line with erection procedure of equipment suppliers / engineer incharge's instructions & specification as per approved
drawing with full compliance to TBEA / HPPTCL safety guideline implemented time to time etc. for all activities listed below:

Erection of 66.5 MVA, 220/132 KV, 1-Phase Power Transformer along with Bushings,
Bushing Turrets, Clamps & connectors, radiators, conservator, Pipe lines, valves, tap
changer, Marshalling Box, ODS, OLTC & other Transformer accessories including shifting

of material from stores to desire location, Leakage test of Transformer Assembly,
touch-up painting excluding insulating oil (As per Technical Specification/Requirement of
HPPTCL & TBEA)

Insulating Oil for 66.5 MVA, 220/132 KV, 1-Phase Auto / Power Transformer (Approx 27
KL for each transformer) (As per technical specification). It includes preparation of
transformer oil in a separate oil tanker with a filter machine for filling transformer oil in the
transformer will be required, filling of dry air, vacuuming in transformer with required
2 parameters, Oil filling in the maintank, Oil filtration within the maintank should be No. 4
continued to achieve the required properties of oil (cost of oil test from the approved
laboratory, electricity charges during oil filtration should be in the scope of sub
contractor). Oil Filatration machine of capacity of 10kL/Hr.along with a 40kL tank is
required.
 Erection of 31.5 MVA, 132/33 KV, 3-Phase Power Transformer along with Bushings,
Bushing Turrets, Clamps & connectors, radiators, conservator, Pipe lines, valves, tap
changer, Marshalling Box, ODS, OLTC & other Transformer accessories including shifting

of material from stores to desire location, Leakage test of Transformer Assembly,
touch-up painting excluding insulating oil (As per Technical Specification/Requirement of
HPPTCL & TBEA)
Insulating Oil for 31.5.5 MVA, 132/33 KV, 3-Phase Auto / Power Transformer (Approx 21
KL for each transformer) (As per technical specification). It includes preparation of
transformer oil in a separate oil tanker with a filter machine for filling transformer oil in the
transformer will be required, filling of dry air, vacuuming in transformer with required
4 parameters, Oil filling in the maintank, Oil filtration within the maintank should be Set 2
continued to achieve the required properties of oil (cost of oil test from the approved
laboratory, electricity charges during oil filtration should be in the scope of sub
contractor). Oil Filatration machine of capacity of 10kL/Hr.along with a 40kL tank is
required.

Laying and Termination of Power and Control Cables from Transformer accessories up to
CR/ RTCC panel. This scope includes Fiber Optic cable laying, conduit work & splicing
work.This work includes cable laying, termination with double compression cable glands,
lugs, ferrules, cable tags (Rectangular for power cable and Circular for control
cable),cable markers and dressing of cables in cable trench with cable ties, Supply of
5 cable tag,lugs,ties,other miscellenuous items for successful completion of work as per the LS 1
customer requirement.This also include fabrication and erection of cable tray support and
cable tray including laying of GI/HDPE pipe glanding, termination of the cable at panel,
etc. which includes PVC binding dressing/ shaping drilling of holes in panels for glands
nuts as required. The work also includes Looping in panel, supply and fixing of
identification tags as per HPPTCL specification and requirement.

Note : 1. Transformer Erection are including Internal cable laying & Termination from Transformer accessories to Transformer MB
2. Including Cable Tray fixing and propoer dressing of cable
3. Electricity and water to be arranged by contractor. No extra payment shall be paid for DG set
4. Above works are including all transformer pre-eretion and pre-commissioning test as per HPPTCL specification

Tan delta < 0.0025 @ 90 °C).Samples shall be taken as per below table. In case of any doubt number of
drums to be checked needs to be increased.

The rates quoted is deemed to be inclusive of all techno/commercial aspects

specifically mentioned in schedule of rates or not.
All required test shall be carried out by us at Client approved laboratory, as per
Client/TBEA requirement at our cost within quoted rates. Some of such test are
listed below:

* DP test 100% , 10% radio graphy test, milli volt drop 100% and mechanical test
on all AL tube welding and earth mat welding joints.

