A RESOLUTION URGING THE DEPARTMENT OF PUBLIC WORKS AND


HIGHWAYS(DPWH) TO IMMEDIATELY REHABILITATE AND REPAIR THE GABU
RIVER REVETEMENT IN BARANGAY 34-A GABU, LAOAG CITY, ILOCOS NORTE

WHEREAS, Under Republic Act 7160, it is the duty of the Sangguniang Panlungsod to
adopt measures to protect the inhabitants of the city from the harmful effects of man-
made or natural disasters and calamities and to provide relief services and assistance
for victims during and in the aftermath of said disasters or calamities and their return to
productive livelihood fallowing said events;
WHEREAS, Section 16 of Republic Act 7160 or the general welfare clause provides
that every local government unit shall exercise the powers expressly granted, those
necessarily implied therefrom, as well as powers necessary, appropriate, or incidental
for its efficient and effective governance, and those which are essential to the promotion
of the general welfare. Within their respective territorial jurisdictions, local government
units shall ensure and support, among other things, the preservation and enrichment of
culture, promote health and safety, enhance the right of the people to a balanced
ecology, encourage and support the development of appropriate and self-reliant
scientific and technological capabilities, improve public morals, enhance economic
prosperity and social justice, promote full employment among their residents, maintain
peace and order, and preserve the comfort and convenience of their inhabitants.
WHEREAS, during the onslaught of typhoon Egay last July 26 and 27 of 2023, the
Gabu river revetment, the spur dike among others, was damaged and the houses along
that river are in danger of collapsing;
WHEREAS, yesterday, August 30, 2023 around 11:00am in the morning, a part of the
Gabu river revetment was again damaged due to typhoon Goring and the residents
fear, together with the barangay officials of Metro Gabu, that if this will not be
rehabilitated at the soonest possible time, the river revetment will be destroyed and all
the houses in that river will totally collapse;
WHEREAS, The Philippine Atmospheric, Geophysical and Astronomical Services
Administration (PAGASA) expects around 10 to 14 tropical cyclones to enter the
Philippines until the end of the year;
WHEREAS, The Government must act on the matter at the soonest possible time to
prevent the loss of lives, the collapsing of these houses along the river and to prevent
further damage to the river revetment of Metro Gabu;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, that the 12 th
Sangguniang Panlungsod strongly urges the DPWH to immediately rehabilitate and
repair the Gabu river revetment in Barangay 34-A Gabu, Laoag City, Ilocos Norte;
RESOLVED FINALLY, to furnish copies of the resolution to the DPWH-Ilocos Norte first
Congressional district office, DPWH Secretary Manuel Bonoan, First District
Congressman Ferdinand Alexander Marcos, Mayor Michael Marcos Keon, Governor
Matthew Marcos Manotoc, and to all concerned agencies for their information and
reference.
