified true copy of the citizen identification card

(b) 3 photos of 1 inch in size, taken in full-face view directly facing the camera with no head

covering or tinted glasses and taken within 6 months

(c) Certified true copy of Student Pilot Licence

(d) Certified true copy of Class 2 medical certificate or higher that is valid at the time of

application

(e) Evidence substantiating that the Applicant has passed the theoretical knowledge test of

the CAAT

(f) Certificate of flight hours or flight experience in accordance with the form prescribed by

the Director General

(g) Certified true copy of the pilot logbook, outlining all details pursuant to the qualifications

specified in the application

(7) Balloon pilot

(a) Certified true copy of the citizen identification card

(b) 3 photos of 1 inch in size, taken in full-face view directly facing the camera with no head

covering or tinted glasses and taken within 6 months

(c) Certified true copy of Student Pilot Licence

(d) Certified true copy of Class 2 medical certificate or higher that is valid at the time of

application

(e) Evidence substantiating that the Applicant has passed the theoretical knowledge test of

the CAAT

(f) Certificate of flight hours or flight experience in accordance with the form prescribed by

the Director General

(g) Certified true copy of the pilot logbook, outlining all details pursuant to the qualifications

specified in the application

(8) Ultralight aircraft pilot

(a) Certified true copy of the citizen identification card

(b) 3 photos of 1 inch in size, taken in full-face view directly facing the camera with no head

covering or tinted glasses and taken within 6 months

(c) Certified true copy of Student Pilot Licence

(d) Certified true copy of Class 4 medical certificate that is valid at the time of application

(e) Evidence substantiating that the Applicant has passed the theoretical knowledge test of

the CAAT

(f) Certificate of flight hours in accordance with the form prescribed by the Director General

(g) Certificate of membership of an association, foundation, or club

(h) Certified true copy of the pilot logbook, outlining all details pursuant to the qualifications

specified in the application

(9) Aircraft maintenance engineer

(a) Certified true copy of the citizen identification card

(b) 3 photos of 1 inch in size, taken in full-face view directly facing the camera with no head

covering or tinted glasses and taken within 6 months

(c) Certificate of work experience issued by the original affiliation, specifying the Applicant’s

proficiency in aircraft maintenance, including airframes, main components of the aircraft, and equipment

installed in the aircraft, which must conform to at least any of the following requirements:

1) Experience of no less than four years; or

2) Experience of no less than two years, wherein the Applicant must attach a copy of the

graduation certificate, certifying his/her completion of the helicopter maintenance technician (HM) training

course from a civil aviation institution; or

3) Experience of no less than two years, wherein the Applicant must attach a copy of the

graduation certificate and transcript, certifying his/her completion of the aircraft maintenance (AM) training

course from a civil aviation institution, from Class 47 onwards;

4) Experience of no less than one year, wherein the Applicant must attach a copy of the

graduation certificate and transcript, certifying his/her completion of the aircraft maintenance (AM) training

course from a civil aviation institution, from Class 1–46.

(d) Evidence substantiating that the Applicant has passed the theoretical knowledge test of

the CAAT

(10) Student air traffic controller

(a) Certified true copy of the citizen identification card

(b) 3 photos of 1 inch in size, taken in full-face view directly facing the camera with no head

covering or tinted glasses and taken within 6 months

(c) Certified true copy of Class 3 medical certificate that is valid at the time of application

(d) Course certificate issued by the original affiliation, certifying that the Applicant has

completed the air traffic controller training course that has been approved by the Director General, from

an aviation training organization certified by the Director General

(e) Copy of the language proficiency test result of the language used for radio

communication, as issued by a language proficiency testing center approved by the CAAT, whereby the test

result must not be lower than Level 4

(11) Air traffic controller

(a) Certified true copy of the citizen identification card

(b) 3 photos of 1 inch in size, taken in full-face view directly facing the camera with no head

covering or tinted glasses and taken within 6 months

(c) Copy of Student Air Traffic Controller Licence

(d) Certified true copy of Class 3 medical certificate that is valid at the time of application

