What is Tank Gauging
• Tank Gauging is the generic name for the static quantity
assessment of liquid products in bulk storage tanks.

• Two methods are recognized

- A volume based tank gauging system - Quantity assessment based
on level and temperature measurement.

- A mass based tank gauging system – Quantity assessment based

on hydrostatic pressure of the liquid column measurement.

Level + Over Fill : diverse methods
3 types of failures exist:
• Random hardware failures (e.g. short circuit in resister)
• Systematic failures (bugs in software / hardware )
• Common cause failures (affecting redundant “legs” simultaneously)

Physically and Electrically Separate

• Vulnerable to common cause failures
- such as: gauging
overfill
- Water ingress
- Antenna contamination
- Lightning / temperature / vibration
- Power supply problems
- Short circuit (fire) in one of the redundant boards.
- EMC / earth faults
- Earth quakes

(21% of all failures due to common enclosure)

2-in-1 technique
If one of the redundant
boards fail, level
measurement will stop.
SIL cannot be guaranteed

Non Compliance to Buncefield & IEC 61511

Technology Selection
• Main selection criteria:
- (Legal) metrology - restrictions in use
- Customer requirements - functionality & measuring performance….e.g. density profiling
(Servo)
- Installation requirements - tank modifications ?
- Preference and/or standardization
- Product and process conditions

Loading Automation
• The Loading Automation portfolio consists of a range of petrochemical flow
control systems and solutions. These are constructed around a collection of
Honeywell Enraf hazardous area electronic controllers, which provide the
system intelligence. The portfolio consists of a range of standard configured
solutions and custom engineered solutions, built around standard product
components.

• The solutions fall into THREE primary categories:

- Loading
The accurate transfer and measurement of product from one point to another, such as
into storage tank, road tanker, rail car or ships.
- Blending
The accurate combination and measurement of 2 or more products, during a transfer
process, utilising continuous flow techniques, at higher ratios (typically over 1%).
- Additive Injection
The accurate combination and measurement of 2 or more products, during a transfer
process, utilising intermittent dosing techniques, at lower ratios (typically below
1%)

What is meter proving
API Definition from MPMS 4.1.4
The purpose of proving a meter is to determine its meter factor, which
is the number obtained by dividing the actual volume of liquid
passed through a meter during proving by the volume registered by
the meter.
The purpose of a meter factor is to correct a meter’s indicated
volume. Obtaining a meter factor is an essential step in calculating
the net standard volume of a receipt or delivery of petroleum liquids.

Historic Proving Methods

Prover CANS Small Volume Prover Master Meters

Pipe Provers
Honeywell Confidential - © 2015 by Honeywell International Inc. All rights reserved.
Prover Cans
• 1 min. test time requires 2500 liter calibrating can at gantries(bays).
• Pump back after each calibrating run is very slow & labour-intensive.
• Only two to three meters calibrated per day
• Sometimes, product is pumped off into a “slop tank” - resulting in a sizable product
loss.
• Loading Bay blocked off for truck loading.
• Damage to prover-can not always detected.
• Requires manual readings and calculations for Temperature.
• Evaporation losses of up to 0,1% in prover- can is not considered.
• Expanded uncertainty 0.02..0.05%

Honeywell Confidential - © 2015 by Honeywell International Inc. All rights reserved.

Master Meters
• Effect of temperature, pressure and viscosity are unknown and very
complex
• Wear and Tear
• Accuracy should be 5 times (N.I.S.T.) more accurate than Meter Under Test
• Meter error related to flow rate
• Narrow operating range
• Repeatability limited to operator.
• Expanded uncertainty 0.08%

Honeywell Confidential - © 2015 by Honeywell International Inc. All rights reserved.

Pipe Provers
• Extremely bulky and expensive to install
• Requires 10,000 pulses minimum or 15000 Rd
• Considerable calculation required to correct for temperature and pressure
• Not suitable for “start-run-stop” flow conditions such as Tanker truck
loading.
• Expanded uncertainty 0.05%.
