AN ORDINANCE AMENDING MUNICIPAL ORDINANCE NO. 2018-233


ISB ENTITLED “AN ORDINANCE REGULATING THE USE OF
ROADS AROUND THE ISULAN NATIONAL HIGH SCHOOL
PROVIDING FOR THE RULES AND REGULATIONS THEREOF AND
FOR OTHER PURPOSES” PARTICULARLY SECTION 2 OF THE
ORDINANCE

PROPONENT: THE COMMITTEE ON TRANSPORTATION,


COMMUNICATION AND ENERGY

WHEREAS, the 2019th Sangguniang Bayan of Isulan enacted MUNICIPAL


ORDINANCE NO. 2018-233 ISB entitled “AN ORDINANCE REGULATING THE USE
OF ROADS AROUND THE ISULAN NATIONAL HIGH SCHOOL PROVIDING FOR
THE RULES AND REGULATIONS THEREOF AND FOR OTHER PURPOSES”;

WHEREAS, the very reason of enacting the aforesaid resolution is to curtail the
major cause of the traffic congestions during school days brought about by the loading
and unloading of tricycles and private vehicles and the double parking, thus, limiting
the areas for conveyances to both students and the public not to mention the heavy
traffic jam which cause obstruction to emergency cases and other unforeseen
incidents that may occur during school days hampering the direct and immediate
response of proper authorities;

WHEREAS, it has come to the attention this Honorable Body that the time
schedule as provided for in the ordinance is inconsistent with the time schedule
observed by the school authorities which is accordingly is best and convenient to the
school populace and the public in general as well as to promote public safety, thus,
amending the existing ordinance is imperative;

NOW, THEREFORE, on motion of Ryan M. Dumaran duly seconded by Hon.


Carlo F. Apiado and Hon. Marvin L. Dalanon, be it enacted by the Sangguniang Bayan
of Isulan in their regular session assembled that:

SECTION 1. AMENDMENT. Section 2 of Municipal Ordinance No. 2018-233


ISB which reads:

“Section 2. Declaration of Policies. It is hereby declared as the policy of this


Municipality that:

1. There shall be imposed a one-way traffic scheme on the streets


surrounding the Isulan National High School (INHS), and for the proper
regulation of the traffic flow, there is hereby established the time of the
entrance and exit during school days from Monday to Friday, as follows:

Morning: from 6:00 AM – 8:00 AM


Lunch Break: from 11:00 AM – 1:30 PM
After Class: from 4:00 PM – 5:30 PM

2. The one-way traffic scheme shall begin starting the designated entrance
for all vehicles, which is from the point of intersection of the cemented
main road and the left roadside of INHS, going to the street fronting of
INHS and the right roadside of INHS. The designated exit shall be the
point of intersection of the right roadside of INHS and the main road,
fronting the DPWH Office.

3. Double parking of all public and private vehicles is strictly prohibited.

4. Parking is allowed on the right side of the road alongside the entrance
gate of the Isulan National High School.”

is hereby amended to read as follows:

“Section 2. RULES AND REGULATIONS. The following Rules and


Regulations shall be strictly observed, as follows:

1. There shall be imposed a one-way traffic scheme on the streets surrounding


the Isulan National High School (INHS), and for the proper regulation of the
traffic flow, there is hereby established the time of the entrance and exit
during school days from Monday to Friday, as follows:

6:00 AM – 7:30 AM (1 hour and 30 minutes only)

11:30 AM – 1:00 PM (1 hour and 30 minutes only)

4:00 PM – 5:00 PM (1 hour only)”

2. The one-way traffic scheme shall begin starting from the point of intersection
of the right roadside of INHS and the main road, fronting the DPWH Office
and to exit at the point of intersection of the cemented main road and the
left roadside of INHS, going to the street fronting of INHS and the right
roadside of INHS.

SECTION 2. SEPARABILITY CLAUSE. If any of the provisions of this


ordinance shall be held unconstitutional or invalid, the other parts of provisions hereof,
which are not affected thereby, shall continue to be in full force and effect.

SECTION 3. REPEALING CLAUSE. All ordinances executive orders, rules and


regulations inconsistent with this ordinance are hereby repealed, amended or modified
accordingly.

SECTION 4. EFFECTIVITY CLAUSE. This Ordinance shall take effect upon


approval and compliance with the mandatory posting and publication requirement,
prescribed under R.A. 7160, otherwise known as, the Local Government Code of
1991.

RESOLVED FINALLY, that this resolution be furnished the Sangguniang


Panlalawigan of the Province of Sultan Kudarat, the Isulan National High School and
all other offices and agencies concerned for their information and appropriate action.
