Good evening everyone, I am here to present to you 12 principles of public administration with

comparative view of any foreign country.

First, lets define public administration. READ

1st principle. Responsibility

- In relation to public administration, it ensures that public administrators are held accountable by
the public
- In order for public servants to be responsible, they must adhere to certain values and principles
which make them efficient, legitimate, and representative of social equity

- Public officials are accountable for their actions and must act in the best interests
of the public.

2nd principle. Public Interest. Ano ba ang purpose ng public officials? It is to serve the people so that
means whatever they plan in the government, should always be for the common good.

3rd. Legality/ Legitimacy

4th political neutrality

5th efficiency and effectiveness

6th flexibility. An example for this will be natural disasters. Public officials should be aware and must
always be on standby to help in this situations.

7th hierarchy.

8th professionalism. READ. Aside from that, it also has to do with the ethical conduct of public
administrators and elected officials.

- Public sector officials are expected to behave appropriately in their dealings with private citizens,
business and other public authorities.
- public servants must behave professionally and ethically.

9th impartiality

- Emphasizes the distribution of power among various economic and ideological groups.
- In terms of public administration, pluralism places public administrators in a position where they
must serve various diverse groups of people impartially.

10TH transparency.

- One principle that aims at keeping public servants in check as far as their operations is
concerned
- Government can only achieve transparency when there is free flow of information that concerns
the interests of the people to be served
11th accountability.

- Accountability includes ethical decision making, equal representation, legitimacy and the
efficient and effective use of public resources.

12th Economy.

- This principle is based on the idea of efficiency and effectiveness.


- The main goal of this principle is that public administrators should aim to manage public
resources in an efficient manner.
- Public administrators should also deliver the best public service at very low costs and ensure that
they add value for the benefit of the people.