Al tube work includes cutting , welding . Bending , and fixing of all clamps
1.4 connectors. This also includes providing Raychem ( Heat Shrink Sleeves ). All
consumables are also included like Argon gas. Filler etc.
All Testing & Commissioning , oil sample test before & after commissioning is
included in our scope. Calibration of WTI/OTI is also in our scope. We will carry out

all testing as per requirement of HPPTCL. Bushing Tan delta test shall be carried
out on both variable voltage and frequency.
All the consumables like welding rods, gas for all cutting / welding, cotton
waste ,touch up paints, petrol, petroleum jelly,CTC, PVC taps, lugs, Ferrules, tags

and cable dressing materials will be provided by us within the quoted price.

We will furnish list of minimum manpower and machinery which will be available at
1.7 site of work throughout contract period. The same shall be increased to met
completion schedule as and when required without any extra cost.
After complete commissioning of the system, we shall retain our manpower for
1.8 watch & ward, necessary trouble shooting and smooth operation of the system, till
taking over by Client within the quoted rates.
We shall arrange space for labor colony and construct / maintain the same out side

the boundary of Client. Will also provide necessary fire woods for labours.
The cleaning works around Transformer/Reactor area during execution of work will
1.10 be carried out by us as and when required by TBEA/Client , till complete system/
works are taken over by Client
 All insulators / equipments will be cleaned properly and meggered by 5 kV megger

before erection and charging.
Modification / Alteration, Fabrication / Rectification of structures, cable trays, cable
1.12 rack, base channel, inserts, cable laying termination etc. is in our scope and the
same shall be done by us without any extra cost.
Chipping, grouting & rectification of foundations, cutting, chipping of wall (for
1.13 conduit works) and making good is in our scope and the same shall be done
without any extra cost.
Oil filtration machine, Vacuum Pumps, NAS filters and oil tank of required capacity
as directed by our engineer / Client shall be deployed at site for transformer oil
1.14 filtration. Oil shall be tested at Client approved laboratory for which required special
bottles/syring also will be arranged by us. All testing charges will be borne by us. Oil
testing to be done as and when desired by the customer.
We will construct our site office and store for our manpower and tools and toilets for
staff and labour. We will also make the proper arrangement for drinking water for

staff and labours. Borewel water shall be tested for the suitability for drinking. Same
shall be dismantled by us after substation taking over by Client.
All the bolts shall be tighten with torque wrench with specified torque value. Record

for same shall be kept and submitted to TBEA.
We confirm that we will follow Client/TBEA quality plan and transformer
1.17 manufacturer's site manual & check list in totality. We will maintain all necessary
documents for the same, duly signed by your / Client site personal.
No work will be subcontracted to any other agency by us, without prior permission

Phase marking (on equipment and its structure ) will be done as per approved
1.19 drawing of TBEA/Client by radium paint/strip. Bay/Equipment marking will also be
done by us as required by customer.
After successful erection where ever required we will carry out the touchup painting
1.20 work (including supply of paint) without any extra cost to TBEA. If required we
carryout the same with the help of spray painting machine.
Sealing of cable entry in pipes cable trench and extra holes to be sealed by us in
1.21 Panels MK Drive Box etc with proper sealing compound/Gromats/Al strip/ panel
stoppers.
Cutting of all pipes copper/Aluminium shall be done by cutting tool. Hack shall not be

allowed.
All packing material including cable drums, we will store properly and after

commissioning hand over to Client.
 Material storage will be done within the boundary/ proposed boundary of substation.
1.24 No extra cost will be paid for shifting of material to the erection point for erection
purpose.
We will carry out the house keeping and cleaning around the erection area on daily

basis.
Scope of work shall be completed within 2 months from issuance of PO/confirmation