(e) Copy of the graduation certificate or course certificate, certifying that the Applicant has

completed the air traffic controller training course that has been approved by the Director General, from

an aviation training organization certified by the Director General

(f) Evidence substantiating that the Applicant has passed the theoretical knowledge test of

the CAAT

(g) Copy of the language proficiency test result of the language used for radio

communication, as issued by a language proficiency testing center approved by the CAAT, whereby the test

result must not be lower than Level 4

(h) Certificate issued by the original affiliation, certifying that the Applicant has performed

duties as an air traffic controller under the supervision of the holder of Air Traffic Controller Licence for a

period of at least three months

(12) Flight dispatcher

(a) Certified true copy of the citizen identification card

(b) 3 photos of 1 inch in size, taken in full-face view directly facing the camera with no head

covering or tinted glasses and taken within 6 months

(c) Evidence substantiating that the Applicant has passed the theoretical knowledge test of

the CAAT

(d) Certificate issued by the original affiliation, certifying that the Applicant has performed

duties as an assistant flight dispatcher under the supervision of the holder of Flight Dispatcher Licence for

a period of at least one year, or a certified true copy of the course certificate, certifying that the Applicant

has completed the FOO training course that has been approved by the Director General

(e) Certificate certifying that the Applicant has performed duties as an assistant flight

dispatcher under the supervision of the holder of Flight Dispatcher Licence for at least ninety consecutive

business days within a period of six months from the date of application

(13) Multi-engine rating

(a) Copy of Pilot Licence (every page) or evidence substantiating that the Applicant has

passed the CAAT’s theoretical knowledge test required for issuance of a Pilot Licence

(b) Certified true copy of Class 1 medical certificate that is valid at the time of application

(c) Certificate of the theoretical knowledge test result issued by the CAAT

(d) Certified true copy of the pilot logbook, outlining all details pursuant to the qualifications

specified in the application

(e) Certificate of flight hours or flight experience in accordance with the form prescribed by

the Director General. In the case of a state pilot, the certificate of flight hours issued by the respective

government agency can be used in lieu of the certificate of flight hours or flight experience.

(14) Instrument rating for aeroplane, helicopter, vertical take-off and landing (VTOL) aircraft, and

airship

(a) Copy of Pilot Licence (every page) or evidence substantiating that the Applicant has

passed the CAAT’s theoretical knowledge test required for issuance of a Pilot Licence

(b) Certified true copy of Class 1 medical certificate that is valid at the time of application

(c) Certified true copy of the course certificate, certifying that the Applicant has completed

the instrument training course that has been approved by the Director General, from an aviation training

organization certified by the Director General

(d) Certificate of the theoretical knowledge test result issued by the CAAT

(e) Certified true copy of the pilot logbook, outlining all details pursuant to the qualifications

specified in the application

(f) Certificate of flight hours or flight experience in accordance with the form prescribed by

the Director General. In the case of a state pilot, the certificate of flight hours issued by the respective

government agency can be used in lieu of the certificate of flight hours or flight experience.

(15) Instructor rating for aeroplane, helicopter, vertical take-off and landing (VTOL) aircraft, and

airship

(a) Copy of Commercial Pilot Licence or higher (every page)

(b) Certified true copy of Class 1 medical certificate that is valid at the time of application

(c) Certified true copy of the course certificate, certifying that the Applicant has completed

the instructor training course that has been approved by the Director General, from an aviation training

organization certified by the Director General

(d) Certified true copy of the pilot logbook, outlining all details pursuant to the qualifications

specified in the application

(e) Certificate of flight hours or flight experience in accordance with the form prescribed by

the Director General. In the case of a state pilot, the certificate of flight hours issued by the respective

government agency can be used in lieu of the certificate of flight hours or flight experience.

(16) Aircraft maintenance engineer rating

(a) The Applicant who applies for the Aircraft Maintenance Engineer Licence and

endorsement of type rating for the first time shall submit evidence substantiating his/her completion of

on-the-job (OJTI) training course, which has been approved by the Director General, under the supervision

of an experienced aircraft maintenance engineer or the holder of Repair Station Certificate, by specifying

details and duration of training that are appropriate to the rating sought.

(b) Copy of Aircraft Maintenance Engineer Licence (every page)

(17) Air traffic controller rating

(a) Copy of Air Traffic Controller Licence (every page)

(b) Certified true copy of Class 3 medical certificate that is valid at the time of application

Clause 9. Upon receipt of the application and documentary evidence under Clause 8, the

Competent Official will issue the Personnel Licence or endorse the rating on the Personnel Licence only if

it appears that:

(a) The Applicant has satisfied the qualification requirements in respect of age, knowledge, health

and proficiency, in accordance with the type of licence or rating prescribed in the Regulations on the

Qualifications of Personnel Licence Holders;

(b) The Applicant has passed the theoretical and practical tests in accordance with the criteria

prescribed by the Director General;

(c) The application and documentary evidence under Clause 8 have been submitted in a

complete manner; and

(d) The Applicant has paid the fee for issuance of Personnel Licence or endorsement of rating on

the Personnel Licence.

