(9781484) "Frc Impact Assesment 2122 795) 1 INTRODUCTION Bey Background wa ‘Terwan DJ Development Sdn Bhd is planning to develop a piece of land located ‘on Lot 657 in Taman Bukit Serdang, Seri Kembangan, Mukim Petaling, Daerah Petaling, Sclangor Darul Ehsan. Figure 1.1.1 shows the location of the development site in relation to the surrounding toad network. 142 {As part of the planning requirement, the developer is tequired to undertake a Traffic Impact Assessment (TIA) study for the proposed development. Kumpulan Perunding Maju Teknik Sdn. Bhd. has been commissioned to carry out the TIA study, and the study report would form a supporting document in the developer submission for the planning approval of the proposed development. 12 Study Objectives 124 ‘The following describes the objectives of the TTA Study: = To evaluate and understand the existing traffic conditions on the existing road system in the vicinity of the proposed development site; - To determine the volume of traffic likely to be genetated by the proposed development site; - To assess the potential traffic impact (if any) caused by the proposed development; - To propose mitigation measures / traffic improvement measures (if any) that are needed to accommodate the future traffic demand including traffic due to the proposed development site; - To assist approving authorities in making decisions with regard to the proposed mitigation measures to address the negative impact (if any) on the studied roads and junctions in the vicinity of the proposed development site. The data is used to understand the growth of ttaffic on roads and junctions in the vicinity of the proposed development sit. 134 Inventory Surveys Inventory surveys are undertaken on the existing roads and junctions as well as other traffic related facilities in the vicinity of the development site. Characteristics of roads and junctions are determined from the inventory surveys. These include the number of lanes, carriageway widths, road shoulder and median as well as junction control and configurations. The characteristics of roads are used in estimating their carrying capacities, whilst the characteristics of junctions are used as part of the inputs in assessing the present performance of junctions. 135 Data Collection / Traffic Surveys ‘Traffic data on roads and junctions in the vicinity of the development site is collected from traffic count surveys. The counts were conducted manually at a 15-minute interval and classified into five vehicle categories namely car/van, motorcycle, light track, heavy truck and bus. Petiods of peak hours, existing traffic volumes and compositions are obtained from the traffic surveys, ‘The traffic survey data is used to evaluate the current traffic condition and form the basis for forecasting future traffic volume and condition on the surrounding road network. Assessment of Traffic Conditions Assessments of the existing traffic conditions are done during peak hours as traffic volumes on the existing roads and junctions are at the highest. The performances of existing roads are measured in terms of volume to capacity ratio (V/C) which is related to Level of Service (LOS), whilst the performances of existing junctions are assessed using junction analysis software, SIDRA. Junction performances are assessed in terms of traffic delays, degrees of saturation, queues and Level of Service (Los) ‘Traffic Generation Study ‘Traffic generation study involves determining the volume of traffic that is likely to enter and exit the development site during peak hours. The study is made based on the land use components being planned for the proposed development site. ‘Traffic generated by and attracted to the development site is estimated by using tip, rates which are an observed relationship between traffic and development land use mix and size. The trip rates used in this study is derived from the “Trip Generation ‘Manual 2010” by Kementerian Kerja Raya, ‘The development traffic forecast focuses on two critical hours of the day ie. ‘morning peak and evening peak hours. It is expected that on a typical weekday the highest traffic volumes be recorded during these hours. Site traffic refers to ttaffic directly related to the proposed development which is estimated from traffic generation study, whilst non-site traffic is the growth of existing traffic up to the design or impact analysis years on roads and junctions in the vicinity of the development site as well as traffic from committed developments, if any in the vicinity. In forecasting the future non-site traffic, itis necessary to determine the impact analysis year (AY) for the traffic analysis. Based on AJ 38/2018, the IAY used is 10 years after the full completion of the proposed development. 13.10 Assessment of Future Traffic Condition ‘The assessment or impact analysis year used in the TIA study is year 2036 which is 10 years after the opening/completion year of the proposed development in year 2026, Assessments of future traffic conditions are similar to the assessment of existing traffic condition except that future traffic volumes are used. Assessment of furure traffic condition is made based upon the present state of toads and junctions. ‘This enables us to determine as to whether the present state of roads and junctions are able to cope with the future traffic demand, Number of lanes requited for the access toad and type of control and configuration of access junction to the development are also identified at this stage of study. The recommendations are based on the predicted traffic volumes atthe access roads and junctions. 13.1 Mitigation Measures Mitigation measures on the external roads and junctions are identified based on the findings of the assessment of future traffic condition, ‘The future Level of Service (LOS) at the roads and junctions determine whether the improvements are needed on the external roads and junctions to achieve the acceptable LOS after mitigation smeasuses are proposed for the roads and junctions. 14 Scopes of Works 144 Tn carrying out the TIA study, the following tasks have been performed = To carry out road and junction inventory to determine the present road and junction characteristics in the vicinity of the proposed development site; ‘Kumpulan Perunding Maju Teknik Sdn. The data is used to evaluate the current traffic condition and form the basis for forecasting future traffic volume and condition on the surrounding roads and junctions, 312 Traffic surveys were done on 16 August 2022 at the critical locations whereby the impact of the traffic due to the proposed development is considered the greatest as mentioned in the Study area under Chapter 2 313 ‘Traffic counts should be conducted to capture the typical weekday traffic. The counts were conducted during the morning peak (7.00AM to 10,00AM) and evening peak (4.30PM to 7.30PM) which represents the busiest time whereby the road activities are high. The counts were conducted manually at a 15-minute interval and classified into five vehicle categories namely car/van, motorcycle, light truck, heavy truck and bus. 32 Analysis of Survey Data 21 Prior to analysing the traffic volume at the survey locations, all counted vehicles were converted into passenger car units (peu) to account for the varying vehicular composition. In view of the absence of any HPU census station in the immediate vicinity of the proposed development site, a growth rate of 2% is adopted for this traffic impact assessment study to account for any nearby future development sites. Forecast of Site / Development Traffic ‘The development traffic forecast focuses on two critical hours of the day ie. morning peak and evening peak hours. It is expected that on a typical weekday the highest traffic volumes be recorded during these hours. Thus, the performances of road and junction can be tested based on this critical condition and design /improvement of roads /junctions can be made accordingly. In forecasting the traffic due to the proposed development, trip rates, which are an observed relationship between traffic and development land use mix and size, are used. The trip rates used to estimate the proposed development traffic are based on the latest data from the Trip Generation Study by Kementerian Kerja Raya, Malaysia — 2010 as shown in Table 5.3.1 that takes into consideration of the different development components planned for the development site.