received by TBEA through mail.
Defect liability period shall be 12 months from date of handing over of site to client
1.27 or completion of all punch points whichever is later. If any defects found in workman
ship then it shall be rectified free of cost.
Liasioning of Necessary Govt Approval If any including approvals from Chief
1.28 Electrical Inspector. Liasoning Work for getting the Labour license, BOCW and
maintaining the same without additional cost will be in your Scope.
We shall follow Site Safety & COVID-19 Norms along with Safety Equipment. All
workers are covered under Work Compensations' Policy Act / Insurance/ ESI
1.29 Scheme, Minimum wages as per Govt acts. Restriction for Child workers.
Any Penalties leavied due to safety and qualtiy issues shall be beared by you
(contractor).
Necessary supports to be provided by us for acceptance procedures and

The Contract can be terminated with 15 days notice looking into quality of work,

2 Loading , Unloading , Storage , Security and Shifting :
Unloading and storage of all accessory ,auxilary , mandatory spare and oil drums

2.2 Unloading of main tank of reactor this includes dragging up to 20 Mtr
On receipt of material all the material to be checked and varified in presence of
TBEA/Customer Engineer. Boxes to be opened for varification and to be repacked.

The detail report for shortage/demage to be submitted within one week after receipt
of the material at site.
Unloading, Storage and Security of TBEA and Client Supplied items are included in

our scope of work.
All free issue material will be checked by us for condition / quantity verification.
2.5 Conductors and cables supplied by Client shall be rolled out, measured and rerolled
for this purpose.
 We will keep a dedicated storekeeper for stores management & necessary
documentation for tracking materials received / issued / consumed for erection. We

will also verify the materials for any shortages/ damages and the same reported to
TBEA with 7 days with documentation.
The reconciliation statement of TBEA / Client supplied items, duly certified by TBEA
2.7 site engineer shall be submitted every month along with the bill. Without this, you
may not process the same for payment.
Loading / Unloading and shifting (from customer Store) of all free issue materials is

in the scope of contractor and the erection will be done in the quoted prices
Round the clock watch and ward of switchyard, stores, outdoor storage yard and
establishment is in our scope of work. If necessary a armed security will be
deployed.

Lodging of FIR in case of theft and assisting TBEA in lodging insurance claim is
included in our scope. We will report damage/theft etc. within 2 days of occurrence
of event to TBEA.
Third party insurance will be covered by us till completion of work and taking over of

work by Client.
Following special care shall be taken for unloading and storage of structure.
A) Members of each type of structure shall be identified and store separately.
2.11 B) All members will be checked with respect to structure bill of material / packing list.
These activities will be completed within seven days and report shortage/damages
to TBEA India Ltd.
All mandatory spare will be unloaded and stored in a separate area (indoor/out

door) and will be Tested and handed over to Client after commissioning by us.
Final reconciliation of all material with Client and obtaining taking over certificate is

included in our scope of work.
Incase unloading/storage done by TBEA and erection done for particular
2.14 equipment/material, The unloading charges will be recovered on mutually agreed
basis.
2.15 Unloading of any other items which are not covered in the BOQ shall be done by us.
3 Earthing and Cable Laying :
Earthing rates are inclusive of excavation in all type of soil and rock. Back filling and

compaction will be carried out by us for the Procter density of 95%.
Earth pit rates are inclusive of works as per Client Specification for construction of
3.2 chamber and supply and fixing of CI cover as per approved drg.
 Supply of all consumables required for earthing viz. gas, low hydrogen welding
rods (Client approved Quality and make Advani , Modi , Esab), salt char coal,

bituminous compound/Paint, red oxide , red lead / zinc rich paint etc. are covered in
our scope.
All the welder shall be pre qualified by us as per Client norms before starting of

welding work for aluminum tube and switchyard earthing..
3.5 Welding rod shall be kept in oven during the welding.
The rates for cable laying in buried cable trench includes excavation in all type of
soils including hard rock, providing laying of approved quality of bricks and sand,