Clause 10. The holder of Pilot Licence who is desirous of obtaining a Pilot Licence for another

aircraft category shall submit the application and documentary evidence set forth in Clause 8. After the

Competent Official has considered that the submitted application and documentary evidence conform to

the provisions specified in Clause 9, the Competent Official will issue another Pilot Licence for the applied

aircraft category.

Clause 11. The holder of Personnel Licence who is desirous of renewing the said Licence shall

submit to the Competent Official the application in accordance with the form prescribed by the Director

General within sixty days prior to expiration of the original Personnel Licence, along with the following

documentary evidence:

(1) The original Personnel Licence

(2) In the case of the holder of Pilot Licence, the Applicant shall submit a copy of logbook or

documentary evidence indicating the flight hours that have been approved by the captain or authorized

person of the original affiliation, whereby the Applicant shall have accumulated at least three hours of flight

time within the last ninety days prior to submission of the application.

(3) In the case of the holder of any other licences in addition to (2), the Applicant shall submit a

certificate issued by the original affiliation, certifying his/her recency of experience in performing duties in

accordance with the type of licence he/she holds, as follows:

(a) The aircraft maintenance engineer shall have performed duties for at least six months

within a period of twenty-four months prior to submission of the application.

(b) The air traffic controller shall have at least twelve hours of actual duty period or have

performed duties on an air traffic control simulator for at least eighteen hours within the last six months

prior to submission of the application.

(c) The flight dispatcher shall have accrued the actual duty hours within the last ninety days

prior to submission of the application.

(4) A valid medical certificate in the case of pilots and air traffic controllers

(5) A valid language proficiency test result in the case of air traffic controllers

Upon receipt and examination of the application pursuant to the first paragraph, the Competent

Official will renew the Personnel Licence only if it appears that the Applicant has satisfied all qualification

requirements, has submitted the documentary evidence in an accurate and complete manner, and has

paid all applicable fees; whereby the renewal period shall commence from the expiration date indicated on

the original Personnel Licence.

Clause 12. In the event that the renewal application has been submitted upon expiration of the

original Personnel Licence, the Applicant shall comply with the following guidelines:

(1) In the event that the original Personnel Licence has been expired for a period not exceeding

90 days, the Applicant shall submit the application and documentary evidence outlined in Clause 11.

(2) In the event that the original Personnel Licence has been expired for more than 90 days but

not exceeding 4 years, the Applicant shall submit the application and documentary evidence outlined in

Clause 11 and shall complete the requalification/refresher training course that has been approved by the

Director General, from an aviation training organization certified by the Director General.

(3) In the event that the original Personnel Licence has been expired for more than 4 years, the

Applicant shall retake the theoretical and practical tests and submit the application in the same manner as

his/her first application for Personnel Licence, but is not required to submit the certificate of flight hours or

flight experience.

Upon receipt and examination of the application pursuant to the first paragraph, the Competent

Official will renew the Personnel Licence only if it appears that the Applicant has satisfied all qualification

requirements, has submitted the documentary evidence in an accurate and complete manner, and has

paid all applicable fees; whereby the renewal period shall commence from the expiration date indicated on

the original Personnel Licence

Clause 13. The Competent Official may request additional documents or evidence to verify the

Applicant’s qualifications, knowledge, proficiency and flight experience, so as to support the consideration

for issuance or renewal of Personnel Licence or endorsement of rating, whenever it deems appropriate.

Appendix

Rules for Endorsement of the Type Rating of High Performance Aeroplanes on the

Pilot Licence

The Competent Official shall endorse the type rating of high performance aeroplanes on the Pilot

Licence in the event that:

1. The Applicant has submitted evidence substantiating his/her completion of theoretical and

practical knowledge training courses that have been approved by the Director General, as follows:

(1) Theoretical knowledge consists of:

(a) Major aircraft system (flight controls, electrical and hydraulic systems)

(b) Pneumatic and pressurization systems

(c) Landing gear

(d) Instrument and navigation aids

(e) Aircraft performance characteristics and limitations

(f) Principles of normal, abnormal and emergency operations

(g) Approved aircraft flight manual or equivalent

(h) Aeroplane deicing and anti-icing procedures

(2) Practical knowledge, whereby training shall include sessions conducted on the aircraft or

flight simulation training device that has been approved by the Director General, consisting of:

(a) Normal and abnormal take-off and landing

(b) Normal cruise flight operations while operating at 25,000 feet above MSL

(c) Proper emergency procedures for simulated rapid decompression without actually

depressurizing the aircraft

(d) Emergency descent procedures

2. The Applicant has passed the practical test administered by the CAAT or the designated check

pilot appointed by the CAAT.
