Presiding Officer- Good morning council, since this will be our first regular session, we
will first have a voting for secretary within in the council as an acting secretary to our
meeting before we proceed to our session.

Presiding Officer- The nomination for acting secretary is now open.

Romie Olaco- Mr. Chair, I nominate Hon. Rosalyn C. Pelicano us our acting secretary for
this session.

- So, Lets divide the house, Who’s in favor of Mrs. Rosalyn Pelicano, ( Please raise your
hand ) there will be 6 votes of Hon. Rosalyn Pelicano. And Whos’s in favor of Mr. Felix
D. Merto, there will be 2 votes of Hon. Felix Merto.
-Our acting secretary to this session is Hon. Rosalyn Pelicano. May I request Hon.
Rosalyn Pelicano as our acting secretary to please sit on the prescribe Secretary table.

- The first regular session of Sangguniang Barangay of Barangay Ferdinand is now call to
order.

- May I request Hon. Romie Olaco to led the prayer and please do remain standing for the
singing of the Philippine National Anthem to be led by Hon. Pamela Clave.

- May I request our acting secretary to please call the roll.

Hon. Roderick J. Manto: Mr. Chair, I Moved to pass a resolution, Resolution No. 007-
001, Series of 2023, “ A resolution Amending and Approving the Internal Rule and
Procedures of Barangay Ferdinand, Loreto, Dinagat Islands.

--------------------------------Reading the Resolution------------------------------------

- its really important to have an amendments from the previous IRP since this is new set
of officers and I think there are sections and penalties that we need to change base on our
agreement of this new set officers.

- The section-1 under Rule -V ‘Regular and Special Sessions it should be change the time
schedule of meeting since 2 pm scheduled time approved of the previous IRP, and it
needs to change for 9 am in the morning.
- Section- 7 of the same rule, its mandatory to wear office prescribe Uniform and those
who don’t follow this mandate shall be fined a penalties worth 150.00 pesos. The
previous amount of penalty is 100 and its need to increase as to proper implementation of
this section.
- Section- 9 of the same rule, due to some unnecessary excuses, there should be a
penalties with regards to the absences as follow, detail of the day, attending the regular
session, tagbo, and for Flag Ceremony.

As stated in the previous IRP

Regular session- 200.00

This will be the following changes and additional fines to be proposed

Regular session- Half of Honorarium

Detail of the Day- 500.00- barangay officials/100.00- Utilities
Tagbo- 400.00- barangay officilas/ 100.00- Utilities
Flag Ceremony- 100.00/ barangay officials/ 50.00- brgy. Tanod

Hon. Romie Olaco- As to the amendments of the IRP, its needs to be follow the changes
as it is a way we can be a better and active public servant, and hoping this will be our
guiding path to work in progress.

Hon. Rolando J. Olaco- I moved to approved the proposed resolution, a resolution

amending the Internal Rule and Procedures.

Presiding Officer: Congratulations everyone, specially to all newly elected officials.

Welcome and lets build a good relationship towards barangay developments. Hoping that
we can act fully with our obligation and responsibility of each committee assigned.
Looking forward to our journey us Public Servant to have more achievements and
improvements.