back filling & compaction to 95% Procter, removal of excess earth etc. If required,
yellow soil will be brought form out side for back filling.
Prices for Cable laying includes cable laying, termination with double compression
cable glands, lugs, ferrules, cable tags (Rectangular for power cable and Circular
for control cable), cable markers and dressing of cables in cable trench with cable
3.7 ties, as per the customer requirement.Rates for cable laying includes supply of lugs,
ferrules, cable tags, cable markers and dressing materials as per the customer
requirement. This also include fabrication and erection of cable tray support and
cable tray.
We will arrange sufficient numbers of welding rectifiers / welding generator for the

welding of earthing system
4 Water and Power :
TBEA will provide electric power for construction purpose on chargeable basis, as
applicable, at one point within the Client plot area only if the power is made available
to TBEA by Client. Further distribution by using LT boards, proper distribution
boxes, power cables etc. will be carried out by us. Electric power will not be used for
4.1 the purpose other than permanent construction. Suitable energy meter shall be
provided by us for calculation of energy consumption. In case if power is not
available or any upgradation in kW is required then we will arrange the same
without any extra cost and delay to TBEA. If required, we will mobilize DG set for
augmentation of power at site at no extra cost.
TBEA will provide water for construction purpose as available at one point within the
Client plot area , only if water is made available to TBEA by client. Further

distribution will be carried out by us. In case water is not available at site we will
arrange the same without any extra cost to TBEA.
5 Price quoted and Payment Terms :
5.1 Our quoted price is inclusive of following:-
 i Works contract Tax / VAT as applicable is included in rates quoted.
ii Octroi / Royalty for material brought at site.
Provident fund.& ESI for all our manpower (permanent & temporary) all labour

compliance
iv Exclusive of applicable Goods & Service tax
Workman compensation insurance for all our manpower (permanent & temporary),
v
Third party insurance , Insurance for our tools, plant, machineries and automobiles.
The payment of bills to be made to us after statutory deduction like Income tax,

WCT, Security deposit etc.
The price shall remain firm for the duration of entire contract till taking over of

system by Client.
Any increase / decrease of individual item shall be decided by TBEA, with out any
5.4 limit to contract price. Unit price quoted by us shall remain valid for all such
changes in quantities.
In case we are unable to mobilize / progress to the satisfaction of TBEA and / or
Client with adequate plant and machinery / tools and tackles/ labor/ skilled/
5.5
semi-skilled personnel's, TBEA shall be free to replenish/ augment at our cost plus
15% over heads basis.
If progress is not satisfactory, TBEA reserves the right to delete the scope of work or
5.6 augment resources directly or through other agencies at our cost plus 15% over
heads basis.
6 Payment terms
90% progressive payment shall be made within 30 days or after receipt of TBEA
payment from HPPTCL for the same erection work whichever is later. Entire billing is
back to back basis based on TBEA terms with the HPPTCL. Certification of executed
erection work from the HPPTCL is in our scope.
Following documents shall be furnished along with the Certified RA Bill, without
6.1 which, payment shall not be made to us:-
A) Copy of valid workmen compensation / Third party insurance policy.
B) Complete labour compliance documents as per attached annexure.
C) Quality compliance certificate.
D) Safety compliance certificate.
E) Materials reconciliation statements
 5% Payment shall be released within 30 days or after receipt of TBEA payment from
HPPTCL based on Tacking over certificate (TOC) from HPPTCL or one month from
6.2 the date of successful commissioning (on completion of punch points issued by
HPPTCL) + handover to the ultimate customer whichever is later. Entire billing is
back to back basis based on TBEA terms with the HPPTCL.
5% Payment shall be released within 30 days or issuance of completion certificate
from HPPTCL to TBEA whichever is later and on submission of PBG (From
6.3 Nationalize Bank Only) equivalent to 5% of total contract value within one week from
the date of completion of the contract valid till warranty or after warranty (i.e. 24
months from the date of TOC)
7 Statutory compliances and Safety
We will take necessary labor license on behalf of TBEA and maintain all documents
as required by the central labor Commissioner for manpower employed at TBEA

