More than 80% of EU citizens want better protection of animals. Today we are adopting a very important package of rules that
ensure better animal welfare during transport. Travel times, travel space and travel temperatures will be adapted to improve their
well-being. In addition, we present for the first time rules that will improve the treatment by breeders and pet shops of human’s
best friends: cats and dogs. The way we treat nature, including animals, says a lot about what kind of humans we are and I am
pleased that today we are making progress for animal welfare.

Animal welfare is an issue which EU citizens care deeply about and working to improve it has been our political priority since day
one. Nearly half of Europe’s households own a dog or a cat, which shows the significance of our actions today. Today, for the
first time ever, we propose common EU rules to better protect the millions of dogs and cats bred in the EU and provide much
needed certainty for future pet owners. We are also updating the rules on animal transport for the first time in 20 years, to
improve their welfare and prevent the mistreatment of animals during transport. Animal welfare is not only essential for animal
health and wellbeing but also for a humane, healthy and sustainable society.