sites. We will also maintain and take care of all compliance part and necessary
form-V shall be obtain from Client.
Valid insurance of all our tools and plants, cranes, vehicles shall be taken care by

contractor.
We are registered electrical contractor of HPPTCL and are holding Class A category
7.3
electrical license from HPPTCL.
The ESI/PF payments will be made as per statutory requirement & workmen
7.4
compensation policy shall be obtained by us for all manpower engaged for the work.
We shall maintain the proper labor registers and other statutory documents, as
7.5 required under various regulations at site and same shall be available for inspection
at all the times.
7.6 We shall follow all safety norms as per TBEA/ HPPTCL specification.
We will arrange for approval of electrical drawings and final approval / clearance of
7.7 the complete installation for charging of the switchyard from CEA/CEIG and local
authorities as required.
All the lifting tools / machinery shall be tested and valid test certificate shall be
7.8 available at site during erection and the same is need to be witnessed by TBEA
safety engineer before commencement of work.
 Minimum following safety equipments in sufficient quantity will be brought at site &
used by all our manpower:-
A) Safety Helmet, shoes, eye protection during welding, Safety belts, life lines,fall
arrestors for working at heights.
7.9 B) Ladder / scaffolding during working at height.
C) Proper lighting at working place during night.
D) First Aid Box and else required as per TBEA Safety policy
We will obtain work permit from your authorized personal for working in hazardous
area, prior to commencement of work.
All the necessary documents like near miss report, accident report, medical report

etc..releated to safety shall be maintain at site by us.
7.11 We will conduct the medical test of our manpower at regular period.
All our manpower will participate in the toolbox meetings and training conducted by

you at site.
7.13 Special care will be taken for storage of gas cylinder.
Proper earthing shall be made for all construction distribution DB, welding
7.14 Transformer etc. All construction wires used at site shall not have intermediate
joints. Proper plug shall be used for connection of wires to distribution boards.
We will submit security/performance CPBG for total 10% of contract value
awarded,within 15 days from the date of award of contract. This BG to be valid for a

period till completion of work/ defect liability period ( i.e 18 Months pluse calim
period 3 months ).
8 Mobilization :
Mobilization will be done within one week after receiving confirmation from M/s TBEA

9 Additional conditions
In case of any conflict between the conditions specified in this MOM & other contract
9.1 documents then whichever is the stringent conditions shall be followed & complied
with.
Every month electricity bill and other facilities provided by HPPTCL through TBEA or
9.2 any facility directly provided by TBEA on chargable basis, will be deducted in
pro-rata basis or shall be paid by you directly to responsible agency.
9.3 Compliance documents will be strictly mentained at site.
Temporary electric plans with illumination arrangements to be approved and

executed before 1st RA bill
9.5 Code of practice/ TBEA code of compliance to be followed
 Complete time schedule/ work planning/ manpower planning/ Machineries/ method
9.6 statements / others will be submitted within 7 days from the issuance of LOI and
followed through out the project cycle or during the contract kick off meeting
Contractor will submit imdemnity bond for the equipment handed over to them by

TBEA for installation purpose
All work will be carried out by us as per the present quoted rates and same shall be

valid till 24 months from the date of LOI
We will do the necessary segregation of all structure materials/ proper storage and
inform for any shortages within 3 days of unloading to TBEA and minute the same

with supplier representative. We take the responsibility of complete ward and watch
of the material and should be liable for any missing.
Necessary approach for the movement of heavy machinary like cranes, hydra,

manlifter, trucks etc shall be arranged by us (if required )
Dismantalling of any equipment, structures etc shall be charged as 50% of the

erection quoted rates.
Minor shifting of Main Tank of Reactor will be done during erection without any extra

cost to TBEA.
We will provide illumination in the store area and also provide illumination at
9.13 Erection area for night working. For night working, permission will be taken from
TBEA Engineer.
